Um, we have for you tonight, um, some information related to Street Improvement District 239 Memorial Highway Project, um, I thought it was a good opportunity to, um, go over some high level, a high level view of the project for everybody’s benefit. Um, prior to the public hearing. 00:06:41,430 Maybe head off some questions or comments, um, the project overview, it’s going to be an urbanization of the memorial highway, um, get rid of the ditches in favor of curb and gutter, the uh corridor will be lowered by up to 2 ft in some places to uh. To um Improved drainage Um, we’ll, it’ll be a 5 lane road. 00:07:04,800 22 travel lanes in each direction and then a center turn lane, um, medians and at intersections, uh, and a 10 ft wide shared use path on the south side or the southwest side of the corridor. Um, currently it is split into two phases, that’s the East phase and the West phase. 00:07:28,870 Phase one, the east phase, um, would be constructed in 2025, and then, uh, there’d be kind of Support construction happening in 2026. Phase two would be uh constructed the main line would be constructed in 2026 with some of that support work being occurring in 2027. Um This is a in North Dakota Department of Transportation project. It’s uh eligible for federal funds. 00:07:59,300 And right now this project has $73.7 million of federal funds allocated to it. It also has $14.8 million of state funds. And then, um, our local share for the rodent storm sewer portion of the project. Is capped at $5.6 million. Though, um, we do have some soft costs, uh, that we have included kind of in that uh. 00:08:23,230 In that pie Piece of pie Um, those soft costs include engineering, um. Support projects like the MDU overhead burying project, uh, land acquisition, some, some of that, some of those kind of miscellaneous costs. Of the city’s portion for rod and storm sewer. Um Sure. We have a a proposed $500 per parcel, a citywide assessment. 00:08:52,200 And that we’ve been using 8000 parcels as an estimate for that, and that represents about $4 million citywide assessment. And then the remaining uh rodent storm sewer improvements, uh, we have a two-tiered. Near corridor, um. Assessment kind of uh group that we are proposing. For the utility side, um. We have About $6. 00:09:24,730 5 million of Department of Water Resources funding anticipated that would be that would represent 60% of the water, um, improvements. We have $3 million of ARPA. Um, or we will obligate $3 million of ARPA to this project and then MDU is also putting in $3.1 million. Um, the citywide assessment, um, I did mention this $500 per parcel, um, we’re estimating that at $4 million or $4 million when we do, when the assessing department does parcel counts, that’s 9, above 9000 parcels, so we’re, we’re kind of estimating on the conservative side there side there. 00:10:47,370 Um Tier one parcels, uh, kind of shown in the map here. These tier one parcels would be. Ah parcels that have frontage along the Memorial Highway corridor. We also accepted, um, protests that came in yesterday after 4:30. So we have those represented as well. Um Not sure if there’s a better way of doing that, but. Major issue for me, I a lot of these people are business owners. 00:20:43,630 I don’t own any of the businesses that are in my buildings, but I have my attendants that I need to be able to work with. So you have these huge costs which we know we’re going to have some costs. 00:21:05,100 There’s got to be costs, but when you try to go back to your tenants and tell them, OK, this year, I’m gonna raise your rent 15%, 20%, you’re going to tenants So then as a property owner, you ended up absorbing a great portion of this.
