Uh, so the NPO is required to update our, um UC a the urbanized area. 00:01:17,970 And with that there’s typically follow on effects for the functionally classified network. Um, for anyone listening who may not be aware of the functionally classified network. Uh, this is, uh, a grouping of roadways, typically arterials and collectors, uh but also including the interstate, uh, that are, uh, designated specifically as important roadways to collect, funnel and move traffic, Not only within 00:01:45,100 our MP Region but also in between. And, our region and areas outside. Uh, once a roadway is functionally classified. It is eligible for the Grant awards and grant funding that funnel through the federal government and NDT. Uh so it it is an important classification, and it does have impact for our community. And. 00:02:13,070 I’ve prepared for the board’s review in the packet a map, uh, to show the, uh, requested changes that we’ve, um discussed in the recent past and I’ll share that just a moment. 00:02:51,430 Right? Uh, so in the packet is, uh, an A Web map, Uh, Arc GIS online Web map that shows our functional classified system as well as the requested changes. Um All of these changes are final draft until they are officially approved by the North Dakota Department of Transportation. Um Additionally, in your packet. There’s a listing of each of the changes. Um, line by line. 00:03:14,830 Uh, we have 43 requests the majority of the requests are, um, additions to the network moving in a local road. To what? What is known as a collector road. Um, the other major area of change is the addition of, uh frontage roads and E DOT requested that we consider adding frontage roads that are alongside state highways and the city of Bismarck had several of these throughout the community. At one point in time. 00:03:38,570 These were functionally classified. Uh, I think the recommended guidance from The federal government changed over the years they were taken off, and now they’re being added back on. 00:03:59,900 Uh, so what this means is that if there is, um a a construction or maintenance project along the state highway, uh, such as expressway um or state Street US 83 Then those frontage roads will also be eligible for that grant. Funding in can receive updates and improvements as needed. Um, so that the, um because they are within the right of way, and they’re so close to the the major road. Uh, they are. Impacted by that construction and, uh, would be eligible for upgrade. 00:04:28,670 Um Uh, let me move to the Uh, Uh, in the packet. I also have, as I noted, listed out each of the changes. Uh, so we have three collectors that are requested to move to a local road. And, uh, the reason for these changes is that the overall alignment of the roadway has changed in these roads are not needed, Uh, because, uh, the collector is being designated on a nearby neighboring road. 00:05:11,830 Uh, Lines that are in a yellow color are within the city of Mandan. City limits lines that are in a blue color are within Bismarck City limits, Uh, this orange or red color is, uh, within the within Morton County jurisdiction. Um and then I guess the the yellow again is, um Mandan. Uh, the second page. Um, I’ll. 00:05:36,930 Just draw your attention to this very briefly. This is an more of an FY I. The request today does not include these changes that have a three digit code. The national recognition as a bicycle friendly community is important. The bicycle friendly community designation is effective for four years, and after four years it basically expires, so it needs to be applied for a renewal. Excuse me.
