00:00:07,430 Uh, this evening’s man and park in in rec District board meeting to order Today is Monday April 8th 2024 530. We’re at the city Hall, um any additions or deletions to the agenda? OK hearing none. Moving on public communication from visitors. 00:00:27,730 I think we have a couple of people here that are gonna be speaking on one of the agenda items. Is that correct. OK. I don’t see anybody else in here. I’ll close that portion of the meeting. Uh, moving on to, uh, minutes. 00:00:49,130 Approval of February 13th 2024 regular meeting minutes if we could entertain a motion to accept those Make a motion to approve the February 13th regular meeting minutes. Motion by Comm. Meh second by Comm. Frelick any further discussion OK all in favor. Say I. I oppose same sign. All right motion carries. All right, moving into Item number one presentation for proposed pump track We have, uh, jamie and Tyler here. President masking. 00:01:11,000 I’m just gonna give you a quick overview. Um so we met back in December of 23 talking with the other individuals that are unable to be here tonight with Comm. Mutter who has a portfolio? Um, the concept that you’ll see here tonight in their PowerPoint is new to all of us. We did a little bit of research. Um, as we know. 00:01:26,400 Um killdeer. I don’t know what that dealer Watford City Dunn Center and may not is in the process and you guys may be able to share more. Um, the site that we’re looking at is will be explained here too. But as we know Sunset Park near the Skate Park is the area that we’re looking at. 00:01:40,070 I did reach out to Andrew in regards to the city and planning zoning with the extension of Division Street as we know that’s been on the table for quite a while. When how and where is still to be determined? So those are some questions that we will have to answer. 00:01:53,670 But with us as we mentioned we got Jamie Wetch and Tyler Huber. Thank you Good evening commissioners. Um we’ll start off the board would like by going through the PowerPoint. OK? Sure I keep on track. Yeah. Uh, good evening commissioners. I’m Tyler so I can talk to the pump track a little bit here. Um, so pump track is a ridable course. 00:02:23,870 Uh, it encourages writers of, uh all levels to improve their skills in a manner that’s fun and repetitive. Um, the goal is to ride, uh, to ride a series of rollers and berms without peddling or breaking, relying on the pumping action of the bike to maintain. 00:02:43,630 Um it’s a It’s an an exciting way of recreation that is growing rapidly, um, with tracks being built all over the world. Um and Most recently in in the upper Midwest, Uh, Minneapolis. Um, as Cole had mentioned. There is, uh, one in Dunn center. There’s plans for one in May not UM and Sturgis. South Dakota got one back in 2019. So. Why have a pump track. 00:03:02,730 Uh, it’s a great way to get outside. It’s a great way to get moving and have fun. They’re suitable for everyone, um, from novice writers to prose. These tracks also create a community environment by bringing together small Children adolescents, families and members of the community, So. There’s really no age, There’s really no age. 00:03:22,270 Uh, Parameters on them. Anyone from a young child on a strider bike all the way up to an older person. Um, who maybe isn’t the most skilled on a bike and experience these, um they’re pretty low impact. Um, they’re easy to ride and they’re, uh, they’re real safe environment. 00:03:41,600 Um, the writer negotiate the track with their balance confidence and, uh, motor skills. With a little practice. They can start to get the sense of the flow and the momentum which is where the fun comes in, Uh, the hard surface tracks easily accommodate bikes, skateboards, scooters, roller blades, Uh, so when everyone can enjoy them Okay, so pump track it serves, uh many age 00:04:04,670 groups. Uh, Everyone like I mentioned from little kids just started on on a strider bike at the age of two up to, uh older people. Who, uh uncles, aunts, mothers and fathers. Uh, it bikers, skaters, scooters can all use them. Uh, it’s a low barrier of entry. Basically. If you have a bicycle. 00:04:23,200 You can participate in riding a pump track. Um, it can be done solo or with a group. So Kids were bored after school hanging out can go and by themselves or groups of people who want to go and hang out, uh, have a session. Write them together. Enjoy some time recreating, Um, it builds community. 00:04:40,600 People are flocking together. People are discovering that kids want to get away from their tablets. Kids want to get away from their screens. Is giving parents kind of a space to send their kids comfortably to, um parents are maybe more reluctant to send kids out into the streets and kind of be home by, you know the times the, uh, 00:04:57,500 lights come on these days. This gives them, uh, a space to send the kids to and know that they’re safely, uh, recreating and enjoying their bikes. Um they’re low maintenance will get into that in just a minute. Um, but once they’re built, they’re pretty easy to take care of. Uh, And. Of course it promotes health and wellness. 00:05:18,170 Uh, the area for consideration that coal alluded to was the area. Um, right north of the existing mountain bike single track over at Sunset Park near the M. Uh, use pave trail. I believe it was an old hockey or ice skating rink. 00:05:39,630 Um, this location being perfect being right next to the mountain bike single track where existing cycling always take al already takes place. Um, the Skate park. Is just to the south of here. 00:05:57,200 Uh, maybe 25 yards or so, um, which there’ll be some crossover and usage from the skatepark users to the pump track we feel and then it’s right next to the paved path, so there’s tons of traffic there. It’s easy access, and there’s a lot of parking right there as well. So. Um, kinda hits on hits on all the points Uh All Star All Star location. All, right pump track details. We’ve been, uh in communication with a group called Pump tracks. USA. 00:06:17,600 Uh, they’re the group that built the the pump track and done Centre in North Dakota. They’re the ones that built the pump track down in Sturgis, uh, South Dakota, and, uh, they’re the ones who are working with my not North Dakota, um on plans and, uh and planning to move forward with that pump track this year, so they have experience, uh, with our climate with the freeze thaw 00:06:35,670 cycle that we experience here, Um Working a different temperatures, our soil and whatnot. Um, and the estimate for a pump track is between 2 to $300,000 like we said low maintenance, they recommend seal coating them every 3 to 5 years that can be done. Probably with volunteer hours. Um, if, if not by the parks. 00:06:57,100 Uh then some minor mowing and landscaping duty is, of course, a around it, depending on how it’s built exactly. Clarify that, uh once The dirt work has been done to build tabletops and rollers. It is asphalted over. Okay. So North Dakota experience. 00:07:22,630 As I mentioned the company were in contact with, um, has had some success in the area, uh, in Dunn center, So the photo on the top right of the PowerPoint right now is, uh, is the actual pump track and done center as you can see, it’s quite large. I don’t know if you can make out that there are some people riding it. 00:07:36,030 Um, but Dunn center went forward, and they built one. I’ve been in contact with, uh, the gentleman who runs the the BMX track in Bismarck, and he says that he’s having kids driving. In 2.5 hours to ride this thing. It’s. It’s really popular even, um even being afar, I. 00:07:59,930 Guess, Um, the one on the bottom, Right is the one that, uh Pump tracks USA has designed for the city of May. Not that they plan to move forward with this year. Um and we are we are Planning to or hoping to work with the same group to design ours. MB RSI mean man dans And that’s the end. 00:08:22,570 Is there any questions for Jamie or I about what a pump track is how to use it? Um, I brought this up at our meeting and I’m gonna bring it up again was there Did you guys look into like for any handicap? Accessibility for that. 00:08:46,400 Uh, Tyler talked to pump tracks USA about that, and they do do handicap accessible pump tracks, but they generally do not build them as a combined pump track. They Keep them separate. So they if if that would be something desired. They would design that as a separate scope. So you’d probably be looking at a phase project where you would have your standard one. And then you would have a handicap accessible. 00:09:02,930 One is they don’t their standard of practice is they do not combine the two Into one. OK. Thanks, Uh, the second question I have is is and I did a little research that they figured there’s 53% of Americans own a bike. So We In, this community we got 26,000. So I figure about 17,000 people on bikes in our community. 00:09:29,130 And do you expect What kind of percentage. Do you think would use this and I, and by the way, I do BMX racing and I’ve heard the stories of going up to Dunn center to the pump rack. So I. That’s why I’m really kind of for this. Thanks. 00:09:49,670 Estimate that there’s a a few local mountain bike races, both formal and informal, that are put on during the summer. And. Uh, if we take as one example of the Otter Creek 55 at Harmon Lake that’s been held, um, actually, for the last 10 years now, uh, that race we the first year that we put it on was about 65 entrants and the last 00:10:10,670 few years we have, uh cracked, uh, the 200 mark and that Covers all age groups. Um, the other thing that we’ve partnered with on that, and actually it in some cases almost eclipses the ridership of the adult races. 00:10:31,630 Uh, we partner with the Bismarck larks to put on a kid race that goes, uh, depending on age group, either through the campground on gravel or for a little bit older kids, we go through the campground roads and then take them on about half mile of the mountain bike trail. And. Uh, we I think the lowest Ever had has been 100 and 50 participants in their, uh for that. 00:10:50,370 So you know the way the cycling numbers have grown for us, both for formal and informal races. Um, I would have a hard time believing from what we’ve seen, uh, that this not being coming a popular facility. I guess I can add to that a little bit. Um Especially knowing that you have the background with BMX. Uh, Comm.. 00:11:14,270 I was having a conversation with Jamie at the BMX about the BMX track, and he said that his numbers that he has on a given night, um are over 100, and he’s been having conversations with people from out of state kind of wondering how you get those numbers, Uh, here in Bismarck, North Dakota and I won’t go too deep into 00:11:30,870 the history of, uh, the cycling community right now, But, Uh, we have a really rich cycling community and, uh, I know that, um Focus on BMX bikes would support this, uh, religiously and as well as Jamie said the the youth that are that are coming up. And. 00:11:51,230 Uh and also, um, the The parents of those and and and other supporters as well. So Thank you and I got one more question. Then I’m gonna let you know it promised to quit here but a dust and on, uh, for maintenance and stuff like that. Are we looking at Mowing and stuff like that. Are. 00:12:07,270 We looking like one hour a week, two hours a week, and I know we’ve talked about this before, but I just wanna make sure that we all know how many hours or how much time is gonna be involved in something like this? Uh, you know, maintenance is gonna be, uh, you know, the maintenance duties are depends on how gradual the slopes are 00:12:24,270 to the the, but, uh Pump track. You know if there’s Little to no weed whipping. Then we can get in there in there with a mower and just keep that part of our rotation. 00:12:38,270 You know we’re up at lions once a week, uh, mowing that area and the trail So we just added to our rotation. Um You know until it’s built and finished. Uh, we really don’t wouldn’t know how much time it’s gonna add some time, but, um, we’ll be able to it. We can fit it into our rotation. Thank you Comm. 00:12:55,730 one comment on that, too, is if you look in some of those renderings, you’ll notice that uh uh, the top one and done center does have some trees in the middle of it. So. Some of you know the maintenance. Uh, requirements of it will depend on the design. So. If there’s something I think that becomes a concern. 00:13:12,800 We would just want to make sure that when a design goes forward that if you would like to see planners in the middle of it, trees planted in the middle of it, we can communicate that. But if that, uh, is seen more of a To it, you know, we would just make sure that those are left out of the design plan. Question. Uh, size wise. 00:13:31,270 Did you do you know if, uh the don center and mayor one compared to what you’re thinking or based on the space available there. Have you had thoughts about that. There. They had a little bit more flat land available to them at their location, so When. We talk to pump tracks about it. There. 00:13:55,170 We sent them the, uh A satellite image of that area and said, This is kind of the area we’re blocking off and they did believe they sent us like a minimum. Uh, square footage requirement which I believe that that spot did meet. 00:14:11,570 Their minimum square footage requirement to say that they they really should be this size, so there was that available, But. Then. They actually asked, Um on that site, if you recall, uh Towards the west of it. It’s just kind of more of the hillside right there. 00:14:42,170 They actually asked if some of that would be available to use as well because the good thing about pump tracks they did have interest in Actually expanding it a little bit further to the West to increase the size of it, but as far as kind of the bowl area goes, that’s been excavated already for the old ice rink. It is a little bit smaller than both minutes and done centers. 00:14:58,600 But, like I said they had thoughts about expanding it to the West and using that hillside more Sure. Thank you. So? Um I don’t want you guys to be limited by size there if it’s not going to be their best Product that we can give our community and and pump tracks. Didn’t actually say that that we should look for something different. 00:15:18,000 It was actually you know, we went at him with the smaller size, but then they asked about that spot to the West, and they didn’t feel limited at all. By that I don’t believe No. 00:15:34,400 They did not, and I think one of the Kind of creative things about like a pump track and the uniqueness of it, I guess is being able to adapt it into some of the landscape. We were talking to them about some of the sides there. That kind of go up to the Malta. 00:15:48,170 He was paved path and utilizing those berms and whatnot, and they had creative solutions to those and and interesting ways of kind of bringing it all together, so that would be kind of part of the whole park experience. At. Our first meeting destined asked to because that particular area has a pretty strong drainage flow when there’s high rain events through there, and so one of the things that we went back to pump tracks with is if you know, how would they handle that? As? 00:16:08,500 Far as access goes, and they didn’t see a problem with it, because the way these corners and that are burned up, they would just design it in there and make a natural berm on that corner so the water wouldn’t flow over into the pump track and inundated so they didn’t they didn’t seem fazed by a 00:16:21,800 whole lot of the The landscape issues that were brought up. No, I asked some questions here. Okay. Thanks. Uh So, um are you guys coming to us as a as a group organization or just two guys? Hey, we’ve been told we should do this and we’re going to come and get Can you give us 00:16:47,470 some background their most most time we’re working with other entities or groups are already founded. Associations that, uh, you know, can yep, There’s actually two of them kind of behind this one is a Central Dakota cyclists, which is a nonprofit That does a lot of trail work and maintenance around town, and the other is 00:17:05,600 Burleigh County Bicycle cult, which puts on a lot of cycling events throughout the summer and winter, and it’s kind of both those groups and we, I guess are the elected lucky to make the presentation. Would you name that second one again? I’m sorry I didn’t that was Burleigh County Bicycle cult? Hope. Yeah. All right. 00:17:25,870 And the B. C B C is also a nonprofit. Um Questions, I guess, maybe for Dustin Cole in that area there. I know that the city of Mandan has talked about future development of that of that area. 00:17:48,470 I don’t know how much of that falls into You know Park District land if I remember, right? There’s some limitations on some of what we can do on that land. Because it was purchased with the land water. Grant of five. Remember right now, in order to Sell. Trade. There’s a 2 to 1. I guess this would be ours. 00:18:08,600 We’re not really trading anything but no president and commissioner on that president asking commissioners the land back in the seventies was paid for with land and water Grant, which means it has to stay in recreational purposes, so this project would meet those conditions. 00:18:22,130 If for some reason we were too Sell off a chunk of land as I mentioned in the agenda, Doc, there is no right away that goes through there so the city would have to acquire that to extend Division Street and then at that time, any land that is disturbed past replaced for every acre. It’s acre and a half it has to be approved by land and water Grant, which is managed by North Dakota, state parks and rec. 00:18:36,800 It is a lengthy process, but at this time, I don’t know where we’re at with Division Street with the demolition of the high school on the master plan that we’re going, we’ve seen it a couple times. 00:18:49,130 I obviously know that that road at some point in the future has to be taken in consideration of where this location would be. Um, but I think at this time before we would do anything permanently, we’d have to get those kind of assurances were potentially that road would go because there is a drainage ditch to the south of the hockey arena. 00:19:01,970 Where water from the I forget the name of the street on top of the hill, or that called a sack is but ninth so that water does come down there. So how would that have to be redirected? So. There are some sanitary in and also along with storm water. And then, um Sledding Hill. We had proposed sledding Hill. 00:19:24,300 Where was that at in So the sledding Hill would be directly to the West, Probably I’m gonna guess. 2 to 300 yards impact this area or not, but that nobody’s fighting group hasn’t really developed as far as completing it. Well. 00:19:44,970 And I think that if I remember right? That could be part of their master plan What the city has put forth no, Andrew’s the one that brought it here. Whether that gets built into that or not. Maybe that’s a So the reason I. Ask about associations, other, uh We are. Of course we support any type of recreational activity that people can get involved in, and that’s not just baseball or basketball. 00:20:08,130 Um uh, What What kind of funds are we looking at? I know you said 2 to $300,000 for the average cost. Adi’s What can you know what do you What are you looking at from us as a park district or their grants out there usually usually the right grounds. 00:20:25,200 You need some sort of association behind it, Charitable type or Tax free organization in order to write those things. What? What are your preliminary thoughts about funding this project? I think the Best Avenue for this would be the recreational trails program Grant, which is federal highway dollars that’s administered by state parks. It’s an 8020 grant. You do need a political subdivision for a sponsor so we would look to parks to do that. 00:20:44,470 So you know an 8020 match. Um, you know you’d be looking at 40 to $60,000 local match for that they do accept either in kind, Um You know as part of the local match or obviously, cash are nonprofits do have some funds behind it to put towards it, and we would also be doing 00:21:03,130 some fundraising from the local cycling community to help with the match and I think, depending on, uh Parks is desired. The man at city parks, his desire to contribute to it financially would just depend on how much money that we would fundraise to it. So that $300,000. You could get possibly 80% of that. 00:21:23,930 Well, the 80% would come from the grant so that would leave the local match at 40 to $60,000. So of the, You know, Let’s just pop it in middle and stay out of the $50,000. 00:21:42,630 We would look for a partial match from our two nonprofits and then probably some additional private fundraisers and legacy, if if city Parks wanted to put some Money towards that. I know you guys also have a matching grant program. You know we would obviously not say no to that. Yeah. I think that’s what five That’s 5000, I think is what It’s in our budget, right? I mean, it’s risky commissioners. 00:21:59,730 I just want to double check on the grant. So. The actual amount is $250,000 for the grant. So. Obviously, I just had to clarify too, but I can’t remember or engineering costs included in that 8020. I don’t think so. So, the amount that pump tracks quoted you. 00:22:19,030 I mean that was kind of out the door done deal, right? So we at this point, we don’t have a separate estimate for engineering costs versus you know, construction paving costs, It would just be. Their estimate was given to us as a completed product. 00:22:40,970 Will they come do some renderings for you and do that without without totally committing yet or they come out and Step foot on the land and look at it and kind of come up with what this is going to look like. I think that sells it. To me, It’s something more visual. Obviously the ones up there look very nice, but Um Will they do that? Yeah. They did have several levels several levels Comm. 00:22:57,670 of different renderings that they could offer us for a different price and also to your point about having him here to take a look at the lands and still be doing work in my Not this year. 00:23:10,770 Um, I was I was hoping that there’d be a chance that we could maybe have them step on site and take a peek at it as well and chat with him. Uh, Cole. Did you see when that deadline for that grant is One want to say it’s they’ve moved it to the fall like September, October ish, isn’t it? Of 24. I think it sounds right in the fall. 00:23:31,130 Is that a competitive grant or is that it is it is a competitive grant. And then. So what happens in the next spring? They have a governance board that meets at the state level for that, and then they rank all the projects. Ah, that come into it and then make the rewards that summer. 00:23:50,270 So, even if we were successful in this and got a grant, Um It would put off construction till what 20 don’t know that it would even get built in 25 if we made 25 grant rounded, probably be 26. What it does. State applications are due April 14th. At five PM Also, obviously this year would be very tight to be able to apply. You. 00:24:16,930 Never know many pages, is it? Yeah. So you’re looking at another year, probably at least Yeah, This was kind of the first step before we go with any of these renderings. 00:24:32,570 We weren’t going to, you know, make that kind of agreement with pump tracks if there wasn’t an appetite on the city’s level for this type of facility Also the questions I have, I guess, Uh, you know if we’re looking obviously you need a political subdivision to support it. I mean, you came to the right spot? I. Guess. You know for that, Um Comm. mutter. You had you your experience with biking and things like that is Something in our community. I would like. Yeah. 00:25:02,300 They would you utilize that? I go back to the I’m gonna go back to what I know. Um, because the BMX, um they have a little pump track there. For, the For, the Strider kids and all the kids are using it and they’re screaming at the kids all the time. 00:25:22,070 Get off that thing because it’s dirt and stuff so I can see. I can see those 101 125 kids that are at BMX coming over here to use it because they want them to To just do a lot of pumping and stuff like that. 00:25:45,230 Um, I and I can see, um And I’m going back to my uncle who? Who was advised Baker. I could see him using it because he liked to do crazy things and solve that would be one of them so I can see it being used, Um The only thing I worry about is the cost and stuff like that, And. We talked about that at the meeting. 00:26:02,870 I think that’s That’s where I. Just want to make sure that we know how the finances that work and I want to also double check. Make sure the maintenance you know what it’s going to cost to sail coded every 3 to 5 years, so we’re not blindsided by The maintenance of this thing. 00:26:22,400 So those are my those are my two concerns. But other than that, I’m all for it. I think it would be great for the community to have And. I also think it’s probably even safer than the than the skateboard park. So. That was my other My other comments so Thank you? What is a Was it a concrete base or an asphalt base. 00:26:42,330 It’s an asphalt base. Anything else for these guys. Any other Coal. Is there any other grants that they can look into forgetting this? We know there’s land and water as we mentioned before Recreational Trail Grant, really the two major ones, and this bicycle group has been very Predominantly positive with these grants, and they 00:27:16,970 have a good track record, So that’s why I think they’ll have a lot of support with this. They’ve done things throughout the Bismarck Mandan area and outside into the counties, So I really think that as far as it would be the two land and water there is no funds available here for 2024, hopefully in 00:27:30,800 2025 from the public policy chair, we can obviously continue to lobby on behalf of our association to get those funds to apply. You know if we’re looking at a couple years down the road, you know, we’re probably looking at a little more cost to it, too, as well. So, um, percent. 00:27:47,100 Yeah, we’re lucky if we’re lucky, So I. Guess what you’re asking for our blessing to continue, um and and look more into. You know we have a lot of time and I. Don’t anticipate. You’re getting the application done. 00:28:01,800 No, I think at this point, as long as we know that this is something that city parks is open to to let us go ahead. We would look next to engage pump tracks when they’re in town up in Minot to swing through there, and I think I’d probably be safe to say that between our two groups, we would probably pick up the the fee for pump tracks to do a rendering. 00:28:17,670 Um, and take a look at the ground on there, and we would keep you guys updated when they’re going to be in town because we would love to have the commissioner’s out there to take a look at it, too, for input, but I think that would be our next step. If You guys. 00:28:28,870 Think that this is something that you’d be interested in his engaging pump tracks when they’re out here to take a look at the ground, So we want to be good partners with you guys and the city, so I think it’s important for us to check to see on timeline for the city and what you know they had a few different renderings 00:28:42,100 for what they wanted to do with their plans out there, too. And, you know, just to make sure we’re all talking, but I have no problems with you going forward and saying, Hey, This is something that You know that our community would would look at and this board would be there. But. 00:28:58,270 There’s a lot of other people that That Land’s been trying to then developed for quite some time and whether it’s ours or next to it, and and how that’s going to fit into the grand scheme of things, I. Guess is another important question. How much you get for that grant. If you’re turned on for that ground. 00:29:15,530 They think we’re all going to have to have another conversation but agreed, obviously, um To. Get the ball rolling. I don’t have any issues with it and I don’t know that we would You want a motion to give Those two assault. I guess we’d probably give both of your associations permission to Um, permission. Consensus. 00:29:37,500 Whatever the board wishes consent to go move forward. I think it would be good and emotion just to be I’ll make the motion that the two clubs Um, continue to do more research and look into it and and To bring back more information for us. How’s that? What’s my Comm. motor? Second Who Second by Comm. frolic. 00:30:09,270 Okay, any further discussion? Okay. All in favor, say Aye. Aye Oppose same sign. Alright, washing carries. Thank you for coming. Guys work with coal work with colon and Comm. mother and not a problem. Thank you from you. Thank you. Thanks, Paul. All right, Moving on to Item number two. Consider for approval the following requests for proposals. 00:30:32,270 We have Legion park playground equipment and rough rider part play your own equipment. Dustin. Evening commissioners. Um So before you, um come come before you to consider the approval for the following quest. A Legion park equipment, Little background about the Legion Park playground. It’ll be the one nearest The River or the horseshoe courts. 00:30:56,230 This project is part of a bigger project that will include new shingles soffit facia to the building and then also sidewalk connecting from the East parking lot to shelter number one to this, uh, playground. We had money earmarked in 2023 $25,000 for the building upgrades in $90,000 for the playground. In 22. 00:31:18,470 We applied for a land and water grant for this got funded matching fund of $72,000, so we’ll have our dollars plus $72,000 for the landing from the line of water ground from North Korea state parks and recreation for this project. So. 00:31:40,130 Um right now, before you is just the approval of Sending out an RFP for the player on equipment for Legion Park. What are the board’s wishes. I’ll make the emotion to approve of advertising. The RFP was qualified. Playground vendors and representing that she was chosen playground at the May Park. Board at the May Park Park board meeting. Well should my Comm. frolic. 2nd 2nd by Comm. 00:32:09,100 Mill half any further discussion. Okay all in favor. Say Aye. I propose same sign. Motion carries and you want to do the rough writer? Sure, um, kind of the same thing. We had $100,000 earmarked for the improvements at Rough Rider Park for the year of 2024 last fall in 2023. We met out there on site with coal and Comm. 00:32:32,930 motor had a public input meeting with some of the residents that showed up They’re so we’ll send out an RFP to our vendors Get them back. Have a input meeting with the neighborhood. Um, we’ve got an email group with neighborhood residents out there. Get them together. 00:32:52,770 Evaluate are the submissions and make our decisions from there and presented to me. Okay? Can. We entertain a motion. Approval of advertising that the RFP with qualified playground vendors and presenting the chosen playground. At, the May Park board meeting. Comm. mutter. I’ll 2nd 2nd by Comm. frolic any further discussion. Okay. All in favor. Say Aye, aye. Oppose same same Motion carries. Thank you, Dustin Commissioners. 00:33:27,200 Number three considered for approval Architectural Services for golf operations maintenance building President and commissioners. We had a five firms submit proposals on our golf operation Maintenance Building of the five as we had met and a mandatory meeting out of the golf course and did kind of a tour of the site along with our existing building to 00:33:47,530 get a handle on what we’re looking for. So there was any questions in regards to the project. Um Comm. Scott, Uh, golf operations manager Gary Schultz and myself both ranked all the portfolio or semi the proposals that were given to us and it was down to H T, G and E A P. 00:34:05,230 C, where our final two very close and as far as the rankings that we didn’t went into negotiations with them and regarding their fee. And. The recommendation here tonight is toward the A P. 00:34:22,330 C for design of the Gulf Operation Maintenance building for a timeline so that we understand where we’re kind of at is they have to complete a feasibility study on the cost of this building. By our mid July we picked that date so it would tie in with our retreat so we can kind of work. How that dollar amount would be impact US and projected numbers. And figures at that time. 00:34:38,030 If approved, that there we would then move forward into a contract as far as to move forward into design so that projects not guaranteed to move forward. The feasibility study would be the first step and then from that standpoint, then if we are approve of the numbers, and we feel like we can financially afford it, then it will move forward and design. 00:34:50,870 We would bid at some time in the spring of 25. And then at that point, we want to start construction in the fall of 25 so that we’re able to, uh Start the foundation in the footings in the fall, not disrupting the golf course season. 00:35:09,930 Too bad and then they can start erecting the pre engineered metal building throughout the winter months and hopefully be into it. The following summer. Can you remind us how much we have set aside for this book right now. I believe it’s 750,000 is what we have set aside in cash. We know we’re going to have obviously 2024. 00:35:25,870 We’ll have another year of collection of fees and hopefully we can dedicate some funds we have previously and then 2025 will have another set of funds, so our goal is to have somewhere around a million cash. And then we would finance this 100% through golf operation fees, so there is no public here. But in case anybody’s watching. This has all come from our golf revenue. And. 00:35:41,970 We’ve been putting money away, so we know this building was going to happen. So the only thing that’s not included would be retrofitting the existing maintenance ability that they operated out of today. We would like to turn that into a cart barn and move the cards inside their and then work towards electric cards. 00:35:58,530 That’s why we approved I believe a few months ago. Um we did gas cards for three years so that by the time we get the new building up and running, operating, we then can rebuild and potentially look at gas and electric cars at that time. 00:36:23,670 Okay? Questions for coal or what are your wishes? Our recommend awarding the golf operations maintenance building to E. A PC architects motion by Comm. Motor. One second second Comm. frolic any further discussion. None all in favor. Say Aye. Same sign. Alright motion carries And. We’ll go to Item number four. Update on the following construction projects. Um And, then we have something that’s not on the agenda here. 00:36:52,400 We’re good. Okay. Never mind President. Mexican commissioners before you was just updated as we go back into spring. I’m just updating you on the park operations building and then I’ll touch on the boat ramp slightly with that, But as you know, we do have fairs, field and youth baseball complex, starting just as we as 00:37:13,130 a format for Ferris Field. We don’t have any new information at this time. Obviously, we’re letting the fields to dry out. We’re looking at 2 to 3 weeks, probably early part of May before we start seeing some action happening back up there again to start that project. But going to the park operations building. 00:37:28,200 As, you know, um we re around 70%. I would say completion of that facility. It’s fully enclosed sheet rocks going in all the metal studs are in mechanical electrical is being roughed in, um it’s starting to come together. 00:37:43,070 We’re hoping to have a tour of that facility sometime in the end of April early May, when you can see some of the finishes in there President Meskhi and Comm. motor were able to attend last Friday to talk about what I’m here to really ask is your approval is within the budget. As. We know we have $3. 00:38:03,400 1 million was the overall budget that the board approved within that We had $200,000 allowance in the general and 50,000 each in mechanical and electrical. So essentially, $300,000 and allowances. We have not touched any allowances of mechanical electrical. Nor do we foresee using any of those funds at this time Within the general. There were some change orders. I used the word change orders loosely because that’s how the architect receive me. 00:38:20,630 The General contractor is using those. It’s not a contract usually change orders add to the construction project or deduct it’s staying within that allowance. So this dollars that you see in your packet are not increasing the overall cost of this budget their dollars out there absorbed. 00:38:38,170 Some of them were just design costs associated with the architect somewhere related to the Frost that we had to do when we’re bringing in utilities in there, and some were just an internal changes associated with Dustin’s request for some gates and then the signage and the baby, which are two biggest ticket items. We did not want them part of the project. 00:38:53,530 We wanted A B I software to time with our existing software door access. We have all those items purchased and then the sign as I mentioned already been installed on the building. And that was around 6800. 00:39:09,530 So the request before you and there’s a map in front of you and I will Put it up here on the projector Just as you’re doing that quote, was there any alternate? Bids that are alternates in the bid that we did not weren’t able to do. I know. He added that one The one stall. That was the alternate. Was there any other alternates? Okay. 00:39:27,730 Just the fifth day was the ultimate wanted as far as that day And then the map that you see here is what we’re requesting. It’s kind of hard to see. The yellow is not showing up, but you do have a map in front of you. Um, the yellow area is that’s which is already in. The packet. Excuse me in the budget. So. 00:39:45,330 That yellow shaded area is in the actual construction budget of 3.1 million. The yellow area does not have rebar included in it. It was just basically recommended by the civil engineer to only pour the concrete. We’ve had discussions. 00:40:01,430 The monthly amount equipment in the wear and tear that we’re going to have we recommended to put in the $25,000 for rebar in that so the entire yellow areas is in the budget for concrete. We’re going to be adding 25,000 for rebar. The green shaded area is what we toured on Friday with President, Meskhi and Comm. mutter. We would like to add that additional new concrete with rebar in there, utilizing and kind of clean up the whole area. 00:40:18,930 Some of the construction site was a little bit of damage from where and terror through the construction process, but also just the date and age of the asphalt that’s listed down there for a building so Normally when it’s within the construction budget. Um, we have the funds available to do that, and they’ve already been preapproved. But since it is the dollar amount. 00:40:34,530 I think it’s prudent for us to be able to present this to the board to understand what we’re going this green shaded area with concrete, I believe, figure out the other sheet over there, but it’s roughly right around 180 some $1000 168,000 think exact Um for that, So. 00:40:52,230 We’re looking at approval to use these allowance dollars for the additional concrete as you see in green and that green shaded area main move a little to the North, maybe a little to the east. Really. We’re trying to maximize as much as we can for concrete work. 00:41:07,370 And, then the other dollars that we’d like to allocate or for FF and e items We have $10,000 for the office side of it Built into the, um 2024 budget, but the remaining things that Dustin’s looking at are going to be things in the shop area like a welder. I think there’s an air compressor some of your large ticket items we’d like to utilize those dollars. They’re so out of the 200. 00:41:25,770 And $60,000 that we have available in allowances. We are going to keep some dollars back in case for the unforeseen instances between now and the end of wrapping up construction. But We’re looking at right around that 242 $145,000 to allocate towards concrete with rebar. In addition to that would be the FF Any items that we just mentioned. 00:41:43,530 So just clarify two called the White area between the building and the green that is already concrete, existing concrete and on the northwest corner, too. That’s existing Okay tonight, um I guess I envisioned it going more towards the fence to the south. There were kind of cut off in the green area. 00:42:03,670 What? What? What’s there or do we need that? There is that should be just training ship and get it done, or there’s actually bunkers there that we store Eger lame and other material in their concrete is going up to the edge of concrete bunkers are okay. So call. 00:42:24,400 You’re just asking that we use some of those monies that we don’t feel we budgeted for we we didn’t hit the contingencies. There is nothing too big underground that we didn’t know that is correct. We were very fortunate Capital City. Um and I kind of done a nice job keeping us within and again the big ticket items that came out of it. I mean roughly. 00:42:40,570 $26,000 was because of the signage and a B I security cameras alarm system that we want at the time with our existing system. So if you take 30 grand out of there, we only spent 10 grand $3. 00:42:57,100 1 million budget, so we’re well under 1% roughly where we’re getting pretty beat up and didn’t you say? Didn’t we fill sandbags and there we got some money for that to do overlays, but it’s still It’s It’s time, right? So. There was overlay, um, over the main part of our parking lot. 00:43:14,070 About 10 years ago, it came from a part of a FEMA project because the first flood we had done some sandbagging in that area, so female cover covered some of that, but anything from our cold storage building, Um, on the south part of our property, anything to the West and south of there is still original asphalt I would assume from when the county was there. Any other questions for Kohler, dust and shop. If. 00:43:40,800 You haven’t heard about Mr Mother and I saw it, but you get a chance to go out there coming together Pretty. Good, Dustin or cold, are we When we do some of the other work. In the future we are we gonna Bit out for the rest of the of the Of that area. 00:44:01,170 In front of those other to be able to understand you correctly. Comm. motor. You mean the remaining parts of the asphalt. I see some point in the future or deferred maintenance replacement plan where it’s a mill over layer. Total replacement will have to budget in, but I think another priority will be re skinning the existing shop. 00:44:15,030 And that will have to be kind of tied into that whole timeline. So are we able to do it all at one time? Probably not will have to be paid for two years from now. Three years we’ll start working towards it. But again, we have all these other requests. It’s always a priority, trying to balance it all. Thank you, Cole. Anything else? All right. 00:44:35,730 How, would you like to proceed? I’ll recommend approval to use the remaining allowances for concrete and FF and E to complete the park operations building. Do you want the dollar amount? Do. We know we know the exact dollar amount yet. I guess the way I worded. So the way I word it is. 00:44:57,270 We’re going. We’re not going to be able to spend. We’re not going to do the concrete on the next year until the entire buildings done, so we know that if things pop up through it, we’re going to have it’s basically moving scale. So essentially, we have about $260,000. If. 00:45:11,730 Nothing comes up between now and the in pouring the outside, We will pour more concrete. We know that there’s a to F and F e items that does is going to want to purchase. Those will be done way before conquered, gets bored, So. That’s why I’m saying to spend all allocation that’s been on allowances. 00:45:26,270 Set aside, costs Morial stop or you’ll come and ask for more money we can’t exceed because that’s all the amount of dollars that we have, so we’re going to maximize the you can come and ask us for more. We won’t come back and ask Dustin might tell you to come and ask us. So they’re gonna pour until the money runs out. 00:45:39,570 Just kind of what they had said. So. So, so the allocation is enough so it will see what’s left. So the answer. I would guess there’s no Okay. Okay, So we have a motion by Comm. frailer. 2nd 2nd by Comm. Motor. Any further discussion. Mr Mille half. Yes. Mr Freilich, Mr Mutter? Yes, Yes for me as well. 00:46:03,470 Motion carries. All right. Update on the other construction project of the bolt round and commissioners just update on the boat ramp is I Think you’ve all heard and seen. A lot of the trees have been removed down, thereby park operations, staff and preparation. Um, we have a meeting tomorrow or something Wednesday with State Water Commission. 00:46:25,270 We are waiting for their approval to tie in with the four. I Get them confused. The 404, the 408. But. We have approval that we don’t need, I believe is the 404. 00:46:42,270 We need a letter of support from the State Water Commission to approve and agree on that so that that can be submitted so the second permit can be submitted. The Second permit cannot be submitted to the Corps of engineers until we get this letter from State Water Commission, So that’s kind of where we’re at Stand stand by. Right now We’re hoping that meeting on Wednesday. 00:46:57,400 We’ve been sixth 60 days in discussion with State Water Commission, hopefully trying to expedite this because as we know the dollars that were set by the state of North Dakota for the grant funding Expires in May of 25, and we’ve always did stated before. 00:47:13,270 Previously is that we are going through full design so that we are not held up so that some time in April or see me sometime in May and June if we’re able to get forward, we can go straight into advertising and speed. This process up from start to finish Construction. What do you? What do you anticipate? I think the parking lot is probably going to take the longest. 00:47:26,800 Obviously, you’re gonna work your way out from the river all the way back out in the parking lot will be the last thing with that tile. I’m not familiar with that type of tile and installation, But I would think that’s going to be at least 30 day process of getting that implemented in with the base along with the installation, so I’m not too concerned if we can get 00:47:40,070 everything in by Labor Day. And then start, you know, pour the pad and work our way out. I really think we could be very close to being done somewhat by mid November? Weather permitting. So. 00:47:58,670 Really? It’s just more of an update of where we’re at, um, dollars that have been spent as right around $36,000, as you know it shared three ways. In the grant. Funding is 800,000, and we do have allowances built into their two for someone for seeing things. 00:48:15,670 Um, and also at that point, we want to maximize the grand, funny as much as we can so that we’ve been looking at Alternates for additional amenities like we talked to fish cleaning station is still on the board as far as an alternate. We’ve talked about a bridge to cross the car bodies. We don’t want to confuse any core application associated with something they’re not comfortable with. So really tonight is just to tell you that we’re still in the process. 00:48:29,700 I will know a lot more on Wednesday afternoon after our meeting with State Water Commission where we’re at with them and hopefully get that application process submitted A lot of people excited about it. I mean I know maybe the people that were here that night is excited. But. There’s a lot of people excited about. 00:48:46,800 About this and And a lot of people are cautiously holding their breath. Um But They’ll believe it when it’s done so Okay? All right. You know nothing else for coal. What route? OK. Alright. Can we pay her monthly bills. Make a motion to approve payment of our monthly bills. Comm. Mill half second Comm. frolic any further discussion. Okay all in favor. 00:49:17,600 Say? Aye those same sign, Okay motion carries future meeting days for part board commissioners on April 19th DCP advisory Spring Meeting at 12 PM at the Park Administration office at raging Rivers. And, then our next regular board meeting will be held here at City Hall at 530 on May 13th 2024 most to adjourn, please. 00:49:40,000 I’ll make the motion to adjourn Most of my Comm. motor. 2nd 2nd Comm.
