00:00:07,170 Everybody, it’s 9 o’clock on September 12, 2024, which is the appointed time and place for the Bismarck Parking Authority’s monthly meeting, um, my name is Jim Christiansen. I chair the authority. 00:00:24,830 I see that we have a quorum present and we would go right to the agenda with the first item of business being to consider the minutes of the August 8th meeting. Changes, corrections, comments. If not, is there a motion to approve the minutes? I move 2nd. Any further discussion hearing? None, all in favor say aye, please. Paul was saying that motion carries. Regular agenda is rather short this morning, which is OK. 00:00:48,930 The first item of business business under the regular agenda is to consider the financial statements. For August, which you have in front of you, and management will Point out any extraordinary items or anything else that they would like to point out Mr. Chair, board members, um. 00:01:12,600 Things are in line as far as budget on income and expense side of things, um, uh, security fee, um, there was a an invoice lapse there so it’s not that we didn’t have security services um the invoice will reflect here, uh, next month, so, um, and then, uh, we did move 200,000 to the reserve accounts or our reserve account balance is $2,182,615. 00:01:41,230 Um And, and actually with adding in that 200,000, then now it’s 2,382,615 Questions of Jeremy? What was the 12,430 in repairs, Jeremy. Oh yes, actually that was a wing wall repair in the 6th and 3 ramp, um, on the 3rd level or Mark Twain level. 00:02:06,830 As you’re coming out the exit, uh, that one seems to get brushed quite a bit, even though we have yellow markings and uh reflector pole on that, uh, taking that turn, I think sometimes some vehicles start to clip in and over time it wasn’t just one incident but over several years it started to become weakened. Uh, so we had to do a full replacement on that wing wall. 00:02:26,500 Other questions? Um, would now be a good time to talk about the, the water damage, or did you want to bring that up on your other business? Yeah, I had that slated for other business. OK. Any questions on the financials? If not, is there a motion to approve? Move to approve. Is there a second. 00:02:46,670 Any further discussion? Hearing none call the roll on that one, please, Sue. Josh, Kyle, Todd, Jake, Jim, yes, that motion carries. We’ll move on to item 3 on the agenda, which is to review the request for proposals for the arcade ramp repairs engineering services and construction documents which you have in your packet. Jeremy Uh, yes, Mr. 00:03:10,330 Chair, authority board members, um, we did an RFP for the Eng engineer services for the uh recommended repairs on the Parques uh. Entrance ramp area, um, And so we did have, uh, with that went on for RFP last month and we had one bid with CW Structural, um, and included in their bid is uh a subcomponent that they are working with Walker, uh, consultants as well. 00:03:34,830 Um, Uh, but the main engineer would be CW Structural. So their base bid came in at 82,900 and that is for uh the engineer, uh, schematics. Um And supervision of the repair projects for priorities uh 1 and 2, That was part of this uh CW structural report from back in in August, and then, uh, we did have as 00:04:01,100 part of the RFP had um. An option or it was requested to include option B, which was some of the column, uh, repairs that are spalding on the um green level and so. 00:04:22,530 Uh, it was advisable to take care of that kind of sooner than later as well, so we added that into the um request. OK, so the uh the sum total of the sole bid, um, was 82,000. $900 and that includes Walker. That’s everything That’s everything everything That’s everything questions of Jeremy on the proposal. 00:04:57,700 Anybody? And if you look at the construction or the the Does the bid package timetable, and potential construction schedule, um, ideally the bids would be awarded next spring for summer and fall construction next year. And hopefully completed by fall of next year, a year from now. Then hopefully we’re good for a while. On the old park aid. At least another year. Any questions of Jeremy? So, Mr. Chair, just to add as well then, so this is um. 00:05:22,770 For the the engineer supervision and schematics of also uh helping put together the documents for the RFP for the construction companies, um, and we did have some engineer estimates on that so uh the um. The fees 1 and 2 items, um. is 85,000 engineer estimate for repairs and then the option uh B on the green level that included the column. 00:05:48,970 Uh, Spalding epoxy repairs and then traffic coating over the whole uh green level was 135,000, so all total of um if the board wants to go forward with all those projects, 220,000 is the engineer estimate. But we would of course go out for RFP on on all that. 00:06:12,770 OK, but today we’re being, we’re being asked to approve this. The engineering proposal, right, yep. OK. Is that clear to everybody? So, Jeremy, do you want a separate action on The, the, uh, Other phases or? It’s up to the board, but I think you could lump it all in one and just do it because they do have a lump sum total at 00:06:38,270 their as their base bit of 82,900. OK. We combined phase 2, phase 3 phase, OK. OK, so the action would be to propose to approve the bid for 829. Correct? Jeremy, correct? Uh yes, that is correct. What are your wishes? Still early in the morning. For me, some of us. 00:07:19,170 a motion to approve and award the Uh, the bid of $8,200,900 to CW structural Engineering. Is there a second? moved and seconded any further discussion on the motion? Any discussion? If not, please call the roll. Josh, Kyle, Jake, yes. Todd, Jim, yes, that motion carries. Thank you. 00:07:51,170 Other business, Jeremy, um, yes, Chair authority board members since our last meeting in August, as everyone knows, we had a heavy rain event. On, um, August 13th that affected a lot of downtown business areas and arcade building was not exempted from that. 00:08:11,430 Um, we did have some overland water that came into the Sanford tenant space and thankfully, um, only one tenant was affected, but Sanford is the largest tenant there, um, and then, of course, while we did have some water that came into the common area too, but, um, aerial Cleaning did the uh mitigation water extraction, uh, they were there that evening, actually, um, handling that. 00:08:30,870 Um, and, uh, the Sanford’s, uh, Space loaded take some uh damage as far as restoration needed for the walls where they had to take out um about 3 to 4 inches of baseboard height to dry out wall areas, uh, pretty much throughout their space. 00:08:49,430 I’d say about 50% of their space was affected, um, you know, 50 to 60%, uh, and then some, uh, most of the area is tile areas, so I mean that was easy to for clean up um no uh restoration either, but they Do have some carpet areas that are affected as well, so, um, total, uh, mitigation, restoration damage estimate, and this is just ballpark estimated about about 50,000, um, checking into our, uh, insurance plan, we do not have a flood rider, and this was overland flooding. 00:09:14,000 So this would be the restoration costs would be regular operating costs. However, uh, speaking with uh, Anya in the city attorney’s office, there may be Some federal assistance available that they’re looking into yet, but um. To be determined. So to clarify the 50,000 estimated repair costs, that’s on us. At this point in time, yes. 00:09:42,830 Questions Of that particular item. OK. Uh, keep us posted. I guess there’s not a lot we can do about it, so. It’s been there. We’ve we’ve all experienced it in some way, shape or form in our own buildings and homes in some cases. Jim Jim the first time where we’ve actually had flooding. 00:10:03,500 I mean we’ve had heavy rains before in downtown Bismarck, but this is the first time and that was a. A monsoon. Yeah, and, and, I mean, in my time, uh. This is the only event I’ve ever experienced, but then living in Bismarck, I think this is the only time I’ve seen it. 00:10:22,170 To this extreme, and I, we’ve never had flooding in the parquet that I’m aware of. Up until this point. Other questions? Other business That way Kyle. Um, so anyway, just, uh, as we approach the end of 24, I’d like to take the opportunity to express my gratitude to the privilege of serving the Bismarck Parking Authority, um, it’s been offered to contribute to the 00:10:45,830 development and improvement of the city, the infrastructure to work alongside dedicated individuals. So at the end of this year, a 24, um, I’ll be taking some time to spend some family members and uh traveling out of state as well, so I won’t have the time and the ability to provide the commitment to the board. 00:11:02,300 So just wanted to make sure there was time, obviously that would allow for the parking authority to fill the seat and uh once again just wanted to thank you for the time that was there. 00:11:18,830 Um, still going to be around, not necessarily leaving for good, um, but I am taking 25 for a time frame of spending that out with my family and doing some traveling abroad. If you have any questions, let me know. Thank you, Kyle, and we look forward to the next few months, uh, you, you’d let me know this a month ago and appreciate it, but um, Again, we appreciate your service. It’s about all you can say. 00:11:34,930 It’s not a glamorous job, but it’s work of the city that has to be done, so, so, uh, Isaac will give us a quick update on the process to fill vacancies, and do you know offhand which other terms are up the end of this year because Cy’s was up anyway. Sorry to put you on the spot. 00:11:52,500 Mr. Chair, I actually, yeah, Kyle’s term does expire at the end of this year, so his term would have been the one that would have been anyway. So it’ll be advertised on the city’s website. Are there any other terms that are up the end of this year, Jeremy? No, OK. OK. 00:12:10,770 Anybody else wish to resign or retire or we, we only take 111 at at a time... 11 for a year. OK. Thanks, Isaac. Um, I know the downtowners aren’t able to be here for an update this morning because we’re getting ready for the 51st annual street fair, which starts tonight, tomorrow, Saturday, so it’s gonna be a crazy times downtown and uh 00:12:32,030 they’ll have what, 40 mile an hour winds to keep the yellow jackets at bay, so at least today. Um, other business, anybody E have anything else? Kyle, um, just kind of an update from a real estate perspective, we have begun to see a little bit of interest in the downtown properties specifically we have uh one of 00:12:47,700 the properties on the market. Uh, there are a couple of new businesses look like they’re going to be opening up in the downtowners will probably have some knowledge of that. 00:13:01,070 Uh, there’s also been, uh, a few property sites that have come now available, so it seems like we’re winning a few winners in a few kind of balance between that, uh, but just from a general look for state protect general real estate uh objectives. 00:13:17,370 The downtown area with the parking side of things right now, um, I think that, you know, it’s good to see a couple of new businesses come in and possibly they’ll be using some more parking at the same time we’re losing a couple of them as well, so kind of a balanced market right now, yeah. Thanks for that. One other thing, Jim, you know, Last couple of weeks there’s been a lot of roadwork downtown and the city, I think, has done one heck of a job. 00:13:32,970 They, it’s a, it’s a mess and, you know, everybody complains, but then they complain when the roads aren’t good, but, uh, the people that were doing it, it, it went very well and, and it’s chaotic, but the results are great, so. Mayor, your crew did a heck of a job. Kudos. I would say that I can bring up one, you think about it. 00:14:03,830 That And we actually did that um as part of the 3rd Street project with the 3rd Street around. Yeah, no, it kind of was last minute. So point well taken. Anything else for the good of the order? Anybody? Anyone out in the audience. All right, well, if there’s no further business and if there’s no objection, we stand adjourned until October
