Julie, will you please call the roll? Comm. jeske here? Jordan here. Ordell here. Zimmerman here, President Gilbertson here. Item two is the Pledge of Allegiance. 00:00:38,230 Stand, join us. Of, the United States of America and to the Republic for which it stands one nation under God and visible with 13 injustice for Item number four is our featured partners and programs this month. We have the O excuse me, Like. I said. Item, number three is approval of the agenda. 00:01:12,970 What are the wishes of the board the agenda as presented OK. I’ll second the motion There’s A motion by Comm. Jeske and a second by Comm.. Zimmerman. Is there any further discussion? See none. Julie, will you please call the roll? Comm. 00:01:39,170 jeske jordan Odell Zimmerman A President Gilbertson I now we are to our featured partners and programs this month. We have, uh, both the men’s and women’s, uh, Slow Pitch Softball Association. Uh uh, with us, the with the men’s slow pitch. We have Chair Roger Weigel and with the women’s Slow Pitch Association we have the association president. Samantha Locken Meyer. Um, welcome. Whoever wants to go first. Roger. Welcome. 00:02:24,500 I get a shorthand note for each of help you follow through. President gilbertson commissioners. Thank you for the invite and opportunity to give program report on men’s softball. As. You can see in that first sheet. Um, and the Chair. I’ve been a member of the board since 1988. And, Chair of the board since 2006. So. 00:02:51,770 I’ve been on the softball board for a very long time. Um, if you look at those dates, that means that I was around for the Cottonwood 90 project, the initial Cottonwood 90 project when there was nothing out there, Parks and Rec Park board bought the land. I was part of the Planning committee. 00:03:12,730 I was also part of the capital Campaign Fundraising committee. It was a huge project. Um and all those meetings I spent hours and hours in planning meetings I never envisioned. The success, the beautiful complex that we have down there. As far as softball, Fast pitch soccer baseball. 00:03:38,830 Um BMX track walking trails hugely successful and we set the bar pretty high on that project. He turned the next page. Um I, just go very quickly. Um, men’s leagues. We play Monday through Thursday evenings. We have approximately 100 League teams in Bismarck this year on 16 diamonds. We use diamonds at Cottonwood south and we use diamonds at the Clem Kelly complex. A League schedule is 14 weeks. 00:04:06,170 It’s been 14 weeks for a long time. And. We played two games per night. We do not schedule postponements or rainouts weathered. Um, but we do guarantee you 24 games. So the first two rain outs, Uh, snow outs the first two weeks We do not make those up. 00:04:27,800 Uh, we do make up anything after two weeks. Another hat that I wear is I’m on the state. Um USA softball North Dakota. I’m on the executive board there. Uh, the tournament coordinator. And. I’ve got a list of tournaments there that are are in Bismarck. And. You see, it’s a It’s A. 00:04:51,970 Nice long list 11 different weekends, Bismarck is hosting some type of a softball tournament. Starting on May, 4th and fifth, there’s a men’s tournament. Some of these are smaller tournaments 16 to 32 teams, but there are some very large tournaments. For example. June 28th to June 30th. I’m Sure you’ve all heard about the Bismarck men’s and women’s tournament, approximately 475 teams come to Bismarck and play Bismarck, Mandan. 00:05:15,500 July, 12th and 14th is a jail fast pitch state tournament in Bismarck. That is also a very large tournament. August 3rd and fourth We have men’s CD and rec two West combination of those three divisions will probably have about 60 or 70 teams. August 10th and 11th Rex three West. That’s another 70 team tournament. And. 00:05:38,300 Finally, in September. 6th through the eighth is the United tribes, legends, Men and Women tournament and that has brought in over 100 teams the last four or five years as a very good tournament as well. 00:05:56,970 These tournaments allow softball players an opportunity to participate in play in a sport they love, but it also brings money into the community as far as um local restaurants, bars, lodging a fuel that types of things. To the next page. I got a couple of graphs charts. But. I wanna demonstrate here is a little bit, um, concerning Not, not earth shattering, but on the bottom chart. 00:06:21,070 It shows number of teams in Bismarck No, No Bismarck men’s teams. If, you look at 2019. We had 100 and 33. And we dropped, Um, Covid year in 2020. We lost a few We dropped to 100 and 15 in 2022. This year. We’re down to about 100 to 100 and one is not final yet, so it’s just slow decline. 00:06:44,500 Hopefully, we’ve bottomed out. Um, we actually peaked about 2017 2018. And when we peaked, But, although that is concerning the top chart shows a number of teams. In North Dakota. And. That is a steeper decline statewide than it has been in Bismarck and I. Don’t. 00:07:06,970 I don’t know I haven’t been able to put my finger on it. Is it people boating, traveling sports. Um through the pickle ball golf, other things, but the softball numbers of teams have declined the last five years. The next page, it shows The fees that we collect. The Top chart shows the sponsor fee registration fee. And from 1983 to about 2004. 00:07:40,630 We held that at 100 and $50. So for 20 years we did not increase the sponsor fee in 2007. We increased it to $200. And. We $200, now a sponsor fee. The player fees. We’ve had gradual chumps. Um 1981. We were at $16. 2004. We were a $40. And we had a couple of bigger chumps recently. 2007. 00:08:03,200 We went to $60 in 2023. We went to $80. And. I’ll explain those jumps. Um In 2007. We committed. We pledged a bunch of money for the Cottonwood South edition. 00:08:29,700 So to make up for that pledge of 40,000 a year we had to charge player fees an extra $20 a player to, um so that we can give that money to our pledge. The intent of that was a 7 to 10 years sunset to go back down to 40, However in 2017. We pledged an additional $400,000 for the development of the cottonwood Diamonds 13 through 16. So. We’ve we’ve had to hold it at $60 to continue that pledge that goes to 2026. 00:08:57,430 We still owe 40,000 for 2425 and 26. So, um, that pledge just kind of hit us pretty hard in the pocketbooks. But. That’s Why. We’re at 60 last year we had to go to $80 a player. And. The reason for that is our umpires. Um, we restored umpires. 00:09:16,130 We did not have enough umpires to do all our games for all our league nights. Some games We were Umping ourselves a bad situation, So. We increase the umpire pay last year from $30 a game to $50 a game substantial increase. Um, but it It was successful. 00:09:37,030 We got a bunch of new umpires and we had umpires assigned to every game that we played on league nights. The next page. Just to summarize our partnering financial commitment. And I’ve touched on this a little bit. Um, the 2007 the initial Cottonwood South pledge. That’s when we increased our player fees to 60 that was about a 10 year. 7 to 10 year commitment. 00:10:04,700 I don’t recall exactly what the details were, but in 2018 We pledge an additional 400,000 for the south expansion. That’s 40,000 a year for 2024, 25 and 26 that we still owe the parks and rec. In 2022. We also donated $10,000 to the shack down in Cottonwood south. It’s called the Stack Shack for the umpires. 00:10:27,630 Um, it turned out very nice. Um, we donated $10,000 for the completion of that. Also over the years. We can we’ve participated in numerous parks and rec matching grant programs, and some of those are tree planting concession buildings and dug out covers? Um, the matching grants. 00:10:50,800 We’ve been very receptive to, um, participating, and we’re always looking for opportunities to, um, continue to participate in those In addition to Tho those items. We contribute some funds for diamond maintenance. We pay so much a player for league players. 00:11:09,930 It’s $12 a player that we pay for each league player and then for the tournaments if it’s a one day tournament or a two day tournament, there’s a different rate set for the number of teams in the tournament that we pay for maintenance of the diamonds for the tournaments. I guess it worthy dimension that we are a nonprofit association. So 100% of the funds that we bring in are used to operate. Um, the softball program. 00:11:32,900 I wanna thank kevin Parks and rec staff. Um, their staff have been extremely helpful to, especially to me. Help collect rosters. Collect fees, Um, put together the beverage permits. The, keeper of the rosters. Um they’ve been very helpful. 00:11:55,470 Uh, Um, kevin, if you would pass that word on to the staff down to parks and rackets, it’s a tremendously appreciated. Then also a thank you from men’s softball for our partnership. Together. We’ve done pretty amazing things for the betterment of Bismarck softball. Our, Clem, Kelly and Cottonwood complexes are Statewide bar setters for softball complexes, and we should all be proud for what we have accomplished together. 00:12:19,070 Thank you I’d be willing to answer any questions of men’s softball. Thank you commissioners? Are there any questions? Comm. zimmerman. Couple questions But. Let me say I’m not a softball player, but many times I go by the Cottonwood diamond, and it’s It’s just so much fun to see it just buzzing the whole the whole area down there. So my compliments to keep it going. 00:12:42,230 One question I had What’s the Demographics. Age wise, are we Are you seeing younger men’s teams come into the Number of teams, or is it You know an older men’s group? Yes, uh, President, Gilbertson. Comm. Zimmerman. 00:13:07,270 Thank you for those comments and questions? Um, thank you for noticing the complex down there and the activity that’s going on, Um softball Soccer, Um BMX baseball As far as demographics. It is aging. Um I’m probably typical I started playing when I was 1617. Mostly. Everybody was 35 and under back then, um, our Masters division started at 30. Um, when I got to 3035 years old. 00:13:35,700 That’s when PE players are in their prime, so we’ve changed a master’s divisions to now it’s 40 45 50. Now. Um, this year. I’m actually playing on a a master 60 team. So. The. The Age is gotten a little bit older, which is concerning because that’s why we’re losing more teams. Um then then we’re then we’re gaining. You know we gain about 45? Younger. 00:14:01,330 I’ll say high school teams and then we the older ones as they retire, Uh, walk away from the game. We’re losing those people. So in general, the the demographics is the age is getting a little bit older. And President Gilbert. I’d like to continue. Roger. How about I do our How do the fees for the men’s Association. 00:14:23,200 Compared to across the state. I mean, are we In the ballpark. Yes, fees. Comm. Zimmerman. Thank you for that comment as well. Um We are very concerned that we were pricing. Um, the The people out of softball as you saw the last, Um five years we went from $40 player fees to 60 to $80. 00:14:52,100 We’ve interviewed the last three years We’ve interviewed the 15 or so teams that we lost every year and ask why Why, Aren’t they coming back, and the general comment was, uh people are retiring. Uh, their manager has quit. Nobody else wanted to run it. Not, a single comment has said that, uh it costs too much. 00:15:12,170 So, the $80 per player, although it might be a lot for a 1718 19 year old, um, for 14 weeks of entertainment, Have you spread it out. It’s not that much. So we don’t feel that we’ve priced them out of the market. I did not do a comparison. This year and I probably should have, and I apologize for that. 00:15:31,900 But about four or five years ago when we talked about increasing our fees, I did a comparison of all the associations around the state and Bismarck was on the I’m gonna say the higher tier, probably the the top 30 to 40% of what we were charging was on the on the high end and statewide. 00:15:54,100 One more question from me. Roger. Do. We have teams from Say, another town like my hometown, southwest North Dakota. I, You know, I don’t know if they even have a field out there anymore where they can play on. Do we do you have any teams? Salem. Well, dinner or something like that to play in his work. 00:16:16,030 Ye Yes, we do Comm., um, not as many as we used to. Um, but Napoleon used to have a a league eight teams when that league folded. A couple of teams came to Bismarck. We’ve had teams from Wilson in Bismarck. 00:16:37,270 Um, we have teams this year, two teams from Glen Holland that have signed up so as those leagues of the surrounding smaller communities, their leagues have folded. Uh, we have gained a couple of those teams. Um, but it’s not impactful. It’s not that many, but I’m going to say we have a Wilton team, too. From Glen Allen, Uh, one from steel, So it’s a handful. Thanks for the good information. I appreciate it. 00:17:00,130 Mr jeske President Gilbertson. Um roger, First of all I just want to commend you on 18 years as being the Chair. I know there’s people who aren’t married 18 years, so you’ve really been committed to this and I. I applaud you for that, Um I’m assuming there’s different age groups within this, uh your softball. 00:17:19,830 Um what’s the largest number of participants? Um, age group? Comm. cheesy President. Gilbertson, we We don’t break it out by age group other than we have state tournaments for masters 35 masters 40 Masters 50 Masters 60 the way men’s breaks it out is by classification or most skilled players are playing class C ball and our entry level. 00:17:45,500 Um people that are not very athletic have no softball experience will enter a direct for class so you could have 40. 50 year olds competing against 1820 Year olds. It’s based on skill set versus their age, OK. I played ponytail softball in Jamestown, and it was broken out by age groups, So a lot of things have changed since then. 00:18:05,800 So thank you for that comment. Thank you. Any other questions. Thank you, roger and we wish you success on a on an upcoming season. Thank you very much. Samantha. Good. Evening. First off. I. Wanna Thank you for having me here today, Um, and it’s an opportunity. 00:18:35,030 Um, I’m grateful for the opportunity to speak in front of you. My name is Samantha Locke Meyer and I am the president of the Bismarck Women’s Slow Pitch Softball Association. We are the state’s largest women’s slow pitch Softball association and we’re going to be estimated about 35 plus teams in this upcoming 2024 season. 00:18:54,800 Uh, we are very fortunate to have the player retention that we do, especially with rising costs of everything, neighboring associations and the plethora of other activities throughout the state of North Dakota. Our season this year will run 12 weeks, which is up from last year. We ran 12 Week or 10 weeks last year. Excuse me. 00:19:13,430 Um and that will be starting May 20th with our last night of league being August 19th. We need to, uh, as an association, we are very mindful of our season due to our youngest players being 13 with parental signature, and then we also have a lot of college students as well, too, that are either coming back from college or 00:19:28,500 going to be going off to college. So. We plan our season to be able to accommodate for that as well too. Um, last year, we had six leagues running Monday through Thursday evenings consisting of class D and, um, all the way to rec Force rec. 00:19:44,970 Four being the lowest and we do have a WD team as well. And then all of our tournaments are gonna be are held on weekends as an association. We host multiple, uh, tournaments throughout the year, including the Bismarck Invitational and then alternating state tournaments, And, then this year we are very excited to be hosting a women’s national tournament. 00:20:04,970 Um, so we’re very excited that we are able to get that in Bismarck this year. We also find ways to support our community, including Um, volunteering at the Sam McQuaid softball tournament, and we also host cancer awareness nights as well, too. Uh, so we are able to donate the money collected on those nights and it all stays local as well. 00:20:26,700 Um, we could not have accomplished any of this without the partnership we have with the Bismarck park and recreation. From field usage to beverage permits to field improvements in the matching grants. When funds are available. The Women’s association is appreciative of this partnership. 00:20:48,570 We recognize the growing amount of activities that are available throughout Bismarck and are thankful for the support we receive every single year to keep this association active as many have actually diminished. We are looking forward to the upcoming season and the privilege to keep the women’s little pitch Softball Association of the staple in this community. Any questions. Commissioners. Are there any questions? Mr Zimmerman, Samantha. 00:21:13,270 Personal question you don’t have to answer Are you related to sue. Yes, I am. I know she was very active or perhaps, still in, uh, softball world and I have really followed her steps. So. I have taken over that. Um, you mentioned you’re having a national hosting a national tournament. Do. You work with the Convention and Visitors bureau. 00:21:37,870 Are they, uh, Partner with you or help with you to bring that tournament in or That was through the state. Uh, last year. If I recall they were looking at having that in Grand Forks and then due to the weekend that it was placed on and the, um, location it was not feasible. 00:21:59,570 Unfortunately so the centralized it and brought it to Bismarck just with our field that we have available. Um, we’re able to do that, as far as um, partnering with the convention. We have not reached out to them at this point, And I’m aware of, um but that is definitely a great option that I would be willing to look into. Association. President Gilbert. 00:22:14,430 One Final question, which fields The women’s play on. I know it’s Sam McQuain, Senior One of the women’s complexes. Correct. Yes, So, we play, uh, the McQuade’s fields on Washington Street, and then we also play down at Clem Kelly. There is a set of four diamonds down there. 00:22:31,030 Those are going to be the main places we play our leagues. We have played tournaments down at Cottonwood south as well, too. Thank you. Anyone else? Thank you, Samantha and you like to wish you and your association? Uh, good luck on a successful season as well. Thank you I appreciate it. Thanks. 00:22:56,630 That brings us to Item five, which is the consideration to transfer the municipal country Club agreement with Lady Jay’s catering to new owners and approval of an agreement addendum. UH, executive director. Klipfel has included the, um A memo. Um, where he indicates that, um, he did meet with Janice and Janice is here tonight. 00:23:23,370 Um, and she does have plans to sell the business and keeping it in the family to her sons. So. That is that’s exciting. Um, the staff requests board approval of the addendum and, um I would like to echo what Executive director clip Phil has written in here that, um we would like to thank Janice for her many years of partnership with Bismarck Parks and Recreation district and, um, 00:23:46,470 providing the service to this community, So. Thank you, Janice, um and before the board acts. Is there anything do you wanna come up and say anything or you’re welcome to Well. I just like to say thank you. I enjoyed Working with all of you all these years as well And. 00:24:09,400 Of course it’s very hard to turn something over when it’s been your baby for this many years, But, um My daughter in law. Heather is she’s been working me since 2000 as well. And all my sons have been obviously working in the business for all these years as well. So Um, they’re Rounds when we’re keeping everything the same. 00:24:27,630 I’m actually gonna stay on with them for about a year. Um, just Whatever Mom says, you know. But? No, just for some guidance and things that we’ve done in the past, but they’ve all worked with me for so many years, so they all are gonna do it the same anyway. But. 00:24:46,630 It’s been such a pleasure working with all of you guys and and doing this for parks and rec, and I want to thank you for the improvements you’ve made this It looks phenomenal. We just had the floor redone, So it just looks like a brand new place up there. It’s just and we are booked solid the whole summer. We. 00:25:07,700 Don’t have an opening, You know for here and there with whatever the weekends I’m talking mostly, but but thank you for all of that, because it made a huge improvement and it just looks wonderful right now. So thank you all so much. 00:25:25,270 I know I’m gonna cry when I have to, you know, but, um, not for now, but any any questions for you? Like? I said. We’re keeping everything the name staying the same or just transferring ownership. Them. So we’re just asking for that to be, um, amended and and then they’ll I think are leases due again on 2025 so they would just reapply and do all that in my discussions, weekly discussions with executive Director Cliff. 00:25:49,200 Oh. He did indicate that you plan to stay close for a little bit, but hopefully you will get to enjoy retirement sooner rather than later And Now I can just say I’m going on vacation this time. I’m not available, but yeah, you bet, And. The. Sales are phenomenal and we’re looking to increase that. 00:26:14,170 By at least another one third increase in that for this year for the amount of things we have booked already. Commissioners. Are there any questions that I have to call my wedding? I do. Janice. 00:26:35,700 I? Yeah I, one of my service clubs that I’m in meets there on Monday mornings, and it was great to see the interior remodel of it. I’d like to put you on the spot. Can, you give us one great story without naming any name something that was really unique in all your years up there. Well. 00:26:55,430 One that stands out is we had a wedding up there and, uh, the We just always say we take care of every detail. That’s kind of our motto and we like to make sure the people who come up there feel like they’re friends of ours and their family and they want to come back and that’s kind of what we’ve built and that’s what they want to continue, but, um, so there is a mom that we’ve married all of 00:27:11,370 her Children, which are four we’ve done some of their anniversaries and they’re like 50th anniversary. But on one of those occasions the lady brought in Was bringing in a wedding cake. And When. She was traveling to the club. She had assembled it so that she wouldn’t have to. 00:27:33,500 She was heading out of town so she wouldn’t have to assemble it there when we got there well at the late at the base of the hill, somebody pulled out in front of her and the cake tipped and hit the side of her car. 00:27:51,970 So when she came in, she was in tears, and I just happened to be there at that wedding and she comes out she goes. I don’t know what I’m gonna do. She goes. These people are Wouldn’t be so mad at me and just immediately I turned and looked and I seen all the flowers setting from what we were doing for the decor. I said. You know what? I got an idea. I said. 00:28:08,500 Let’s set it up, the cake was tilted slightly, so you could tell that there was nothing doing from that. But then we took all these flowers and made this big cascade of flowers down where the dent was on the cake, So. 00:28:25,400 We cascaded that down, and it actually looked pretty decent when the bride and groom walked in. And. They looked and they went. I. Don’t Remember ordering those flowers on that cake. I said. I’ll have to explain to you what happened, so he told him and they said they looked at it and it was tilt. And, they said. It’s tilted slightly, but you know what? It’s edible, So. 00:28:42,030 That’s all we care about, so they were really good about it didn’t ask for a discount from the cake person or nothing. So. Those are just things that we love to do to help people out in their wedding went off without a hitch. Well. Thank you for that If I like President. 00:28:58,030 Thank you, Janice and I know I’m sure as all of us we’ve heard from several generations of people that you know, the municipal country club is a tradition of Bismarck and a big part because of your, uh your service there, So thank you. You. Thank All of you, too. We truly love working with all of you. You bet. 00:29:18,300 Mr Jeske. Do you have President gilbertson? Um, Janice, I just want to say thank you for your service to the community. Um, you’re amazing to work with I’m, a member of the Bismarck Optimist club, and you guys do such a phenomenal job and give service clubs such a great rate on a luncheon there and so 00:29:35,030 thank you for that, and the service is phenomenal. I mean they’re always so kind. Um, they clear our plates quickly, But. Yeah. They’re just very, um wonderful people and an To you and and enjoy your retirement. You’ve earned it. Thank you so much. Thank you. Ask. What are the wishes of the board. 00:29:54,700 Thank you for sharing sharing with us? President Gilbertson. We have Dana here to answer any questions and Commissioners. Dana. Do you have anything you want to share President Gilbert and commissioners. I’m happy to review any of the changes that were made from the last strategic line to this one. On task and keeps the vision at hand. So There’s no further discussion. Julie, will you please call the roll? Comm. jeske, jordan. Odell zimmerman. I President Gilbertson. That brings us to item number seven, which is the consent agenda, as is customary. A variety of items have been placed on the consent agenda. 00:32:33,930 A consent agenda can be approved with one motion or an item or items can be removed for additional discussion and separate action staff recommends approval of the following items for this month consideration of the March 21st board meeting minutes. Those have been included for your consideration. 00:32:57,830 Request of board authorization to call for bids for the following.
