00:00:05,500 Ready to start. All right, so we’ll Stan for the Pudge of Allegiance first and then The, United States of America. Follow it for One nation. God. You. In justice. Thank you, uh, we’ll call the meeting in order if we can call roll Mayor Bergland. Comm. Zachmeier. Mayor helping Comm. Schwab chair. Schmitz here. 00:00:50,870 Item three is review of minutes from April 16th. Are there any changes or what are the commissions or policy boards wishes? Motion to approve the man as presented. Second Any discussion. If, not all in favor. Care motion carries. Item four. We have the Bismarck pilot project Final report and is Sharma on online? Sorry. 00:01:29,130 I believe you’re presenting. Yes. Start with my screen share here. All, right? Can. Everybody see my screen. Yes, we can. Perfect. Thank you for the invitation, and, uh uh, the opportunity to present on this, uh, pilot project that I completed earlier this year. Or Biman MP O. My name is Sharma. 00:02:48,400 I am the associate research fellow, uh, for traffic operations here at Mass Traffic Analysis Center, which is part of Upper Great Plains Transportation Institute. Here at N DS U in Fargo. And I’ve been working on. Uh uh, the Signalized intersection traffic data collection, since, uh, 2012 and, uh in North Dakota. And. Uh uh, for the the three MB OS. 00:03:21,500 Uh, since then we have now 100 and 60 plus Intersections that are reporting Traffic data to us and data goes as far back as 2013. We have all kinds of different data sources. These are detection technologies. 00:03:48,800 And the signalized intersections, uh, which could be Um, you know, in in in terms of cameras or loops or even high resolution, ETS PM, uh, related logs. All, different kinds of, uh Camera manufacturers and and models that we get data from So here’s the, uh, intersections that we have in Bismarck that are reporting data. Uh, completed under this this project and, uh, some ongoing work as well. We have intersections here in Fargo. Grand Forks. 00:04:25,330 I mean that District four. City of Morehead. And the duties Fargo district And City of West Fargo. So. All of the tasks. Uh, that were, uh Under. The. The project have been completed. 00:04:52,270 Uh, I won’t go into the details of of a lot of these, uh, these things some of the tasks that were pending as of October and November of last year have also been completed. The deliverables in this project included, uh, traffic data collection set up for six intersections of provision of a traffic PC. Um, some agreements that we had to enter with the manufacturer and, uh, install, uh, a a script to automate the data download process. 00:05:21,670 In project report, et cetera. So the pilot project was about 18 months long and I wrapped it up. Uh, March 1st. Of 2024 earlier this year. As. I mentioned six intersections were included in this pilot. 00:05:51,070 Um, however, The the connections that we established during this pilot project have have enabled me to work on additional intersections, which are On state routes. But not under, uh 100% city jurisdiction. So. In addition to the six. I’ve already added, Uh, two more intersections. What we are doing in this. Uh uh, as as part of this project is collecting 15 minute turning movement counts. At, the signal intersections and, uh, also capturing speeds. Wherever, uh, they can be captured. 00:06:22,000 It really depends on the dict detection technology. Uh, whether or not speed can be captured. So. The intersections of, uh, the six from this project and the two through N DOD S. Uh, Are are listed here. 43rd Avenue northeast at ARB and Lockport, Uh, Bismarck Divide downtown intersections may at 3rd and 5th. Uh, Tyler Park. 00:06:50,270 We had burnt boat drive and, uh, Highway 83 north of town at 71st Avenue northeast. Uh, city selected these intersections and, uh, they they really selected AAA. Good mix of, uh uh, isolated intersections, intersections, part of a corridor. Uh, downtown intersections, other major intersections and, uh, intersections closer to the interstate. 00:07:19,670 We faced the quite a few challenges in in this project. There was, uh uh, still from the pandemic everybody was dealing with, uh, lead time on equipment orders. Uh and we got roped into that as well. Uh, At First. 00:07:42,170 It was fiber, uh, switches and then some, uh, modules that go along with those, Uh which, uh, we didn’t the the city didn’t receive Um In in time, and, uh Uh, which is one of the reasons that the project was that that long for just six intersections because we, um There’s always some Uh, hiccup. Uh, And in any ballot project. 00:08:09,200 So another one was, uh, IP addressing scheme, uh, that’s being looked into by the city’s it and as and when Oh, Infrastructure is updated. Those will also get changed to make it, uh, a little bit more. Convenient and and streamlined. Or the traffic data collection project. Uh, fiber, interconnect and and construction. Also through rent. Uh And. 00:08:38,670 Uh, network changes, uh, sometimes can can lead to, uh, disconnection and, uh, We have to deal with those. And, Uh have, uh, th those have been Uh, updated because the server Uh, is now under The, the state’s IT network, and that brought some, uh changes on on both hands. Other challenges included having to do with the actual data. 00:09:05,300 Uh so here we are looking at, uh, 24 of our, uh, counts from, uh, one of the intersections and, uh, the way it looks, it’s it it it appears that during midday hours from noon to one, there’s barely maybe 100 vehicles on that road. Um At, the intersection, all all four legs combined. Um But. 00:09:28,870 In fact this data is, uh, shifted by About six hours and I had to go in manually and, uh, correct. Each one of the data points, and now it looks. As it should. You know we are able to see the the Morning Peak. Uh uh, midday. Kind of uh uh, dies down a little bit. And. Then in the afternoon, the traffic picks up again. 00:09:51,370 Some of the other things had to do with, uh uh, camera calibration and zone labels. I’ll just breeze through these slides. Uh, these are kind of before and after slides if you will, uh, you can see some of the changes that we have made. 00:10:14,200 Uh, and all of these changes would Um Improve traffic detection as well as Traffic data collection. So kind of like before and after. Uh, sometimes changes are minor, Um, in terms of zone labels. Some of the measurements had to be updated. Uh and these are post Uh, inspection. Intersections and Sometimes. The camera itself moves, uh, due to windy conditions. 00:10:44,300 Um and the city then has to go in or somebody has to go and, uh and and realign the the zones. To be on top of the existing Leeds. In. Some locations. We didn’t find, uh, zones meaning we couldn’t count as is so we added, uh, zones where we had to do that. So added, is on here. Updated measurements here. Um Some realignment. 00:11:30,000 Uh, there Updated Measurements. Zone reallocation. And. Then. We had the shorten one of those ones to to make the counts more accurate. So. Kudos to, uh, city of Bismarck, it department engineering and, uh, Public Works department for the collaboration on this, Uh uh, without their, uh, input, and, uh uh, extensive work that they’ve done this. 00:12:00,400 This could not have been possible and, uh, the results kind of speak for themselves. If, you focus on the the green outline numbers. They. They appear to be very close to each other, You know, top to bottom. Uh and we are looking at turning movement counts. 00:12:18,070 You know how many vehicles went through, Uh or turned right or turned left and at the four approaches at any of these intersections? And the numbers match up quite nicely. Uh, in some of the cases. Uh, not so much because there’s always going to be challenging, uh, situations, either because of the the way the intersection is laid out. Sometimes. 00:12:44,230 There’s a curvature, uh, involved and, uh, these cameras, uh and all of the detection devices kind of work best if everything lines up in in a square. And as part of the, uh, project. The email notifications are being sent out, uh, at a weekly frequency. 00:13:08,800 To city traffic engineer and others involved letting them know how, uh, up to date the the data is on the traffic analysis website. I will go into the traffic analysis, tool demonstration or the dashboard. Uh, demonstration, which is where the data is then processed. That. I can share some of the snippets from the final report. Uh, There. We can see Again a 24 hour distribution. 00:13:36,000 Of journey movement comes we can see that the a MP at this location on that day was pretty pronounced, and that’s uh That’s likely the case for most of the intersections where the EM Peak is going to be very pronounced and short lived. Uh, followed by the midday lunch hour. 00:13:55,230 Uh, beak, which is spread out a little bit more and the P MP cover. Um, which is spread out even further. But, uh is is Sometimes as high or uh, even higher than the am period. So. This would be typical. But. Then. We would find cases like this with where you know downtown intersections. 00:14:19,270 The Midday Peak actually is is more now than anything else. Uh, and that has to do I think with the with all of the lunch hour traffic, uh, trying to get downtown. Um and get their get their lunch and get back to to work. Uh, we can also look at 15 minute average speeds. Uh, these would be best suited. 00:14:40,600 For example for a before and after study. Let’s say You retain a corridor or an intersection and you want to see Improvement in speeds. Uh, perhaps maybe a few couple MPH. Even You can look at an entire year’s worth of, uh uh, counts at the intersection and see which months seat Uh, experience. 00:15:08,470 The Highest demand versus which ones are are are are the lowest traveled months. You can do that with your, uh, day of the week as well here, for example, we can see that the Friday traffic is about 22% higher than the entire month’s average. You can also look at, uh, turning movement counts. 00:15:30,800 Uh, I know the numbers are hard to read, Uh, here, but, uh uh, you can look at how many vehicles turned the right left or went through at any of the approaches of the intersection and you can customize the the the bounds of the the dates that you select. You can be looking at. Um The within the day. 00:15:51,600 You know the peak hour or you could be looking at, you know, 365 days. So, Who’s The. Who’s The Stakeholder in, uh, in this project on the outset on on the first blast, it looks like it’s the city of Bismarck and, uh and and the MP O. However, uh I would argue that pal Heavy in administration is also involved. 00:16:16,130 You know their funding. Uh, flows through the DOD. And, uh and and also Barely County, uh, is is a stakeholder. And I would venture to say that city of Mandan and, uh, Morton County are also stakeholders in this project because the next step could be adding more intersections from city of Bismarck as well as menan onto the traffic analysis website 00:16:43,400 and set them up to collect traffic data. 24 7 Just like the the ones that, uh, we have, uh, set up in in this project. And. That’s the end of my presentation. Uh, I can take questions if there are any Any questions? Or Doesn’t look like it, Rachel. Going through a lot. 00:17:10,400 OK? So. We need a motion one way or the other? I? Just just a comment. I want to make sure that you’re comfortable with it? Because. It is the city of Bismarck and I don’t want to make a motion if the city of Bismarck isn’t comfortable with it, whether it provides us some data on those are critical. 00:17:27,670 Those have to be so critical intersections. I think it’s gonna be valuable if we can get counts across more intersections where there are traffic signals, so we know especially maybe identify potential problems for accidents. OK? With that I’d make a motion to approve the report except the report. Suppose. 00:17:49,000 I have to second that, huh? Well you can or I can second OK, any discussion Here in NW, Uh Carroll Mayor H Comm. Schwab. Oh Comm. Schwab chair. Schmitz? Yes. All right. Thank you. Next item is a 2024 pavement conditions, collections and analysis. RFP. Rachel, are you OK? Thank you chair and policy board. 00:18:28,800 In the packet is And our FDA request for proposals. Uh, the PO staff is prepared. Uh, we are looking forward to this year. Uh to you. Yeah. There we go. Thanks, Stephen. Uh, I apologize. I didn’t know that the mic was not on. 00:18:56,970 Um so I’ll Just briefly restate that, uh, in case it’s not Um, looped into the audio feed. Um Uh, the MP O staff has prepared a request for proposals. Uh, for the 2024 payment condition collection and analysis project. Uh, this project is a routine collection that the NPO, uh does fund. 00:19:23,530 Uh, our last collection was in 2020 the purpose of this project is to evaluate the, uh, surfaces of the roadways within the MP area, specifically, the functionally classified system and, uh, whether that surface be asphalt or Concrete. Uh, the project will rate the surface as good. There or poor and then That rating can be used by the jurisdictions to help in their identifying of which roadways should receive. 00:19:49,670 Um uh, help, such as a mill and overlay or resurfacing to keep that surface in good working order for traveling public. Uh, this project. Uh, same as in 2020 is a two part project in that it includes both all of the MP S functionally classified roads as well as local roads from the city of Bismarck. 00:20:13,730 Uh, so this project will be either a three way three party contract between the MP O, the consultant and the city of Bismarck, or to contracts, one with the MP O and the consultant and the other with the city of Bismarck and the Um For, the 2024 collection. The City of Bismarck has reserved, uh, funds for evaluation of all of their local roadways. 00:20:37,870 Um, there, uh, not to exceed budget on the city portion is 100 and $30,000. The NP OS not to exceed budget on the NPO portion is 100 and $10,000 so I would expect within this project that there would be some cost sharing between the MP O and the city in terms of deployment of the They have 00:20:59,600 special, uh, van vehicles with cameras on them. Um, and the the fees in order to deploy those vehicles as well as provide for expenses of the staff to stay in the community while they perform the review those share those items would be shared. Uh 5050 between the two contracts. 00:21:22,130 However, the evaluation and the work done on the roadways would be divided 100% NPO 100% City, local Uh, roads. Um with that the RFP does lay out a schedule for the work. Uh uh, We do have a 21 Day period where we will be receiving proposals and proposals will be due to the MP O office on June 12. 00:21:49,270 We have a selection committee consisting of city of Mandan city of Bismarck and Morton County, uh, they will convene for interviews on or around July 9th and we are hopeful to have a Contract in place by the end of August so that we can do the collection in late September or October. 00:22:09,730 Uh, hopefully there’ll be a decent amount of time where construction has finished, but we have not yet received any snow. Uh, that would be ideal for this collection. Um, in the packet. I do note that figure one has not been filled in and neither have the appendices. However. They will be included in the final. 00:22:31,400 Um, version of this that is sent to ND DOT for official solicitation that has been prepared in draft form, and, uh, it’s it’s ready to be forwarded to ND DOT. Um With that I can take any questions that you might have about the project or concerns about the RFP. So. 00:22:53,200 One question I have is you mentioned the selection committee is made up of a representative of three jurisdictions, but not Burle County. So? Yes. In past we have included Burle County and we did give the opportunity for both burly county and city of Lincoln, uh, to participate on the selection. Um, I don’t think it works well within their, um, their work schedules right now to participate. 00:23:14,670 Uh, however, uh, they will be invited again to work on the steering committee to help the project move forward once a consultant is selected, Uh and should they find the opportunity to participate on the selection. Uh, I’d gladly have them on that. 00:23:33,570 I just want to make sure we’re not leaving them out and that they’ve got the opportunity because obviously there are large part of our jurisdiction. Right. Thank you for noting that Commissions. When. This stuff comes out and I’m looking at this, Uh Exhibit B. This is minority woman owned and disadvantaged businesses. Enterprise and encourage. Why aren’t Native Americans? On. This list Sons of Norway. And go on and on and on. Do. 00:24:05,930 These people have an advantage. On these contracts. So. Uh, DB is a federally recognized and it’s It’s federally. It’s a federally recognized designation and in North Dakota. It’s the State of North, Dakota that, Um, uh, grants the designation. There’s an application process. 00:24:29,930 I believe someone who is Native American could apply if they own a business. Um, and they could apply for a DB E designation. Um, what I can share with you with regards to our selection process is that In. 00:24:52,870 The case of two consultants having a tie, meaning that based on the scoring of the selection committee, there are two companies with the same score, then the company that is employing a DB E as a North Dakota certified DB will be given the tiebreaker, uh, between the two that have received the same score. So we need A motion to approve the RFP. Correct correct. So more Second Any discussion. None will call role. Mayor. Hell? Yes. Comm. Schwab? No. Chair. Schmitz. Yes. 00:25:30,470 Next item denim for the A T. A master agreement. Rachel. Thank you chair and policy board members, um, exhibit C in the packet is an addendum to our master contract with a A, uh, which is housed within N DS U. And. Uh, this is for Continuated effort of our travel demand model. 00:25:54,630 We’ve reached the point in our metropolitan transportation plan where we’ve selected or will be selecting groups of transportation projects that could improve the network and the system in the future. Um, and we want to identify how these groups of projects might impact future travel. 00:26:19,100 Uh, so the current addendum A science funding for the modeler to, uh, take the we call it a universe of alternatives. The universe of alternatives, all of the different transportation improvement projects. Um, he will select out certain ones of those that are promoted by the public by the steering committee and by NPO staff and the consultant and he will run those in the model. 00:26:39,300 Uh and then provide that information back to us, uh, for use in the plan. Uh, overall. Results of these model runs will be used to help identify uh which, Uh, transportation improvements have the greatest impact. Um, and the most benefit for the community. 00:27:03,730 Um, the addendum has a not to exceed cost of just over 20 $23,000, and there is money reserved in our budget for this line item, uh, with a little bit left over to spare with that I can take any questions or comments you have about the addendum. Any questions? What are the policy board’s wishes. Make a motion to approve the ATAC Master Agreement addendum. Second Any discussion. You call roll? Mayor Hin? Yes, Comm. Schwab. 00:27:41,130 Yes. Chair. Schmidt? Yes. Next item is the Bismarck ran an MP O self certification. Steven Thank you. Chair. This will be a very brief update. Uh, so the MP OS, Uh, self certification is a requirement of United States code we so regularly certify our planning processes are being carried out in accordance with federal law and 00:28:10,930 this applies also to our metropolitan transportation plan and Transportation improvement program. Uh, the self certification must be updated at least every four years. We perform the update every year as part of the development of our new transportation improvement program. Which we are working on at the present time. 00:28:35,000 The Self certification declares our compliance with current highway Bill legislation. This is exhibit D in your packet. Uh, specifically, we certify compliance in 10 different areas, including our operations and functions. Air Quality Control title six and civil rights, disadvantaged business and non-discrimination. So. Uh, it’s a standard procedure for us. 00:28:58,930 We do this every year and, uh, after bore the Considers approval of this, we would send it to the North Dakota Department of transportation for their approval, and it would be included in our next, uh, tip. Are there any questions? Any questions anyone? What are the wishes of the policy board. Make a motion to approve the self certification. Second Is there any discussion? Harry Dunn will call roll. Mayor H? Yes. Comm. Schwab? No. 00:29:30,530 Chair Schmidt. Yes. Next item is arrive. 2050. MTP jason. Is the online Can you hear me? Right? Go ahead, sir. Oh, thank you. Yeah. Nice to be with you this afternoon. Um Yeah. So. Uh, it was a busy month on the arrive. 2050 Uh, on the the the Metropolitan Transportation Plan. 00:30:03,530 Um, lots of, uh, public engagement. Um, did have a stakeholder meeting early in the last month. We launched an online public meeting and held in April 29th public Open house, um at the Bismarck Y MC, A. We are working towards um, an event in Me and then on, Um July 3rd is the plan. 00:30:25,000 Um Working on goals and objectives, with some revisions with the steering committee are working on. You know Rachel was talking about the contract with ATAC. And. So a lot of that, as she noted, was gonna help. Help us kind of go through and and look at you know which project alternatives make the most sense to include in the plan. 00:30:39,400 And so part of that’s helping prioritize. Um what? What comes out of all that. Um And, then, uh, Developing that understanding of funding both, um And that you know, local and state and federal funding sources have been, you know, working towards kind of bringing this whole plan together. Um, later this summer and fall. Been. A busy month. 00:31:01,300 Um I would take any questions you might have. Are there any questions? Appears to be no question. So thank you. OK, thank you all. Uh, Next item is safe roads to services Complete street study and Who is, Is it blue? That’s presenting blue Weber. OK, Go ahead, Sir, Can. You Hear Me, OK, everyone, Yes. 00:31:24,270 Perfect. Uh, thanks for the time today I saw the past month We had some really good meetings with our steering committee. Uh, we actually wrapped up a task for on our project, which was investigating issues. 00:31:44,530 Uh, so that was utilizing a lot of the data going back to that steering committee and I leveraging their insight to identify our five hotspots, so we will be getting those workbooks back from, uh, the steering committee members tomorrow as a matter of fact, and, uh, we have our next open house. Pop up scheduled for next Friday. That’s going to be a ministry on the margins. 00:32:02,870 Uh and so really trying to create that feedback loop with the listening sessions that we held at the end of March early April, um and so going back to that population chatting with them, But then, uh, also looking forward to our June Open house where we will be holding, uh, the big Open house event where we’ll be really showing our findings and asking the community for some feedback on 00:32:23,600 these five different Spots that we’ve analyzed and we’ve decided on the ones to start to look at some of our recommendations and implementation. Uh, how How. Does the community feel about that, And. So things are moving along. Really. Well, uh and that’s all I have for the day. Are there any questions? No. 00:32:42,800 It doesn’t appear as though we have any questions. So thank you. Thank you. Uh, do you have any other business? If, not, uh,
