I did put together a brief, uh, just a short presentation on how we’ve progressed with the city’s brownfields grant and I’ll. Try my best to stick to short timeline. Short presentation. 00:26:18,130 This has been a really exciting project to get to work on. Exciting unknown would be the word. I think the day I started. There was a voicemail on my phone from the EPA saying that we got this grant and I was like, Oh, jeez, I should tell somebody And. 00:26:35,300 Um since then, it’s it’s really turned into a lot of opportunities for the city to grow and learn and leverage different types of resources. As we kind of explore the world of Being a grantee of the EPA. 00:26:57,400 This is a grant that came through regenerated the EPA and is administered with a partnership We have with Stantec, a contractor that specializes in a lot of things, including brownfield redevelopment. So, um We began this process in 2019 and officially submitted an application that was awarded in 2020 for the award. To be, uh, left on my voicemail. April 30th and I came in at $300,000. That is the kind of typical brown field assessment grant that comes in. 00:27:19,870 We’re able to use it for the identification of Brownfield sites, which I would characterize as pretty much any property that’s been used before. In an urban context. Um, and then many kind of industrial sites are pretty much a ground field on a Guarantee level. We have been able to use this grant to prioritize sites for redevelopment sort of from a dream big perspective. 00:27:41,400 But the actual, uh, do some actual boots on the ground. The big goals of the project were to assess properties for any environmental issues where there is redevelopment pressure or whether it’s high reuse potential. Um, Mayor Heling. This is a great resource for us to be able to do that. Um, these are all infill. But. We’ve been able to form quite a bit of trust with a few property owners in town. And do that assessment work for them. In 2022. 00:29:18,870 We did kind of leverage our first, um, relationship with the EPA. To receive some free planning assistance in Mandan. So when 22. We worked pretty hard on this market analysis and site reuse plan for the building that we’re in and the area that we’re in. 00:29:39,230 This was a civic complex plan that was funded directly by the EPA via their Land Revitalization technical assistance program. So While we could have used our grant to pay for planning. It’s It’s really nice that once you’re kind of in the network or the the club, you could call it. These are resources that become available that they want communities to take care of. So. 00:29:56,470 We use that grant to Funding formula and a capital stack for city Hall. Some public engagement regarding the plan with the idea being that A lot of the previous planning that had been done a facilities assessment, the downtown plan, etcetera kind of planted the seed for this project to go a little bit deeper. Knowing that it is a sustainable, environmentally friendly. 00:30:19,300 Uh, thing for the community to do to to take the the future of this building into consideration that came with an estimated value of around $100,000, which which we were really thankful to the EPA for that, Um, for that assistance. I was able to attend my first kind of big conference in the planning world, and that was in Oklahoma City. How to kind of tailor the approach in in a community like Mandan. Um, with training being an eligible cost. Good opportunity for us to be able to take advantage of that. Property owners, assessments continued and we began the phase two assessment here on City Hall, which was kind of an intrusive, um, assessment. 00:31:46,000 They took samples from the building to help us identify areas to focus any clean up that would need to be done as part of a redevelopment or renovation for the site, Uh, the capital Stack. This is a partnership between Kansas State University and the Rocky Mountain Institute, and they provide some technical assistance to us regarding how solar projects could be developed on brownfields in Mandan. And. 00:32:47,470 Then if you recall last fall with the acceptance of the Mandan high school place making plan, Brownfield’s grants were indicated to be A potential source of funds to assist the city and the school district with that project. OK in spring 2024. That is I. Guess. 00:33:09,430 That’s Now we have completed as I said the assessment on seven properties, which are either done with Phase one going into phase two or done with Phase two already. Um, these assessments take time. They require kind of co ordination and Agreements to be in place and a lot of what kind of red tape type stuff. The Brownfield Advisory Committee has met two times. 00:33:30,730 Uh we recently just attended another conference in Denver. This was a really small conference where the National brownfields conference had thousands of people out of this one had I think maybe 40 This. It went really well. 00:33:51,070 They were pleased to see the level of vetting that we have done with the projects that we’ve carried forward, please, to see that, um, different federal entities Economic Development EPA, etcetera had, um, had thought that That. Their grants would be sources to kind of help our community hit its goals. And. We were also selected by the EPA for another kind of leverage this building blocks for sustainable communities. 00:34:09,470 Technical assistance grant where we will be able to for the first time ever kind of focus on a corridor in Mandan, focusing on environmental health, housing and access to goods and services, putting them in the spotlight when they haven’t really had the opportunity to be there before. So that that project is going to be kicking off here pretty soon, which we’re excited about. 00:34:28,730 The summer will be at about 50% of our grant spend. Um, These are three year grants, so we are able to to request an extension. I think if we would not have been able to take advantage of these planning assistance opportunities, as you can see, we we leveraged about $300,000 worth of additional planning from the EPA on top of the 300 that we 00:34:46,370 got for the assessment, so we weren’t necessarily needing to spend as much of our grant on planning. We can request an extension and perhaps keep the assistance or incent. You could call it, um around for a little bit longer. 00:35:04,130 I think there’s some interest in keeping that around for maybe the initiation of the Memorial Highway project should that trigger any redevelopment interest? The counties, of course, requested our assistance with the vetting of the Mandan Villa property on 14th Northwest. So. Those are some uses of a potential extension. Will be dedicating quite a bit of staff support to our building blocks technical assistance. 00:35:24,870 That’s the Third Street plan and will be completing numerous environmental assessments that have been underway. Oh, Jim or myself, or Madison will be in front of you to to likely continue to vet the the building that we’re in the project that we’re talking about, Um, primarily, which is sort of evolved into the brown fields world, and that would be, um, identifying funds for the needed architecture and 00:35:43,530 structural assessments for this project. Um Grant applications are due this fall for a clean up grants and for the revolving loan fund grants. We’d be talking to the tune of multiple millions of dollars that we would be applying for to tackle the abatement of environmental issues at the high school site within City Hall, um, possibly 00:36:03,500 the Mandan Villa property if that’s one that carries forward, each of these buildings have needs near a million dollars worth of environmental work that is required to do for anything to happen with them. So. That’s something that we will be dedicating quite a bit of time to this summer. 00:36:21,500 Also exploring that funding strategy a little bit more if it’s the best for the community to go after those cleanup grants or to go after, Uh more of a consortium based RLF, where we would be granted some seed money for us to locally control via the RLF, we would be, um Requesting that extension as I mentioned and continuing the 00:36:39,000 work that we have with the right fields. Accelerator. We’re excited to see, uh, potential interest for the conversion of man Dan’s landfill into a solar area. Some communities have been able to take properties that have been told that can’t be used ever again and make something good come out of them. 00:36:59,000 Renewable energy, potential leases, etc. Um are all things that we would have in our advantage should that should that not move forward and also having just some sort of free consulting on how do we go about taking advantage of different programs, et cetera. I think the city will continue to be in the We can apply for additional assessment grants should be desire to do that. I think that’s been One thing I’ve learned is wanting to have the resource to help people across the finish line, not just get them to the race in a way. Consider the commencement. Um, of property clean up in abatement if that would be this building the high school site, etcetera. Is it. City supplies water to a master meter for the parks. The Park, then distributes that water to the residents and the lots within a park. 00:42:41,100 Um, we bill based on the master meter, and the readings that we take from that the individual parks then build their tenants for that water. Um We have we have had? I Think on metal Park? I believe a an agreement. Um, there was entered into I think 2020. Sometimes. We decided it would be best to put these in the contract form. And therefore, the contract before you is with metal Park and Gateway Mobile home communities.
