Um, back in April 2019, the city of Mandan was awarded $2.4 million to construct. Um what was a project along first Street, uh, northwest from Sixth Avenue Northwest all the way to Collins Avenue. 00:30:27,630 Um, this was funded through the North Dakota Department of Transportation’s urban grant program. Um, we were awarded about $2.4 million for this. Um, at the time. At the time of application the city was using an estimate of about $6 million. After award. We. 00:30:46,870 Uh, we went through an RFQ and, uh, brought K LJ on as the design engineer for the project and through the preliminary design, project or process. It was identified that the the actual estimated construction cost was closer to $12 million. Um, that $2.4 million was capped and wouldn’t couldn’t be raised. So what essentially happened was that that 2,000,002 $0.4 million was less effective at reducing the local costs because of the Revised estimate. And. 00:31:14,730 Um, it was determined at that time that the local costs were going to be too high and the city returned. The funds returned the authorization of the funds to the North Dakota Department of Transportation. And, uh, Uh, came up with another plan to continue. 00:31:37,570 Um, we continue to work with KLJ to strategically split the project into three phases, and you can see these three phases on my screen now. Uh, phases 12 and three We had the ND DOT had solicited, Uh, applications for fiscal year 2025 and 2026 for the Urban grants program. 00:32:02,700 We, uh, simultaneously applied for Phase one and Phase two, Phase one and 2025 and Phase Phase one and 2025 and Phase two in 2026. We were awarded for just Phase one and that is the project that I am presenting on. Um We Had We had an agreement with KLJ. Um, the the, uh Engineering Service agreement before you today would essentially replace the agreement that we have in place with them today.
