00:00:09,500 spk_0: Monday, July 21st at 5:30 p.m. uh, we'll begin with the Pledge of Allegiance. 00:00:37,567 spk_0: This is our reorganizational meeting and I'd like to welcome our the three returning members. I guess Laurie Ferris, Tom Peters, and Jake Schmidt. We're all elected to another 3-year term. They've all taken the oath of office and welcome them back to the school board. So, and at this time, I will call, accept nominations for board chairperson. 00:01:04,600 spk_1: Well, I nominate Sheldon Wolf for, for a board chair. I 00:01:10,000 spk_0: We have a motion in a second. Are there any other nominations? 00:01:15,000 spk_0: Any other nominations? I bought my own Thank you, everybody. Thank you for putting your faith in me. Um, we'll move on then and we'll accept, uh, I'm assuming you're turning it over to me, right? Um, we'll move on then we'll accept the nominations for board board vice chairs. 00:01:57,467 spk_1: I'll nominate Rick Horn. 00:02:01,367 spk_3: I have a second. All right, we have a motion in the 2nd. Any other nominations for board vice chair? Any other nominations for board vice chair? Seeing and hearing none, please call Roll. Yes, 00:02:16,000 spk_2: yes. 00:02:19,000 spk_1: Yes. Yes. 00:02:24,100 spk_3: Yes. Yes. Congratulations Mr. Horn. And then we'll move on, uh, approval of the agenda, is there any changes to the agenda? Seeing none from administration. Any anybody else? All right, could I get a motion to accept? 00:02:40,166 spk_1: I'm 00:02:41,000 spk_4: I move to accept the agenda as presented. 00:02:43,567 spk_3: All right, we have a motion. We have a 2nd. We have a motion in a second. Any further discussion? Seeing and hearing them, please call roll. Yes, 00:02:53,200 spk_2: yes. Yes. 00:03:01,367 spk_3: Yes. Yes. Yes. Yes. Yes. Yes, anybody in the audience wish to address the board, uh, seeing nobody. I'll move on. We'll go to the administrator's report, proposed school board member committee assignments for 2526, Dr. Bits, 00:03:18,367 spk_0: um, in your packet, I took the liberty of, uh, doing committees kind of based on what happened last year. Um, this is open for discussion. I don't know that we want to finalize this tonight. But I put a few things together. Um, I did add a wellness committee and put, uh, Ms. Shannandoor, um, on that, um, but I, I guess I don't want to take over for you, Mr. Wolf, but it maybe if anybody has any changes they'd like to suggest or things they'd like to see different, they can communicate that to you or I, and we can talk about this again on August 4th. 00:03:50,667 spk_3: Yep, that'll be correct if you want to make any changes. The one that is on here, um. Joint facilities with Park District. That meeting just does not work out for me. I am on that board, so if somebody would like to assume that, please let uh Doctor Bitzer myself know and we'll put you on that for the next time frame, and we'll do like we did last time. I think the next board meeting we'll finalize this. So if you got any changes, you know, let us know in regard to it. If you want to move committees or whatever, we can move some things around on there pretty open for looking at that, so. If you do, let us know, we'll go from there, all right? I was 00:04:30,500 spk_0: It meets once a year and it's usually a noon meeting in January, right? I think it's, uh, I can't remember what day of the week it is. Thursday maybe. It's a Thursday noon meeting in January. 00:04:43,367 spk_3: It just conflicts with something I have all the time on that day, so. 00:04:48,100 spk_0: I know Mr. Hogan has gone to a couple of them in your place, but uh I think it's open. If anybody wants that, it would be open. 00:04:55,367 spk_3: All right. 00:04:57,800 spk_3: Any other thoughts, suggestions on them? 00:05:03,266 spk_3: I see and then let's go to the North Dakota School Board Association annual convention, the 9th and the 10th. 00:05:09,166 spk_0: Correct. The 9th is the new member seminar and the legal seminar, and then the 10th is the annual convention. This is different. It's usually the end of October, so they changed the date. Um, registration isn't out yet, um, but I just thought I'd let you know so you can put it on your calendar if that's something that interests you. 00:05:28,066 spk_0: And then if I may, Mr. Wolf, um, the next one is DPI school board member boot camp. That is via Zoom on August 7th, and that registration is out if you'd like to do that, we can get you registered for that. 00:05:42,767 spk_3: um, what is that all about? 00:05:45,500 spk_0: Um, I think they just each department at DPI just kind of goes and gives an overview of what they do and, um, how they work with schools. 00:05:56,266 spk_3: So it's about their stuff that they do. It's the, 00:05:57,900 spk_0: the stuff that they do and they just, I guess, want to inform board members of the supports we have from the department. 00:06:06,000 spk_3: If somebody wants to go with that to you. Yeah, 00:06:07,767 spk_0: they can get to me and it's a Zoom meeting. 00:06:13,066 spk_3: so if you wanna go, let him know, OK? Alright, anything else on that one? 00:06:21,100 spk_3: All right, then we'll move on. We'll go to the consent agenda, review and consider approval of previous board minutes from June 23, 25. What are the wishes of the board? 00:06:31,867 spk_1: I would move that we approve the consent agenda. 00:06:35,300 spk_3: Alright, we have a motion. We have a second. We have a motion in a second. Please call roll. Yes, 00:06:43,367 spk_2: yes. Yes. Yes. Yes. Yes, yes, yes, 00:06:49,667 spk_3: yes, and we have no unfinished business, so we'll go into a new business tonight is kind of the night we make a lot of motions to get everything going for the next year in regard to it. So as we go through it, uh, we have a lot of motions, so we'll get them taken care of, but we'll start out with the first one. Designating the Mandan News, the official newspaper of the Manon Public School District. Doctor Bitz, 00:07:13,000 spk_0: correct. The Mandan News has been our official newspaper for as long as I can remember, and it would be our recommendation that we continue with them. 00:07:20,867 spk_3: All right, what are the wishes of the board? 00:07:25,600 spk_4: I move to continue with the Manda News as the official newspaper of the. 00:07:30,767 spk_3: Alright, we have a motion. We have a second. We have a second. Any discussion? That was actually voted on, right, so we really don't have much choice, correct? 00:07:42,000 spk_0: We have to publish our minutes. We could pick a different official newspaper if we wanted to, um, the minutes, we have to publish our minutes, but. In the official paper, but you get to pick the official paper. 00:07:54,900 spk_4: Can I ask what is the man news is all digital now or is there a print version? 00:07:59,667 spk_0: I do believe they still have a print version, but I'm not sure. We, it's together with the Tribune. It's the, yeah. 00:08:10,667 spk_0: OK. 00:08:12,166 spk_3: Yeah. OK. Any other questions? Seeing and hearing them please call roll. 00:08:20,500 spk_3: Yes. 00:08:23,767 spk_2: Yes, 00:08:25,100 spk_1: yes, 00:08:27,100 spk_2: yes. 00:08:29,467 spk_3: Yes, yes. Next item, uh, consider appointing Ryan Legacy as the district business manager. Um, he's been a business manager for a while, so what are the wishes of the board? 00:08:43,100 spk_5: motion to appoint Ryan Legacy as a district business manager. 00:08:46,266 spk_3: We get motion. We have a second. Any further discussions other than saying thanks for all the work you do. I'll tell you that now. Please go roll. 00:08:57,200 spk_2: Yes, OK. 00:09:00,367 spk_2: Yes. 00:09:04,266 spk_2: Yes. Yes. Yes. Yes, yes. 00:09:09,100 spk_3: Next item, consider authorizing the business manager and the superintendent to invest school district funds. Pretty much you handle the investment side. Any anything you wanna add there, Doctor, uh, 00:09:19,266 spk_0: um, just that we are bound by law on what we can invest in. We don't get to speculate and get into the dock market. It has to be a pretty safe return. 00:09:30,266 spk_3: All right, what are the wishes of the board. 00:09:32,867 spk_1: I would move that we authorize the business manager and the superintendent to invest in our school 00:09:38,600 spk_3: funds. All right, we have a motion. We have a second. We have a second. Any further discussions or questions? Seeing and hearing them, please call roll. 00:09:51,000 spk_2: Yes. 00:09:55,100 spk_2: Yes. Yes. Yes. Yes, 00:09:57,066 spk_3: yes, yes. Next item, consider approval of building principles, the authorized representative of Man. Public school district for the school immunization. Doctor Pitts. 00:10:06,700 spk_0: Correct, we need to supply information to the Department of Health on the number of kids that we have that have different immunizations and the business or excuse me, the principals are the point of contact for each building. 00:10:20,066 spk_3: All right. Any questions? What's the wishes of the board? 00:10:27,567 spk_1: I would move that we approve that our business managers as the authorized representatives of Man and Public School District for the school of immunization 00:10:36,266 spk_3: law. We have a motion. We have a second? You have a second. Any further discussion questions? 00:10:46,600 spk_3: Mr. Haggin, do you have a question? Looked like you had. OK, you're good? All right, please go roll. 00:10:56,400 spk_2: Yes. Yes. 00:10:59,266 spk_1: Yes. 00:11:02,200 spk_2: Yes. 00:11:03,400 spk_3: Yes. Ms. Suvast, if you do have questions, just chime in, please, OK? 00:11:10,166 spk_3: Next items that she said sounds good. All right. Next item, consider designating uh Doctor Bits and Doctor Ritaroth as the authorized representatives for all state and federal programs. Doctor 00:11:21,567 spk_0: Bits. Correct. The, the money that we get from DPI and from the federal government all comes through programs and they require you to designate an authorized representative to work with them on your behalf. 00:11:35,066 spk_3: OK. 00:11:37,367 spk_3: Might have a little work cut out for you for uh title 23 and 00:11:42,266 spk_0: Yeah, actually, it might not be a whole lot of work. We might not. 00:11:46,467 spk_3: And I know you're out there working on it. Any questions? 00:11:52,667 spk_3: Seeing and hearing none were the wishes of the board. 00:12:00,066 spk_5: all 00:12:01,266 spk_3: We have a motion. We have a second. In a second. Any discussions, comments, questions? Seeing and hearing none, please call roll. 00:12:12,800 spk_2: Yes. Yes. Yes, yes, yes, yes. 00:12:19,767 spk_3: Yes, the motion passes. Uh, considered designation of the following individual as supervisor of programs, Title 1, Doctor Redderrath, Title 2, Part A, Doctor Redderra. Title 9, Doctor Bits, English Learners, Doctor Bits, Homeless liaison, Lonnie Delmore, foster care lies on Troy Lee Langguard. Title 6 Indian Education Grant, Travis Elbers, assessment coordinator, Perry just, child nutrition director, Jewel Meyer. Um, 00:12:49,000 spk_6: yeah, just to note two changes on there, the homeless liaison Lonnie DeLorum is new to us, cat doll, um, resigned so Lanie is another family liaison stepping into that role, and Jewel Meyer is the new nutritional director who replaced Becky. Uh, and just to know around federal funds, um, we're still waiting on 23, and 4 currently, um, they opened up some federal funding this last few days that was all after school programming though that it was not funding that directly impacted us. So I think that's something at our retreat when we need to just really look at the budget and what that could mean for us and where those dollars currently go and how we leverage them. 00:13:27,266 spk_3: OK, thank you. 00:13:30,166 spk_3: What's the wishes of the board? 00:13:33,700 spk_4: I move to designate those individuals as the supervisors of the programs listed. 00:13:38,000 spk_3: All right, thank you. Do you have a second? We have a motion a second. Any discussions, questions, concerns? Seeing and hearing them please go roll. 00:13:49,100 spk_2: Yes. Yes. Oh. Yes. Yes. 00:13:53,767 spk_1: Yes. 00:13:56,300 spk_2: Yes, 00:13:57,500 spk_3: yes, yes, that motion passes. Uh, moving on to GE review and consider approval of securities pledged by local banks to guarantee school district investments. Mr. Lee. Yes, 00:14:08,567 spk_7: included in your packet is our pledge of securities from our depositories. Uh, the school board is required to approve this twice a year. Um, Star and BNC Capital Credit Union, and Dakota Community Bank all meet the requirements. It would be my recommendation to approve. 00:14:23,367 spk_3: All right, thank you. Or the wishes of the board? 00:14:28,000 spk_1: I would move that we approve uh. Well, how would I say it, consider approval of the security securities pledged by the local banks listed. 00:14:39,767 spk_3: Thank you. We have a motion. We have a 2nd. We have a second. Any further discussions, questions? If not, please call roll. 00:14:49,266 spk_2: Yes. Yes. 00:14:56,166 spk_2: Yes. Yes. Yes. 00:14:58,400 spk_3: Yes, yes. Next item on the agenda review and consider approval of school board meeting dates for 25 and 26. Dr. Bits, 00:15:08,467 spk_0: correct. In your packet is a schedule of proposed dates, um, kind of mirrors what we did this year where we have one meeting in July 1 meeting in January 1 meeting in December, and one meeting in June, and then two meetings every other month. Um, if it's a holiday, we move from Monday to Tuesday, but, um, this schedule just mirrors what we've been doing. 00:15:30,166 spk_3: All right. I'll see if I can make the ones that started for. 00:15:37,166 spk_3: Any questions or concerns on this? Any changes? 00:15:42,667 spk_3: Seeing no, what are the wishes of the board. I move to approve 00:15:46,900 spk_2: the school board meeting dates 00:15:48,000 spk_3: for 25, 26. All right, we have a motion. We have a second. 00:15:54,300 spk_3: Any further discussions, questions? Singing and hearing them, please Carl. 00:16:01,066 spk_3: Yes. 00:16:02,867 spk_2: Yes. Yes. 00:16:06,166 spk_1: Yes, 00:16:09,200 spk_3: yes, yes, uh, next item review and consider approval at 2526 substitute teacher pay, Doctor 00:16:15,900 spk_0: Bits. Correct. In your packet, um, you can see that this past year we paid $140 per day. We would like to increase that to $150. Um, that is the line. Bismarck is doing the uh identical amount. Um, rumor has it that. A few years back, we didn't have the same rates and people were dropping jobs in one district and taking them in the other, so it just kind of made a mess, so we kind of like to. Set our sub pay rates the same. 00:16:41,767 spk_3: We having any issues getting subs. 00:16:44,567 spk_0: Uh, last year was better, but it's, it's always a challenge. Um, you know, you divide that out over 78 hour day. It's not, uh, great money. If you fill in for a long term, so it, it pays better, but a day here or there, it's tough to get a call at 6:30 in the morning and expect you to be there at 8. 00:17:05,367 spk_3: Yeah. All right. What are the wishes of the board? 00:17:10,367 spk_1: I would move that we approve the substitute teacher pay for 25, 00:17:13,867 spk_3: 26. And we have a motion. We have a second. We have a second. Any further discussions, questions, concerns? Singing hearing them, please go roll. 00:17:24,266 spk_2: Yes. 00:17:29,867 spk_2: Yes. Yes. Yes. 00:17:34,266 spk_3: Yes, uh, next item review and consider approval 2526 activity fee and ticket prices. 00:17:40,700 spk_0: Correct. On the same page on the bottom is we are recommending no change to our athletic admission events. We raised prices last year and we will keep them the same, or we're recommending that we keep them the same going into this year. 00:17:55,000 spk_3: Or the wishes of the board in this one. 00:17:58,367 spk_1: I move that we approve the activity fees as listed. 00:18:04,000 spk_3: We have a motion in a second. Any further discussion? Further discussion seeing and hearing them, please call roll. Yes, 00:18:12,367 spk_2: yes. 00:18:17,166 spk_1: Yes, 00:18:18,166 spk_2: yes, 00:18:20,066 spk_3: yes. Yes, motion passes. Next item on the agenda is review and consider approval, the 2526 school facilities, rental fee, uh, Doctor Bits and when you talk you talk about some that were crossed off here, so we got. 00:18:33,700 spk_0: Yeah, correct. Um, basically made a couple of changes up top, um, and I missed a number. Um, the, the new auditorium, we'd like to say $400 an hour and then $1600 a day. It's 4 times, um, that's kind of what we've done with our basketball courts and stuff. When you get down into equipment, um, I think that should just go along with what you're renting. Um, we just kind of thought it was unnecessary and complicated. I took a look at what Bismarck was charging, and looked at their forms, and they didn't charge for any of those things, and I just think it's just cleaner and easier, um, that we don't need to. When you rent the gym or auditorium for $1600 a day, you get custodial services with that. 00:19:15,867 spk_3: OK. Any other questions? 00:19:19,767 spk_3: What are people 00:19:20,767 spk_2: renting the culinary 00:19:21,800 spk_0: kitchen for? It has not been rented yet, but if somebody wanted to, um, we would much sooner have them in that kitchen than our own kitchen just because of the requirements the federal government puts on our kitchen and it being used, so it's never been used, but. 00:19:40,800 spk_3: But in in reality if somebody rented the auditorium in the culinary kitchen because they wanted to do some things they could, I mean, that would be kind of an example where somebody. 00:19:52,767 spk_3: OK Any other questions, comments? What are the wishes of the board? 00:19:58,800 spk_1: I would move that we approved the 2526 uh activity uh school facility school facil facilities rental fees. 00:20:08,200 spk_3: Alright, we have a motion. We have a 2nd. We have a second. Any further comments, questions, seeing and hearing them, please call Roll. 00:20:22,767 spk_2: yes, yes, 00:20:27,767 spk_3: Next item review and consider approval at 2025, 2026 child nutrition meal prices, Doctor Bits. 00:20:34,266 spk_0: Correct. And here we are, um, asking for, uh, to raise prices. Um, food costs have gone up, labor costs have gone up. Um, we deficitsat last year in our food service program. Um, basically we're looking at about a 15 cent increase for, uh, elementary breakfast, elementary lunch, and secondary breakfast, uh, middle and high school lunch, we're recommending going up a 25%. Um, those are, that's just to cover our costs. Um, we still don't have federal reimbursement rates yet for this upcoming school year, um. That's true, it's not the Department of Ed, it's the Department of Egg, but um it's hard to get answers out of Washington right now. 00:21:15,066 spk_3: Doctor Bits, we also got to stay fairly close to what they're having, right? Can you, can you kind of refresh us on that, 00:21:20,467 spk_0: um, they want, we're supposed to, our prices are supposed to increase each year and be a percentage of our reimbursement costs, uh, so. 00:21:32,400 spk_0: The federal government, my, my kids don't qualify for free and reduced lunches, but they still get there's federal commodities in their lunch and we get a so they get, there are some federal dollars that go into even full pay lunches, free lunches, and they require us to set our wages. We're still below what they want us to be at, but we're required to be. They suggest we be higher. There's no, they tell us we have to, but there's no consequence if we don't. So that's probably a 00:22:02,767 spk_3: good way of saying. So some of the increase though is because they require us to do it. That's what I was getting at. OK, 00:22:07,867 spk_0: I didn't explain that very well. 00:22:09,800 spk_3: And one last question I have, and I'm sure others have questions. You don't, you got a question mark here for adult breakfast and adult lunch on here. 00:22:17,166 spk_0: Um, I lost my sheet here. 00:22:22,567 spk_0: Oh, that's because we don't have the reimbursement rates back, they have to be so much higher than. I will set those once we know what the reimbursement rates of what they have to be because. Adults always say, adults have to cover the cost of the commodity. In a, in the lunch, we can, the federal government won't subsidize that. So just wanna make sure it correct and then we don't until we have the reimbursement rates, we can't set those. Sorry, I wasn't very clear on that. 00:22:54,300 spk_3: All right, any other questions? 00:22:58,967 spk_0: I think we can and just we'll set the adult price. Where we have to set it to be in compliance, and I'll I'll report back to you what that is. If that's OK, Mr. Olgin. 00:23:14,767 spk_3: What are the wishes of the board on the child nutrition meal prices? 00:23:20,000 spk_1: I would move that we approve the 25, 26 uh child nutrition meal 00:23:25,867 spk_3: prices. All right, we have a motion. We have a second. We have a second. Any further discussion? 00:23:33,100 spk_3: He's got it wrong. Yes. 00:23:37,500 spk_2: Yes. 00:23:39,266 spk_1: Yes. 00:23:42,000 spk_2: Yes. Yes. Yes. 00:23:44,266 spk_3: Yes. Yes. Next item on the gen is review and consider a first reading of the following policies ILB personal electronic communication and IJA patriotic exercises. Doctor Rider. Yeah, 00:23:58,000 spk_6: so this is a little atypical. Typically we bring things through policy and personnel, but with the law change, we're required to have something on the books before school starts, um. So two things my intention as we talk through it today is we're going to bring it back August 4th because this is the first time you've seen it and I'd like to bring it back under old business instead of consent agenda because then we can talk through it. We can make if people have questions if we want to make a change, we still have an opportunity to do that there, uh, and I also intend to have it on the policy and personnel committee's agenda throughout the school year to work on, um, and to tweak. But what we have in front of us is the template from the school boards or from the North Dakota School Boards Association. Meeting the intent of the law where you see some changes where where they give us some options and I worked with Mark Andresen and Amanda Tomlinson really closely on this as their two buildings are most impacted um by this uh new bill and by this new um policy and so what you'll see on it is the two places that we had some discretion, um, is under student contact um. Let's see what page is it in a packet. I took out that employees would be prohibited um from using personal electron electronic communication devices during instructional time for non-instructional educational related purposes, including personal texting, email, phone calls, social media. Employees are expected to use their personal device. During non-instructional times and other breaks in the school day and talking with Amanda and Mark, I think this is something they want to handle in house as far as what their their policies and what their expectations are in buildings, um, for personal use, and that was an optional piece of it. Bismarck also similarly was talking about taking that section out. Uh, and then just below that it gave us two options as far as disciplinary measures we elected to put the disciplinary component of it in to our student handbooks instead of outlining it in policy. It just gives us a lot more flexibility to me it's a lot more transparent to families and the students to have it in a handbook as opposed to buried in a policy, uh, so that's why I elected, uh, to go that route, um, so those are the kind of the deviation. From what North Dakota school boards gave us that um we decided to make um but other than that we followed it pretty much the letter with the idea over this next year how it rolls out as we work through on policy and personnel we may make some tweaks but we want to make sure we were following what the law had laid out and that we were covered there. So with that I can definitely answer any questions on that policy. And 00:26:29,667 spk_0: if I may add something, I don't mean to interrupt it, but. Part of the the thinking with our staff was the instructional day is from 8:20 to 3:30 or roughly whatever our bell is. I don't have a problem with one of our teachers or one of our parents or custodians needs to use the phone during their lunch hour. I, you know, that's still the instructional day. Our, our students aren't gonna be allowed to do that. But I don't have a problem with our staff responsibly doing that. That was our, that was the thought process on that. 00:26:58,767 spk_6: We have big buildings too, and we have students with high needs and we need to be able to kind of communicate quickly and sometimes that requires staff to leverage a cell phone and, and so there's just enough nuance there that we didn't want to paint anything into a corner and that allow each building to establish their their process with that. 00:27:17,000 spk_3: Doctor Eroth, if you wouldn't mind, can you talk a little bit about some of the exceptions in here? I know it's in here and people can look at it, but for those that are watching, can you just talk a little bit about. The idea and some of those things. 00:27:29,500 spk_6: Probably the biggest um exceptions are going to be for medical need, you know, we have several students who are diabetic who need their phone to monitor insulin, those sorts of things. We do have some special education students that use personal communication devices, might not necessarily be a phone, might be an iPad or things like that to communicate, um, some hearing impairment things. There's just, there's some unique situations that require um a specific device and a specific app. Now, There's lots of different accommodations that we can meet other ways, you know, for students that don't require a phone, but there's some of those real specific, specifically medical ones that require the use of some sort of personal electronic device, but there will be medical plans around that. Um, the, you know, there will be people will be on the same page as far as why they have it, what's the appropriate use for that, you know, that's all those things that we need to, I think, work out. 00:28:22,400 spk_3: And, and those exceptions are actually written in the law, right? 00:28:26,900 spk_6: yep, specific to like 504 plans and individual education 00:28:31,000 spk_3: plans. OK, thank you, thanks for the go ahead, 00:28:35,767 spk_4: um, Doctor Ruth, it talks about the phones being. And I know when this was in the legislature they were talking about dictating what that looked like, but do we get to decide that at the school level now Yeah, 00:28:49,867 spk_6: we do. And, um, the last page of the high school handbook has kind of outlined and Mr. Andrewson's gonna actually have parents and students sign it just acknowledging that they've seen it, and we took the stance of we don't want to see your phone. We don't want to see your smartwatch, we don't want to see your, uh, AirPods. I'm not searching your backpack. I'm not searching you. Um, we're not going to require you to lock it up. We felt like we'd get a lot of iPhone 4s that someone dug out of their mom's drawer if we did something like that and turned in. Um, and it's just trying to disrupt the day as minimally as possible, but our expectation is we don't see it, uh, and if we don't see it. We're not gonna go looking for it, so we're, we don't not plan to confiscate them unless there's a reason to. Thank you. 00:29:30,467 spk_3: Yeah. Any other questions? 00:29:34,567 spk_3: This one will take a little work through the year. 00:29:36,400 spk_6: I think so, you know, we've had a lot of conversations. I think the first month is gonna be just anytime you have new expectations, it always takes some time, but I think if we can be consistent that first month and get into a routine, I, I think it'll be less of an issue than we think. 00:29:51,000 spk_3: Any other questions on it? If not, do you want to go to the next? 00:29:54,367 spk_6: Yeah, and the next one was a minor change. We already had a patriotic exercises policy in place. I just, we had to change it from allowed to required to provide a time at the beginning of the school day to recite the pledge of allegiance. Again, no students can be forced to do it. Uh, they can elect not to do it, but we have to provide that time at the beginning of a school day now. 00:30:16,767 spk_3: Any questions on that one? comments? 00:30:20,767 spk_3: This is the first reading, so what's your wishes on the first reading here for these two? 00:30:26,100 spk_1: I would, I would move to approve the first reading of policies. Uh, to said policies 00:30:33,500 spk_3: we have a motion. We have a 2nd. We have a motion in a second. Any questions, comments, concerns, anything you want to bring up before we vote? Seeing and hearing none, please call Roll. 00:30:51,000 spk_2: stop Yes. Yes. 00:30:56,100 spk_1: Yes. Yes. 00:30:58,567 spk_2: Yes. Yes, 00:31:01,166 spk_3: yes. Next item on the agenda review and consider approval of the following resignation request to have liquidated damage waived for breaking a signed contract. For Steven Kessler, uh welding men in high school, Doctor 00:31:12,900 spk_0: Bits, uh, correct, Mr. Kessler's been a welding teacher for for us for a number of years. He's done a really nice job. Um, he was offered a position as a director in the Rough Rider, uh, CT Consortium, which is basically like a promotion to principal, um, uh. Mrs. Peel, Chelsea Bittner, the rep, MEA rep and I discussed this. Our practice has been that when it's a promotion, um, we recommend waiving the Damages and releasing him from his contract. I will tell you that I was really worried about this and us being able to feel this. We breaking up in here. We did have a very strong pool of applicants. I was hoping to have a contract for you to propose tonight. Um, we have an agreement with the individual. I just don't, the ink isn't dry and then I'm gonna bring it to you August 4th, but I feel very good about the direction we're going, um. With that contract, right, that's good to hear. So I, all that being said, I would re our recommendation is to thank Steven for his service, release him from his contract, and not charge liquidated damages. 00:32:22,567 spk_3: The new gentleman has some big shoes to fill some he just had some, uh, good success at Nationals again here, so they have, what are the wishes of the board on this one? 00:32:32,867 spk_4: I move to waive the um liquidated damages uh for breaking a signed contract and uh wish Mr. Kessler well in his new endeavors. 00:32:41,400 spk_3: All right, you approve the resignation. I approve it. OK, so make sure you had it right. Anybody got a second? I'll second that. We have a motion to second. Any further discussion, comments, questions? Seeing and hearing them, please go roll. 00:32:58,567 spk_2: Yes. For. Yes. 00:33:01,567 spk_1: Yes. Yes. Yes. Yes. 00:33:05,166 spk_3: Yes. Motion passes. Next item on the agenda review and consider approval of the 2526 teaching contract for Tony Fisher, ELA at Manda Middle School. Doctor Ritarath. 00:33:17,467 spk_6: Yes, this is filling the opening that Ashley Gash left, um, in early June, and we're excited to have Tanya. Uh, we think she'll be a great hire, and we'd like to welcome her to demand and we'd recommend her approval, right. 00:33:29,767 spk_3: Or the wishes of the board 00:33:32,867 spk_1: I would move that we approve the uh contract for Tanya Fisher. 00:33:38,100 spk_3: We have a motion. We have a 2nd. We have a motion in the 2nd. Any further discussion comments? 00:33:45,166 spk_5: Good question on here it says replacement for whom we have Hilary Feist. We, 00:33:51,100 spk_6: we did some shuffling to fill Ashley's position and that Hillary moved to Fort Lincoln, I believe. So it was a result of the vacancy from Ashley, but then there was the, the shuffling of everybody. 00:34:04,500 spk_3: Alright any other questions? Please go. Yes 00:34:11,100 spk_2: Yes. Yes. Yes. Yes, 00:34:15,867 spk_1: yes. 00:34:19,100 spk_2: Yes, yes, 00:34:20,967 spk_3: yes. Uh, moving on, that motion passed, uh, review and consider approval of 2526 handbooks for the classified staff, teachers, elementary school, middle school, high school, the Braves alternative education, and the Mandan virtual Academy. Doctor Rider. Yes, 00:34:38,266 spk_6: I can kind of work through these in some highlights and if there's questions, most of the changes to the classified staff are really just alignment to what we changed within negotiations. We try to make that. Um, look pretty similar. So on, uh, page 11 of it, it's page 34 in your packet. We aligned 12 month employees, increase their accumulation of vacation, um, basically from 36 days to 40 days, allied with 12 month administrator agreement, um, change some verbiage in a few places on page 38, we added 15 years of continuous service equals 50% of sick leave payout when retiring or resigning from the district that also reflects the 12 month admin. Uh, uh, contract negotiations and that probably the other big one is, uh, on the page 41 in your packet, it's page 16 of the, uh, handbook. We added activities administrative assistant, um, to a lane 8 to reflect we adjusted that position from a 4 to an 8 this last year. Just the volume of money and all the different pieces that that job entails, we felt that that was an appropriate move. We added student support specialist vision, um, and hearing impaired lane 6. This position was not priorly listed in the classified handbook. It's a position we've had, we just didn't have it listed in there. And then we added a transition specialist that's a position through Morton Si via grant to Lane 4. So those are the big changes uh to the classified handbook, um, few other small things, but those were probably our most substantive changes. Any questions on that? 00:36:14,367 spk_6: OK. Um, there was no changes to the teacher handbook. If you remember, the teacher handbook is on Canvas, and that is something during our retreat. I can definitely pull up and show too if people are interested in what that looks like, but we made no changes there. Elementary school handbook had, um, very few we missed, um, on page 2 and 3 of the handbook, we need to update it. It still has Amanda Meyer at Lewis and Clark, and it says Tracy Klein as special ed director, so we do need to fix that. And then on page 59 of it under the telephone, we tweaked it a little bit with the whole cell phone change. Um, there's a little bit of wording change there, not a lot at the elementary level, cell phones are not nearly what they are at our secondary levels, but there was a little bit of change in wording in that, um, but nothing super significant. Those were only changes to the elementary handbook. 00:37:02,000 spk_3: Any questions? 00:37:03,500 spk_6: Keep going. And then middle school handbook prior, biggest ones, there's 3 kind of bigger ones in that page 6 and 7 outlined. Um, they've added a lot of really nice awards at the middle school that kids can earn throughout the year, and, uh, they just felt like that needed to be outlined in the handbook so people understood the expectations of those. So those were added. They also clarified a bit of eligibility piece on page 9 for the middle school. That's always hard. We want middle school students involved, but we also understand they need to be doing what they need to be doing in the classroom. And so they're basing it off of their um. blanking on the name of it, basically, their approach to learning scores, are they being good students? Are they showing up? Are they being respectful? Are they turning in their work? Um, so they outlined the process in there, uh, that I think makes a lot of sense for the middle school levels to have some eligibility requirements. And then obviously there was a little bit of change on the cell phone again outlining, uh, what those consequences are for that. 00:37:59,166 spk_6: And then high school level, um, probably the biggest pieces, um, you'll see on the very last page, I think Mark Andresen, uh, developed a very nice one pager that he's going to send out with his welcome back letter and also have just kind of outlining what are the expectations now with cell phones and personal electronic devices, having them sign, it's not anything binding, but I think it's just an acknowledgment of you're aware, you're aware of what may or may not happen. Um, we sat for a long time and kind of developed, um, the consequences for this. The middle schools look a little different but are pretty in line. We didn't want a big jump from one building to the next that you have this huge consequence of one building and not another, so we tried to create a little bit of consistency across there that was appropriate. The other two big changes are, are on page 15 of the high school handbook we had do by state law indicate that if an individual is 18 years or older that they can leave school to go vote on an election day. So we added a line in there for that. And then there's some changes around. Correspondence courses, um, on page 18. So two things with that, we've talked a little bit about this. Two sessions ago, distance education, North Dakota distanced became a requirement that we had to provide the students if they asked for it, whether we offer the class or not. Now they've changed it. If we offer the class, we don't necessarily have to pay for them to take it through distance that we have a little more ability to put some parameters on how many classes they can sign up for, where they have to be when they take them. So we wanted to outline that in a handbook a little more clearly. We're also gonna tighten on our Odyssey wear a little bit as well. Um, if a student needs it for a graduation requirement, there's a medical situation, it's administrator approved, we're not gonna charge for it. If I want to take it because I'm wanting to graduate earlier, I'm not like an English teacher, we still have options, but then there's going to be a charge. We're, we're not going to pay for it in those situations. So that was just something that I wanted to outline in there. Uh, probably the other big thing you'll see is AI was added to both of the cheating sections and plagiarism sections, just appropriate use of artificial intelligence, not that they can't use it, but The appropriate use of it was also added to our cheating and plagiarism sections. So, those are kind of the big 30,000 ft view. Um, BCA and the virtual Academy, uh, virtual Academy, we do need to update it still says Brave Center Academy and as we change that name, we need to We need to fix that, but those really reflect much of the high school, some of the cheating and plagiarism changes, and they will also sign the cell phone, not so much the virtual Academy, but Brave Center Academy will have the same cell phone expectations as the traditional high school students do. 00:40:36,467 spk_3: Questions on any of them. 00:40:39,166 spk_1: Uh, I have a question regarding, uh, maybe not a question, it's just, just a comment, um, middle school, I noticed, uh, the elementary too, anyway, the grading in my view is very vague. It's uh. Uh, I'll just leave it at that. And uh Also hats at the high school. I, I'm not that I'm still not sure what what's going on there but just comments not. Anything else. That was it. 00:41:15,000 spk_3: Anything else? Any other questions? 00:41:19,300 spk_3: For the wishes of the board on the approval of the 25, 26 handbooks. 00:41:24,900 spk_4: I move to approve the 25, 26 handbooks, um, in all these areas that were presented. All right, 00:41:29,900 spk_3: we have a motion. We have a second. You have a 2nd. Ask again any questions, comments, concerns? Seeing and hearing none, please go roll. 00:41:44,367 spk_2: Yes. Yes. 00:41:47,567 spk_1: No. 00:41:54,300 spk_3: Yes. Yes. Uh, moving on then, future meeting dates. August 4th regular school board 5:30 p.m. City Hall. August 18th regular school board 5:30 p.m. City Hall. August 18th will be the annual retreat, so I'll be ready for a little longer night on August 18th, uh, 6 p.m. City Hall. August 25th, uh, facilities and finance, 5 p.m. at the Brave Center. Any other meetings that should come before the board? Seeing and hearing none, it is 6:12. Meeting is adjourned. Thanks, everybody. Thank you.
