Um, so as you can imagine, the federal government has a vested interest in making sure that um our community is able to to funnel together and to drive and and reach the places that it it wants to go, Um, both within itself as well as outside, um And. 00:37:59,570 So, Uh, the functionally classified network and the grant funding that accompanies that is designed to help maintain those roadways. Um, I’ve worked over the last several months with all of our jurisdictional partners. That includes, um staff from burly county engineering. 00:38:21,430 Um um And I think mitch might have been on a few of the calls as well, Um, to, uh, evaluate this road system to talk about changes. Um, often times when there is new development, there’s a need to To find more roadway. Um, In. This Instance. There were three major changes for our functionally classified network. 00:38:45,400 Uh, the first was the addition of frontage roads that are within the right of way of state highways, namely expressway and State Street, US 83. These were added, Um they are in the jurisdiction of the city of Bismarck, but they were added at the request of NDT. Um, and it just allows the community to use this grant funding on the frontage road. Should there be work done to the main line. 00:39:08,870 Those frontage roads can still receive additional aid for maintenance. Uh, which otherwise they might fall. Uh without, um, repair for longer. That was the first major change. The. Second major change was adding, uh, several different collectors throughout both of the cities and the third major change and this is the one that may be of most interest to the county. 00:39:31,300 Is that our urbanized area that outlining boundary um actually came in from where it was previously established in 2013. Um And. Uh, although the Census bureau does establish this boundary after each census, it does give, uh the local MP O, the state, the cities, the counties the opportunity to adjust and we did adjust that 00:39:53,800 and on the recommendation of ND DOT. We did bring in the boundary ever so slightly. Maybe a quarter mile, maybe a half mile and some some certain places. Um, but what That does is it does create, um what I’ll call a gap a gap between the urban functionally class. 00:40:12,400 System that the NPO works to oversee and the state or rural functionally classified system that dot and Marcus have much more interest in And. Um, where those gaps occur. They are actually not on the request tonight. Um, if you refer to the packet, you can see that we need $40. 00:49:34,600 1 million to To pay off the bond that we we deposit that in Bank of North Dakota, and, uh and they make the payments for us. We, Wash our hands of it. Um, as you can see, we have $43 million in our bank account. So Morton at this point still owes approximately 477,000 and burly is about 4.3 million ahead, give or take. Um so we’re still in that same situation where we’ve where Morton is. They’re just simply behind, as is their right. They’re doing everything. It’s fine. It’s just a timing issue.
