00:00:09,830 Went behind. Let’s Do. My tricks real quick. Uh, miles Yes, I can hear you. Thank you. Thanks. Miles, Jason. Coming through loud and clear. Thanks, Jason Law. Yep. I can hear you fine, John psyche. I hear you. Can. You hear me? Yes, we can. Thanks, john. Um, Blue. 00:00:38,800 Fasting testing once you glue blue, your little soft just to let you know I’ll be a little louder. OK, thank you, Dan. Yes, I can hear you. Great. Thanks, dan Andrew Moody. I am here. Thanks, Andrew Chris. This is chris. Thanks Chris andrew Bryan. Hi. Good morning. Hi Andrew and john Foreman. Good morning. John, Can. You remind me who you’re with. 00:01:13,400 I’m with Tech engineers. OK are you here for presentation or just, uh, as public Just as public. OK, great. Thank you, john. And. Chris, Are you here for Gabe? I don’t know that, uh, I received a meeting Invite so Yes, I’m attended. And I believe you are that Thanks for clarifying Steven. 00:01:47,000 Well happy Monday to everyone. And! Thank you for attending. I will call to order the march meeting of the Bismarck Mandan Metropolitan Planning Organization technical Advisory Committee. Uh, it is march 18th at 10:02 a.m.. We will start with roll call. OK, Ben Erith here. Dan Trio. Here, Deirdre Hughes. Chris Holzer. Here. John sacking. Here, Andrew Sty here. Jarre witness. 00:02:21,730 Meg phaser. Here, Mitch Flanagan. Here, Natalie Pierce. Schloss. Wayne Zacker chair of lukaszewski. Here. We have a quorum and the first order is review impossible Approval of the minutes. Wishes of the board. Region wide move approval. Thank you, andrew. I have a first. Is there a second? Also, thank you, Jed. Roll call, please. Ben Earth. 00:02:58,500 Yes dans Deidre Hughes chris holder. Yes, John Saki. Yes Andrew Strai J Wagner? Yes, Greg Fraser. Yes Mitch Flanagan? Yes Dean Schloss Yes, wayne Zacker. Yes chair. Luks yes, minutes are approved. 00:03:30,230 Item number two on the agenda is, uh, the title six Plan UPDATE with Steven Will you need me to share screen Steven, Or, will you share share a screen? I. Think I’ll do it. Thank you one moment. Mhm. All right? Everyone can see the screen. Uh, the Bismarck men and MP as a recipient of Federal funding is required to have a title six and non discrimination AD a plan. In place. So. 00:04:19,730 The Title six program ensures the MP O takes all necessary steps to prevent unlawful discrimination in all its programs, services and activities. We do a self audit of this plan every year and make appropriate updates based on the self audit, However. 00:04:38,570 This Year’s update is coming a little earlier because it is in response to a North Dakota Department of transportation audit of our title six program. So. We added a new section to the plan in response to this audit and made some other adjustments and changes as a result of the audit. So this required the MP O to release the revisions for a 30 Day public comment period. We did not receive any public comments on the update. 00:04:57,600 Uh, but there will be a public hearing today at the TAC meeting on these changes, so I will give you a brief just a brief overview of the changes we made to the plan. So first, just a number of routine minor changes were made to the document to update dates. 00:05:16,800 Complaint forms the title, six goals and accomplishments and the demographics of our MP O employees and boards. Just, making sure everything is up to date. Um Second, we did update the demographics that support our limited English proficiency plan using the latest available census data, which I will show on the screen. 00:05:52,630 So just to summarize that, using the latest available data to us we have an estimated 1.68% of the population in our Bismarck mandate and Lincoln communities that speak English less than very well. And so we do keep track of this information and update it as appropriate. Third. We made an update as usual to our title. Six maps, So. 00:06:24,730 This shows the location of the in your tip projects. So in this case that would be 2024. And, then we also overlay this data against relevant title six population in the MP O area. This helps with a number of things related to title six. Monitoring. So refer to your packet. For. More information on those maps. 00:06:49,730 Finally, I will go to the new section that we added in as regards the audit. Apologize. There’s For the scrolling here. Yeah. So on page 25 of the plan. We have added a demographic profile and analysis section in response to the DOT audit. So. This section assists the MP in complying with FT a requirements specifically for Title six. 00:07:43,100 The demographic profile, uh, which is in the packet presents relevant minority populations in the NPO area and analyzes our efforts to meet the mobility and transportation needs of these populations and also the distribution of state and federal funding throughout the NPO area. Specifically. We’re looking at again Tip projects for this So. 00:08:05,070 That is a summary of the updates that we have made. Uh the MP O requests. Approval of the update by this boards and once approved are, uh, title six policy statement and assurances along with the audit checklist will be signed by the policy board chair, allowing the NPO to continue to be eligible for federal funding. 00:08:23,830 I can take any questions the board may have at this time. Are there any first questions for Steven Then go ahead. Yeah, thanks for the for the presentation. Um Steven first A. Couple of questions. Uh, Uh, so lean. Schmidt is identified as the The title six. Uh, coordinator. 00:08:51,630 Um, I I’m, Assuming what she made aware of of any of the changes that that we we are proposing to make she’ll be. Yeah. She’ll be receiving the the changes as well as the audit checklist to sign along with. Yeah, so all that information will be will be given to her as well. 00:09:11,230 OK and then Bismarck City of Bismarck has its own title six Plan, which was recently updated. Do. You know how closely this plan sort of aligns with some of the changes that the city of Bismarck had. Not off the top of my head. I presume it’s gonna be close. But. Since we are. It’s completely separate from the city of Bismarck. 00:09:27,830 We don’t follow their I guess their update practices. This is a This is a direct response to to the DOT audit, which is why we we made the changes we made. OK. Yeah and I. I’m. I’m wondering. Maybe. It’s more so for Courtesy for Leanne so she doesn’t have to. You know, follow multiple different practices. 00:09:47,500 A title six, You know, especially if we get complaints or something like that, that we’re following, at least somewhat consistent practices would be my Hope. I can certainly make sure I run that by her as well, Um And then the frequency Just another question that I had a couple comments for for discussion. Maybe. 00:10:08,930 But can you remind me the frequency of of the title six Plan update we have, you know, I think we have sections in there? Related to The, various organizational members. You know where What uh, socio-economic characteristics they may may fit into And. 00:10:30,800 You mentioned the the demographic profile and analysis that seems like it’s something new that we added. Um Title six surveys. Um are those are those all updated annually? Can you remind me. Got you? Yep. It’s an annual practice. This is we’re doing it a little earlier than we usually would this year because of our, uh, need to be timely with our audit response. But. Yes. 00:10:49,400 It’s an annual practice and we always will pull from the latest available data when it comes to demographics and and things like that. Okay, thanks. Um then just to items for consideration, So it’s labeled, I Think, as must be page 19 in the document under the technical advisory board. 00:11:11,970 I’m not sure if mitch has a reaction or not, but I don’t I don’t know if that’s me. Mitch’s official title. Uh, they’re not. But. Maybe. Mitch might have some guidance. Uh for you there. It just notes him as the building official and Think you may have whether you want it or not, Mitch, I think you may have more responsibilities than that. 00:11:34,770 Um, Okay, Um and then on page 26 of the document. I guess it would be under Uh, it’s labeled the paragraphs labeled Item number one colon. Um, the first sentence there. The MP O is public participation plan, And then we state approved in December. I’m wondering if you even wanna include that. Approved in December. 00:12:00,470 Just eliminated other otherwise we may miss it. I don’t know if it’s easier to that it may be missed in future updates or otherwise, we’re gonna have to keep track updating that section as well. If we update the the public participation plan, but just just a thought or Comment for consideration going forward. OK. 00:12:16,630 Thank you, ben. I’ll make note of that. That’s it. Thanks. Thank you? Are there Additional questions for Steven. Um, I see no questions from the table. Um, and this was advertised as a public hearing. 00:12:42,600 Uh so I will open the public hearing and request if there are any persons from the public who would like to comment or ask questions on the plan Update. Calling a second time for public hearing. And, the third time for public hearing. Seen no comments or questions from the public. I will close the public hearing. Um and I will ask for wishes from the board. I’d move approval with, uh, the I guess. 00:13:09,070 One of the comments noted to be considered for change. Uh And the rest as presented so as the date was that correct? Yeah, the removal that the the item that was suggested for change was the removal of the specific reference to the date to the public participation plan. OK, Thanks. Ben. I have a first. 00:13:31,730 Is there a second? Second Um Thank you, Greg. Thank you, greg. Um Which is I’m sorry. Roll call. Be Earth? Yes, Dan sac. Yes, Deidre Hughes Chris Holder. Yes, John S. Yes Andrew Stra Jarre witness? Yes Greg Fraser Mitch Flanagan? Yes dean Schlott. Yes. Wayne Zacker Chair Lukaszewski. Yes. The plan is approved. 00:14:11,800 Item three on the agenda is the final presentation of our 2023 Ortho Contour project, um, and miles strain will be giving the update with, um a number of individuals from 95 West staff. Miles, How are you doing today? Doing good, Rachel. Thank you. Thank you? Miles. Thanks for being with us today we’re looking forward to the presentation. 00:14:32,000 All, right? We’ll try and be as brief as we can here to keep this moving. Um I’m gonna share my screen here and, uh, just to show everybody here what we ended up delivering, and, uh Before. We go too far. Um, just wanna make sure. Um, uh, to thank Darryl and Greg. If. 00:14:55,630 They’re, uh in attendance or not, but, uh, Darrell helped us, Uh, making sure we had everything we needed to get through the project. Um, And then greg did a lot of testing and stuff for us. Uh, uh, assistance with, uh, downloads and stuff and testing some of these, uh Compression. 00:15:17,470 Programs that we’ve had in place, and, uh, turned out that they probably weren’t, uh, suitable for the large area that we’re working with. But. Um, At Least They were tested for, um, on the screen here is the shipping transmittal here that we have here as we, uh, work to final. Uh 1564 band. Uh, high rails, tiffs, and then we have the three band. 00:15:37,430 Uh ECWS, um should have been, uh, done at, uh, 2 to 1 compression, so they’re a little bit larger than the fins when the SIDS are done a default of 20 to 1. Then. We did the mosaics there that are all seen, uh, here Um one. I’m gonna end up letting you take this over for sharing long. 00:15:57,500 Jargons, Uh, by the way is our, uh, imaging. Uh, lead here. At 95 West aerial mapping. Uh, he’s gonna show some of the, uh, mosaics that we have put together. Um and and just some some zoom levels for everybody to see the resolution. And, then I also have andy Moody and Andrew Byron on and they are going to, uh, Andrew I, I. 00:16:15,700 Guess. Uh, my own will be running to see a demonstration here of some of the wider We have available some of the things that we delivered and some of the things that You may not, uh Uh, see on on the end, uh, for deliverables, but it’s kind of fun to see how, uh, 00:16:32,170 some of this stuff is processed. So. Far. I’m gonna quit sharing and let you take over the share. All right? Sounds good miles. Thank you very much. Thank you. Good morning, everybody. And, um Hoping everybody can See my screen, All right? Uh, did that work? Uh, no, we can’t see the screen yet. 00:17:02,800 Let me come almost there. Quick one Alrighty. It might be on the screen. You have to Sure. OK? As everybody see that all right? Yes the mosaic on here. Great. Sorry for the delay on that. Uh, yeah. So what we ended up doing, we provided different mosaic type products in addition to the individual tiles. 00:18:03,400 Ah, this is just an example of a our, uh three band. Rgb. Um Compress Mr SID file that we had done and, uh, for the city of Lincoln, and, uh, that was one of the deliverables that we had done. Uh, we had great detail. You can see the power lines through here. 00:18:24,270 Um Other details with, uh, catch basins and utility poles and all those things. Everything showed up really well, so collar looked really good. We had some great acquisition weather going for us on that as well. When. We. Pick that up. Um and then moving on here to, uh, the This mark area. Some of the detail that we have as well. 00:18:46,300 For that Just This update for me here, apologize for any delays. These files. Uh, sometimes will take a little bit to, um to replenish on the screen, but we had great color, great detail, and, um Good. Good product that we had provided to the MP O. 00:19:14,530 Um Moving on to some of the other features here that we have Or the buildings. Um Parking lot detail shows up quite well. Building detail shows up quite well. So Um We were very happy with what we were able to provide. And, uh The accuracy was actually quite well, um With the project. We Which is typical for what we end up doing. 00:19:47,470 We’ll We’ll take a A sampling of, uh, checkpoints and control points and we’ll be able to put together a report for accuracy. Uh, since this was a quarter foot resolution what we like to shoot for is something within that two pixel range and the fact that we had an accuracy of, uh 0.42 here, Uh, we were very pleased with what we were able to provide. 00:20:08,400 For the product on that. So. Uh, anyway, just briefly. That’s just a couple of the sample shots and what we did, Uh, I don’t know if anybody’s got any questions on that, but, uh I’ll be happy to answer that, or miles could And I’ll share as a as a reminder sorry to the group there that everything was 00:20:31,330 flown, Uh, simultaneously meaning the latter and the imagery simultaneously on May 3rd. 2023 Um, So. It was was a a late acquisition, but we had such a a Large amount of snow last year. 00:20:49,670 To deal with, uh, that’s really closely acquisition back and we have to try to jump on it as soon as we could. We had a great day to fly. Who took advantage of that and then had to incorporate in it some additional steps to Um Pointed out some snow that we saw in some of these, uh, shelter belts and stuff. So. Just a reminder that, uh, it was a A May 3rd. Acquisition. P smiles. Thanks line. 00:21:13,130 Are there any initial questions from the board? I. Don’t see any questions? I’ll let you continue miles All, Right? Uh, I. Think, andrew, uh, down at the bottom there long stop your screen sharing and know what Andrew Byron take over. Sure thing. Good Morning, everybody. Can! You hear me, Ok? Yes, we can. Thanks, Andrew. 00:21:38,170 Uh, let’s see. Here. I’ll share a My first screen here so Basically what I’m gonna be doing this morning is just going over a Um, just a quick summary of the deliverables that we provided. And then, um Kind of a showcasing Few of the different ways we We’re able to To. 00:22:01,730 Look a T this um the point cloud that we that we acquired so First off just to kind of, um Dovetail off of what LA was saying about the accuracy of the Orthos. Um we’re really pleased with what we were able to. Um Able to deliver for Project wide accuracy. Accuracies here. Uh, we partnered with, uh, SEH to do the Ground work. 00:22:26,230 Um, the field survey work in terms of collecting the, uh the ground targets, which ultimately Is the Um, one of the the primary. Ways we Get this data to align with, um Existing geospatial data. So. 00:22:53,700 Just a quick glance here at this control report, which is provided in the deliverables, Um or generally looking at, um vertical accuracies. Um, under 1/10 of a foot and in many cases quite a bit better than that. So. A lot of these targets tested. In the 2 to 300 of a foot range, which, um, given the project size, and, uh, Um Is pretty good results that we’re pretty happy with. 00:23:18,670 So, um I’m just gonna switch my screen here to Sure, um, This map document here. So. This is the general locations of where those targets were collected. Um You can see the The green targets are the primary what we call the primary control, which, um, is how we horizontally and vertically align the lidar data. 00:23:46,200 To the Um to the MP S existing Are control network. So, um We were able to, uh Basically deliver data that is gonna align well with, um With. All. The. Other data that the MP has has on hand. So Um And then the black triangles shown here are, um The Basically the checkpoints that, uh Survey crew. 00:24:15,600 The survey staff provided to us to as a an independent way to to verify the accuracy of the primary network. In addition to The Uh, Survey work. Um Livers included. Uh, mapping products as well, which included Um hy graphic brake lines. These are basically just water’s edge. Uh, features that we collected here. 00:24:51,000 Um there’s a few other feature types included, but for the most part Um, just an accurate snapshot of the water’s edge. Location. Um For features throughout the throughout the project. Um Second main mapping deliverable was 1 ft contours and I’m gonna zoom in here to Uh, one example here. Um, the community bowl area. 00:25:20,770 Um On the, uh And the B mark side of the river. Um We provided 1 FT Contour intervals, which We decided it was probably the best thing. Um To deliver in terms of the Contour interval just because we have the data resolution and the, uh the quality turned out, Um Turned out pretty well. 00:25:45,300 I think it’s kind of a a balancing act, mixing, um Onto our accuracy with appearance. So We didn’t reply. Just a minimal amount of smoothing to these contours to make them choreographically look nice. Um, while also balancing, um Not cutting out too much data and Um, avoiding too much generalization. In addition to the contours, we provided surface elevation spot elevations. And, uh, In. 00:26:23,870 This case. Um, for those of you who are familiar with, uh With either Arc map or Arc Pro, Um This is a a geo database file. Um, consisting of a subset of the lidar points, so Um Basically just a way if you’re working in a particular area, you’ll be able to pull in a 00:26:48,270 subset of the lidar here from the spot elevation points. And. Finally here we’ve got, um He bare Earth digital elevation model. Which I kind of tweaked here a little bit just to make it a little bit easier to see. 00:27:15,030 But Overlaid with a little shade, so they digital digital elevation model is just simply, uh, a grid. A mapping grid. Um Of a half foot. Resolution. Um And then, uh, In software packages. There’s a way to visualize that a little bit differently with with what’s called a hill shade and kind of mimics, Um A little bit More. Of what? Uh, Artificial perspective of what that what that surface looks like. 00:27:41,670 So, um Again with the the high resolution data that we collect, Um Able to see a lot of detail on the ground here, Um And Yeah, we’re, um I’m pretty pleased with with the way these products came out, Um Just technically speaking, the Uh, the the D MS are also brake line and what are called hydro 00:28:06,770 and forest so Um Basically just ensuring that, uh Um The The the models themselves. Uh, flow properly, and, uh Um, generally match the elevations of the water surface that existed at the time of collection. So that’s just kind of a quick summary of the the mapping deliverables. 00:28:36,700 Uh, they don’t have any questions on those Uh, thank you, Andrew Any questions on the mapping deliverables. Nothing from our table. OK. I’ll just, uh, kind of focus on just a quick other. Um Couple of quick examples of of what these hill shades look like. Um In the background here, Um This Kimball bottoms. 00:29:03,330 OHEV area down at the very south end of the And Peel area. Uh, it was really interesting, too, because, um, a lot of detail shows up in the Uh, they are highway vehicle tracks. Um, just kind of a sort of an interesting feature there. And I Think finally, I just wanted to sort of focus on the colorized point cloud. 00:29:28,900 Which was a A deliverable required, um In the contract here and, uh, basically what? This. Um, what this feature is is Products. Essentially takes the colors from the Ortho photos and applies them to the point cloud itself because otherwise the point cloud doesn’t have any real world colors associated with it. 00:29:55,630 Um Just mostly, uh, primarily coordinates so By, adding in the colors from the Ortho imagery from L. Um, we can basically just provides another way to visualize the data and, um, really see the the detail that, uh Was collected with the point cloud and so This is that same community ball area, along with the railroad trestle there over the bridge, and, um One area. 00:30:21,300 That was especially interesting. Maybe the last thing I’ll show here is Um The double Drain Recreation area up north of, uh, Bismarck and Mandan upstream. Um This. Uh, this area is on a Large cut bank on the Missouri and Experiencing. 00:30:45,400 Um I think quite a bit of erosion in the last few years and, uh Just being able to see this, Uh Cut that erosion happening. Um Interesting to visualize that way. But, um All. This data is available. With, the deliverables that we provided. Um there’s just a lot of different ways and a lot of different software packages that, um, are able to be utilized to to visualize it. 00:31:09,800 And. Um, if anyone has any questions on that we can certainly Um, provide maybe some input or or some suggestions as well. But Yeah unless that is, unless anyone has any other questions. Uh, That’s just a quick overview of the light iron mapping deliverables. Thank you, andrew. 00:31:30,300 I think we are very impressed with the way that the data can be visualized, uh, especially in the 3D models with the color overlay. That’s that’s quite remarkable. Um Miles. Was there anyone else from your team who is going to present? Nope. That was pretty much it and then I just wanted to, uh, I Guess. 00:31:50,870 Follow up with the, uh, the prints were all dropped off, and I’m Not. Sure if, uh, the the folks there in the committee had a chance to view with those, but, uh, Have all been dropped off as well. Uh, thank you And. Thank you for mentioning those I wanted especially to thank you for providing those prints. 00:32:06,130 I think they turned out very, very well and, uh, to my knowledge, All of the jurisdictions have received those and they are currently hanging, uh, on various walls across the MP in In the In, the engineering or planning offices. Um so again, uh, 95 West team. 00:32:29,200 Thank you for your efforts and your time on this and and especially for some of the back and forth that we had with regards to, um, the the troubleshooting of RGIGIS professionals. We appreciate your extra efforts on that. Um Uh, does the board have any final questions on the the Ortho light our product? OK. Um, I will just make a note. 00:32:52,800 Then that, um, I, believe Darryl news, uh, of Bismarck. GIS is planning to send the SIDS to the state server. So, uh, for our team and for anyone from the public who would like to access the, uh Orthos? Um They will eventually end up on the state server. Uh, the NDGIS hub. 00:33:12,670 Um, I believe the other deliverables will also be sent to the state. Um Uh, so that they will be publicly accessible as well. Um, the the Mr SIDS are are especially important to put onto the state site, uh, because they are so large and they’re very, very difficult to download from a standard computer with a standard. Uh, Internet. 00:33:36,270 Um With that I will take a motion from the board the NPO staff in 95 west are looking for a motion to approve the final deliverables for the Ortho Liar Project. The jerk. All moved to approve. Thank you chair. I have a first. Is there a second? The second. Thank you, Deidre. We’ll take roll call. Ben, Ari Yes and dan Sac. Yes. 00:34:04,530 Deidre Hughes chris Holzer. Yes, John Saki. Yes Andrew Strai? Yes Jack witness? Yes greg Fraser. Yes Mitch Flanagan. Yes Deans Yes Wayne zacker Chair Lukaszewski. Yes motion passes. Thank you. Item four on the agenda is the fiscal year 2025 recreational trails projects with Q. Thank you, rachel. Good. Morning. Members of the attack. 00:34:32,230 Um, exhibit C on page 65 of your packet is a request by SEH on behalf of the Lincoln Park district for NPO support of a proposed RT P project. Uh, they did include a map with that letter of request, and I’ll bring that up. 00:35:11,200 All right, um The, North Dakota Parks and Recreation district will be soliciting for the recreational trails projects applications beginning April 1st. They have a very small window of application. Um, timing this year. It is only from April 1st through the 12th. So. 00:35:34,730 Um, those folks wishing to get an application in our kind of working on getting their cost estimates ready right now, their application details and also one of those items is A letter of support from the MP for their project application. 00:35:58,170 Uh, the city of Lincoln currently does have an existing multi use path on the north side of Lincoln Road from 52nd to 66th Street at the Roundabout, uh, where it does terminate, uh, currently, and they are proposing an extension of that multi use trail on the west side of 66th Street, continuing north from Lincoln Road to 28th Avenue. The initial phase of this extension is intended to be the earthwork, the drainage needs and gravel base and a future phase would then be the paving and lighting of the pathway. 00:36:20,800 So right now they are just asking for a letter of support for the project. Um MP O staff did review the project, and it is consistent with the goals and objectives objectives of the MP SMTP specifically with objective. One a of goal one, which is safety and security and also the specific objective. 00:36:48,270 Five C of goal five, which is alternative transportation modes to automobile travel. Uh again We have a map showing the extent of the project. Uh, we do not have costs as the applicant is assembling those, Um, those estimates right now in anticipation of making application, Uh But if there are any questions other than those I could answer, I would 00:37:10,400 be happy to do so. I think you, kim. Go ahead, wayne. Just a quick question is there on the RTP side? Is there any requirement that the pedestrian facility needs to tie into Pedestrian facility. No, there is not I was just curious. It can be stand alone. 00:37:30,000 There is nothing there, so it it just seems like it goes through the pedestal existing facility and then stops and Yeah. And, yes, Andrew question. Kim, do you know is the trail going to be open after this initial phase? Or would they wait until paving and lighting? We would want to wait for the paving and lighting before it’s officially 00:37:51,930 open. I don’t know how they can, uh, prevent its being used in that interim period. But Thank you. The four wheelers. He was up and down that side. OK? Had another. Uh, I. Guess maybe to add on to some of the comments here, do we? So there’s two phases that they’re proposing. 00:38:14,870 The first phase is through the RT P program. Do we know if their intent is through the RT P program to fund the second phase as well. Or. Does Lincoln have another funding mechanism to complete phase two. Yeah. Thanks, ben. No. 00:38:32,330 They don’t have another funding at, uh, mechanism identified right now and so it would be assumed that they would be following up through the RT P program as well in the subsequent fiscal year of funding. Uh, staff would be looking for a motion just to provide a letter of support to SCH in the Lincoln Park district for their, uh, project for the RT P program. Uh, Greg here. I moved to, uh, support them. 00:39:03,670 Thank you, greg? I have the first. Is there a second? Jeric I’ll second Thank you jerk roll call. Ben. He Yes, dan. Yes, the Hughes Chris Holder. Tricky on mute button today. I thought I had it. Hopefully. I’m coming through. OK, um OK great. So. Um yeah, a quick uh, progress update on the, uh MTP and the TD MS E updates, um, on the model. 00:40:01,100 Appreciate all the feedback we received from the committee, since, um Are the steering committee since our last meeting, Um, coordinating with ATAC on getting those network tweaks, uh, incorporated right now. Um, on the mtp. Uh, we’re kind of building a a starter list of alternatives to kind of consider going off the 2045 plan. 00:40:22,530 Um, some of the other things that we talked about, Um, In the last meeting. I’m hoping that we can all kind of start reacting kind of that starter list of ideas, adding And subtracting editing. Um you know things like that. 00:40:42,100 I’m also goals and objectives looking to get kind of a draft set, um, in front of everybody to react to Um and working towards that steering committee meeting next Tuesday. Um and then also on the engagement front, um are are working towards, um In April 29th public meeting. 00:41:07,370 Um, we had a lot of success getting, um at the, uh The Bismarck Y MC, a And so I think we’re kind of aiming to do that in the lobby caught a lot of people kinda come in and go in as they’re, you know, going about their days? Um, you know, with with plans like this, The best way is to go where the people are right? And so that that’s our plan? Um for that, And then we are. 00:41:20,830 We’re talking about trying to identify an event. Um, in Mandan to get, uh To be kind of at one of the the festivals or, uh, events. Um, and be a be there to get some feedback and and talk about the MTP. So. That is a brief, uh Progress Update On the arrive 2050. 00:41:46,200 Thank you, jason and, um are we also planning a stakeholder median for the second? Yep thank you for that edition. You stakeholder meeting. Um, those would be two virtual sessions. Um, kind of get folks on on that group kind of up to date. On. 00:42:04,100 Um you know where we’re at and start getting some feedback through some polling, uh, with them, but kind of similar to what we’ve done up to this point on the plan. So, Yeah. Good a Rachel. Thank you. Thanks, Jason. And. Um uh, Since. We have Mandy and, uh, in the room. Uh, I’m. 00:42:22,270 I might just ask, Uh, since we’re looking at doing our third pin in Mandan at one of the public festivals. Do. You think that the buggies and blues or the Fourth of July would be a more appropriate for a table tent set up? We do the Fourth of July 4th of July. OK? Alright. Well. We’ll take that into consideration and, um, see what might work best with, uh MP, O and HDRSRF staff. Thank you. 00:42:46,600 Uh any other questions or comments for jason. I. Don’t see anything? Thanks so much, jason. Thanks, Deborah. Um, item number six is the safe routes to services. Complete street Study Update with blue weather from Bolton and mink. Hey, everyone. Uh, can you hear me? Ok, we can Yes. Perfect. 00:43:12,330 I’ll try to make sure that I’m, uh, projecting, I. So process is going really well, uh, right now, if you’ve seen there’s a couple of comment boxes actually placed, uh, strategically around Bismarck and Mandan, Uh, there’s some, uh by bus stops as well. So I. I. 00:43:30,930 Wanna give a special shout out to deidre and her team I’ve actually received about two or three calls if I remember correctly from different drivers, uh, who are super excited about seeing those surveys and Trying to push them and be able to, uh, support ridership, uh, filling those out as well. So at the locations are on front avenue. 00:43:51,270 Uh, right next to the Bismarck event Center, uh and then family Fair in, uh, Mandan, and then we have one at each of the, uh, libraries. Uh, both in Bismarck and Mandan and then another one of the boxes located at Sacred Pipe Resource Center. Um, for next week. 00:44:11,470 We actually, uh, have some different listening session scheduled, so I will be in town Monday through Thursday for these different listening sessions. They’re everything from, uh, listening to the Missouri Valley Coalition for homeless people. I will be at their membership meeting. Uh and then we have one scheduled with ministry on the margins. 00:44:31,200 Uh, another scheduled with Sacred Pipe Resource Center, and then I really excited to say that we’re gonna be doing a couple kind of more intimate private ones with youth. As well. Uh, so those will be really nice to just give us more of that context locally, uh about, uh, Usership. So. What services. 00:44:50,000 And then what? Maybe Some of the barriers that they’re experiencing are so, uh, a lot of things going on, uh, excited to be able to come back and present next month with all those findings, Uh and we also just scheduled out for, uh, the next steering committee, which is if I remember correctly, April 12th Uh, so things are looking good things are moving along. Our GIS team has been working behind the scenes. 00:45:07,800 But as somebody who doesn’t have that, uh, technical prowess. I will let them present on that information for next month, but, uh, I into moving along Really? Well, I would love to answer any questions as well. Things blew any questions on the update. But. There are no questions. But I. 00:45:29,400 I know we look forward to some of the outcomes of those meetings. That sounds very important for our community. Excited to be out there. Uh, item seven on the agenda is the 2024 2027 tip administrative modifications with Steven. Thank you I will be very short. 00:45:52,870 Uh, so just this month we processed one administrative modification exhibit F in your packet, which is the very last page. Uh, so the modification addresses a statewide intelligent transportation systems Project for way in motion and automatic traffic recorder maintenance being done. There is one location for this project in our MP area on Bismarck Expressway. The modification increases the cost estimates for the entire project. Uh, by a small, very small amount. 00:46:18,070 And that is noted in exhibit F, uh, costs that are applicable to just our region are not available, so they cost on the form are for this entire statewide project. Are there any questions? Thank you, Stephen Any questions on the modification. Thank you. Um, now we are on to other business. 00:46:40,330 Is there any items for other business from the board? Um, I have one item. Um, I know, one of the tech members, uh, has requested me to share our functional class update map, uh, for the engineers and planners, Um, I’ve recently shared an arc arc GIS online map with some proposed functional class changes. 00:47:00,870 And these changes come as a result of the, um Approval of our 2023 urbanized area boundary. Um so I. I thought I would share screen and give you a bit of a preview on what those initial requests would be. So, um Could you change to my share screen. Oh. There must be a Thank you. So. 00:47:44,930 I think everyone online can see. But we’ll wait just a moment for D MA to change the monitors in the room. OK, great. Um So. What you’re looking at is is the map that I had prepared for the planners and engineers. 00:48:14,330 Anyone, who is interested in participating in our meeting, Um What you will find is, um, a few different layers. Um There. One called the MP urban functional classifications. This is what the proposed functional classification network would be taking into account the adjustments of the UC a, which you can see in black on the map. Um, if you want to turn that off, there is a visibility invisibility. This little eye icon. 00:48:37,000 Um so you select that and they will turn on and off. Uh, but the initial Requests for dot would be Anything that isn’t hatched outside the U a boundary. Uh, these elements would no longer be considered rural. I’m Sorry urban functionally classified, Uh, the sections would revert to an urban functional classification. And. 00:49:03,670 Uh, I don’t know what dot’s process might be with the counties, uh, to facilitate that change, But I, I Think As discussions Move forward We can ask dot what their preferences are so that anything that is From. The urban system can then be moved on to the rural system. Um, the one exception to the UZ. 00:49:26,870 A adjustment is a a section on Mackenzie drive we had. I think they call this a stump? Um or a spur? Uh, we had a section of Uh, minor arterial. That There we go a section of minor arterial on Mackenzie drive that ended in a dead end, and that’s not allowed by federal highways. So. 00:49:52,730 I think this was missed in previous iterations I saw at this time around and this will be requested to be removed unless there is another looping request to come back to the feng classified system. Um, so for city of Manana, I’ll make note of that. Um, currently we have the spur, uh, sort of ticked to be removed. 00:50:13,400 But if you’d like that to come back into the system, but we can certainly entertain that. Um In addition to those removals. There is, um just a few small additions on the west part of our boundary. Um, it’s uh, where we had an extension to the boundary. And, then we have, uh I don’t know. Maybe. 00:50:36,970 This is a quarter mile of interstate and a quarter mile of minor arterial on old red trail that we would request to be added into the urban functional classified system. Um Uh, if you’d like to look at these items specifically, there is a layer for the removals. 00:50:59,800 Uh, these are the hatch marks anything that is being removed from the functional class system and then additions anything that is requested to be added to the functional class system. Um, these are the initial, uh, request that we would make of ND DOT and Fed Highway. Um, with, Of course any additional suggestions that the jurisdictions would like to bring forward. 00:51:21,300 Um, that’s just AAA basic overview of of what we’re looking at, and a little bit of a test drive for the map in case it was not, um, I know the online systems can be a little bit difficult to navigate any questions. Ben. Yeah. 00:51:45,200 Thanks for doing that, Rachel, Um, I think Federal Highway put together kind of some guidelines in terms of percentage of different, uh, collector Arterial, Uh, network that should exist within a community de. Do you know if that analysis has been done for this, this updated proposal and if S, if so, could that be shared? And? If not could it be done in shared? Absolutely? Yes? Um, we do rerun that calculation every time there is functional class changes that 00:52:04,470 has not been done yet for the proposal. But. I will be working on that this week, and I do hope to have it at our meeting by the end of the month. Mm. Any other questions. Rachel for the group. What format. Would You like suggested changes in Should we edit in. 00:52:24,670 Do you want us to add an NGIS with like an editing layer or you want, just like highlighted paper printout scans I. I will take. However. You’d like to send it. 00:52:41,730 Uh, I believe you should have the ability to make comments on the arc online map, so that would be one option if that’s easiest for you, but if you prefer to do paper copies we can certainly manage. However We get that information. Thank you. You’re welcome. OK? Uh, if there is no other business, and I see that there is not I will call this adjourned. Thank you for
