00:00:36,330 Access for what they do. Um, I wanna remind everybody, including myself to put your microphone on mute unless you’re speaking and also your phones? Um, if you’d like to speak and your on zoom or something, raise the hand feature. Uh, Sandra, Will You, Call the roll, please. Comm. Connelly. Here. 00:01:05,230 Sacer Here Nodland h Thank you. Right. Thank you, Um First item, of course, is to consider the approval of the minutes of May 15th 2024. That which I was not here, so So. Everybody had a chance to look at them. Hm? Move to approve. We have a motion from Commissioner Jackson to approve. We have a second, a second. 00:01:45,300 We have a second from Commissioner Noland. Any discussion Hearing none. Um, Sandra. Commissioner Engel. Yes Jackson, Pursley Swanson, Noland. Connolly? Yes, Er yes. All right. We have approved those under the irregular agenda. We will begin with the 2022 Historic Preservation Fund. Grant update. Take it away, Lauren. Back again. 00:02:36,600 All, right, Uh, chair Sackson and commissioners at the previous meeting on May 15th. It was determined by the historic Preservation Commission that the fund should not be used to purchase additional timeline booklets, um, because the cost per book was so expensive compared to what you had originally spent for, uh, I. Guess. 00:03:04,870 The price per unit originally, uh, the HPC determined that the remaining funds should be utilized in a more cost efficient manner. Um, it was decided. By, the HPC to provide potential ideas at this June HPC meeting on how to utilize the remaining funds. There is, uh around $2995 left of the 2022 historic Preservation fund. Grant, uh and this needs to be spent before September. 00:03:41,670 Thanks Lauren. I have a question? Um, because it kind of rolls into some other stuff. Um, are there restrictions on what that money can be used for? Among the projects that we currently have. Uh, chair, sacker and commissioners. What type of I. Guess what? What kind of restrictions. 00:04:11,600 Are you thinking well? I mean, this kind of Pushes things forward a bit, but, um, you know, we had Been looking at the banner design for the Cathedral district, and as I was Fussing around with that. This week. I was reminded that John Swanson had said Why when we have money for these things are we who are not Artists and graphic people. Why. 00:04:45,200 Are. We doing this instead of, um putting Putting it out there for a professional to guide it. Um and I was just wondering if if if that was something that would be potentially something we could use that for Uh, I believe it could be used, however. 00:05:15,670 If as long as we could get it done within that time frame, potentially I’d need to speak to the state to determine if that would be able to be utilized under these buns. OK, thank you. What is the time frame Lauren. End of, uh Hold on, uh, September. September 1st. I need to utilize the rest of the funds. 00:05:44,400 Um, there is a full report and everything that needs to be into the state. By September. I think Any thoughts on What. This might be used for No. Ason and commissioners. Um, I and I was trying to go back through here. 00:06:19,130 But when I went to the the survey to see what people wanted, I think if we looked at that, um, the things that I see in there that people are asking for That. We potentially could do our things. There are a lot of requests, and I don’t know if it’s the majority yet, but there’s a lot about events. And Tours events. 00:06:48,000 And so one thing I was wondering is if we could do something, I don’t know what date the street fair is, if that’s in September. That’s too late. But if if there were a way for us to somehow have a booth or have a way to do a history booth at the Market or or the What urban harvest is becoming and the and the street fair. I. Guess. 00:07:18,470 I’m just curious if if people want events, can we do something in late August? Um, could we do an event or could we sponsor another historic To Mhm. In some way. Or is that completely spinning off into something that that money is? I’m not used for I. Guess. 00:07:52,030 My, and my suggestion is to that We look in the in the survey and see it. I mean there’s a lot of repetitive fares, Events tours, fairs, events, tours, and is there something that we could do this year? I mean it’s two months from now. That. We could do that quickly. I mean we. 00:08:19,470 There are tours and You know did I don’t know They did him during his some people did them during historic preservation month. Did that did they do they usually charge? Could that be something that we could support? Oh. Well. I know Paulette Bullinger does tours. 00:08:54,530 And certainly Um Is qualified to If if she were willing and had time and we were interested in in having An event at some point within that time period that maybe even during a time when there is a, um I would suggest maybe a time when there is a, um, reunion. Of some sort in town, and I think there are people who give tours of the Saint Mary’s cemetery and there’s the historic downtown tours. 00:09:24,330 There’s the I mean we could do a a week of tours in August, the end of August or something. I mean. I. Just. I’m trying to think of a to how to give people what they seem to want or an event. If. It’s if it’s appropriate to spend the funds on doing a history related Um Event. 00:09:48,670 We could do that. And those are just a couple of them out of here. I was just kind of going through these Trying to see And. We should do that is distill this down and kind of get rid of the repetition. 00:10:13,630 I mean, you know, summarize it aggregate it and and see what is it? What percentage of people are asking for Events versus Exhibits versus And. My feeling, I? Guess would be that Two months seems like a long time, but it isn’t and so an event requires a good bit more. Um, planning and time out and all that. 00:10:47,770 I’m trying to think if there is anything in line with the what we’re thinking talking about that would be Um, simple as in hiring somebody that already does something. To to put it on their calendar and we could advertise it. I don’t know. Perception. So. Um, given the timeline. 00:11:19,900 I think that’s right that we should use it for something that’s sort of in the hopper already, Um I mean, I guess maybe Lauren. Could you talk to the state and see, you know, could we use it for the banner project or alternatively, could we use it for some kind of, you know, historic walking tour or something? And, then we’d have permission to do both. And, whichever one we can put together more quickly. 00:11:43,770 That’s what we do. Uh, I. I can talk to the state on that and see which one would be allowed, uh by them to do this, um, another thing I’d bring to your attention is that If. You guys make a motion on how to utilize the remaining funds today. Give me direction on how to do that. 00:12:10,070 Otherwise. I have to wait and come back. Right? I mean I guess the other concern with trying like you know, Paulette does tours, but I know she’s got somewhat limited availability. So, I. I’m guessing she might be booked up for the rest of the summer. It’s very possible is a hot time for Be prepaid. 00:12:37,870 I don’t know. But. I mean I. Guess I. I would say we should We should we should probably direct Lauren to Check on both options and Neither are feasible. Then, then you know, I mean there’s no shame in not spending the money. I’m guessing one. I. I’m guessing. Probably both are feasible. 00:13:10,800 The state will probably be OK with. I mean in the past. We’ve you know when we apply we say Here are the things we’re going to do with the money, But we’ve had a little wiggle room on that in the past where we didn’t use it all for a certain project, and they allowed us to use it for 00:13:28,400 something else. So, my guess would be that the state is going to be OK with either of those options. So then it’s a matter of which can we actually get done? By the end of the summer. 00:13:49,700 So if we give Lauren uh, if we can establish what two things we might ask her to put forward to to, um Uh, the state We might direct her. That Whatever one is Whatever one Is comes in right is the one that To go with No. So Lauren. 00:14:27,130 Are there other projects that we have done that like when we authorize the reprinting of some of the brochures and are there other projects that are That In need of updating like the talking trail subscription or any of the subscriptions or is there anything related to the conference stuff that we already have on the agenda or that is already in our budget, but that there might have been a shortfall for or might be. Um uh, Commissioner Noland, chair commissioners, um I guess. 00:15:04,530 For items that potentially could use funds. Off the top of my head. I don’t know. Um I know the talking trails if you wanted to add more points, That’s something you could do. Um, but as they stand They’re working as they are, Um Anything to do with our 2024. 00:15:34,330 We can’t start any work on that until we have a commission approval and a full contract signed between the state and the city, which were in the process of working on right now, But it’s not finalized, so we can’t work on any of those projects that are outlined in that at this moment. Yes chairs him. What is the cost of a tour. 00:16:01,600 We’ve got $2900. If. We’re gonna schedule somebody to do some tours. Uh, is there a ballpark number that this is what she charges or this is how much it would cost and how many tours would we have to To do to spend that money. 00:16:26,130 Uh, I am gonna throw that out there and see if, uh um Only Sackson has any idea? None, OK? Just checking, Um, I Really don’t know. Um I guess that’s Easy enough to quick enough to find out, but I wouldn’t think it would be $1000. You know. I mean, this is Bismarck. 00:16:57,130 You know, I mean, I know the people that do these things, and you know they’re not. They’re not, you know. Going out and having steak dinners every night because they did really well on on their tour circuit. 00:17:21,730 Yeah, I was just I just didn’t think that if we plan let’s let’s do the Tour route and we schedule four tours and we end up with $1600 still sitting there when we’re done. It’s like, What did we do I mean, what? What are we gonna do with the rest of it? CJ Ason. What. 00:17:44,230 What if we did a tour of our historic districts and rented a bus You know, and then the Highland Acres tour that was given is combined with Cathedral and we get four speakers, and we’re what you know if we get we did a downtown Highland Acres, a cathedral district and some other thing. I mean then, then we’re we’re because people are asking in here quite often for a trolley tour, And, So can we rent a trolley and give them a tour? The motion. Jackson, Um I. 00:18:11,430 I mean I. I agree with you that if you know people are asking for that, and I think they’re good things to do, but it’s not necessarily the thing we need to, like. 00:18:28,670 Hurry up and get done by the end of the summer because we’ve got this money, I think a more thoughtful approach to that when we’ve all digested these survey results that should be something we do in the future, but I think for the purposes of this roughly $3000 that we have to spend in a couple of months. I think we should do something a little less ambitious. 00:18:53,600 Lauren and I were talking when we were discussing the other the banner for having league or is that from now on Our request for proposals will include a design fee included in it, and I. Don’t see any reason to leave the cathedral district up to the hands of a bunch of us amateurs If. We have that money. 00:19:18,600 You’ve already seen my design you? No. I haven’t seen any design except what was in the minutes, but But, I have an idea of my own, but But. I think you know we this would be a beginning of that process, and we could we would not have to go. What go through what we went through. 00:19:41,600 With the, uh, Highland acres thing, we’d have somebody here to present a professional. Design ideas, not just one idea, but three or four that we can You know, Make a judgment on And. I. Think we We start that process. We do that for other things in the future. They might be. 00:20:13,530 Thank you, Commissioner Swanson chair Commissioners, Um Uh, what going through that request for quotes process that we would probably want to start doing since we are using federal funds. Here. Um That might take a little bit more time than the few couple months that we have right now, and I If. We are aiming to have that for the cathedral. Banners. My. 00:20:42,930 My concerns are that we wouldn’t be spending that specific amount of money by the time we need to have it spent by for this, mainly because we need to Uh, advertise that request for quotes and give people enough time to answer that and then come back with a decision on it. 00:21:11,200 So we’re probably talking two or three months to To do just that process alone, not to mention the design. Excuse me. OK, Commissioner. No. Uh, just action and I swear we have had this discussion many times about having this professional designers for banners and we have approved it in the past. 00:21:42,130 And, so I, don’t I feel like we’ve done that? And and they haven’t written it into a proposal because we haven’t read. Yeah, but I mean I, don’t I feel like we’ve made that motion and approved it a couple of times already And So I. I think if that’s the direction we wanna go, then We’re already we’re already committed to that. 00:22:06,800 Yeah, right? So, I, I don’t It it. I don’t know what the turnaround time is. But if it were a short turnaround time, say, you know the response time. If we could is it Is it mandated somewhere? How much time you have to allow for a response. That’s a good question. Daniel. 00:22:31,330 Would you have any idea and turnaround time for Or perhaps, Stephanie. I. I think the only real issue probably comes up with if it’s something it has to go out to that is going to be enough that it has to go out to be. 00:23:01,230 What’s her? It I, I guess bit in the sense that you would for like a construction contract. Yeah and you know, it wouldn’t take that long where there’s that set amount of time that you have to do it. But. 00:23:29,600 You still wanna have enough time where people can actually see it and actually Provide you with a quote for it? Uh, based on previous quotes that Just for creating the banner that we had for the last time. It took me about two weeks to get quotes from just the companies we did, and that was just for creating and installing the banners. Excuse me I. I talked to you, Uh, You member is united printing or one of one of the printing organizations in town. 00:23:56,200 And when we were talking about the island Acres one and I I asked him, you know, do you have people available? Yes? They have people available They could work on a design. It sounded like almost immediately if that’s what we wanted. And needed to do And. Then. The. 00:24:17,200 Only question is, if it’s federal funds do you really have to go out on an open bid process like you would, where a construction project or can you simply solicit from a certain number of there’s a certain federal clauses that need to be included within every contract? Um, doesn’t matter. The amount of funds and everything. 00:24:45,330 Um, so following the correct bidding or not bidding process, the correct process for obtaining quotes. Um and I guess making sure that everyone has the chance to provide Has an opportunity to provide a quote if they want to would be the best option in my opinion, and that’s what you did when we did the I did not put out a request for quotes previously, uh, discussions regarding the 00:25:14,800 process during that kind of prompted me. Uh, to give you updated version or an updated process for obtaining any of these No. I mean when you when you went to get bids to do the banners? I. 00:25:42,600 I did not go out for a request for quotes on that, uh First time I’ve ever done any quotes and everything so Bear with me. That was a first time for that. Um, but going forward, I think the best way to go about it would be making sure everyone has a chance to provide I know Previously. We had, uh, if it was under, I can’t remember whether the $2000 or something like that we didn’t have to. 00:26:11,430 We could just have the person who’d been doing that sort of we’d worked with before. Do it, um for convenience. Um if it were a higher amount than than we would have had to Most of the things we’ve done at at a certain point. Were low enough. 00:26:39,600 We hadn’t so That’s how we had been doing it, Commissioner Connolly. Um From Commissioner Noel, and when she talked about the, uh, street fair that September 13th and 14th if you wanted to continue and Right? A person can register ahead of time for that, so that would probably if somebody wanted to do that. That wouldn’t suffice for some of the cost to Commissioner Jackson. 00:27:15,930 I have a question. Uh, Lauren. So, If. If. We decided today that we wanted to find someone to design the cathedral district Banner. And you, you know, put out an RFP or an RFQ. 00:27:38,800 Could you do that? Could you put like a two week timeline on it, Or does it have to be longer Do? We know I mean. We could do a two week timeline. So. I mean if we decided that today and then you you know, I’m sure it would take you a couple of days to put it together. And. Then you put that out and you put a two week timeline on it. 00:27:58,770 We could potentially select someone. What at our next meeting, Maybe In July would have to come back to us to select somebody right? And, then they’d have roughly a month and a half to put it together. So we’re That is up against the time line, I guess. But it’s there. 00:28:24,870 I mean, I guess we’d say in the RFP or that I have Q. You’ve got to get us your file. A product by Whatever whenever, in August, so we have enough time to put the report in right? Do. You think it’s feasible, or does that seem unrealistic? I. I think if as long as the companies would be aware of that, um, going forward, I think it it could. 00:28:53,000 Potentially, it’s just Like. You were saying it. It is a crunch timeline. Um If that’s the direction you’d like me to take. I can do that if we if we have quotes in it in by July that that’s great. 00:29:19,770 It gives us enough time to work around and then we can figure out or you guys the HPC would be able to choose a design by the next Or within the next couple months before that, Hopefully we could get stuff. Uh, Utilize some of the remaining funds for that, Um The The only thing I. I wonder about With. That is if we’re just panicking to spend money. 00:29:54,930 You know when We may or may not need to at this point. Um I’m gonna just It’s out of order, but I’m gonna toss around A couple of we had had this will come come up, but we had some sort of directional ideas that we were thinking of as the that banner subcomittee, and you’ll notice that the artist that did 00:30:23,800 it is, um Leon Basler, who’s still an active Artist. It was his design for that he did for the city and for KLJ with KLJ, Um to do a walking tour of the cathedral district. Years and years ago. 00:30:49,930 Um it’s quite likely that he would give permission to use that and we and if it was something that appealed to people we wouldn’t even have to use, you know. We might have to pay him something, but probably not much because he was already paid for it as part of another project. But. It’s his. It’s his professional. No. 00:31:23,100 It’s his design, so Um But because there is The, Um the that subcomittee had had been interested in incorporating that Is an option for us all to look at. But to do it to to look at it all and make a decision today that that would be something we might put money to. 00:31:56,130 I’m Conflicted about and I’m I’m I’m inclined to think that if there is something such as, um Paying for a booth at at, um, whatever, and handing out some in handing out our brochures and the timeline or whatever, at the street market. The you know. And expanding a little bit of M of that money that way might be all we really need to do. Rather than grasp it at money that We might be spending That. 00:32:26,130 We shouldn’t have to. Commissioner Noland. I, like the idea of doing the motion for Lauren that says to ask the questions of the state and then um, I it getting design work doesn’t take two months to do that. 00:32:57,100 I think if we can set this schedule and ask for a turnaround, and include this this design and Put it together. I think we could do both of those things. I mean? I don’t I don’t feel like I don’t feel like that’s rushing it. 00:33:21,170 I mean we’ve got all of July and August to figure out a design and a designer could do it in an afternoon, but it might take us that long to frame the motion. Well. Let’s just do it. You know so I. That’s I. That’s where My mind is going because I’m sitting there trying to give Lauren the direction she absolutely needs. Today. For something that we can’t wait for another month to give her direction on without holding anything up. One more question. 00:33:52,070 Uh, the funding that we have, uh, you often hear when you get this federal funding that let’s say for your roads, you get $6 million if you spend $4 million and don’t use two and they take it back next year, they’ll say, Well, you didn’t spend what we gave you last time, so you 00:34:12,870 won’t need that much. Is this the same kind of thing. Where if we don’t spend this 2000 where this came from next time, they’ll say Well, you gave us $1000 back. Uh, maybe you don’t need what you’ve put in for on your grant. Or. I would doubt it. 00:34:36,830 I would doubt it in in this Given the, um Latitude we have been given in the past and when things have pushed out beyond the Where they should have. We have been given a certain amount of of latitude. 00:35:07,900 I don’t think that it’s in in this case that these state funds are, um Would access to them are withdrawn or subtracted from by by that amount as it we all know, is in a in other things, so that’s not really a worry of mine. Uh, Commissioner Swanson, Don’t. You still have to deal with the cathedral district banners at some point in time. 00:35:30,300 I mean if we’ve got the money, why not be in the process now? And get that much of it done so that or at least get you know Get a good start. So if we could, we would be looking at Um, directing her to explore. Design consultant ideas and, um, perhaps AAA Booth or some, um, outreach. Uh, thing yet this summer Street fair? Yeah. 00:36:03,970 That a motion I I feel like I have emotion, but it’s Building on what everybody has said so far, and it’s a crack at it. Blake’s not here to Blake’s not here to craft it for us. OK, so there’s four things So. The first is I. I would move to direct Lauren to inquire with the state. 00:36:37,300 These Following items are appropriate uses for the remaining funds. The first is to Immediately put out an RFQ. Requesting design. Proposals. With. A Quick turnaround date included. The second is to Find out if an informational booth is appropriate for the street fair, and if so, Register us for one. 00:37:25,330 Because I don’t know if they have to be sales if if they’ll take it information on and the third item is to find out a potential. Cost associated with a tour. And If that can be Accomplished or paid for in a in the time and manner. With, the 2024 22 2022 funds with the 2022. HPF Grant fund. Is that correct. 00:38:15,270 That’s My That’s my motion. A second. You won’t repeat it, but you’ll second it any further discussion on this. All right? Oh Lauren. Quick clarification. Um, with this, uh Just you if the state says what we can and cannot do. 00:38:46,930 Bring this back at the July meeting, uh, for your final decision on this Is that correct? Or Or do we just So move forward with it, and we prove it Now, if these Things are appropriate. We’re still not gonna spend all the money. Yeah. 00:39:19,270 I mean there? That’s the one thing that we’re that I’m quite sure is that there is no way that either of those combination of things will cost more than than that amount of money. I mean it’s not. It’s just not possible. So if they say if the state says yes to all three, the I I push out the RFQ with that register the booth and then Potentially bring it. To work quotes to you, I. I don’t know. 00:39:48,600 Is that correct? OK do it in that time frame and If, she or he or Yeah. You might be surprised at how much RFPS come back if you’re asking for two or three options. In an agency puts in for it and they’re going over $100 an hour for projects. 00:40:14,330 You might be surprised how much of that is eaten up. Does that help you learn. I Think commissioner. Personally. I think that’s true. I mean, you’re gonna find Um, you know, Designers don’t come free. So if it’s that, but that’s the time sensitive nature of the RQ has a Set response time. Short then. The. Other things can then I Think commissioner. 00:40:48,370 Pursley was referring to the to the cost of of a design team to do something if it comes back with a whole $2800, then you just don’t then you don’t do the other, cut them out. And I and I. 00:41:12,630 We need to the time frame needs to accommodate going from us to the city for approval, too, right? Does it not No because we’ve already got no, we’ve already It’s already our money. Yeah so and if it comes back too close to the Dollar mark than the other thing. Go forward. And the design. Is Pushed off. 00:41:50,900 Is that if we can fund all three if we can, or In order in order of Is that Oh, Do we get that? Right? That is Clear enough direction. Thank you? I appreciate that. All right now that we think we have it clear. At least we all have it clear in our individual minds. So. 00:42:28,300 Uh, Sandra, will you about the motion is an amendment or not? Um I thought you weren’t done your motion yet. So I would say it’s all one motion. It’s all one motion. I wasn’t done yet. I want it done. Thank you? It’s not? There’s. Nothing, like a stream of consciousness for Uh, we want to rese that with like Yeah. Mike Donnelly I had as the second it was No. 00:42:59,770 It was John Swanson. And you re seconded. Thank you. Yes. Hm? Uh, Commissioner Engle Jackson Hursley Swanson Nogle Connolly Yes. Chair sacker? Yes. Well, thank you, everyone. That was we got we got through a really complicated motion without redoing it. And without Blake to to Laurence, probably ready to adjourn. All right, um Yeah. 00:43:52,070 Oh, I didn’t see anyone in the Should. I. Should I do that before the end of the meeting, then Yeah. Yeah. Was there any Yeah. Yeah, it wasn’t actually on my my printout. Oh, well, well, then let’s just kick it kick that one to the curb. 00:44:24,770 And if we get in trouble for it, then we’ll ask for apologies. And and I’ll flagellate. Um All Right. Now. We are on to get my minutes back for 2023 Historic Preservation Fund Grant update. Uh, cherry backer and Good Morning. Lauren. Hi. Thank you for having me see you today. 00:45:04,200 Uh, chair Ason and commissioners the Cathedral Historic district Banner subcomittee met on May 30th to discuss, uh, some potential design options for the banners. Um, kind of just, uh, discuss this. Previously with the last agenda item. 00:45:36,830 Um, some of the discussion for this, uh, at this meeting, including utilizing the current logo and design, uh, motifs, um, but in a slightly different manner, um And, incorporating some green accents in there just to pull out. Uh, some of that. Uh uh, tree motif that you see there. Um, uh, as well as the placement of the cathedral area, Historic districts and where that would be placed on the banner. 00:46:06,830 Additionally, the size of the banners would be similar to Highland Acres historic district, so 20 by 40. Um, on the left Here. You can see the current logo that, uh, is around on different monuments within the cathedral area Historic district on the right side is a potential banner design that was discussed during the, uh, sub-committee meeting. 00:46:45,070 Um Staff recommends that, uh, the Uh, Historic Preservation Commission provide additional ideas or comments that might contribute to the final design for these banners. No we had, uh, discussed this within the previous one. So. Any additional comments would be great if there’s none but Yeah. We’ve already hashed over this. The. The thing about the The logo. 00:47:19,330 Um, is that it is Um It’s been there for what? Almost 20 years now something like that. So. People do really identify it. It it, So. Whatever. We do needs to have that somehow. Involved in the design. I think, um, one of the things that our sub-committee talked about was trying to tie the, um Not to make things more confusing. 00:47:51,270 A Banner only does so much we have the markers. We have the logo. And, so to try to pull it You know that’s why we were looking at these sorts of of Designs also Cheaply that that that was already a design that had been done just to throw into the mix. 00:48:20,670 I mean if we have somebody that’s gonna design it for us anyway. But just to throw into the mixing idea as I was driving here today, I found I saw a brass plaque. And, Uh, base of one of the one of these signs at the entry. I think it was on Avenue B in Washington or something. Maybe. 00:48:43,670 Yeah, but as a cast bronze of the CA of the cathedral itself, it looked like with a big, big perspective view. Those were all um, their plaques. Uh, there’s at least one plaque, I think on every one of those, and those were designed by, um As, part of the mitigation for the widening And. 00:49:13,530 There was a a committee of of people who were involved in the Um In that process that, um Guided the We actually chose what the artist did. And then he did what he did with them and the city to my understanding. Actually still has the molds. For the cast for the original, uh, for those somewhere in this building. 00:49:50,270 Because, the the artist that created those, um, had the the city had them. Have took possession of those in case there was damage to anything so there there’s somewhere around. Nobody seems to know that but they’re somewhere around in this building those those things and those are really quite nice. 00:50:16,630 Um, the guy did a really nice job, I think on those and their I like them. M. Um I like the the logo that exists, and I think we know that we need to have historic district down there. And. I think if we include those two things in our directions to the the designer, then we should see what we get back. Are you I. 00:50:48,670 Don’t understand if you’re proposing that that it actually have the stone monument and the tree in the background on it. Well or just that, That’s that’s one of the things that that, um That. 00:51:19,930 We discuss We Fancy the because the, um verticality of the pillar and the recognizability of the of the pillar would kind of make people think. Oh. Those markers are perhaps edges of, you know, I mean it. It relates the banner to another existing marker. Um, and that’s what we were looking at the shape kind of tied into it because again like Highland Acres. No. Two houses are the same in the cathedral district, So. 00:51:48,270 It’s not like you can and And because The cathedral itself. I mean the actual name for the Cathedral area. Historic District is either the hill For, the Cathedral area Historic district. It’s not the Cathedral district. It’s the Cathedral Area Historic district that’s on its National register. Stop. But the cathedral So. 00:52:24,600 I think it’s important that we use Cathedral area and that we tie that into the Yeah, to the correct I. Guess. My question is, are Is this your proposed design? Or are we going to a designer to see if what they come up with to before we thought about using OK any money for it? You know, we were just trying to 00:52:48,600 think of something that we could do using what was in our reach. OK and I. I My question, I. Guess is I’m just I Feel like we have the font in the existing logo that I don’t you know? I just don’t know how finished the way you’re showing us. Are. 00:53:12,130 You asking us to make a motion and vote on concept. The concept. It’s just It’s a concept, you know that already exists, um than the others. Just A was a concept that we were working on. Can. I just suggest that we all make a list of concepts that we have them and come back when we have a designer. 00:53:39,970 We’re on board with that That’s A, and that was essentially the When it boils down to it. These are the kinds of things that are part of the discussion we need to have. If. We do have a somebody who plans. You know these are this? This is my idea. Based on our sub-committee. 00:54:06,070 Um these this is my general idea of what I think would be Usable. Given that it’s essentially already done. Commissioner chair Ser, uh, does does Well there need to be some kind of relationship between what’s already out there on those the art on the blocks that are at the On the corners and the artwork on that 00:54:36,470 and the banners or will it be confusing if you’ve got cathedral district in that kind of font that kind of design, and then people see something else hanging on a banner that’s completely different than what’s there Well and and that’s essentially why W we kind of tied in in my thought. 00:55:03,670 Using this what had been designed for this thing? It’s an image that is already present and so people aren’t You know, I thought it would When we were discussing it. We thought it might, it might make it less confusing to combine the elements that are already existed to define the neighborhood. Then add another. Element. You know another shape. 00:55:35,730 Another thing might be like that. But. This was, uh, essentially a shuffle. The Shuffle. The. Three Things is essentially what What we were thinking. And. I Think Blake had some A concept that we haven’t seen yet with more arching. But. Um, I haven’t seen anything. So So. 00:56:10,470 I was the only one that I was the only one that drew something up. So. That’s What? That’s what’s in front of you. But. As. I said. These are things that can simply be S. 00:56:38,870 Um, ideas that if we don’t find this disagreeable we can give it to A professional and say, How would this How would you make this work or how would this concept work if it’s one that works for For people. And. Then. They can design something completely different if they want and then You know, but at least we had some. This is the input. I guess I how I would say it. At this point. Would it expedite the process to have a sub-committee to do the banner. 00:57:12,400 I mean just to stay on top of this one in particular, or is it we have one? Yeah, We are you’re it Well? OK, Lauren and Blake and I that, um to To discuss it. Um, if anybody else wants to jump aboard, that’s fine. Did you say Blake had another design. 00:57:41,770 I never saw it, but he was doodling. So that’s another one. Potentially. We could give the professional the arching thing was interesting to him. That was what captivated him, Um Because. 00:58:15,400 That is something that One of the one of the things about the cathedral district that actually is essentially unique is that I think we are the only, um NA any only historic district. Whose boulevard tree lines. The trees themselves are Contributing. They are a site. So to. That’s why we’ve always sort of pulled the trees in To that because it’s fairly unusual that the keeper allows Um A perishable product. To be To be used. So that’s why that’s why it comes along. And. 00:58:53,430 That’s why we kept it in the design there. So. Maybe another person to ask is is Leon be Bassler who did it? I mean if he extended it and put Cathedral area historic district into the logo, that might be another. I mean So I. 00:59:18,500 I think we just give all these things to whomever and let them and then see what we come back with? And? I have I have put out a contact for him and I gave his contact to to Lauren as well. So Lauren, perhaps identifying all these different concepts prior to me, issuing an RFQ would also be useful. 00:59:49,830 Um, in case it would be something to Include within the RFQ just so they have an idea of what work and ideas are currently there. Um, so they understand what additional work needs to be done. So we could Ask For people’s, um Idea or preference or concept that they think is important. That it could convey and provide that. 01:00:27,730 To, um I would add that I would say three things like the the current logo the front of this brochure that has that current thing in it in the font, and that it has to It has to say Cathedral Area Historic District. 01:00:57,700 And and if you had other if you you guys said you, you’re subcomittee came up with the green a green some green element. So those that’s four things right there, that it That it should include And, the timeline or other ideas. Other ideas sensitive to the historic district. Yes, just big category. Well F. You don’t want it. You know you don’t want somebody to be You know, drummed out of it. You know if they have a some. 01:01:30,730 Somebody undoubtedly will have a brilliant idea. You know it’s just It’s a very pretty Neighborhood. It’s A. It’s It’s Not hard for somebody to find something that would But. This is what we have for right now, so Does that give you Some points to put in there. Yes. Yes, sir. Thank you. Thank you. 01:02:04,930 All, right? Do we have any more on On this that we need to Go over. No. All right. Then. We need to go on to Uh, regular Agenda Historic preservation Plan. Update. She’s never gonna get to sit down. Uh, Cherry, sacker and and commissioners. 01:02:48,230 The Historic Preservation plan subcomittee met, Uh, meeting was held June 7th 2024 discussion at this meeting revolved around, uh, areas of the current plan that needs some additional work as well as areas where additional information or different formats were identified. Um, one goal for this sub-committee, um, is to make the document user friendly. Uh, for all citizens within the community, including historic preservation. 01:03:23,400 No, Uh, the historic Preservation Commission educators and everyday citizens. The subcomittee wanted to highlight Bismarck’s historic historic landscape and provide short and long term goals and objectives for implementation within the community. An overview of the sub-committee meeting and the discussions that were held at it are included within the agenda. 01:03:55,130 Uh continued updates will be provided to the commission as this effort progresses. Um one thing to note. We are currently working to schedule the next meeting for this, Um and this will be held in July. All, right, moving forward in support of this plan’s creation and the historic Preservation Commission’s current goals. 01:04:40,870 The HPC conducted, UH, an historic preservation survey, which ran from March 13th through May 8th 2024. 104 responses were received. During. This time respondents were asked 19 main questions with some being asked additional ones based on how they responded to certain questions. Uh, these questions were designed to ask respondents about topics related to Bismarck as well as broader topics common to historic preservation. 01:05:16,730 Um, questions were designed with both specific answers that respondents could choose from as well as open ended responses. Uh, responses. To. All. Questions are summarized in the report. Um, which is included within the agenda packet. Um And open ended. Responses are included, Um, with minor editing. Um uh, within the appendix. Uh, this report is meant to be a summary, Not. 01:05:52,430 An analysis of these responses, So please keep that in mind. There is not a lot of additional, uh, I guess ideas that went further into it. Just summarizing what? Uh everyone was seeing within it. So on the board up here. 01:06:23,370 I pulled out some of the different uh, graphs that we see from the different responses just kind of highlighting some of the interesting ones. Um So, Uh, one of the first ones. Uh, that respondents were asked, Uh, where was if they viewed Bismarck as a historic place. You can kind of see on the board here. That. Uh, it you gotta a wide variety of answers across the board, which was quite interesting. 01:06:51,600 Um I will note that there were quite a few required questions, but there were also questions that weren’t required to respond. And so there’s a bit of a difference between some of the questions. Uh about, uh, that we were we received here compared to others. Second question that was kind of interesting. 01:07:22,770 Um, respondents were asked, uh, how concerned they were about the loss of historic spaces, structures or other culturally significant resources again. This is a required question. Um, so there’s 100 and report 100 and four responses. Uh, on the board here, um Another question that, uh Respondents were asked as if they think Bismarck does enough to protect its historic resources. 01:08:01,100 Um, this was also required. Um, and it’s kind of interesting to see here that a majority of the respondents are within the middle areas here. Um, some open ended, uh, responses. Uh, that we got, Um, for some of our questions are also on here. 01:08:32,530 Um, one of the questions, uh, was what are some ways you think Bismarck may celebrate and promote heritage of Bismarck, Um, Commissioner koblin. That’s probably where you were kind of getting some of those, uh, ideas there, but a lot of them kind of Really seem to want a different types of festivals, Activities events, Um, we to celebrate history more. Uh, it was kind of pointed out. 01:09:00,830 Um, plaques were another big thing that you kind of saw mentioned quite a bit, uh, within the responses. Another question that was brought about, um Was. What are some things you would support the city of Bismarck doing to protect historic properties. Um so Different, Uh, items on here, ranging from tax incentives. 01:09:37,070 Uh, so different funding opportunities, um, creating more historic districts. They really wanna highlight history within Bismarck a lot more, Um, education was a big thing that was pointed out within the plan. Um And, I. Guess, Uh, also working with different uh homeowners and different people within the development community and on how they can identify those historic properties. And. 01:10:09,800 What are some of those best practices that they can do. So. Uh, additional information from the survey. Um, like I said. I only pulled a couple of these questions out just to highlight them during this meeting for you guys. 01:10:42,200 Um, but additional information on the other questions is available in that report, as well as all the responses for the most part of those open ended questions. Um, so were there identifying all those different? Uh, answers what they want. I’m concerned they would have those are all in there. Um, Currently it’s Uh, available within the June agenda packet at the moment, but we’ll look to Uh, make it available on the, uh, HPC Web page as a separate document. 01:11:14,330 Um there’s no action needed by the HPC at this time is just kind of Identifying this for you. Thank you, Lauren. A question. Oh, sorry. My microphone’s not working, so I’ll. Just be very loud. Um, is there. 01:11:41,570 Are there plans um to like, summarize these things and highlight them on our social media is kind of like how we rolled out the the survey itself so that the general community who responded knows that there’s Some like answers out there or like, you know. What the summaries are. Takeaways. Uh, Commissioner Ingle chair commissioners hadn’t actually thought that far ahead, So. That’s a great idea If. 01:12:11,400 That’s something we’d like to move forward with just highlighting different response answers. That would be a great Way to, I. Guess kind of promote this a bit more. We do not Sure Serton and commissioners I. 01:12:39,130 I would like it if if I don’t know if you or somebody or a volunteer or someone would actually do some analysis or some some work on this to find out what Um, what trends are because right now it’s a way to it’s weighted equally so you could have 70 people say this thing is the most is important to them. And. One person says this, but it’s all made the list. 01:13:06,430 And so it feels to me like we need some analysis of the responses that we get, so it’s not just raw data, but if we’re gonna present things to the public that we have some understanding of waiting of these Concerns and issues instead of II, I hesitate To put the you can. 01:13:41,070 I mean we can the raw data up on And in public or as an appendix it because we could do this same survey in three months and get completely different answers, so it feels to me like it’s a good Source of information for us to use to plan and evaluate how the city and we and everybody are doing, but it doesn’t feel to me like it’s Then. 01:14:12,600 The data hasn’t been processed yet to to understand what we’re being these 100 people are telling us And. So. I guess what? I’m What I’m asking is before we just start putting up a list of You know, because you might have 100 people saying yes. 01:14:40,870 Please save buildings and you’ve got one person saying don’t spend any more money are those This is that the same weight? I mean for us? I mean? These are I mean that that’s That’s What? I’m asking Is that before we put raw data that we think about what What, are we What? Have. We been told from these 100 people. 01:15:05,500 Commissioner bursley chair sacker my with the survey. Did. We gather any demographics as to the age of the people who are taking the individual surveys so that we could say OK, were they tw And maybe it’s in here, and I just haven’t seen it, But. So we instead of asking people to, I guess input their specific age. 01:15:30,530 They were provided with a way to identify their age group. Um, within their, um, and that is provided. But. Is there a way to know for us to know. Like, uh, the people who were aged 50 to 60. What. 01:16:00,870 Their thoughts were and what? Somebody age 18 to 24 what they specific thoughts were, uh what they felt important and how we were doing. Are we reach reaching just one segment of everybody, Or. How. Are. We reaching different segments. I think you’ve hit on pro? Probably the the the one factor. That makes all the others. All. 01:16:32,400 The comments useful in a in a different way we get The greatest return for taking a look at that analysis than pretty much any other one because you do. It would be nice to know. Just what the breakdown was for that because that’s something that Uh, Makes a difference in some of the things that we choose to do or how we choose to look at. 01:17:02,870 Well, this many people, this is a random sample, essentially, but within that random sample There, we We can work off that information. Better than most of the other ways I would Think you would dissect it and analyze it. 01:17:33,330 In in like in the category we got about what should the city be doing to protect this? Well? Only Fifth, so half half only half of the people responded to that question. And it in here in this list. It. It lists, tax incentives and better funding. But When. You. Look back here. There’s a lot. 01:18:02,230 There’s numerous people saying Not with my tax money, and so which is it, you know, So how do we Is there a way to break it down for us to sort that and maybe it’s Age based maybe it’s ownership based, May, you know, could be anything but I. Guess that I’m That’s. Why I’m asking is Do you do you have a way? Just, a city have a way to so this was mainly meant just to be a summary like I had mentioned. I. Guess. 01:18:29,400 My thoughts Going forward with this is like we had said at previous meetings that this would be used within the historic preservation plan. The analysis could be worked in during that time frame. As that’s being created. Um, I didn’t want to do any initial analysis until this information had been Given to you all. 01:19:02,470 Uh and I understand comments with the raw data like It. It is very difficult without having that analysis put in to understand that it’s just a basis here, Um, to move forward with that analysis, and my concern is it’s a 50 page document that’s going to be coming an appendix on an already large document that’s going to have our already large 01:19:31,800 timeline on it, And. I mean it feels to me like this. This data is what we It’s the analysis that should be in the plan, not the raw data. And, So OK OK, because it said on here that this would be a attached as an appendix. 01:19:59,000 No, the the open ended responses are that appendix that that was the appendix that was mentioned so But this specifically, the survey report thing would not be the appendix. It would be an analysis of this would be the appendix or just the charts and graphs, so the charts and graphs like I said Summary of this, it’s used as a basis for further analysis. 01:20:28,400 That analysis would be put into the historic preservation plan this how I
