So President Meski and Commissioners, um, late last week, um, we were notified that we were required to raise the building about 2 ft of the proposed area, um, you have a. 00:03:49,770 And I, um I or attachment in your packet just kind of gives you an aerial of the south end of the golf course near our um cold storage building that we were looking at. 00:04:02,970 And so as we dug into this, um, we were hoping tonight to come before you for approval to advertise for bids and open bids in March, or excuse me, yeah, in open biz in March, a ward in April to proceed with construction with the building as the new information came to light with us about getting it out of the flood plain. 00:04:17,270 We thought we were out of the flood plain, but the city’s required us an additional 2 ft to be raised, um. A lot of the subcontractors weren’t accessible, and then obviously veterans today, so we did have a quick conversation. The other option would be raising the road so that we’d have a level parking lot driveway when you come into the approach of your building, which we know cost efficiently from the north 00:06:04,830 to the south and is a long gravel road, um, dollars just don’t make sense to spend at that time, so that was one solution we even looked further south to get almost by hole number 6 tee box to kind of see how that area of land would look. 00:06:21,170 It is out is out of the flood plain, unfortunately, the size of the footprint of the building and things that we would have just doesn’t make it adequate. But we’d have to end up moving to tee box, probably removing that tree that’s in between 5 and 6 tee box, um, and pushed the tee box over to the east, which now brings tee 00:06:35,200 shots from hole number 5 onto the tee box at proposed number 6. So a lot of move in part to guess what I’m trying to say, Hopefully next month we’ll have a direction what we’re going with. And We can’t go any direction from there if we attached it to their just you didn’t feel comfortable. the existing. Well, I mean, to the cold storage building that’s down there now to to keep it out. I thought the concept made sense. 00:07:48,300 We thought originally we could push the building further to the West as much as we could because we were told we were far enough away from the toll of the of the levye, but as we know we’re going through the levy process here at Manda Municipal. Some things have changed and they’re in their accreditation process, so I’m hoping to bring more information back to you next month. We just talk about price because yeah, it doesn’t look like this is gonna. 00:10:01,370 OK, so this summer we have been engaging pump tracks, which is the uh company that is working on. Minnats and to my knowledge, they still actually haven’t started my nuts, uh. 00:10:19,430 Uh, Pump track yet, but, uh, we’ve gone ahead and we sent them aerial shots of the land and drawings and talked about kind of what we wanted and they actually came back with uh. Uh, kind of a multifaceted approach when they looked at the slope that was there and it’s and they suggested a few more features instead of just doing a pump track, they thought there was more for more features up there, so what you’re seeing there on the screen, um, on the left 00:10:39,130 side of that would be the uh the current paved path that comes down the hill to kind of set your perspective, so this would be kind of West looking east towards Lyons Park, so the line. 00:10:59,300 That is immediately to the right of that paved path is what they’re calling a jump line, so it uses the natural slope of the terrain and they put some tabletop like BMX track style jumps on there, and that then ends down in the pump track. 00:11:15,370 So that was one feature they suggested adding the one that’s kind of in the middle and to the right that’s hit by the trees a little bit down the hill, so that’s a skills course. So one thing when you’re looking at building up your skills before you hop on trails is riding over bridges, riding over logs, any other obstacles that you might see. 00:11:36,170 So what a skills course is, is a kind of a specifically designed manage introduction for beginning writers to kind of help build your skills before you quote unquote. out in the wild. It gives you an opportunity to go ahead and practice that stuff before you just see it out on the trail, um, it kind of makes your barrier of entry, uh, a lot easier, um. 00:11:51,730 Just to kind of get things figured out, so that line also ends up at the pump track. You can see the two paved areas that go into the pump track, so the bigger area that is on the right side of that picture is the pump track and so the jump line and the skills area end up in the pump track and you can access the 00:12:08,700 pump track separately without going through any of those other features, and so it creates kind of a nice big riding area and uses a chunk of land that’s essentially a hillside that gets mowed, and I think There’s some yeah. 00:12:26,830 So that’s a little bit flatter 3D rendering of it, so on the left side of that image is the jump line, so you can see those BMX style jumps that you’d use coming down the hill, uh, the middle section, you know, the 3D renderings are. Look a little bit too cartoonish when you look at them, but um. 00:12:44,970 I don’t know that we would probably put a pipe on there like that, but you can see that there’s the, the middle line in there, the kind of white looking blocks would be stones, uh, the one. To the left of that, that’s brown, that would be like a wooden boardwalk for people to ride over. 00:13:00,500 They would be fairly low obstacles, because again, what you’re trying to do is get people’s confidence built, and you know, you’re not going to throw them on a bridge 4 ft in the air and be like, OK, go learn, so most of the stuff is seen as fairly safe in a way to increase your skills without uh having like a high danger factor to it, and 00:13:14,470 then over on the way right hand side, you actually see they have a pile of logs, which is, you know, again a little bit kind of a cartoonish representation of it. I think we’ve got a nice, is there a flat or pump track one? OK, that one should work. I wonder. 00:13:42,200 Yeah, that one, that one you can kind of see there if you picture it from a flatter perspective, so the left side of that image would be the east, uh, the right side would be going up the hill to the west, and so really to put in perspective, you know, again, the pump track is essentially, you know, an asphalt track with 00:13:59,770 um dips and peaks in it that you practice riding and trying not to pedal essentially is what it is. So those are the 3D renderings that they came up with, so what we asked Pump Tras was for a phased approach, knowing that this project would come in, uh, way over what we had intended for just the pump 00:14:16,230 track itself. So they came back and said it would not be a problem to phase anything in, so when we, we would look at doing the pump track as the first phase of the project, it makes the most sense to it, um, and is actually of the three that are there, it’s the largest of the features. 00:14:35,170 So what they came back with for a price wise for the pump track was 180,000, uh, which includes the stone base material under the asphalt, the asphalt, machinery, rental, travel, and labor, uh, to get everything. 00:14:54,170 Installed and put in Uh They have a few additional features that when we get up here that could be added, so some of the individual features too it could be added and changed depending on what we, you know, make a decision when they start building the jump line would be about 130,000, uh, same concept, stone-based material, asphalt machinery, rental, travel, and labor included in that price. The skills course, um. 00:15:16,770 Include stone based material, asphalt, machinery, rental, travel, labor, and about 15 or so skills to make on the site or they can be purchased. There are companies around that, um, you know, less maintenance wise, you can build um rollers out of straight wood, pressure treat, or you can build them out of metal, uh, there would be less maintenance to those, so those 00:15:36,730 are kind of things that they can add, but they’re basically saying for this layout we’ll give you 15 features and we would get the choice to pick those out. 00:15:53,730 So for phase one of the pump track at 180,000 what we were looking at for funding would be using a uh North Dakota RTP grant recreational trails program, Federal Highway dollars that’s administered by North Dakota State Parks, and that is an 80/20 match, so they’d be looking at a 20% local match or $36,000 and that would be our local match, so what we would be asking would be if the park district would be interested in going half 00:16:12,100 with us, um, we would commit to half of it, but we what we would actually prefer to do would be, let’s say term it as up to 5 because we would like the opportunity to do fundraising against the park districts have. Or I should, I shouldn’t say the park districts have against the total local match in general. 00:16:33,430 Mm And then we, our intent would be as the future when we looked at uh finances and donations and that, um, we would be looking at completing these grants. 00:16:58,730 The good thing about the RTP grants is you are allowed to go after the grant multiple times, so the grant itself has a $250,000 limit, so it actually works out better for us to phase it in because it actually gives us the opportunity to go after more grant funding rather than just having a larger part of a local match. 00:17:13,200 So in subsequent years, we would look at Um, going after the grant in multiple phases to build the other sections out. Do you know Jamie did mine out in the other, other pump tracks did they get that grant in the state, uh, that I don’t know. 00:17:30,100 It, it, when we talked to pump tracks, we were under the assumption that would be, they would actually be up there working on it this summer, but that did not happen, so I don’t actually know what to hold up on myott’s pump track is, but as far as I know, pump Trax wasn’t actually up there that year. 00:17:44,670 Or this year because they didn’t, they didn’t, uh, we told them that if they decided to swing through that we would like to invite the park board up there to everybody take a look at the piece of ground, but they never did come up to North Dakota this year, so. 00:18:01,500 Um, Cole, I got a question, is because it’s gonna be bigger than what we talked about in the beginning, is that gonna affect anything with the with the land out there with far as federal federal land, do we have to Worry about that. So the Sunset Park, uh, as you mentioned, has was purchased with land and water conservation. Um, around the backside of what you refer to as Davenport Hill. We did specifically bring that up, uh, Dustin’s concern up with Pump tracks and the East end of the facility, um, the good thing about Pump tracks is your corners are banked, like there’s no flat corners on it, so as the pump track makes a 00:19:09,900 circle around that hill, um. It would just be built such a way that so there’s essentially a curve right there, so there wouldn’t be, cause yeah, we, we told them the concern of it was, uh, we didn’t wanna invite water to be running through the pump track, but they didn’t foresee a problem with that. 00:19:25,500 And Jamie, can you remind me the age group that we’re dealing with here, are we from, are we doing from one year olds to 80 year olds, basically, yeah, essentially there’s really no age limit on these things, um, we’ve seen, you know, a 3 year old kids Strider bikes, the bikes that don’t 00:19:43,570 have any pedals on them that they just run along with, we’ve seen uh kids that age on them to basically anybody that feels safe riding a bike. So yeah, it’s, it’s, there’s really not a targeted age group for it, it’s all ages. All right. And on the, on the. Oh, good evening. 00:26:39,530 I’m here today to give you an update on the Manda Park District phone application. um, Tyra Ripple and I in our office started this process earlier this in October, um, basically the goal of this app is basically threefold for the goals, um, to have all of our youth and adult program registration, uh, accessible through this app. 00:27:00,500 basically user friendly, um, medium for patrons to. Sure. Um, the second goal is to have registrations, so, um, reservations through our park shelters and our birthday parties straight from the app. 00:27:20,030 And then the 3rd goal, which was kind of the the biggest kind of what Tyra research on why this app came to be is to basically have our membership scans through this app. So that’s with the raging rivers and the Mandan Aquatic Center. So patrons are also able to renew their membership through this program and also, um, purchase their memberships. 00:27:41,900 So, With that being said, we launched it this past Thursday, um, to the public, and we’re going to continue to market the app through program registration, email marketing, and just to just continue, um, that big push through our Renervers Black Friday sale. Um, also with this app and another really cool thing that I think from the marketing side is you can do push notifications and alerts. 00:28:00,100 Um, so let’s say it’s, you know, raining at baseball, you can send that alert to the specific patrons, so you log into your app and that’s the first thing that you’re going to see.
