That is what we submit to the North Dakota State Library, and then also components of our strategic plan. Are you able to see? No. This one’s not on. Um, Bookmobile still was doing services. We were doing some, um, pickup, curbside pickup kind of things, but most for the most part, We were closed, um, our library collection has also increased. A number of circulations at 94,000, that would almost be like 3 items per citizen in Morton County. Um, again, I talked about making our meeting rooms, um, Just doing some dynamic marketing with them. Um, A little statistics about the airport is uh we have 5 airport owned tea hangers that are all at capacity right now, um, that’s 54 units inside the tea hangers all at capacity. 00:35:44,000 Um, One recently acquired airport owned community hangar that can hold up 78 aircraft inside it. It’s actually, um. rent it out fully now by a helicopter company. It was scooped up from us pretty fast. The proposed project would entail the installation of 8 specific. Crossings of Mandan City public right of way for the purposes of the creation of a community-wide uh irrigation sprinkler system, so in a more conventional manner, uh, each home would have their own 00:56:13,000 sprinkler system right in this case the entire subdivision would have one sort of water system that each of the homes within the subdivision would benefit from. Uh, at the meeting in June, staff had recommend denial of the project due to the general unprecedented nature of it and the city having ordinances that prevent things such as private 00:56:35,530 crossings within the right of way. And some concerns related to the long term maintenance and other impacts that it could have to the public right of way in the city. At the time, the board did consider the statement and suggested that. June, all of July and. first few days of August we have viewed a few proposals. Um, it’s been in the works for many years, I think close to a decade, if not more than a decade. Um, This Uh, project has a little bit of a history to it. 01:19:57,930 Um, over the last couple of years we have been going around to some of the uh areas around Mandan that have been identified as in need of infrastructure improvements, um, last year, this, uh, project concept report included areas 1, 2A, 2B, 3B, and 3A. Um, During that, we evaluate uh. Street conditions we evaluate, um. Water, water main conditions, sewer main conditions, storm conditions, ponding issues, um. Tre pruning needs pretty trying to be pretty comprehensive to what the needs to bring these areas up to up to snuff. Um, R. 01:20:31,570 Last year, uh, the commission decided to move forward with Project Ares one and 2A, and that’s what’s being completed this summer. Uh, over the last few months we asked more engineering to amend the the project concept report that they completed last year. 01:20:50,800 Update project costs for all of these areas and then include 4 new areas and that we are calling Mandan proper, phases 123, and 4. Um, we went through the work. To do all of the same um evaluations in these new areas and um we have a table here where we can make apples to apples comparisons on. All of these different areas. 01:21:15,200 Um, As a, as a, as a result of today’s meeting, we’re hoping to um Recommend or we’re hoping to get an area to move forward with for 2025 reconstruction. Uh, we have been doing that on all of the recent projects. I would say typically it’s related to freestyle cycles though. Current holiday lights project that we’re, we’ve currently um developed in downtown Mandan. 01:35:38,500 This is part of a larger ask of replacing all of the light pole decorations that we have currently um used in the city of Mandan, they are quite a few years old, um, are pretty antiquated. They have made some adjustments through public works, um, with upgrade to some LED lighting, but they are um tinsel-based, very dirty, um, hard to uh maintain. Um, due to the current future. 01:36:05,200 Road construction projects both on Memorial Highway and First Street, um, the beautification community and MPO have um reserved to just focus on Main Street currently and we’ll uh redress those. Current, um, roadways as they get finished with their projects and lighting infrastructure is replaced and we can reevaluate the um. 01:36:29,370 Necessity for um decorations on Memorial Highway and First Street, so we’re focusing the first part of this project on just Main Street, which is about 60 light pole decorations to replace, um, these, these new ones would be um tinsel free, um, they’d be LED lighting, um, very, uh, easy to maintain, which the NPO has taken on that project of maintaining um those street light decorations on for the public works department and we 01:36:51,600 made that. Transition this um last spring. Um, the other part of phase two is working with the Morton Mannon Public Library. And creating a decorated entrance on the west side of the library currently right now the west side of the library is accessible to the holiday lights through the breezeway for uh bathroom use, 01:37:11,370 things like that, but the uh west side parking lot doesn’t really have the same holiday cheer and connected to the current park system that we have and so as people are parking on that side, it’s, it’s dark, it’s dingy, doesn’t really have any of the holiday lights. So we’ve, um. 01:37:29,630 They’re board was working with us to kind of create some sort of Um, entrance piece and we’ve worked, we’ve narrowed down to a a garland wreath arch that would go between the two iron cast light poles and then some larger, uh, whimsical kind of Christmas box displays that would be in the large planting. 01:37:50,530 Um, the other part of that, um, Morton Mandan Public Library phase is to complete the trim lighting that we did in 2022 around to the south and west side of the, the library. So currently, when we did 2022, we focused on more of the street side, um. 01:38:11,200 Uh, part of the building for the trim lighting, and that was on the west side facing Dystrom Park as well as the north side Main Street. The um. This next stage would put LED lighting, trim lighting around the south side of the current library and then would complete the lighting on the new portion of the Morton Manden Public Library. 01:38:31,470 The um 4th part of the or the 3rd part of the phase is to, again, like the library complete the LED lighting on the trim light of the depot. We focused again on 2022 we focused our funding on kind of the street side facing part of the depot and we did not do the backside, the south side of it, and um. 01:38:48,630 Currently in the last two years we’ve seen a lot of Just foot traffic behind both our current office building, the, the beanery, as well as behind that depot and the depot is very dark and not well lit. So adding this kind of trim lighting in there would help to kind of complete that. 01:39:07,200 Um, it’s definitely noticeable when you walk around the holiday lights that the backside of the depot was not completed and we’ve worked with um Rene Murs, uh, the owner of Signature events there to um kind of help her complete that. And then, um, The other part comes into adding some um ornament pieces and signature pieces into the the Holly lights display. 01:39:42,670 One of the things that we’re able to do with this, this project is, is really leverage some of the city’s investment in terms of helping to operate both the holiday lights but also to help to take on some of these new, these new tasks that we’ve done, we’ve taken on maintaining the The street pole lights for the public works department. 01:40:02,230 Um, we’ve hired a full-time year round, um operations administrator that’s really focused on maintaining all of our Christmas lights, but also works year-round with us helping with all of our other projects, street closures, things like that. Um, so when we get investments in a new display or a new piece, we can turn around and and go after sponsorships for those pieces, um, things like that and that additional funding helps to really give um this. 01:40:22,070 Attraction in Mandan kind of a good funding source that we can continue to go forward not only helping with the the holiday lights, but our overall um operation throughout the year. Um, last year, the Holly Lights saw a huge increase, we doubled our numbers from the original year in 2022 of about 23,000 people. We saw 48,000 people come through last year. 01:40:42,900 Uh, we were also awarded a governor’s award for new tourism attraction in the state as well for the holiday lights. So, We’re getting a lot of good kind of. 01:41:00,600 Um, good recognition for what we’ve been doing with the holiday lights on Maine and kind of thinking outside the box and creating this attraction and, and this phase two is just gonna kind of help to just keep taking us forward and creating a really, really uh unique attraction in Mandan. Yeah and that’s mainly due to the fact that there a tinsel-based um pole decoration and so that light is really hidden in those tinsel. And then, um, A few other things just to add more of the canvas to it, you know, we have big pieces, but it’s getting into that canvas. We’re looking at um an assortment of um Christmas tree ball ornaments that would be in that same style to kind of fill in the corners, um, that we have throughout the display. 01:44:46,830 Um, these illuminated sidewalk, uh, luminaries, these candy canes, um, the goal behind these is to really help kind of traffic people in. Um, the two things we’ve dealt with, um, the last couple of years as people kind of just walking all over the place in the park and it’s, it’s lend to a few issues of of um some trip hazards in the 01:45:00,770 park with with electrical cords and stuff like that, as well as to us unnecessary traffic patterns on the grass that we have to deal with in the spring. So our goal is to focus some of these alumin. 01:45:16,270 to help keep people on the sidewalks and not um going through the grass, um, grass areas in the park. And so you’ll see there’s, that’s why there’s 30 of these 4 ft high kind of candy cane luminaries. 01:45:34,300 And then the castle is our signature piece, um, you know, having these signature pieces is one of the things that we’ve been asked many times is to establish some sort of light tunnel. Very well received for photo opportunities we brought in a um a walk through snowman last year that had a kind of a walk through the the base of it, and that was one of our higher photo op areas in the park just because of that kind of that overall surrounding light. 01:45:54,100 Um, so this winter, 3D castle is one that is gonna be another one of those signature displays like the um the 17 ft high gift box that we have and so this will be a uh a piece that you will see definitely from the street. um, street side as well. 01:46:11,670 And um we’ll allow for a about a 16 ft long tunnel that people can walk through as they um enter the spaces. And then you’ll see some of the polelight decorations um in that packet, um, some of the design concepts that the beautification committee talked about was um establishing um some cleaner lights, so we looked at some snowflakes that would be spread throughout the 01:46:34,730 uh more or less the downtown corridor as well as some um Christmas trees to add a little bit of color and then on the outskirts.
