Jordan and the second by Comm. Jeske. Is there any further discussion? Could be Were able to see the, uh, the the proposed, uh Lot the the 32. It’s area. 00:07:00,930 That would be, um Designed for walking paths and green space. I Think, UH, Commission executive director, Cliff Feld. You indicated that something probably close to What would be at the Claremont property something like that with the, um natural areas. So. Um, that will be a nice nice addition. So. There is a motion and a second. Um, no further discussion. 00:07:26,000 Uh, Julie, Will you please call the roll Comm. Jeske I Jordan President Gilbertson. I Item six is consideration of warranty deed for lot, 21 Block eight Silver Ranch edition in your packet, you will find a memo. There was this is, uh, was a, um An oversight and a clean up. That was, uh, found by the city. 00:07:54,870 Um Basically just Exactly what it is, um, a cleanup. That will help. Uh Get things together there. Um, commissioners. Are there any questions for executive Director Cliff fell Mr Jeske, President Gilbertson Executive director clip. Is there an intended purpose for this. 00:08:19,470 Um, but I know it’s just a small piece of land is just gonna be for a walking trail. Is it not or some type of path No, President Gilbertson and commissioners Comm. Jeske, Um, the the the background on this piece of land is is through the planning process. 00:08:39,300 This development had been moving forward at some point in the process, it was found that they needed some additional land for storm water. And. So they they took this piece VC had still held it. And, so it was supposed to be deeded the park district and it was just it was one of those things that it wasn’t didn’t get done at that time. 00:08:52,170 So we’re we’re taking action on it at this point in time. We have facilities and programs Director Mike Wald with us, Uh, we will have a presentations for, um the BS C Aquatic and Wellness Center concessions. The Bismarck Municipal Ballpark Concessions golf course bunker Sand and BS C Aquatic and wellness Center rooftop air conditioner. Welcome, Mike. 00:09:49,070 Thank you, President Gilbertson, Uh and commissioners on May 16th. We opened bids for the BS C Aquatic and Wellness Center concessions. We received one bid from epic nutrition. Um, epic nutrition was able to meet all specifications. Um, in the proposal and staff recommends the board to accept the bid submitted and approved the attach agreement as well. 00:10:12,600 Any questions? Are there any questions? Comm. Jeske. President, Gilbert said, Um, Mike, so I talked to Kevin a little bit about this. I know most of our concession errors are a little bit higher percentage. Um and I know this one has increased over the past couple of years. Um, you know, maybe just explain to People. 00:10:35,070 They’re at 6% when some are at a much higher rate. President Gilbertson Comm. Jeske. We looked at it as you know, They’ve done it in the past. It’s not a high traffic area. Um, it’s tough in the past to get concessionaires at that facility. 00:10:58,570 We’ve had turnovers before short term concessionaire, so we felt it was in our best interest for that facility and the events that are are there to have a concessionaire in in somebody that was there prior and, uh, so that’s why we Recommend accepting this proposal. And. I will comment. 00:11:17,670 Sometimes I go to the noon hour workout and it is nice to have epic there so I can stop and pick up a protein drink and then go back to work. President Gilbertson Comm. Jeske, right. It’s nice to have somebody there. That’s there during the day, and they were able to provide that and in the past, some concessionaires that were there weren’t able to be open during the day. 00:11:39,300 Okay? And, um Memory serves me correct as well in my discussions with executive director clip fol that there are some stipulations that she also needs to meet during Swimming events or has to pull stuff out. And, So I mean, there’s There’s a lot of things that that go into it, and and you’re right. I mean it is not a high trafficked. 00:12:00,600 Trafficked area and and I to have that space filled is, I. Think is a good thing. So Are there any other questions? What are the wishes of the board. I would move to approve the concessions agreement for the BS C Aquatic and Wellness Center with epic And. I’ll second that motion there’s a motion by Comm. 00:12:19,200 Jordan in the second by Comm. Jeske. Is there any further discussions? No, Julie, please call the roll. Comm. Jeske, Jordan President Gilbertson. The. Next. We have the Bismarck Municipal ballpark concessions. President, Gilbertson and commissioners on May 21st staff open bids for vendors to provide concessions at the municipal ballpark beginning in 2025. 00:12:49,470 We received one bid from Bismarck Baseball concessions. LLC, um, that met all specifications. They also submitted an optional proposal. Um, after review staff recommends accepting the bid that met all specifications. Committed by Bismarck Baseball LLC and the accompanying agreement. There any questions? There are no questions. What are the wishes? I would move to approve the agreement. 00:13:28,170 Uh, for concessions with the Bismarck youth Baseball. Hold on. Snap Bismarck Youth baseball, So. It’s Bismarck Baseball concessions LLC. OK? Bismarck baseball concessions. LLC. There you go. I’ll Second that motion. There’s a motion by Comm. Jordan and a second by Comm. Jeske. Is there any further discussions. Seen non Julie, we please call the roll. Comm. 00:14:00,470 Jes Hi, Jordan President Gilbertson I. Next is the, uh Bids for the golf course. Bunker Sand. Uh, President, Gilbertson and commissioners on May 29th. We received two bids, uh, for 40 tons of golf course. Bunker Sand for Riverwood golf course after review and discussion with staff. 00:14:25,600 Um we recommend your staff recommends awarding the bid to Strata Corporation, Um for a total, uh, for the total 48 or 480 Tons Excuse me, um for total price of $26,640. There any questions? Jesy President Gilbertson. Mike. 00:14:50,300 Um First of all, I think the golfing community is gonna be really glad that we’re getting some sand in those bunkers Is this, um price quote from strata. Is it pretty much what we were expecting. Are we seeing increases in sound, um, just kind of curious on where the price quote lands within our budget. It is at, um President, Gilbertson and Comm. Comm. 00:15:08,930 Jeske it It is an actually came in a little bit lower, and I think the biggest reason is for that is that they don’t have to truck it as far. Um you know, we we set out, uh, and reached out to people and companies in the eastern United states that the trip the they weren’t gonna put in a bid because of just the cost of shipping it. So. 00:15:27,070 Uh, we’re very pleased with with this this price. And. Mike. I’m. I’m not trying to Make light of it, But. I mean Bunker Sand is different than I mean. We can’t just use the sound that is being dredged. At the boat ramps. I mean there’s there are certain specifications that the sand has to meet Correct President Gilbertson and commissioners. 00:15:51,170 Yes. Uh, we made sure that this was, um USGA sand and, uh, You know that’s one of the things that was hard to get around here. So again. We’re pleased with strata being able to provide that for us awesome. What are the wishes of the board. 00:16:13,630 I would, uh, move to approve the Bunker Sand, um bit from Strata Corporation in the amount of $26,640 for the Riverwood golf course. Second. There’s A motion by Comm. Jordan and a second by Comm. Jeske as any further discussion. See No. Julie, will you please call the roll? Comm. Jeske I, Jordan President Gilbertson, And. Finally. 00:16:41,330 We have the, uh Replacement bids for replacement of the BS, C aquatic and Wellness rooftop air handler. President Gilbertson and commissioners on June 11th. We received two bids for the replacement of the BS C Aquatic and Wellness Center rooftop Air Handler unit after review and discussion with staff, Uh, staff recommends awarding the bid to Lin Tech Services incorporated for a price of $45,845. There. Any questions? Comm., Jordan. 00:17:11,230 Uh, Mike, so. I don’t I. I don’t know how long the other one was up there. But when we did something like this, does it come with, um some sort of warranty for So long of a period of time or how and and kind of the lifespan of those things. 00:17:32,470 President Gilbertson, Uh, Commission Commissioners Comm. Jordan. Yes. There is a, uh, a warranty on it, Um I don’t know it off the top of my head. But. Yes And And. 00:17:50,700 Uh um, that air handler unit that were replacing, um, has been worked on in service before and that’s been there since the You know the life of the building, and, uh, it it does serve the the weight room area, So it’s you know, we feel it’s important for that. But. Yes and and having, uh, somebody locally here that will be able to help us and service. It. Um, is very beneficial for us as well. 00:18:11,400 Mr Jeske, Um President Gilbertson, Mike, Um so again, Just Gonna ask the question. Is this within, um what we anticipated for prices to come in at Is it higher, Lo lo lower. Where. Are we at President, Gilbertson Comm. jessy and commissioners. 00:18:32,900 Um Yes it It is, uh you know we we went out first when we are experiencing problems with this air handler and and ask for quotes just to see what it would be, and this came in right? What was presented to By Lin Tech. Maybe, You know a couple $1000 more, but that was a while ago that we got that quote. Present government. Thank you one more question related to that. So. 00:18:51,470 Um, was this something that we budgeted for or anticipated that we would eventually have to replace? And, if not where we taking the money from President Gilbertson Commissioners, Comm. Jeske, Um, it was not has not been budgeted for it. 00:19:12,800 It was something that I mean We’ve done as much repair to it as we could without, you know, um, going out and and putting it into our budget it It’s something that just came up, Um, the last few months and so is needed to be replaced, and I believe it’s going to come out of our just repairs and replacements for that facility. Thank you. What are the wishes of the board. 00:19:33,130 I would move to approve the bid from lint services for the BS C Aquatic and Wellness Center rooftop air handler at $45,845. There’s A motion by Comm.. Jordan. 2nd 2nd by Comm. Jeske. Is there any further discussion? Nan, Julie, Willie, Please Call the roll. Comm. Jeske Jordan President Gilbertson. I That brings Thank you, Mike That brings us to Item eight. 00:20:01,930 The consideration for the matching grants. Um I and the Comm.. Zimmerman had the opportunity to sit in on these presentations. Uh, last week. Um, I, I. Guess I kind of felt like, um The Wizard of Oz. I was in Minneapolis and I don’t know how it appeared. I’m, I’m guessing Not. Awesome, But the I. 00:20:24,030 Uh, I attended virtually, but, um as Always. This is one of the, um This is one of the many, many, many amazing things that the that the district does. Um, over the years. Uh, the budget for this has been increased the budget for the matching grant program for 2024 was $125,000 after round one. There was $49,860. 00:20:53,730 93 remaining, Um In this typically We, um We. We have fewer, um, applicants in round two this year was was atypical. We had we had a lot of we had 999 applicants and and some pretty big, um, some pretty big. Uh uh uh, assistance. Uh, requests. I’ll go through them quickly. 00:21:28,930 Um, we had, uh, the first one was the Teddy Roosevelt Family Day. Um The. That is a program that happens out at McDowell Dam, Uh, every year they requested the assistance of $730.50 for equipment and materials to support that, Um, we had the Dakota United soccer club. Um, they wanted to purchase 16 soccer goals to replace older ones. 00:21:55,130 Um, with older quality soccer goals to replace the older soccer goals. That Cottonwood Park, um, that ask 12,500 Bismarck State Student Government Association. They had a a project to modernize and improve the current signage at the BS C Aquatic and Wellness Center, um, with, uh the internal wayfinding signs are bringing those up to date and more, um into line with, um 00:22:27,130 With codes and such and they ask was 790 hit came to ask to replace a pool at a pool lift at the BSC Aquatic and Wellness Center with that lift, um it has a higher lifting capacity that ask was $5000, the Bismarck man and lacrosse Association. 00:22:54,900 Uh, Asked for $594 for rage, cages and goalie helmets. Uh, those are collapsible goals for easy transport. Um, to try events, um, and indoor practices, um, at at various facilities in goalie helmets for the safety of the athletes and to help family re reduce costs. 00:23:22,730 The Fraternal Order of Eagles Ask for 25,000 to help install five Electrical pedestals to continue upgrading the RV camping locations at Eagles Park Aqua Aqua Storm Swim Club asked for $7000 for new swimming AIDS to be used by various swim teams and the public. Um, those were those were kind of cool to see, Uh, pictures of those and to hear how they use them. 00:23:47,230 Um, the Bismarck burly public health, uh, the expressway, pedestrian tunnel mural. Um, this Is the, um to to have a MI a mural put up in the the tunnel that runs under the expressway. Um, the, uh, request The assistance requested was $10,700 that, um I The estimate total cost of the project was, uh, I Think. 00:24:16,000 It was $50,000 that they? There are other various funding mechanisms there, But Within that cost is, um, an anti graffiti. Um Portion So, um but also in visiting with, um, Director Cliff fell it. It’s It’s been reported that there are you know some other tunnels around town, particularly the one under State Street. 00:24:41,130 Um, where they’ve they’ve seen, Um it’s been reported that they’ve seen less vandalism graffiti in their sense, the um a A mural has has gone up, so it would be nice to hope that this would this would have the same effect. Um and then the fast track. BMX. Um, they asked for $16,728 for continued upgrades. 00:25:07,430 Uh, trees, shrubs, irrigation speaker systems and such They have done a fantastic job over the years. Um Um, as one of the partners there, upgrading it. Um again, these you know all these partners that come to us and have these These asks. This is this is a A phenomenal program for for the park district, and, um I mean it’s it it it helps. 00:25:30,830 It helps the park district. Um, also continue to improve our facilities as well. So the The Total ask was, uh, 79,000 $42.50. In Comm.. Zimmerman and I, along with Director Cliff fell and executive director Cliff fell, Um and, um, Director Wald. Um, we, um would like to ask the board for authorization to fund. 00:26:07,130 Um, the totality of that ask and yes, we We do have $49,000 49,860 dollars and 93 cents left in the matching Grant. Um Um, fund for this year, but we also had almost $25,000 from last year that went unspent. So. Um, that, um, could be added, and, um, with the small, remaining coming from the construction reserves. 00:26:39,370 That is my presentation. If. Either of you have any more questions? I’d be happy to answer them and, uh, Director Clip Falcon help as well. Yes. Comm. Jordan, Uh, President And, maybe more of a comment than a question. But. 00:26:56,530 This is probably one of my favorite things at the Park district does and and, um, it’s just nice to see all of the different program. I feel like there’s since I’ve been on the board. There’s some different names on on here this time and which is nice to see. So I do. More of a comment is just that. I love this program and hopefully it never goes away. 00:27:12,270 Uh, my question would be do we keep track Have? We kept track like over the years of matching grants of the amount of money that we Given to different entities so like we could give them a total over the lifespan. 00:27:29,000 This is how much money you’ve been awarded in the matching grants director Executive, director quip President Gilbertson and Commissioners. Comm.. Jordan. Yes. We have a summary. We break it down like quadrants. So. We have Bismarck divided into into four areas of town, So. 00:27:45,470 We divided by that we also divided by user group, so we have the user groups we haven’t listed actually by the the top 10 recipients over the years and, uh I shouldn’t say the number but I think it’s over. The numbers astronomical of the number of you Just look at even this year as we had $79,000 in asks, but we’re going to get a total contribution of over almost $200,000 with the partnership we have with these groups, so it’s a great program. Mhm. 00:28:07,800 Uh, And. Maybe just another comment. I. I think that you know that something like that might be good to share. Um Even. I mean, not necessarily have to do it every year. But after you get done with Round two. 00:28:23,800 This is the amount of money the program has given over the number of years and and the people that we’ve given it to. I. Just think that that’s you know, we see this Twice a year but over the life of the program, it would be Just kind of nice to see those numbers. Mhm. Mr President, Gilbert said more of a comment than anything else. I do want to. Thank President Gilbertson for, um, stepping in. 00:28:44,530 I, um, had a commitment and I was unable to attend, so I appreciate the fact that he attended via Wizard of Oz, Um, for this, but, yeah, I do agree. This is really a cool program, and it is fun to see, Um new groups apply for funding. I am excited about the the tunnel. 00:29:03,830 Um, I run through that very frequently and, um, it’s The, most inviting tunnel at at this point in time, but I, I think with the improvements and the artwork and maybe a little bit of lightning. It can be a really, um wonderful place to travel through as you’re visiting our trail system. 00:29:24,700 What are the wishes of the board. I would, uh, move to approve round two of the matching grant awards as presented And. I’ll. Second that motion. There is a motion by Comm. Jordan and a second by Comm. Jeske. Is there any further discussion? See No. Julie, Will you please call the roll. Comm. Jeske, Jordan President Gilbertson. 00:29:48,670 That brings us to Item nine, which is the consent agenda, as is customary a consent agenda, uh, can be approved with one motion or an item or items can be removed for additional discussion and separate action this month. Staff recommends approval of the following items consideration of the May 16th 2024 board meeting minutes. 00:30:16,470 Those have been included for your consideration and consideration. Of, the capital IC complex sale of advertising and signage agreement with the Bismarck hockey boosters and the Bismarck Figure Skating Club. What are the wishes of the board. Move to approve consent agenda as presented There’s A motion by Comm.. Jordan. 2nd 2nd by Comm. Jeske. 00:30:37,830 Is there any further discussion? See none. Julie, will you please call the roll? Comm. Jeske I Jordan President Gilbertson. I Item 10 is approval of the bills. What are the wishes of the board move to approve. Our. Second. There’s A motion by Comm. Jordan and second by Comm. Jeske. Is there any further discussion. Seeing. None. 00:31:06,700 Julie, will you please call the roll? Comm. Jeske, Jordan President Gilbertson. So that brings us to item 11, which, um, is recognition of outgoing board members. There was, um an election, uh, last week, and, uh, in July, July 1. 00:31:40,800 We will have two new board members joining us, Um Paula, Redman and Kate Herzog will be joining the table and, um That means that commissioners Jordan and commissioners O’Dell will their time will come to an end. But, um With. Uh, the recent law that was passed and normally the the the reorganization would happen at this one. 00:32:05,330 But, uh, the new commissioners don’t officially take take office until July 1 and will be seated in at the July meeting. Um, but we would like to take a moment to recognize commissioners Jordan and O’Dell for their, um Their willingness to step up and serve the community. Um, during a time. When it’s not It’s not easy. It’s not easy to put yourself out there. 00:32:31,130 Um, it’s not easy to sit at tables like this, but it’s it is necessary. It’s necessary for members of the community to step up and and, um and serve if they feel called Um I have a proclamation here that I would like to read. And then, um, I know what Comm. Jeske has a few words. 00:32:56,000 Um, And, then I will as well and then, uh, with it’s OK. We’d like to take a picture with with Comm. Jordan. Um and, um, before we’re done So. The Proclamation reads, Uh and I will include Comm. 00:33:25,930 O’Dell as well, whereas andrew Jordan and Jennifer Odell in their capacities as members of the park Board of commissioners since 24,020 To, uh, have served the residents of the city of Bismarck in a most exceptional and sped manner, And, whereas they have provided leadership that has greatly assisted in the growth and development of parks and recreation opportunities. 00:33:47,330 And, whereas andrew Jordan and Jennifer Odell have given freely of their time and talents to the park district of the city of Bismarck, greatly contributing to the cause of good government and a better community. And, whereas it is fitting and proper. That. 00:34:09,200 Such public service be recognized, publicly proclaimed and made part of the permanent record of the Bismarck parks and Recreation district Now, therefore be it resolved by the Bismarck District Park district of the city of Bismarck and on behalf of the citizens of Bismarck on this 20th Day of June 2024 extended to Andrew Jordan and Jennifer O’Dell sincere, thanks and grateful appreciation for service. So Comm. Jeske Thank you, President Gilbertson. I’ll start out by, um, addressing Jennifer if that’s OK, so I hope she’s listening or gets a chance to see this. So Jen. 00:34:33,370 It’s been an absolute pleasure serving with you Your passion for Bismarck Park district was evident from the day you interviewed for the open position from the very beginning. You came in ready and eager to learn you did your homework. And you asked thoughtful and relevant questions. 00:34:51,500 You brought a great perspective and demographic to the board, and we are blessed to have you as a Comm.. I strongly encourage you to consider running again in two years as you represented Bismarck Park district and the citizens of Bismarck exceptionally well. And andrew Mary Carpenter shared in the the power of Quiet leadership. 00:35:12,770 A quiet leaders are often thoughtful and reflective, concentrating on the task at hand and taking their time to reach a view rather than jumping to conclusions. I find this to be a perfect description of your leadership style. I learned so much from you these past four years in my respect for you has grown exponentially. I’m sad to see you come off the board. But. 00:35:29,870 I understand your decision to do so. I hope our paths cross again and please don’t hesitate to reach out as I value your opinion you will be missed, and I just made a little parting gift for you and Jen. 00:35:44,530 I had the feeling Jennifer wasn’t going to make this meeting, so I gave her a gift last week, but there’s a small little gift for you from me. Thank you. And. Uh I. I would like to, um Also, uh, echo many of the same things that Comm. Jeske said. It has been a privilege to serve, um, with both Comm. Jordan and Comm.. O’Dell. 00:36:07,730 Um, any time there is an opening on a board and a board is is put in the position of Of Four people. Having to choose who joins the table. Um it’s it’s a difficult It’s a difficult thing. It’s It’s a very difficult thing. That’s Why elections are are the important and right way to do that, But. Sometimes. 00:36:35,670 It’s necessary um and I, I as well believe, um, that Comm. O’Dell I mean those of us that have seen From the inside and see what She has done and what? What she was capable of. And what she brought to the table. Um, being a young mom with very young kids. 00:36:55,030 Um, this is the only meeting in 18 months that she missed and she’s in the hospital. So. Um I mean I can’t say the same I. I missed a meeting here and there and and such. So. 00:37:17,700 Um and, um you know, I, I know that she will continue to serve the, uh, the citizens of Bismarck in one way or another and Mister Jordan, uh going, Um our our relationship has spanned a lot of a lot of things from from new principles to, uh Boss and and coworker to also then serving on on the board together. It’s It is an honor. It is an honor. 00:37:40,130 And and one thing that is that is I believe is is Awesome is that I mean, I consider the people at this table friends because I mean we are we go through a lot, but we do it in a respectful and cleal manner, and we are always able to no matter what even if there are disagreements we’re able to to to come together in the end 00:38:03,700 and present a unified front and that’s an important thing. And I and I and I hope and I know that that will be, um What. The. The New board will do as well because that’s that’s just The That’s the The culture that the Bismarck parks and rec Um recreation Department portrays. So thank you. 00:38:28,670 Thank you Thank you for your service. You. Wanna take a minute to say anything. Sure. Thank you, uh, President Gilbertson. Um I’m Gonna keep it brief, So I don’t, uh I don’t Me myself here, Um, get emotional. 00:38:51,130 Um, this is probably, um One of the best things that I consider doing, um, in my life, uh, this serving on this board has been Um I’ve really thoroughly enjoyed it. Um, it gives you a whole different perspective of the park district When, you sit at this table, and, um, I just appreciate Staff and executive director. Clip full, Um Moore now than Ever just, uh, sitting in this seat. And. 00:39:14,000 So, the work that goes behind the scenes and everything that gets involved in the number of employees. It’s just It’s just unbelievable How, this park district works and operates in, um I have a whole different perspective on it and appreciation of all the work that you guys do. 00:39:33,730 And just the learning that I’ve done at this table from all of you is just, um, I’ve learned a lot about leadership and how to lead the right way. And, um This is goodbye for now, but maybe I will run later. Down the road So. 00:39:50,800 Uh, I’m not I’m not gonna say that I won’t but I’ve appreciated my time and we’ll see what the future holds. So. Thank you very much. Awesome. It’s Dana, Do you are You have the ability to take a picture. Of us So and we have the, uh, the framed proclamation and, uh, the gold card for Comm. Jordan.
