So. 00:04:06,400 Here’s the numbers in North Dakota, um from 2012 to 2021, and as you can see, in 2012 and 2013, Our numbers are exponentially higher. I’m sure, All of you know that is the oil boom that was high peak of the Oil boom. Um and then in 2021, we are way down to 9000. 00:04:29,030 Just over 9000. Any questions on this graph. Or numbers. And see Yeah. Um And, then these are unbelted numbers in North Dakota from the past three years that we have recorded in 2020. We had a 60% unbelted rate in 2021. 00:04:59,270 We had a 46% and in 2022, we had a 69% unbelted rate for our fatalities, which is extremely high. And, then four burly county we had seven fatalities in 2028 in 2021 and in 2022. We had seven So. This is a group effort. It’s not just Vision zero. It’s not about education completely. We work together with engineers. We work together with law enforcement and EMS so that we can all work together. 00:05:30,030 Um, so that’s why Vision zero is so so important. It’s not just the education piece. We work with all agencies across the state to try and get this number down. So for our outreach. Uh, we do media interviews. We do presentations We take part in partnerships with sports teams and businesses. Um, and we’re also heavily involved in schools. So. Um, but this is just the surface of vision. Zero schools. We have schools that are interested in becoming vision zero schools throughout the state. Then we meet with the student council members to identify student leaders. Um, we have them take pledges, saying that they’ll be safe drivers And then, um, they select a traffic safety emphasis whether that’s impaired driving, speeding, um, distracted, driving or seatbelt use, and then we hold a media day where we video, the 00:06:50,930 students, um, sharing their traffic safety message of. Hey. We want every student here to get home safely. And. Then we create a video. We Post that on our social media, the school posts it on their social media with that traffic safety message, and then we hold school assembly date with, um, recognizing the student leaders, 00:07:08,670 and then we present a banner to them with their prior priority emphasis and they can hang that at the front of their school. So as students leave school every single day. Um, they get that traffic safety message. So wing became a vision zero school two years ago. 00:07:27,900 Um it’s a two year cycle and so we’re looking at renewing with wing again this year. Um, we’ve also done work in tribes. So we’ve gotten standing rock down in Sioux County to become a vision zero school. They were our first school on tribal lands to become a vision Zero school, which is a pretty big deal. 00:07:47,670 Um, especially for us at Vision zero, and then we’ve also done impact team drivers, presentations and son and standing rock. Um and For for the impact team Drivers presentation. Those are hour long presentations. Um, that share two stories of teens that died in car crashes. 00:08:09,970 And, Um I actually was just in Dickinson today, giving one of these impact team drivers presentations. Um and they are effective. We have students take surveys after the presentation to gauge whether they got anything out of the presentation, and we find that those surveys again and again, um, show that the students are more likely to speak up in a car. 00:08:27,530 If Feel unsafe They’re more likely to make good decisions behind the wheel. Um, they’re more likely to buckle up when they get behind the wheel of a car. And, then we also have done seatbelt safety presentations in Cannonball. 69.1%. This was the percentage of fatalities who are not buckled up in 2022. 00:08:51,170 And I have asked myself this question, and I’m sure, many others have asked Why. Is that so high? Why is that number so high? Why are people not buckling up when they get into the car, every trip every time. And. So I decided that in the past year I was going to make sure that I did my part in educating on seatbelt use, So. 00:09:10,670 I have gone to these nine schools throughout Burle County, Um Elkridge Roosevelt Grimsrud Lincoln Pioneer Highland Acres, Centennial Wing and Prairie Rose and I’ve gone from kindergarten all the way to fifth grade at these schools educating on seat belt safety and there are about 15 to 30 minutes, depending on the age. And I’m telling kids. Hey. 00:09:32,670 It’s important to buckle up. This is why, um, it’s important that you sit in the backseat until you 13 because of the airbag. So this education piece. 00:09:50,800 Um I think is very crucial because I’ll go to other events where I’m working a booth and I won’t recognize the kids, but they’ll come up to me and they’ll say, Hey you came to my school and talked about seat belts. I tell my parents to buckle up every time they get into the car now and that that’s rewarding for me because I don’t usually see the results of these safety presentations. 00:10:05,900 But when kids tell me that they’re telling their parents to buckle up, I know that that’s making a difference, And. Hopefully that’s also showing in our numbers later on down the road so that we don’t have that high number of 69% on belted fatalities. So. These are the other events that I’ve done throughout Burle County? Um, we’ve partnered with Patriot Nutrition here in Bismarck. Yes, but at the same time, um what we’d be doing is collecting the one cent not above the one cent it’s only going to be the one cent and then until we get the bond cleared up, Um half of that is going to go towards 00:34:58,070 that bond at the Bank of North Dakota to be held basically in trust until we can get that bond settled and then the other half is gonna go towards, um, the home rule. Um, the election was very successful we had about 200 election workers who, um, devoted several hours to serving our voters. You know it gets to be a long day on election day, and they did it very well. And I’m continually amazed at their devotion to the whole election process. 00:55:10,870 Um, of course, we had some challenges as all elections do, but As. Things came up. We sent help to the location. Some of that help was our own staff. They needed a few more things. Or sometimes something got jammed. And. How. Do I. Get this to work. 00:55:32,330 Um and we also are very thankful for our, um Our ESNS on site support that the state provided, um a lot of counties this year and they were a great help in assisting when those kind of machine issues came up, and they were basic things. It wasn’t anything. Earth shattering but quickly got it up and running again. And. 00:55:57,330 Um they even told us because I’m a perfectionist and want everything to be perfect. They said that you know, this is normal stuff. In an election and they felt that it was also a successful which made us feel good. So We had a 23.5% voter turnout for the county. Um, this was 3% better than the statewide average. Um, better than in 2022. 00:56:19,530 However, We always wish it would be more. Um, we had 17,910 ballots that were cast out of, um, 75,525 eligible voters. We had 2719 absentee voters and 2495 early vote. Um, voters. 00:56:51,000 We had 18 polling locations, of course and with the Bismarck event center being the super Precinct where anyone, um Any person in the county could go and vote there. The Canvas board met, Um 13 days later and out of the 164 ballots that were reviewed. 96 were accepted. 68 were rejected. We had some issues with the Postal Service. Um, this year we had 58 absentee ballots that had no postmark. 00:57:19,000 Um Significant delays in in the mail getting to us and it’s not just us. It’s statewide and so the secretary of state’s office is going to be addressing that issue with the Postal Service. Overall, um, we did have a recount, uh, last Friday with the city of Wing Council member race, where it was vote for two and the second position was tied. The. 00:57:39,800 There was they had one candidate on the ballot. Um, And. Then they had several write ins. Two of those write ins were tied. So that was the recount. On that so that is all taken care of now and our staff in the auditor Treasure and Tax Equalization office, um, including our three temporary staff members were absolutely outstanding and went the extra 00:58:03,470 mile with all the election work that needed to be done. They all worked very hard day in and day out, and I don’t know what I would do without them. We did ask for Inspector feedback. Um as well and we did a survey of all the election workers just kind of asking questions. What did you feel went Well, What? Do you wish you had more training on. Um they felt like there was the the flow was efficient with the voters. They felt it was well organized. Um they enjoyed working with their fellow election workers. Um, always glad to have experienced vote, Uh, workers, but we had some new ones as well. And. Um The express boat machines are very popular. Um, the majority of the voters were very appreciative. There were many reports of fantastic election workers, Um at the different sites and one of the stories that was shared with me was one poll worker who went above and beyond. Um, one voter forgot his reading glasses. And, an election clerk offered him his which the voter accepted, and so he got the job done there. 00:59:52,730 And another observer was amazed by how rapidly our team of either our staff or the on site support people, um, arrived and especially when a router fell off the wall. Anyway so we got off. It’s interesting the situations that come up. Um, at one location. They, um, came to eat breakfast in the same room that everybody was in. That was they’re just tired of being asked that but we’re still required by law to ask it. So, um, political science.
