00:00:35,370 Do as well, um, if you are, the meeting on Zoom, uh, use your hand feature, um, and you’ll be recognized. Annie, will you please call the roll? Comm Zenker, here, Comm Perley, Comm Engel here, Comm Jackson here, Comm Swanson. Comm Nodland. Sheriffacerson here. Did I get everybody? We’re all here. 00:01:11,500 Um Our Do we have any media information? Uh, we are on the agenda. We, we seem to have this meeting information thing. Is there any update on that, the historic preservation report? Is there anything on that that we need to, to do with them? Cheruck. Socceren Commissioners, there’s no additional updates to that. 00:01:31,500 Um, a letter was sent for the previous project, just asking for additional information. That one’s kind of stalled out right now. It’s not approved or denied. It’s just there, so that that’s where we’re currently at with that. All right, thank you. Um So we will move on to the approval of the, the, the minutes of the 16th of October. So moved. 00:01:56,070 So We have a, a motion, we have a second. Do we have any discussion? Comm in Ireland. Yes, I would, I would like to make a correction on page 7 of 18 in our packet. 00:02:20,830 On the uh last paragraph, the one that’s about the comments that I made, um, my, it’s kind of a mixture of stuff, the, uh, the section about doing this through the history of police fire and EMS could be beneficial was the suggestion that Comm Jackson interjected into the middle of mine. So if you could pull that out. Yes, ma’am. 00:02:44,270 And then, um, my, Uh Suggestion was that we um partner with not help integrate the new immigrants into our community, but to partner with them in researching. And, um, and it was not just to explore different races, but it was to explore the history of immigrants who are different races, cultures and that we had like we had done in our timeline, we started finding really interesting things. 00:03:03,930 So I don’t know if that makes sense, but it was basically to change that up from Helping new Americans integrate into the community to helping them research. Helping us reach research. The history of immigrants to Bismarck. 00:03:25,770 OK, so partner with the new Americans, um, helping us research the history of immigrants who are different races, cultures and how or why they came to Bismarck. OK, thank you. All right. Any other, um, corrections? Um, hearing none then? We had a motion from Comm Engel and a second from Uh, Comm Zenker. So Danny, you could call. Comm Jackson, yes. Comm Perley? Yes. Commissioner’s anchor. Yes. Comm Engel, yes. Comm Nodland. Yes, Comm Swanson. Characerson, yes. Thank you. 00:04:04,370 The minutes have been approved. Moving on to the, uh, regular agenda, then, um, we have somebody. Here, uh, that is in, is prepared to speak to us about, um, Something that Lauren will Set up for us, but I think she may have another meeting coming up, so I wanted to get that called quickly before the rest 00:04:25,030 of the meeting goes on if that’s all right. Cheer acres and Commissioners, thank you. Um, this is a slight amendment to your current agenda, um, we do have an uh a representative. 00:04:47,430 Representative here from HTG Architects, uh, Alicia Fadley, um, she just likes to give a quick update on the Provident building renovation, and we had previously looked at this quite some months ago and provided some comments to the county on this renovation. She just likes to give a quick, quick update on that project. Thank you. Thank you, Lauren. Nice to see you again. Yeah, good afternoon, commission. 00:05:10,430 So Alicia Fadley, HCG Architects, we sat down with um with Amy and Lauren yesterday to kind of walk them through. So I just kind of wanted to give you an update. Um, I won’t take too much of your time, so a lot of the renovation to the building will be. An interior renovation to kind of, um. 00:05:27,170 Relay out all of the spaces for the county’s needs as they kind of move all of their offices over there, so there’ll be a lot of kind of moving walls around and things, but for some of the historical items that you guys had brought up previously. 00:05:40,830 I just wanted to kind of note and touch on all of those things and, and kind of how we’re we’re preserving them, so all of the marble walls on the first floor apart from two small sections that for kind of ADA purposes of bathrooms and ramps are going to be removed. We were on site with Amy yesterday and kind of pointed those out of. 00:05:56,970 what things would be changing, um, all of the terrazzo floors are gonna remain the same, um, the windows on the exterior of the building will be replaced, um, but they’re going to have the same kind of look and appearance of the style that you see now, you know, to kind of preserve that historical look. 00:06:14,170 Otherwise, nothing else on the exterior of the building will be changing. We’re not changing the brick or at any sighting or anything like that. Um, the signage on the building was reviewed and the provident building signs that are up there that are not original if you guys have seen the original photos if you remember the the original sign was on top of the 00:06:32,030 building, so those are not original. They’re very rusted out, they’ve kind of been deemed a hazard cause they could fall at some point. So those are gonna be taken down and once we discover what’s behind, we will kind of address, you know, what needs to happen with the finishes of the building once we see what what. 00:06:49,170 is behind those signs. Um Other items, the male shoots will be kept on all of the floors, um, all of the um dumbwaiter systems, you know, the, the original facades on all the floors will be kept, the interior will be gutted for a new sprinkler system. 00:07:10,500 But on each floor you’ll still kind of see where the dumbwaiter was. Um Just review my notes, see if we had anything else. There is still discussion on the revolving door, we have reached out um to the state to kind of hear their thoughts about that. 00:07:32,970 I know the, the county has discussed removing it just for security reasons it being difficult to to lock and And things like that, but that is still up for discussion, so about removing the revolving door. So, any questions that you have for me? Uh, thank you, Alicia, and I believe that um the discussion yesterday, um, Hit the the. 00:07:58,030 The beacon will you’ll be the one as long as we’re going, as long as this is televised, you might as well get the is staying. It is not being taken down, so it seems to be a hot topic that keeps filtering through the news, so. No worries. Yeah, yep, so no worries there. 00:08:16,700 So any, any further questions for the team at HTG that I can answer now or if I can’t answer now, I will get back to you guys on, I would actually ask Dan to, to comment. No, I’ve just got one simple one. Is, is the, the sprinkler system is just for the shaft for the old dumbwaiter. 00:08:31,830 It’s uh that’s where the piping is going to go that will service the whole building. we’re gonna do the whole building in a new sprinkler system is, is the current plan. 00:08:49,830 So, you know, for the safety of the new occupants in that building, is it still the original? No, it’s, it’s been ACT and some places there is still original plaster and lath that will have to come down to install new mechanical and electrical systems, um, but we’re, we, we have that classroom laugh like on the on the first floor, which is kind of that historic entryway, we’re gonna go back in with a new suspendedgy ailing that will have the same appearance 00:09:08,430 of what was there. Is there any asbestos? There’s lots of asbestos in the building that is. Plan to be removed. So that’s another big part that a lot of the mechanical electrical systems are original to the building and are just have reached the end of their lifespan, and so a lot of this 00:09:24,970 project is really heavy on on the mechanical to kind of get that updated for the for the comfort and efficiency of the building moving into the next 100 years. 00:09:41,570 That’s what we’re we’re really trying to forecast the next 50 to 100 years for the county of how do we create a building that will last that long and service them well. 100 years to come. So I do, I do remember, um, uh, Blake Dinkins, former. 00:10:11,430 Comm for this board, um, mentioned, uh, Because There’s always concern about the, the, um, the entry covering, and he said probably to take that down would require the whole building to come down because it’s structurally built into it, which was interesting information on that, but yeah, doesn’t come down, so people don’t need to worry about that, you know, it’s one of the handful of things about that building that people talk about a lot. It’s, it’s a beautiful unique building in in the community and and we wanna preserve. 00:10:30,700 that and just try to make the updates really to the interiors that have already been gutted and renovated many times, you know, to just try to streamline that for the county to be able to do their work efficiently. So, thank you. 00:10:51,970 Any other questions? OK, well I appreciate it and I appreciate you guys are, are, um, Take it seriously that, that the building is important in his, in a historic sense to people. Thank you. All right, well, then we will move on to our regular agenda and um item A 2023 historic Preservation Fund grant update. Uh, Chaackerson and Commissioners hopefully this one’s a little bit quicker than some of the other ones we have on our agenda today. 00:11:18,800 Um, there are currently 2 remaining projects identified for the remaining funds for the 2023 historic Preservation Fund grant, first project involves our walking tour maps we previously within the past several months, um, Uh, purchased additional maps for the Downtown and Cathedral, uh, historic districts, um. 00:11:44,870 Current work for this project is actually creating one for the Highland Acres Historic District, uh, current budget of $3000 is still available for these maps, uh, staff is working, um, And actually has a meeting later this week, uh, with the printing company to discuss the layout of these maps, so it is progressing, um, this just quick update on that. No, uh, action is required for this item at this time. 00:12:07,430 The second project is the historic district streetlight banners, um, we currently have ones up in the Highland Acres Historic District. We have designs ready for the cathedral area historic district, um, we’re just working and waiting on the designs for the Downtown Historic District, streetlight banners, um, a total of 11,800 is currently budgeted for this item, um. 00:12:36,230 Staff uh recommendation for that specific item is just to determine if design services would be required for this item, um, and to provide, uh, direction to staff on next steps for it. Thank you. Thank you. Yeah. Yes, Comm Nodland. 00:13:06,130 Chair’s action and Comm, um, The Downtown Historic District banners, um, commission or subcommittee has not met, and I haven’t done anything, and I will get my act together and get that group together in the next. Before our next meeting and come up with some recommendations and give that, hopefully we’ll give the staff some direction. 00:13:29,730 Well, and, yeah, and I think that, uh, part of this discussion has been that Um, your subcommittee needs to be. Um, needs to know that we can access um design money which I think we, we’ve seen is uh it’s a good thing to not necessarily be, um, On our um drawing tables, but on somebody else’s drawing table. So that’s just a. OK, I will bring that to the subcommittee. 00:13:58,830 Comm Pursley, I, I’m not sure, uh, you know, when the discussion on all the walking tours and stuff started, uh, but living in Highland Acres, I know that there was always discussion about sidewalks and how, how much of Highland Acres actually has sidewalks that you would want a walking trail other than just a driving trail because, you know, a lot of the argument 00:14:16,730 is it wasn’t safe because you have to walk in the streets in a lot of places, um, the, what’s is a walking map something that we would want, or is it just something that you would just need a driving map. 00:14:32,400 Now, I don’t mean to throw a wrench in anything and actually we have, uh, that’s my subcommittee, so. Um, uh, yes, we have, we, we’ve been considering it as a driving, walking. Map just so it’ll be, it’ll be organized. 00:14:57,170 Sort of in two ways because, because of that, um, yeah, because there will be areas that we would highlight on that or call out that would be ones that you would really only see if you’re walking, so we’re trying to figure out exactly how to. Sort of make a map within a map, because some people will only. Drive in that neighborhood and some people will walk, so we want to make sure that we’re. Calling out the places that will be safe. 00:15:17,070 Mhm To call people’s attention to. So yeah, yeah, yeah, that’s been kind of kicking around, so. Thank you for bringing that up though. Keep me honest. 00:15:47,130 Um So if we have anything more to talk about on those two or on that, then, um, we can move on to Um, Regular agenda item B, the 2024 historic preservation fund grant update. Uh, thank you again, Chaacerson and Commissioners at the last meeting, the historic Preservation Commission was asked to determine where the, where to allocate the remaining, uh, roughly $2500 which was originally budgeted for the certified local government conference, um, it was determined that staff should check with the State Historical Society of North Dakota to see 00:16:11,370 if allocating the funds to the Satchel Page Pro was allowable, and if so staff was asked to work with the Bismarck Parks and Recreation District. On supporting that endeavor. 00:16:31,630 Staff did reach out to both of those entities, um, per that request at the last meeting, um, so in speaking with the Park, Bismarck Parks and Recreation dis District, um, on the project, uh, there was a couple things that were brought up, um, the Bismarck Parks. 00:16:51,900 Uh, and recreation District is currently working on crafting a request for proposals for that project, um, and they hope that members of the community, um, will start looking to Uh, start looking at fundraising efforts within the next several months, might be a little bit difficult with the current holiday season, but potentially after that is when they’ll start gearing up for that. Um, there might be an option there for some collaboration, um, however, it’s difficult, uh, to know what that would look like at this time just based on conversations with the state. 00:17:11,730 Um, so speaking of the state, um, regarding those allowable expenses related to this project, um, staff found out from this. State, uh, that the statue would not be eligible for funding through this, uh, grant, um, additionally, any interpretive signs that could be a potential project item would not be eligible either, um, they’re really only allowable for eligible 00:17:37,770 grant-assisted historic buildings, structures structures and archaeological sites, um. The staff at the state have actually looked at Uh, nominating the municipal ballpark where whereabouts this uh statue would be located, um, and they’ve recently determined that it would not be eligible, um, they’ve even discussed it with um different national register reviewers and the National Park Service, um, 00:18:04,030 within this area and region, um, So based on that, uh, it means that the inclusion of QR code signs or something similar would not be eligible by itself, um, additionally, if this would be included in a larger grouping of QR code signs or or something similar um throughout Bismarck, that would need, uh, that would be funded through 00:18:26,370 this type of grant, um, the majority of the sites would need to be listed or eligible, um, with the National Register of Historic Places, um, only then would it be considered an eligible. 6 months, um. One note, the state did say that. 00:18:50,030 Uh, for that project, there is the potential to apply for the cultural heritage grant, um, the statue and potential signage would Potentially be eligible as an expense under that specific grant, but that’s kind of outside. What this discussion currently is for this item, um, so based on that information, um, please provide staff direction on how to utilize the additional $2500. 00:19:17,100 There’s a way I can group it into something else that we’re currently doing within this specific grant, that would be an idea or we can do a different. Route and staff can look into that further as well. Thank you, Lauren. Well, rats. 00:19:42,330 Yeah Uh, Comm Pursley, you, you mentioned that, uh, you know, we, we’ve discussed QR codes, maybe, uh, you know, and things put around town and historic places as kind of an interpretive places, and this, this mentions, uh, if it’s part of a program where the majority Is of listed. Uh, on the historic register, it could possibly qualify. 00:20:05,170 So it’s a matter of If we identify 2 sites if 3 of them don’t necessarily reach that, you know, fall under that would those be eligible for funding since they’re part of a larger group. As in, uh, like the talking trail sites if we added, you know, we have. 20 or whatever we have and we added. 00:20:29,800 Couple months, is that the sort of Hm Comm Nomland, we don’t currently have a QR code project or proposed, but if we do in the future, yeah, that. would be a good one, but But we don’t have one at this point. OK. So we can’t add that money to. To that, but we can. Can look at that. 00:20:49,630 I mean that this fundraising for the whole Satchel Paige thing and the ballpark is gonna be going on for some time. Um, I think in general, so, you know, if we can catch a part of it and help it with one of the ways we can. You know, that’s maybe a next discussion, not at today, Mr. Nodlanderson. 00:21:12,670 Um I guess one of my questions would be, If we had intended to do something to honor or Educate the public about Satchel Paige, um, maybe, uh, between what chair what Comm, uh, Jackson and what Comm personally, um, have written about baseball. 00:21:43,370 One of my questions would be is what, what is Going to be shared right now with the public at these games and if we printed a brochure, uh, of Satchel Paige history that was available or that could go into the, you know, the stuff into their flyers or it could be available to the public. 00:21:59,830 I mean, maybe that could be used, that cost could be used for printing, cause I think that’s written, haven’t you written, Tory, haven’t you written a lot of that already for part of our timeline project. And so I mean that would be one way we could. I mean, it seems like that’s a history of Bismarck publication. If the HBC did a, you know, like a 3 or 4 page brochure on his history that would be available everywhere. 00:22:18,600 I mean that would be, might be one way to make it about satchelage and contribute. I’m not writing it, but, well, if it could, could include the, the history of the, the development of the ballpark itself because it’s been there for. In that location forever even if it’s not. Even if it’s got different grass and different beds, it’s still the location has. 00:22:43,970 It’s not really changed. If I Comm Presley. A central page is part of a larger You know, historical that relevance. Bismarck, you know, being the first integrated team, you know, to play, you know. We black and white players can play together and they want. Championship and Was part of that team and that it’s. 00:23:06,930 It’s not just historically significant here, that’s kind of something big that’s historically significant. across the country because and how many people actually know that, you know, that one of the first you know. Professional type teams like that was right here. in Bismarck. 00:23:27,470 And, you know, can all go together when you talk Blue Shield, to just be that there’s a lot of uh Negro League All Stars and Hall of Famers who were on that team. But it’s $2500 right? So if it were $2500 for printing and the and the writing was donated. And I mean, I don’t know if you have photo access or any of that stuff. I mean, maybe that’s something. 00:23:47,230 By the time that statue is up and they, and they’re celebrating. Isn’t his anniversary coming up? Next summer’s the Next summer’s the 90th anniversary of the, of the 1935 championship team. Um, so we have. We have some things that we wrote for the timeline. 00:24:10,330 I’ve got other things that I’ve written, um, there’s I don’t remember if we had anything about the history of the ballpark and the timeline, but I know it’s out there somewhere, um, that’s pretty easily and then photos are fairly easy to track down. So I think that could be put together. Fairly easily as long as, you know,, 2500 covers the printing cost. 00:24:29,970 that, would that be something you think they’d approve? I, I can’t actually can’t imagine why they wouldn’t in this case, but Lauren, cherry Soerson Commissioners, I can check with the state to see, uh, we’ve done similar brochures, but those have Related to national register areas already. 00:24:53,970 I can see if this would be by itself eligible, or if there’s a way to possibly integrate it with other aspects of Bismarck. um, I can look into that and see if it’s an eligible because one thing I would, I would argue with the state a little bit, especially if we were focusing on, um, The, the historic aspects of of the teams that played here of Satchel Paige himself, um, on the National 00:25:13,930 Register of Historic Places, a place can be can be um eligible because it is. Associated with a person of, of fame as well. It doesn’t have to be a structure, it can be a, a person, so I would argue that we could argue. Yeah That it’s associated with the history of Bismarck. 00:25:39,370 It’s a big, the big picture is. Yeah. National. Yeah. Yeah, it’s, so it, we don’t have to use the brochure there, but we can use the brochure all over Bismarck and in the schools and everywhere, anywhere and online. I mean, it’s just a history of An important period in person in Bismarck’s past, but it is timely. 00:25:59,670 So, I, I guess I’m a little confused why all of this is tied to eligibility and the national register. I mean, we use these kind of funds for all sorts of projects that have nothing to do with uh a district or a specific historic structure, so I, I guess I don’t know why that’s the hang up. I don’t quite get that. 00:26:15,230 I mean, I guess I understand for the, for using the money for a statue, they want it only at a, you know, an eligible structure. building. I just, I don’t understand where that comes from. 00:26:32,270 Why is that even a consideration, it’s the what kind of stuff you can match with what? You know, if they’re, I mean, I think maybe there’s a like we used, we used HPF funds for the timeline, the timeline is not tied to a specific historic district or has it has nothing to do with eligibility or the national register. We’re doing those send kits. Those have nothing to do with the National Register eligibility. 00:26:48,300 I just don’t understand why for this particular use, they all of a sudden, it has to have some sort of tie to the National Register and eligibility, I guess I don’t know where that comes from. 00:27:04,300 Uh, I, I could be wrong, but my understanding based on the conversation I had was that the location of where you would be putting those signs. It’s, it’s more of a physical aspect, whereas when you have your your timeline books and whatever, it’s, it’s easier to distribute and stuff. Um I could be wrong. 00:27:25,630 I could discuss it further with the state on on those requirements, but I think some of the requirements also come down from the actual Historic preservation fund grant, um, CLG has a little bit of leeway sometimes with some of the things, but the that grant actually has like A wider range than just the CLG. It’s available to other entities as well, and there’s Not stricter, but there is. 00:27:51,230 More detailed requirements with that specifically than what the CLG is given for this, so. It might be worth having Amy Munsen come. Uh In the next few months or something and chat us up on all that so that we actually know where we are because they’re going to be things that come up as this came up, oh, all of a sudden something’s not eligible 00:28:10,500 or things, so there we aren’t seeing a logical. particular reason and so I guess we need to have somebody who. is the one who Signs the And, and, and distribute some money, tell us what rules she’s bound by and which things are that so we can plan our projects better, knowing what we might be able 00:28:35,030 to not waste time on something that we can’t. Can’t get through, can’t do or use any funds or after we’ve already spent, you know, 6 months talking about it. So let’s see if we can get Amy in and, and ask some, some questions to her. Comm Engel. Thank you, chair. 00:28:59,630 Um, I would also ask the the clarification be made from the state. If the objection to it being listed was by criterion C that the ball field itself was not eligible because I would think through the connection with Pet Satchel Paige, that it would be potentially and the Negro League would be potentially eligible under A or B. Well, and Neil Churchill. 00:29:24,030 I mean they play in that field? Yes. The ballpark’s always been in that location. It’s just been reversed, you know, home plate used to be up on the northeast corner. There was, but. Yeah. And the horses. So yes, it does seem as if we’ve got some. Some information we need to to. Get clear on. 00:29:51,870 So, so if we can ask Lauren maybe to set up a conversation with, with Amy Munsen in the next couple of months, would that be something you think would be useful? I can do that. Thank you. 00:30:10,030 So, so we can’t spend that money there until we would find that out and we probably need to spend it before. Um, how soon do we have to have that money spent? Before we get a chat with Amy or not? Uh, that money is for the 2024 grant, so we have plenty of time on it. It’s just making sure that we’re aware of our priorities for those projects so. 00:30:31,900 There is a certain amount of appeal in the brochure idea because again that has um a larger distribution and um. One of the things that any, any, um, Dabbling in historic preservation that a community does is heritage tourism. 00:31:00,300 And so if you have information, I mean, people travel all over to look at at at our buildings that are art deco, they travel here to, to here about Custer or, you know, Fort Lincoln or all these things, um. But also people travel. To, um, visit historic hotels or or things that are associated with people, um, like Satchel Paige, like baseball history, so this would be something that. 00:31:32,200 would be an incurred tag onto an encouragement for people that we actually would hope to stop here and spend another night or two and get some information about pick up information that they’d like. Comm Pursley at the ballpark already you have interpretive signage. Uh, that discusses the historical aspects of the baseball in Bismarck. That, that’s already there. 00:31:57,370 Uh, would it matter if this was part of that, you know, where, uh, you know, we’ve we already have, it’s almost like a mini museum type thing. If you go to a ballgame, you can sit and see the history of Bismarck baseball, and this would be another part of that. 00:32:11,930 Would that be something that this is already there, it’s already historical. This is another addition to it. I can’t answer that. Lauren, based on the conversation with the states since they determined that it’s not eligible. They wouldn’t allow interpretive signage as a. 00:32:41,670 And allowable expense through this grant if we’re not using the grant funds, that would definitely be a project we can work on, but it’s finding that funding. OK. Well, and there was that note of, of the uh cultural heritage grant, so maybe that’s something that we can explore a little bit. Um But So Are we going to just wait on that 2500 until we get some clarification on things or do we have any kind of a motion, uh. 00:33:12,200 I see Comm Swanson just get confirmation, but I think it sounds like a good idea, the brochure idea sounds good to me, but. Well, maybe the people who would actually do it would need to. See if they would do it if we’re not. Oh, I would, you know. 00:33:28,870 Yeah, I, I, if we can actually do it and the state will allow it, I’d, I’d help put it together. Right, so perhaps for. Is that enough to, to get you what you need, we don’t need to have a motion on for right now, yeah, I’ll get you back to you on that. 00:33:51,600 But I do like the idea of a Of a brochure makes a lot of sense, follows through with one of the things that we’re, we’re good at doing, which is. Words. Send it to ESPN and Seriously. Oh yeah Yeah. All right. Um-hum. All right, so we have sort of. 00:34:21,730 Aor idea on that, um, and we will move on then, um, to, uh, Item C, the identification of the 2025 historic preservation fund grant projects. Uh, chairackerit Commissioners at the October meeting, um, of the historic Preservation Commission, uh, you identified and prioritized several projects that we could look into for budgets, um. And viability, uh, to include within a draft of the 2025 Historic Preservation Fund, uh, grant application. 00:34:53,500 Um, those projects included, uh, an updated and survey of the Downtown Historic District and surrounding area, graphic design services for the historic preservation plan, um, potential collaboration in some way, uh, with the Bismarck Parks and Recreation District, um, potentially on historic interpretive material or other. 00:35:20,400 options, um, plaques and awards for the historic Preservation Award and material development, um, involving the history of emergency services, so Bismarck police fire, um, dispatch corrections and EMS service, uh, emergency medical services. Um, potential cost considerations for these items were included in your packet, um, they should be laid out within 5 different items for each of the items there, um, just a reminder, um, the grant will require a 40% match. 00:35:44,770 That was not included within this item, uh, staff basically looked at what the full cost would be, so there might be a way to. Work some of that cost into donated labor or potentially looking at finding a match or something, um, like that. 00:36:03,170 Um, but that’s just something to keep in mind as we’re looking at budgets for this. Um, the first item was the update survey of the Downtown Historic District. Um, there’s currently 77 parcels within the current boundaries of the downtown district, uh, staff looked, uh, and identified an additional 62 parcels that have similar uses in context to those currently within the boundary. 00:36:28,130 Um, a draft of that potential areas provided in the agenda packet. Um, towards the end of this item. Uh, several of these parcels both within the current historic district boundary and those that have been haven’t been surveyed our parking lots, which would likely not require much work within the actual survey. 00:36:50,430 Uh, the parcels identified for a class 3 intensive survey, um, those would be those additional 62, um, our only potential options and those can be updated or adjusted. Um, they’re only there as a reference and Like I said, they can be adjusted. Um, staff has discussed this item just briefly with uh the state, um. Specifically Lorna Meininger, who kind of works through this. 00:37:13,600 Uh, she suggested that properties within the current boundary of the historic district would just need to be updated, um, and the area around the district should have a class 3, intensive surveys, so that’s really getting all that, yeah, information that you would potentially look to do a, a national register nomination with. 00:37:36,500 Um Uh, based on current pricing, um, staffs looked. At previous projects, both within the area and the region, um, previous ones we’ve done as well, um, estimated the cost of about 250 per parcel, um, with that in mind, um, staff would recommend an estimated budget based on the number of parcels identified, um, at around $34,000,500. 00:38:04,700 As I said, this could potentially be lowered, uh, based on donated labor or Other donated funds if possible. Um, the second item is graphic design services for the historic preservation plan, um, the costs identified for this were just based on previous projects and research, um, so about 135 per hour, uh, potentially about 200 hours, give or take, um, potential 00:38:33,500 administrative costs regarding different meetings and whatnot, um. There’s currently around 33 pages with, uh, the draft of the historic Preservation plan, um, just based on some items that need to be added, um, and, and additional details put in, um, approximately 40 pages for that document that would need to be. 00:38:58,700 Designed per se, um, based on that information staff would recommend estimated budget of about 28,000 for that project. And the third item is potential collaboration just based on our last agenda item for this meeting, um. There’s some additional information that would be needed to determine what specific projects with the parks. You would like to do. 00:39:21,530 Um, and how, and if those projects would be eligible. Um, there are current parks that would are eligible within the community, so that might be an aspect to look into for a potential project there. 00:39:43,430 Um, however, staff, As I said, we need additional information on the potential areas, um, for this type of project and what type of project activities you would like conducted with that. And the 4th item regards plaques and awards for the historic Preservation Award, um. There’s two different tables within your agenda packet. One is for a perpetual award, um, similar to kind of what’s behind you, um, you can look at that, sorry. 00:40:08,670 Bad example, but that, that’s basically what’s a perpetual award, your different plates get updated each year, um, and it, it stays in one place, not really given to anybody else. It would stay with the, the community development department, um, for the historic preservation Commission. 00:40:28,700 Um, so some of those different items regarding the size, uh, number of plates and average price per plaque are included within a table there, um. The 2nd table is for different pricing of certificates to be given to the recipient. Um, these were all based on pricing, um, from local award stores within Bismarck. Um, and averaging those costs, um, between both expensive and non-expensive options for each item. So it’s definitely an average for those. 00:40:56,430 Um, based on the information provided there, um, staff would recommend an estimated budget for that item of about 550 for one year of that project, um. The cost potentially to update those, uh, plates each year for that perpetual award is about between $5 to $20 each. 00:41:18,730 It just depends on where you’re going for getting those engravings done and how long the name is. Um, the fifth item is the material development for the history of emergency services in Bismarck. Um, based on the discussion at the last meeting, ideas related to this project would, um, Mainly include research prior to any events, items, or activities being produced, um, this research would include education, training, Uh, equipment, 00:41:47,800 perhaps maybe identifying and and showing how equipment’s used to the public, um, different communications and community outreach. Um, it provided an opportunity to partner with other city departments, um, an idea of potential ideas with potential budget considerations are also kind of noted for that item and this could include community discussion events, um. 00:42:13,900 Research fees if we’re going through the archives, um, and we’re not able to do it ourselves or they need to look more in depth. There’s a pricing for what they have, um, just based on what they have online for that service, um, obtaining high quality photos from the archives that, uh, That cost is there as well. 00:42:33,400 Um, additional items that you could look into is creating a story map, um, or other similar item to provide and disseminate that information to the public, uh, right away rather than doing the research and holding off on doing anything with that until a later project. 00:42:55,170 Um, so staff recommends reviewing the information provided in direct staff on which items to include in the draft. Um, a draft of the application will be. provided to you at your next meeting for review and discussion. Thank you, Lauren. Do you have any questions for Lauren? Now I Comm Noland. Chairacherson and Lay, I have a question on number 3. 00:43:34,030 You said, um, that, that we could only spend the money, uh, would only be eligible for grant assisted historic buildings. What does that mean? The Grant assisted part. I’m wondering that I. That’s basically kind of taking word for word what they’re telling me, my thought is that it’s previously funded buildings that used. 00:44:01,770 Historic preservation funds or other similar funds to restore maybe a rehabilitate buildings. I could be wrong, that could be an additional question to ask the state on that eligible expense because there’s a lot of buildings that have not, most have not had. Grants. But almost none. Yeah. Commissioner’s anchor, would that include RZ funding, I mean, because really. 00:44:26,900 You get a tax break for those 5 years, it might not be a written check as a grant, but it is forgiving of property taxes for 5 years on the structure of the building. It, it’s potential. I, I, I think it could be. 00:44:49,000 I, I know the RZ funding or tax relief portion is in a sense one of the, the historic preservation tax credits for our state, it basically takes the place of that, so it could be a potential, um, item. I didn’t ask for clarification on that specific wording there’s, which I definitely can. Very good point. Um, so you got quite a list of things to to ask clarification about, but you know, it, it. 00:45:15,600 I have to make decisions based on on fact. Uh, yes, Comm Nodwan. Um, so one of my questions for the first one for the update of the Downtown Historic District. 00:45:35,870 is and from looking at the other map, I think a lot of the buildings that are currently in the boundaries of it, like Lorna has said, um, there, there have been quite a number of them that have become historic since that last. Uh, survey was done. So in addition to many, most being updated, there’s quite a few that are going to need to be. 00:45:55,600 I guess that it’s more than just a Revisit, they’re gonna need to be more thoroughly recorded because they will have been recorded to some level, but not. Yeah. And I like that she mentions that the class 3 survey could, uh, needs to be done in an expanded area around it. 00:46:13,830 And one of the things I noticed on your map is nothing goes on the south side of the railroad track, and there are some warehousing buildings and some buildings that are just on the south side of the track, so I don’t know if the railroad track is some kind of Magic line that we can’t cross for downtown, but I think if we’re, if we’re going to do this where we not only deal with what we already have, but do the 00:46:30,230 surveys to expand it, then our survey. Um Can go where it needs to go to capture the historic buildings that are Within the same, yeah the same time periods. It is true there are, there are several on the. south of south of the tracks, including the Wachter warehouse, which is. 00:46:57,400 Ben redone, but the building, uh, there’s a building, there’s some buildings just um. Um, if you are You just crossed the tracks going south on 3rd on the West. On the west there’s no, uh, across the street from borrowed Bucks. I mean, down, down on the south of Front Refurbished. 00:47:26,070 Right, and, yeah, there’s some buildings that are right along there that you don’t really Think of because you don’t go in them, and the one that cardons um yeah rame shop. Yeah. So if you go all the way down there, yeah. It’s a lot, they’re a lot. This class 3 survey can kind of capture what really is the downtown area, not using the the arbitrary railroad line as the. 00:47:48,170 Because it really is an arbitrary line. I mean, it’s always been. It used to be the spine of the community. Yeah, exactly. But even then lived on the outside and worked and there were structures, yeah, so, but you know, You look now and you see, oh, there are warehouses on this largely on the south. 00:48:06,400 Well, no, there weren’t. There were warehouses on the north of the tracks too, um, you know, the Anderson Building is one of them, and then all the ones um like by McDonald’s and, and that those were the grocery warehouses, so I think we can define that in the in a class 3 RFP. 00:48:28,770 So this 34,000 looks like to me it looks like, I mean that’s sweet. Looks like the right thing to put in there as one. I would, I would say that one. So the first one looks good. Yeah. We can define it later. Right, right. 00:48:54,370 With, with the state and cert reservation office, you know, uh, part of the grant application will be looking at at least providing some sort of potential boundaries, so we can identify it later as we’ve done in the previous one for expanding it south through just a couple blocks, and there’s some big, actually. 00:49:17,530 Barely big history that got, well, anyway, and it’s a, it’s the class 3 survey, it doesn’t necessarily mean something is going to prove to be there, but at least takes into account where the the. Active economic and residential activity has been happening since Bismarck formed. So we’ll we’ll find it or we won’t. But Yeah, but from Sweet and Bowen on up there, which is contiguous and and. 00:49:39,930 People live there because they work downtown. You know, so they’re that connection can perhaps be established. this, which would be good. Um Comm, I’m going to say and the second one, I’m kind of shocked. I don’t understand how a 40 page document could take $28,000 to design, and I, I, I don’t. If it’s mostly text. 00:50:09,670 I just, I’m, I’m in shock and so I guess I’m, I, I would say that that to me looks like. Um I, I would like to understand that better. Because that’s, does that doesn’t, does that seem unusual to anybody else. I was, I thought that was a pretty high number. So That that’s fine. 00:50:33,200 I like I said, just initial budgeting. I did talk to some of the previous people. It specifically marketing works that we had previously worked out with, um, and Their item for. The, the service per hour was in there and then I discussed with Blake and I how long it took him potentially to work through the Bismarck timeline. 00:51:00,300 I am aware that that is completely different avenue and I, I did cut the hours down, um, on that as well we can. Relook at that or or. Re-evaluate as well. How many copies do we usually. This is just design. Yeah. Yeah. This is a, this isn’t the production. 00:51:24,300 No, this is just the design of it, you know, is it just I don’t, I wouldn’t think it is, but I don’t know, I guess. I, I would ask if the city has any other 40 page booklet that they’ve designed and what is that but what is that budget then and then or to take. 00:51:40,400 A copy of somebody at some other cities to a printer and say, what would this cost to mock up for design for us cause That just seems, I don’t know, I’m. Comm Engel, um, Thank you, Chairackerson and Commission. Um, I am not going to defend the cost of this because I don’t know anything about design itself. 00:52:01,630 However, I would like to say that This commission has been known for very text heavy things. We were going for something that’s a little bit more interactive and a little bit more catchy for the general public and a lot of resources so that you’re presenting materials in different ways for owners of the landowners are trying to find grant funding, um, people that are trying to research 00:52:18,030 stuff. So there’s going to be a lot of Laying laying and popping and making it more user friendly, um, and accessible, which is more than we just here’s your giant pile of paper and read through it at your will. 00:52:38,670 Um, also, I would say that we, um, this would be a prime candidate, I would think that if we could get, um, somebody to donate labor. If we could partner with one of those firms to say, you know, we can pay you at a reduced cost or like reduced hours and then they could. 00:52:57,230 I don’t know, something else we don’t have to pay the 28K because that’s what I thought. It was based off of Lauren’s research on, on how much it costs per hour. I, I mean, can we, can this board or commission issue an RFP to people to respond for that to see what it would cost to lay them out. 00:53:13,430 I know, I know people who lay out things for $100 a page, uh, professionally and That would come, yeah, so I mean it’s like, maybe it’s something you put out for bids, which we would have gotten bids prior to these grant submissions before we’ve gone to printers and designers for previous projects and said, well, we can get, you know, got a couple of bids so that we 00:53:34,630 knew in general what we were going to put in these, these grant requests. So we could get we could get a bit or two to see, but. I, I mean, it seems like it’d be worth it. 00:53:56,700 Yeah, I, I also surprised by that though I know everything is much more sophisticated in how it’s presented or can be presented and with sophistication, um, digital or whatever comes an increased cost, um, so, but even given that, that seems. Pretty chubby to me, and I think we Um, seemed to be in largely an agreement that that we would like to to be a little bit, um, A little bit more careful with. 00:54:26,900 Determining a budget for that, you know, have some more information on that before we decide how we would. want to proceed, um, Chaackerson, um, and commission, what kind of ballpark would you have thought before you saw the $28,000. estimate what kind of like We’re talking double what you thought it was going to come in at. OK. 00:54:54,700 That’s, that’s just you know, and we are not, we are not, I think any of us, um, as, um. Knowledgeable about what goes into this, which is why we are looking at some do it. if, if, if Comm personally said that he knows people who could do $100 a page. This is $700 a page. 00:55:18,800 And so I mean that if just that might, if, if it were 7th of that, you know, I mean that, oh, I don’t know what the current rate is, but there are, we could go out, let’s go ask a designer and get a bid or could we, could we design an RFP and, and could we agree to, to have an RFP done 00:55:36,900 so that we could. See Or, the person that I know I live with, that’s her job as a graphic designer. So it’s kind of like, and I know that stuff that we’ve worked on in my office, you know, that’s where it, it comes in at, uh, Um Yeah, depending on your design and 00:55:57,630 the time it takes, if you want it like designed like the timeline book where there’s a lot of design heavy. It’s going to, it would be more time, but if it’s, let’s make it look better, but get the general information about our plan out there for people. 00:56:14,230 It wouldn’t seem to take that long, but then again, I’m not a professional designer. When is the grant due? Uh So it typically comes out in January and, and it’s submitted by mid-February, it has to get approval from this commission as well as the city commission before we can apply. So Lan, short of doing like a full RFP to try and gauge this cost. 00:56:35,900 Can you, can you just uh uh additional printing companies and maybe look at some independent contractors who do graph and design services and see if what they would have to say for this, um, I might suggest that we, that you would contact, um, Another Um The city that has a pretty active, um, Historic Preservation 00:57:06,600 website. I know Bozeman has a very active one. I’ve used it. Um, it’s, it’s, um. More in line what I, you know, it, it works the way. You want it to work and that it’s not. It’s not stupid. It’s not boring to work with. 00:57:29,170 It’s easy enough to work with and it would be, um, so I, but I’ve not looked at their, at this plant, this type of plan that they’ve done, but that’s a source I know and I think Grand Forks might also have a source, um, of how they’ve done it, that we might. Not reinvent the wheel. 00:57:46,670 How would you describe this to somebody that, I mean, to a bitter, I mean, how would you get the information to him. That’s gonna be my question. Did you guys see any plans at your conference that you went to in Florida? Do you have any examples that we, you could use as a template? I don’t, I don’t, uh, but I know if you’re, when you’re looking at the budget 00:58:06,370 for this, uh, when you’ve got like, uh, when you come up with for design, uh, are you, you’re still going to have to come up with money for printing, no matter how many costs it’s on top of that, so, um, and that is going to depend on, you know, what kind of coverage, what 00:58:19,900 kind of stock you use, that kind of stuff, how many you print. So that’s an additional cost, but just for the design, you know, uh. I didn’t see anything down there that said, you know, we just printed this, this many pages for this much. 00:58:36,770 Or anything like that, but, Well, I guess I think we would like to direct Lauren to um to see if she can find uh some people who have had experience doing, having somebody produce this sort of thing. Um, so that we have a, a ballpark of what somebody else has paid, and then we can perhaps uh. 00:58:57,700 Look at changing exactly how much we want it to do. I’ve seen them on the internet. I mean, they’re, they’re reasonably easy, easy to. of other Other cities. We’ve all looked at other, over the last number of years we’ve all looked at examples, you know, from other cities of what their plan looks like. 00:59:16,500 So if we needed to share, you know, there was one that this is kind of what we’re thinking we could share that with a potential designer, I think. Yeah, um, I would like to add though that since this is for budgeting purposes. 00:59:31,700 I’d like to have a little bit of a cushion because it’s way easier to reallocate those funds elsewhere than to be short on a project and not be able to afford what we need to. To cover that project, so that’s all. 00:59:53,130 Whether that’s 28,000 or not Sheackerson and Commissioners, I was gonna ask the subcommittee members if they had considered putting print is, are you going to print this? Do we need printing costs in there? Or is it gonna all be just online. 01:00:09,170 I think it was going to just be all mostly online and then we were going to do maybe a flyer to get the public to know about it and Apparently I’m a big fan of QR codes cause that’s probably what I would do to direct people to the classroom here. Um, I think that would be part of the, yeah, just design is. To QR code the, the, yeah, flyer based off of the front page or whatever of the plan. No, no printing costs in here. It’s just design. 01:00:27,300 Would that be housed on our website then once it’s done, it’s online, is that where the should be too? OK. Yes, that’s where it would be. So I think we’re not We’re ready to ask more questions than we are to give uh, I guess our direction is we need some. To do some more Work before we determine where we are. 01:00:51,930 Or would you still like me doing the research, would you still like me to draft this as an item in the OK. Yeah, I think we, it is always been our intention that that we get this dealt with and so that hasn’t changed, it’s just whether this is the exactly the ballpark of where we want to be with it. 01:01:16,530 Um, well, um, Does anybody have any questions about, well, we’ve already talked about the potential collaboration with Parks and Rec sort of. We’ve already had that sort of explained off our list here, um, and or substituted down the road with Doing a brochure. Um, as far as the plaques and awards for the historic Preservation Award. 01:01:44,730 Um grows, I I think that budget looks I think it looks fine except it might be a little design time in the front end that’s not accounted for. I mean, are we gonna do something? Like this back here where there’s a banner type title across the top, you know, or we simply use that. I think uh Subtitled. 01:02:01,800 Yeah, I think we just use our, use how we do the. You don’t want to go through any, Stan or, uh, I, I, I don’t know, I think. I think we’re fine with them looking like something like that with the Preservation Commission on there because that’s really what it is, we don’t need to. To be. 01:02:23,900 Dakota can probably do that or whoever we go to. Yeah. They know how, I’m sure they know how to do that I I agree that the cost seems reasonable to me and the plan. Um, I did have a question about if we are, if we’re sending these to the individuals, um, on the commission. 01:02:44,030 Are we doing at the end of their term? Are we doing it yearly because for those of you who have been on it for. OK. Yeah, that’s a lot of years of the same plaque coming to, or, you know, padded. older thing, so I don’t know. I was just curious. How do they do it on the other plaques in the city. 01:03:03,230 Lauren has an answer for user Commissioners, uh, for clarification, this is for the historic Preservation Awards, so we had talked about this previously, it wouldn’t be, there wouldn’t be certificates for you guys. I’m sorry, um, but this would be for award recipients, um, just clarification on that. Thank you for that, Lauren. I forgot. 01:03:26,400 Sorry. So Um, are there? And I, I know that with the state when, um, they have awarded for historic districts, you know, individual, um. certificates for a house being on the state or the national register, um, it goes out. Just this way. 01:03:56,570 The one thing I would think we would probably have to, it’s not a big deal because this is gonna cost that much, but, um, I know that that there were so many when we Actually, when the state Sent Um Certificates out, they didn’t have a mailing budget. And so I spent the next 5 years. 01:04:21,800 Running around trying to find people home to hand them their certificates, but this isn’t that case, but if when we’re doing a large project like that, one would have to make sure that they’re Um Mailing budget was included. Comm in Ireland. 01:04:44,700 intersection and Lauren, I have a question, uh, how many awards have we propose to give out per year is at most? Uh, at most per year there’s 3 eligible. Uh, areas where somebody could be nominated, so each year there would be 3 awards maximum. 01:05:02,700 So then on the pla cuz I can’t see it from where I am, but um, if we have the one perpetual plaque is are the three individual wards gonna be up there and then we’re gonna engrave names under those or are we gonna have 3 each year, so, oh, you mean, do you want, are you saying is there a separate plaque for each category, or are they, I think it’d be by year, don’t you? Is there a separate, you you so then do we if how this is a 2 01:05:21,430 year grant or a 3-year grant. Uh, typically 3 years. So then do we need to account for 3 years of awards? We kind of, if you’d like to cover it through the whole grant and you’re thinking of doing it for each a have one, so if we do, let’s cover it. 01:05:41,770 Let’s ask for 3 years, so 9 individuals a good individuals a good then we’ve got it if we do it and if we don’t, then we have it and Time three. Yeah, it’s a 3 year award, right? OK. That, that’s a good, so that’d be 1500 then. For that. 01:06:05,900 Well, uh, Comm Engel, the one perpetual plaque is right, but that’s right, so she. Oh yeah. Yeah, good point. Well, whatever, just make 9. Somebody else will do the math. I have a calculator here, but 650, 3 years, is that what you’re saying. 01:06:30,070 It won’t be that won’t be that much of the plaque, so it’d just be the, yeah, but at least somewhere county court 180 bucks for three name plates. He’s fashion. You go now. Well, there’s got to be somebody there driving the boat, um, so that looks good, so discuss 5 the material development involving the history of the emergency services. Any questions on Discussion on that. Whether Because we have to I have, I have a question. 01:07:04,930 Yes, Comm Nodland. So it feels like this is a planning we’re in a planning stage and at this point, but if it is 3 years, then like I know that the Bismarck historical Society has been recording people’s interviews at at a quality level and there’s costs associated with that, and so that might be a budget item and 01:07:26,300 then um. Does uh does the story map cost something? Is there budget amount with that? It’s, it’s mainly donated labor and upkeep with the GIS, but that’s typically covered under GIS services. We tend to do story maps for a lot of different things. OK. And then, uh, if there are costs with the events. 01:07:47,730 Um, uh, like I don’t know if Dakota Media Access would be the group recording the stories or if if there are events and there are interviews that those events. 01:08:09,700 And then the, uh, the research fe, I guess I wondered if, if it, if we’re in a planning stage, is this a bigger project, a research project that kind of needs an overarching. person to do it like you are firm. Like you would do, or is this a group? Volunteer project again because if we’re gonna pay $25 an hour for research at the archives. I mean, maybe that’s a different thing that we put out an RFP for and hire somebody to do. 01:08:35,170 I guess if, if we’re trying to get to a budget number to ask for. It’s like there’s some money, there’s some expenses attached to these bullet items. Uh A Comm Odlin chair Commissioners, um, so the reason that I included that research fee from the archives, that’s if we don’t have an idea of what we’re looking for and 01:08:58,670 they can start pulling out. Broader topics so we can narrow it down if we have an idea of Certain things that we’re looking for that might be that would potentially cut that cost and that would be more of a going to the archives and doing some research if, if needed. 01:09:17,730 So that that was provided and there is that option, but. Yes, to your point, that could be a potential area to look at. Yeah, and I guess my question is, is who is going to coordinate all of this in the in these events. 01:09:33,800 It’s just something that we’re gonna ask the staff to do, or is there somebody on the commission who’s going to kind of herd the cats, or is this a something that we need to make into a formal project. In, in some ways, so it’s, it’s been, it’s, you know, obviously on our priority. List here, um, that has less um less form. 01:10:04,370 At this point I’m a little less comfortable with it in some ways because it’s not um. It’s all a little more vague. Then, um, for its It’s purpose. I mean It’s almost as if what you would really be wanting to look for here is not just Developing history, there should be a, a, a A point. 01:10:38,030 I mean, there’s a product, either, either culminates with an event or something like that, but this doesn’t have, um, this isn’t fleshed out enough in what in what we’re what we would be going for, what we’d be looking for in, in this, um. So it seems to have, to me, to me this one is a little. 01:11:02,470 Seems a little um Shaky in its definition to me. Um I like, I like the idea that this is an area. Of a community’s history that’s worthy of, of, um, capturing. But I’m not sure that. I’m not sure without having yet another subcommittee. 01:11:36,600 How we’re going to, how we get to a Project That we could actually figure a budget for because you can’t really figure a budget. For anything, I mean, you could ask for easily ask for $10,000 and, and work with that and get something. Presentable with that. But I’m not sure that we Um Our, our Catching the threat of it. As we should be, um. For actually knowing how much money. 01:12:05,530 We could Ask for or should ask for. Comm Nodland. section, is there, what’s the word? is there’s like a development, there’s a planning stage. And so it would seem to me like we should talk to the fire, the police and corrections and Dispatch and what do they want and what do they have and what do they and 01:12:31,830 and so so we’re, we’re in a planning stage. So can we reconfigure this as um, you know, a little more preliminary and to try and organize this, but then have some resources that would cover some staff time and maybe some, maybe if these community discussion events. 01:12:50,800 I mean is that like 3 or 5 or so but I mean, I’m just trying to think of a way to kind of reel it back a little bit and do it as so, so what you might be suggesting here is that what we, in this category, but we would ask for is development concept development money which could um cover some 01:13:15,930 research time and some things like that so that you get a basic. History of basic um. Outline of what you might with the history exists and then after the develop a plan to coordinate. With these people, which shouldn’t cost particularly money, but you have to do it, um. 01:13:41,270 But I think we have to be armed with information. Before we go talking to anybody. Um, so we know who we should be getting the information from. Where the, those areas because oftentimes these places do not necessarily know where that information is. It may not be kept on site, it may be in the archives. 01:14:03,100 I think we need some research, maybe this is a research. Um, dollar amount we ask for to see what is what we could develop out of that. What sort of a program we could develop, Comm Engel. Thank you, Chairackerson. Um, I know of a firm, uh, out of Colorado called Community Connections. And they kind of plan events like this. 01:14:28,530 To have outreach with smaller, uh, groups, um, compile information, do that kind of planning, but also get the word out about these kind of events to get more participation. So if we could explore maybe, uh, talking to those groups or putting out some, I don’t know, a, a call to. 01:14:49,470 To help, uh, those sorts of things, um, might mean a little bit of money upfront, but we might get a better participation and then a better plan. To get through these steps, and are there groups like that in Bismarck similar? I’m not sure. I don’t know. I just know the people out of. Denver. 01:15:11,100 So, from a From a research standpoint, I mean, how to, how to, to develop and structure. What we’re actually looking for, looking to do. Um Should we just say, Let’s ask for $4000. Do some research. Do some stuff, um, see if we need to ask other, other communities to, to give us examples or to show us how they may have conducted a similar project, um. 01:15:43,200 If we don’t, if we don’t end up using, if we get the money and we don’t end up using it. They seem to be quite happy to let us reallocate some of those monies to other parts of what we have asked for, so would that be something that, that would be. Concrete enough. 01:16:06,300 I hate to say this, but you could call it a concept. That you’re developing. Yeah, well, that’s exactly what it is. This is a concept if you don’t have that concept of what it is you really want to say or do. So, if we ask for some money for concept development. 01:16:28,930 Safe rollout What we think we might be able to. To get her used, Lauren, is that is that I, I will check and see if that’s uh even eligible for, for the, it should be. It, it, it, it really should be because it’s research. Sure, it is. It’s part of the planning process. Most people go through. 01:16:52,730 You have to establish what it is you, Comm Jackson. I’m inclined to just drop this completely from our grant application. I don’t think this is anywhere near Project status where we’re, we need money for this specific cost for this project. I don’t think we’re anywhere close. 01:17:12,500 And I think going to the state and saying we want $4000 to screw around and think about what we might want to do seems kind of ridiculous. That’s my thought. I agree. I agree. I would agree. Goodness about 20 minutes. It was, it was formulating. Yeah. Can’t, can’t always get there. All right, so we’ve flunked that one off. For now, um. So, we’ve given. 01:17:44,000 Lauren is back up here. Thank you. On to our last item, this really quick. No, uh, action is needed from you at this time. Um, so we’re going to start trying to look at our bylaws every year, even if we’re not amending them. However, with this item, we are looking to amend the bylaws. 01:18:03,430 So it is provided here, um, based on the requirements that are currently within the bylaws for amending, um, so staff has proposed a couple adjustments within the current, uh, bylaws for the historic Preservation Commission. Um, these include, uh, appointment information, qualifications, compensation, and the amendment of the bylaws. 01:18:31,470 Most of this information is Noted within our CLG agreement or our ordinance, it’s already there. It’s just making sure it’s Noted within the bylaws for this commission. Um, additionally, based on the current bylaws, amendments to the, uh, to them should be introduced in writing at least 17 days prior to a, a regular meeting of the commission. 01:18:54,530 um, the inclusion of this item here is to provide the amendment, at least 17 days prior to a regular meeting of the commission. This item will be then be placed on their regular agenda next commission’s meeting. So it’s only for that notice requirement for this amendment, um, as I said, No actions required today. Thank you. Thank you. 01:19:17,070 Well, I don’t Um, you have the update on the bylaws. And I don’t see anybody out here. So do we have, I believe we have everything we need for me to Adjourn the meeting until next month. On. On um. What is going to be our date December. I had last year’s calendar when I was looking at it. 01:19:48,300 There’s a mistake within the agenda, the next scheduled meeting date should be, uh, December 17th, I believe. December 17th 18th 18th, excuse me, December 18th. Excuse me. Alright. So I believe we are Adjourned. Thank
