You know this All right, so the North Dakota Parks and Recreation District recently solicited for applications to the fiscal year 26 recreational trails program or RTP. They opened solicitation on April 1st and accepted applications through April 13th. 00:02:47,700 Uh, applications for projects that are within the MPO area, requiring MPO letter of support, the Park District requires this as part of the application, but Uh, this can be added to applications, one after the application window. 00:03:12,200 So for this year’s solicitation, we received 2 applications, one from the Bismarck Parks and Recreation District, which is exhibit B, and one from the Lincoln Park District, exhibit C, and there is a summary of these projects uh for you on exhibit A. I will give a brief description of each application for you today. So the first project is a Bismarck project. This is a proposed as a cottonwood Park South Trail connection. 00:03:39,870 It would be a rehabilitation of shared use trail connections within the southern portion of Cottonwood Park. The project includes 5,901 linear feet of 10 ft wide shared use trail that is currently aged and cracking, including 176 linear feet of trail that needs to be removed and replaced. This proposed project is located within one of Bismarck’s most popular park. 00:04:10,470 Parks, the proposed cost estimate is $306,516 and the federal RTP request is $245,000213. And I will note that, um, Bismarck did provide a few slides for this, uh, noting that this area provides accessible routes to the ADA fishing pier at the Cottonwood Pond. 00:04:33,330 Connections to the Hidden Star Park and neighborhoods to the west of the park and links to sports fields, playgrounds, and spectator areas. They also provided a just kind of a nice map overlaying the project area and um, Some images of the current condition of the trail. Uh, are there any questions on the project application or would uh the Bismarck representative have anything to add about the project? So then the second application from the Lincoln Park District, this is uh 66th Street Southeast Pathway Project, the proposed project is to construct a 10 ft wide gravel pathway starting at Santee Road 00:05:22,470 going south along the west side of 6-Sixth Street ending at the South City limits approximately 180 ft south of Humbert Drive. The project will include topsoil stripping, common excavation and earthwork to establish ADA compliance grades, compact. of insight soils and placement of a six-inch gravel base with an alternative to pave if the funding allows. 00:05:46,000 This will include ADA compliance at two street crossings with concrete panel and truncated domes to warn users of crossings. Uh, the cost for this is estimated at 129,807 with a federal share requested of 103,840. And uh Lincoln, of course, submitted their application. 00:06:14,700 It is a little bit difficult to see on the screen, uh, but there are um more details contained in that exhibit C. Are there any questions from the board on this project. I had two questions. Um, so noting that this is an ADA compliant route, um, but it also says the gravel pathway. 00:06:35,570 It seems kind of inherently not um in sync, you know, because the gravel pathway with the wheelchair is not always the most easy to traverse, um, you don’t feel long term intent is to just grade this and make it possible to have pavement later, so then the whole route becomes ADA compliant, and I, I might be wrong about EDA clients, so, um, I bought many, um, correction if there is any. 00:06:51,100 And then the other question is, um, if you look at the pictures, you should see some really worn routes where ATVs have been using, uh, the, the ditch section to traverse for recreational purposes. 00:07:09,330 And so, I’m wondering if this application or if they noted anything about including signage to prevent people who shouldn’t be on the, the, the gravel pathway which is intended for bikes and pads, um, and, and not having ATPs on it. And that our MDP and tip are also consistent with these same laws. I will note that the most current is a 2022 IA. Although the IT department, there will be another IT department meeting which will come in uh probably uh around August, um, so over there we have identified uh what are the challenges that uh Bismarck City, um, um, city IT is uh facing in terms of uh um uh with uh with the implementation 00:34:04,170 of new IT rules and all, and uh that will definitely be identified as uh um in the um ITS architecture report. Um, uh, with that, uh, I also want to identify uh the some of the challenges, so or some of the changes that is, um, going into or that we are proposing at 00:34:24,530 this point of time for the Bismarck Mandan architecture. So currently, uh, there is no change in the user service areas, but uh we have uh as I said, we have identified one new service package which is the MC09 or infrastructure protection uh service package which will, uh, I’ll be proposing as a plan. 00:34:45,300 one and uh since I have uh talked to some of the, uh, um, I have talked to, uh, maintenance group, uh, mainly, um. The, um, uh, Morgan, uh, Morton County, um, uh, uh, public work or yeah, public works department, uh, so they have identified these MC09 as a uh as a uh probable uh service package, so I’ll put it over 00:35:08,770 there. That will go as planned, uh, with that, um, one of the planned service package which was uh in our last architecture that will move into uh existing service package, and that is PT. 00:35:31,700 07 or uh passenger counting service package since uh the use of the uh pass your tablet, uh, it will allow some driver driver input. Uh, we have moved traffic, um, on, onto the roadway up to Stonewall Drive and then East Stonewall Drive is now a obliterated roadway.
