All right We will get started with, uh, the meeting, uh, the first item is that uh there is a request to amend the agenda on Friday afternoon, we had an addendum sent out uh to our TAac members and we would like to include 00:02:01,900 that addendum as an additional item on the agenda, we would be locating that item as 5B, which would follow immediately after, uh item number 5, the transit development TDP RFP, would there be a motion to amend the agenda to include the addendum. Mrs. 00:02:27,000 Deidre I move to a dent the addenda as presented. Thank you, DeJ. We have a motion to amend the agenda. Is there a second? Gabe, thank you for seconding Uh, roll call, please. OK Danielle N Naren. Yes, Dan Shreo Deidre Hughes Yes. Gabe Schell Yes Matt S Sly Yes Derek Wigness Yes Logan Byy. Yes. 00:03:05,270 Mitch Flanagan Yes Will Hutchings Yes and Cherubel. Yes, the agenda is amended to include addendum one as item 5B. Uh, we will proceed with item number one, which is public comment. This is restricted to items that are either on the current agenda or on the prior attack agenda, excluding public hearing items. 00:03:31,000 At this time, is there anybody present, uh, in the room or online who would like to provide such public comment. calling again for public comment. and calling a third time for public comment. hearing and seeing none, public comment period is closed. We’ll move on to item number 2. There’s a review and possible approval of the minutes from the September 15, 2025 meeting of the TAC. 00:03:56,600 Are there any corrections or additions to the minutes? If not, would there be a motion to approve the minutes as presented. Moved to approve the minutes as presenter Daniel Nairn motion. Is there a second? Deidra and Deidre 2nd. Any discussion? Roll call, please Daniel Na Naren Yes, Dan Trio. um Deidre Hughes Gabe Schell? Matt Shibly abstain Jarek Wigness Yes. 00:04:35,000 Logan Byy Mitch Flanagan. Yes. Will Hutchings Yes, and Chair Ripple, yes, minutes are approved as presented. Uh, item number 3 on the agenda is the 2026, 2029 final transportation improvement program, Stephen Larson will be presenting that item for us. Steven. Thank you, Chair. Give me one moment. Oh OK, perfect. 00:05:11,800 Oh, yes, last month, the boards approved our draft 2026 through 2029, transportation improvement Program or TTIP. The tip has since been updated to its. final temporarily excellent form. Uh, the program of projects, project maps were updated to reflect changes requested by Ttac, the North Dakota Department of Transportation, Federal Highway Administration, and the Federal Transit Administration. 00:05:40,700 All the changes required to the document as a result of public or oversight comments or of a minor nature, so these comments and changes are reflected now in the appendix of the final document and also as a reminder, any future changes and additions to the document in the coming 00:06:01,000 months will be addressed based on the highly fascinating tip revisions process laid out on pages 6 and 7. of the final draft. um, are there any questions from the board? Any questions from the technical advisory committee regarding the final tip for 2026, 2029. Seeing and hearing no questions. 00:06:33,070 uh, staff would be looking for a motion to recommend approval of the 2629 tip. there be such a motion This is Gabe. I move to approve Motion to approve. Abe Scheller a second. This is Deidre’s 2nd Deidre, thank you for the second. Is there any discussion If not, we’ll call the roll Daniel Naran Yes. 00:07:21,530 Dawn Treo uh, Deidre Hughes? Yes. Gabe Schell Yes Matt Shibly Jarek Wigness. Yes, Logan Bey. Mitch Flanagan. Yes, Will Hutchings, yes, and Cheriable, yes, 2026, 2029 final transportation improvement program has been recommended for approval. Uh, item number 4 is the 2026 performance measure 1 highway safety improvement program, or HSIP targets. Tracey Walters will be presenting those for us. 00:07:57,870 so you don’t need to OK The North Dakota Department of Transportation recently adopted their annual Highway Safety Improvement Program, HSIP Performance Targets for 2026. 00:08:26,730 The federal government requires every state’s DOT to monitor the rate of injuries and fatalities on the state road system and use this monitoring to assist in setting safety targets in and in the effort to increase roadway safety. The MPOs are allowed to either set their own performance measures or PM1 targets or to support their state’s targets. The BismarckManda MPO has historically supported NDDOT’s safety targets. 00:08:55,630 The MPO staff recommends adoption of the NDDOT’s 2026 HSIP performance targets by resolution of adoption. Do theacac members have any questions at this time? Any questions for Tracy on the HIPP performance targets. If not, we would be looking for a motion to recommend approval, uh, by adoption, um, of these performance measure targets. Mrs. Deidre moved to approve We have a motion to approve. 00:09:33,900 Is there a second This is Matt all 2nd Thank you, Matt. We have a 1st, a 2nd, any discussion? Roll call, please OK, Daniel Naran Yes. Deidre Hughes Yes, Gabe Schell Yes Matt Sly Yes, Jarek Wigness. Yes. Logan Byy Yes Mitch Flanagan Yes. Will Hutchings and Cheripple, yes, motion passes. Item number 5 on the agenda. 2026 Transit Development Plan, RFP. 00:10:16,100 Paulette Jacobson will be presenting that request for proposals to us. Thank you, Steven All right, thank you An exhibit see in your packet, you’ll find a request for proposals or RFP for the transit Development Plan or TDP. 00:10:42,430 and the purpose of the study is to provide the bienn MPO and Bisman Transit with a quality and usable guide to improve operations in a financially constrained manner. The TDB’s goal is to enhance public transportation and maximize Bisman transit’s efficiency, accessibility, and longevity. And as a good practice is typically updated approximately every 3 to 5 years. 00:11:07,500 The last TDP occurred in 2022, 2023 by the MPO in conjunction with Bizan Transit. The city is Bismarck, Lincoln, and Mandan. This TDP will mainly focus on Bisman Transit’s types of excuse me, types of service it provides to the community and identify opportunities for improvement. especially now with the new sales tax revenue it will receive. 00:11:32,530 With the RFP itself we have an estimated schedule for proposals. interviews, the update itself. as well as the objective and scope of work. We have the public involvement plan which will involve at least 2 meetings, while with the public on both sides of the river. 00:11:58,100 The plan has a not to exceed budget of $180,000 which is in the 2026 unified Planning Work Program or UPWP of approximately $99,000. and the remainder of the budget of $81,000 would be expended in 2027. and currently I have an estimated proposal deadline of November 17, 2025 We hope to start work on this plan in January 2026 with a plan to conclude in May of 2027. 00:12:25,900 and we did have some changes that were received from the DOT, um, uh, we received comments and we will make some minor changes typographical, things of that nature, but most noteworthy I’ll go through right here. There are 6 of them. The first one is on page one. uh, we’re deleting a reference to Bizann Transit asking for the proposal. 00:12:46,700 I read on page one on the very top. The next one will be, we’re going to delete all references to DBE. found throughout the document The next one will be on page 11. I’m going to be inserting a different map, providing a better better reflect the corporate city limits of Bismarck, Mandan, and Lincoln. 00:13:15,000 The next one, number 4. on page 12. the seventh bullet down. It is talking about we’re going to better identify the steering committee. developed for the study, including officials from Bismarck, Mandan, and Lincoln jurisdictional staff, but in the city of Lincoln will consist of a city official. 00:13:43,270 In the last two are both are on page 13 The first, uh, top of the page number 3. We’re going to add a letter G. Uh yes, letter G. and I’ll read identify how transit service could provide expanded transportation options and enhance connectivity as a complement to restored passenger rail. 00:14:12,100 and the next one toward the bottom of page 13 under policy guidance and federal requirements. We added a number 3 to that. and that’ll read Address and operational needs to inform fiscally constrained and long term phases in the next metropolitan Transportation Plan, or MTP. 00:14:36,730 and, um, any questions the board may have? Any questions for Paulette regarding the RFP that was in the packet or the changes that she’s outlined to that document. Yes, uh, Paulette, thanks for, uh, uh, noting those changes. 00:14:55,900 I had one on the uh overall scope, it’s title is special request by Bisman Transit, but it seems as though that’s the actual agenda, the, the, the work you want performed, and so it’s not necessarily a special request. Is that, is that correct? That we’re deleting that. OK. OK. Thank you, Will. Thank you. Any other questions or comments on the RFP? slash comments. So maybe this is just a wording, um, uh issue. So item 3B and page 13. Recommend alternative types of transit services. 00:15:20,900 Is that is that stating that they should be recommended or should be studied for potential recommendation, um, and I’m glad you actually bring that up because that was one of my questions because those in and of themselves each constitute a study. I mean, the amount of work that would go into that. 00:15:37,100 So making sure that we’re clear on what you’re just saying identify some types of them, or are you saying like we wanna know if any of these are feasible and do all the work that goes with it because that would be a whole lot of work to go with that, so. 00:15:50,530 yeah, I think that’s part that was part of my comment and also it just seems like it’s um stating that they should be recommended and perhaps, you know, they may or may not depending on the outcome of the study will be recommended. 00:16:07,630 I, I think that might be addressed by just changing recommend to evaluate be pretty simple, yes. Any other questions or comments on the RFP? If not, we would be looking for a motion to recommend approval of the RFP with the changes as noted. 00:16:35,970 Present to the policy board Would there be such a motion Deidre moved to approve We have a motion by Deidre Hughes. Is there a second? A second Daniel Nairn, 2nd, thank you. Is there any discussion? Gabe? Maybe just something for the group to consider during RFP evaluation proposal evaluation, um, I know what I think Paul, you mentioned the new sales tax and new revenue sources that are identified, um, I just wanna be clear that those go to 00:17:05,370 the city of Bismarck and to the city of Mandan, and I don’t know if the process Deidre, correct me if I’m wrong in terms of allocating those dollars and how much of those go towards. 00:17:20,700 transit specifically or Bisman transit compared to the concept of transportation and assisting those in our community trans uh, getting to where they need to get to. I don’t think that’s been ironed out. So just as long as that’s something that’s identified in this process, I think this process will definitely help justify what those needs are, um, but I don’t think those, those, those aren’t the MPO’s dollars, that’s not Transit’s dollars necessarily. 00:17:34,470 It’s it’s Mandan and, and the city of Bismarck’s. dollars to figure out how to support trans in whatever way they think is most appropriate so. nothing wrong with the RP just more just a point anyway a little bit more clarity in that area. Thank you, Gabe. Thanks, Gabe. 00:17:52,970 Anything else? Maybe I’ll just make a comment that I do appreciate inclusion of 3G. I’m not sure. I think DOT maybe had asked for that, um, how this will interact with passenger rail, and I think because there is a study going on on that side, uh, it’s nice to see that happening parallel on the transit site as well to 00:18:05,900 see how people getting off the train station will get to their final destination. Yeah, thank you duly noted. We, we believe too that it’s important to uh make those connections, make sure that we have connectivity for our traveling public. Anything else All right. Uh, we do have a motion and a second, and we’ll take roll call, please. 00:18:26,730 Daniel Naren Yes Teacher Hughes? Yes. Gamechell. Matt S Sly Yes, Jarek Wigness. Yes, Logan B By Mitch Flanagan. Yes. Will Hutchings Yes, and Chair Ripple, yes, motion is approved. The RFP has been recommended for approval. Uh, we’ll move on to the, uh, addendum to this agenda. 00:18:59,870 It is item 5B, which is an addendum to the ATA Master Agreement for traffic and pedestrian data collection in Bismarck, uh, just as a reminder, the Bismarck Mandan MPO in conjunction with the other state MPOs and North Dakota DOT does maintain a master agreement with the advanced traffic Analysis Center of NDSU. 00:19:24,630 Uh, we are currently in the midst of a three-year master agreement. and any work that is provided to us, uh, in regards to our travel demand model maintenance or update or any other model runs through ATA, um, is handled through addendums to the master agreement. 00:19:51,630 Uh, this addendum before you, uh, actually was sent out late on Friday, so apologies for that not making it into the packet, but, uh, this would be for routine traffic data collection, uh, as part of the collection efforts to inform the update to our travel demand model which will precede our next metropolitan Transportation Plan update effort. Um, this particular, uh, addendum. 00:20:22,600 addresses 15 intersections in the Bismarck area, uh, the, the cameras will be deployed and set up, um, by AA uh staff and uh that would happen as early as October 21st, should this addendum be approved, uh, we will have that data downloading and um available to align with a 2025 base year to coincide with traffic collection that was also coordinated by North Dakota Department of 00:20:54,630 Transportation statewide and specifically in the Bismarck Mandan area. So having these two combined efforts would allow us to use 2025 as a base year for our next model update, uh, and we have been provided a cost of $34,0881 as an estimate by ATAC. 00:21:21,870 Uh, I have assurances it would not exceed $35,000 and prior to presentation to the policy board, we will have an exact and final amount to present to them, um. I’d be happy to answer any questions. 00:21:45,000 Uh, we did some extensive coordination last week, uh, between the MPO AA and City of Bismarck Engineering staff, so, um, I uh thank everybody for your, your support and your, your willingness to get this off of the ground, yet in 2025, um, and if you have any questions, I, I, again, stand for those questions. Otherwise staff would be looking at a motion to recommend approval of the addendum to the ATA Master Agreement. 00:22:11,530 Jim, um, keep you on track for spending uh in this year with regards to this, this project, and then, um, affect your UPWP that was just approved. last month or, or hasn’t been approved yet, actually. Yeah, it has. So this, this, this is not impact the 2026, 27, uh, UPWP at all. 00:22:32,600 This is spending down money that has already been allocated and budgeted through the work program for 2025. Again, it was identified as routine traffic data collection. Uh, this will comprise, uh, some of that amount, and we are also working on, um, the acquisition of Origin D deination data as well to complement this, but that would be under, uh, separate. contract thanks and good work getting this, um, off the round quickly, so yeah. 00:22:58,000 as I, as I said, I, um, my hat’s off to AA and to City of Bismarck for helping to get this organized so I appreciate that. Again, we’d be looking for a motion to recommend approval of the addendum. This is Gabeab move to approve. I have a motion. 00:23:19,800 Is there a second? This is Deidre’s 2nd You Deidre, have a 1st, a 2nd, any discussion. If not, roll call, please. Daniel N Nain. Yes, Deidre Hughes. Yes. Gabe Schell? Yes Matt Schly Yes, Jarek Wigness. Yes, Logan By Mitch Flanagan. Yes. Will Hutchings Yes, and Chair Ripple, yes. motion passes. Thank you. 00:23:58,270 We’ll move on to item number 6 That is an update to the 2025 safety Policy study believes Scott Harmstead is online with us this morning. Ripple, it is actually me, Luke, Champa here today. Well, good morning, Luke. Morning Uh, sorry to disappoint you. 00:24:21,430 Um, uh, Scott will be with you tomorrow, um, but I’ll jump into the quick update for the safety policy study. Can you hear me alright? Yeah, you’re coming in just your volume seems to be a little low. OK, I’ll try to uh move the mic and see if that makes any difference You’re clear OK, great. 00:24:44,270 Uh, we’re cruising towards, uh, uh, draft report for the safety policy study, um, I want to give a thank you and shout out to steering committee members, uh, who met with us on September 25th, um there’s a very helpful meeting for us to go through, uh, countermeasure tool kit and look at some of the urban versus rural potential strategies uh to implement in the future. 00:25:06,630 we did receive some great feedback in the meeting. We also had the survey, uh, uh. online survey for steering committee members to take. I do need to close the loop though with uh Burleig County. and City of Mandan on that. 00:25:26,900 I would like to either um have folks take the countermeasure survey uh, if you have not done so already, or sit down. virtually uh with a quick 30 minute meeting to chat through some of those, those, uh. those options Uh, so I’ll close the loop on that this week, um. 00:25:46,730 we also will be updating our countermeasure tool kit based on uh notes from the meeting, um, we’ll be looking a little bit closer at our cost estimates, especially some of the upper range of costs. uh, which appeared, uh, pretty light in some cases, and so we’ll be adjusting those to reflect um more of what you would expect or anticipate. 00:26:08,070 Um, one example of that was roundabout which was currently listed as $400,000 or more, and we know that it would be in the range of $3 million project, so we’ll be updating costs to be um as accurate, you know, planning level as possible, um, we’re also continuing to uh 00:26:32,600 dive into our, our high injury network, um, which you’ll see in the the draft report that will include a breakdown of the corridors that comprise the high entry network, um, for example, for, uh, bicycle, you know, bicycle-specific high energy network will have a a map of the corridor, including the crashes that are contributing 00:26:57,170 to the high injury network score as well as those that are not contributing, so you’ll be able to see, um, for example, um, all bicycle crashes on that corridor. 00:27:18,230 We’ll also have things, um, a summary of the crash counts and severity of the crashes as well as the uh the manner of crash, uh, so there’ll be some narrative building for each. uh, each segment of the high entry network. um, we’re starting with the top two tiers of each high injury network. It’s a pretty, pretty, um. um. 00:27:39,000 robust process of compiling this information, but there will be a narrative, uh, for each, so that we can better understand, you know, what is exactly happening, what may be leading to uh specific crashes, um, specific modal crashes in specific locations. Uh, and then finally, you know, please um expect the draft report to be it’ll be ready for the steering committee. uh, and MPO’s review. uh, the first week of November. 00:28:01,700 So we’re, um, compiling a lot of technical information into a public facing report. and then we do expect action by tack and policy board in December. and I think that’s uh that should cover the update OK, I appreciate that, Luke. Any questions for Luke on the, um, update to the safety policy study. Not hearing any thanks, Luke. 00:28:26,870 Thank you all. Bye All right, we’ll move on to item number 7, the 2025 ITSRA update. I’ll provide this for Sherry Jad, uh, who is our, uh, who’s working on this through a tac for us, um, this project is a little over 70% complete right now after having extensive interviews with 00:28:51,100 stakeholders, uh, taking a look at the existing regional architecture for uh the, the region’s intelligent transportation services. um, Sherry Jedd has been able to review all the service packages and their functional requirements and to uh start beginning the RA updates, um, we use a platform called Radit, and we have been working in 00:29:18,070 version 9, so he’s got to upload, um, all of the IT ITS elements into the new version for us, and he’s been working on that. He’s also um preparing a feedback form for stakeholders, which he’ll send out to identify any gaps in the information, um, that he’s already compiled and any 00:29:38,900 feedback that he gets from those forums, uh, will help to inform the draft report So, uh, once that’s been done, he will have a draft report ready for us to review in November and um we’ll be in the home stretch with that. Any questions on the ITS regional architecture update. 00:30:04,000 OK If none, we will move on to item number 8, which is the fringe area Roadmaster plan update. Steven will be presenting information on that for us. Thank you, Chair. I’ll be very brief. 00:30:30,170 Uh, contract negotiations with Bolton and Mek, the selected consultant, have concluded, uh, the contract has completed the usual review process through the MPO and its oversight agencies, we are waiting for NDDOT to finalize their review of the QES and once they give us notice of approval, we will kick off the project, um, immediately and try to get, uh, hit the ground running with our. robust schedule for the first couple months of the study. 00:30:49,370 So I would expect to have more of an update to give next month. Any questions? Any questions for Stephen on the farm pee. I’d see or hear any. Thanks, Stephen. Appreciate it. Um, next item may as well stay up there 2025 monitoring report. 00:31:13,070 Yeah, so HDR has provided me uh with a second draft of the monitoring report. Final document, um it is going through internal review. So once that review is completed at any, sorry, necessary changes are made. We hope to bring the final report to the boards in November for a presentation and approval, assuming that everything stays on schedule. 00:31:33,630 Um, HDR will also be holding a training for MPO staff as part of the scope of work for this project to enable us to better manage future updates of the report in-house. Um, but everything is on schedule for um, conclusion before the end of the year for this project. 00:31:51,800 Are there any questions? Any questions for Steven? Uh, Stephen, as part of this effort, I recall, um, some desire to look at what things and what items are going to be covered in the monitoring report because let’s assume that maybe some of this is irrelevant. Nobody’s really getting any benefit out of it. 00:32:09,530 Do you at this time, uh, feel prepared to kind of give a, just a preview of what some of those areas of focus are, or do you want to wait till the draft is available. I mean, it, the, the content is gonna have a lot of share a lot of similarities with the previous report in the sense that it will cover the same broad topics uh regarding population, housing. 00:32:28,170 employment, and travel patterns in the region, but yes, we took, um, all the information we received from the jurisdictional workshop that we held early on in the process. 00:32:46,330 Made sure to include everything that our jurisdictions were quite specifically requested or or asked about uh including in here and we also did, of course, go through and sort uh previous data to try to uh eliminate, yes, uh, you know, something that’s not relevant or excessive, um, and to also look at adding anything that is of note. 00:33:08,730 So for example, in the conclusion of the document we’ll talk about trends and uh emerging trends in transportation, including a section on passenger rail and the return of service to our area. Um, some things related to, um, you know, to transit and, and stuff like that. 00:33:24,800 So we are going to um yeah, it the, the best, uh, I got, that’s kind of a maybe a a very brief preview, but it’s uh hopefully going to be uh a, it’s definitely going to be a shorter, uh, sleeker document, I think easier to navigate for people, the jurisdictional level and which we tried to include very relevant, um, data that will not just support jurisdictions and the public as 00:33:43,530 far as curiosity goes, but also hopefully support some of our studies and projects and reduce some of the redundancy there. That’s, that’s great. 00:34:00,100 And then the second part is there was also a discussion about changing the format from like a printed to maybe just being online or a series of posts that you put out through social media that because uh it sounds like you’re landing on a draft report, so it is still, um, it is still going to be a document, but the formatting concern that we had primarily was, uh, making sure that it was a, a user friendly uh format that anybody at the IPO staff level 00:34:19,800 could conceivably navigate an update whereas previous versions of the report had used more advanced software, um, which, you know, obviously has advantages in some ways, but disadvantages when it comes to, again, um, when staff turnover happens and things like that, how, how you, how do you manage, uh, something like that and so we 00:34:36,870 wanted to make sure that it was set up for uh uh for us to be able to use uh going forward and the training part of this at HDR will be offering will also assist with that as they will go over where they’re getting the data from and how 00:34:52,430 they set up some of the tables and and stuff like that, so. yeah, we’re, we’re excited about the final product. Me too. Thanks. Bye. Good questions. Anything else for Steven on the monitoring report? Another question may be that will be more clear in the future when it’s released, but the is the data presented in a context 00:35:09,370 that can allow us to draw meaning from the numbers such as comparison to the past of ourselves or to peer communities so we can, we, yes, absolutely, Daniel. 00:35:26,630 So that’s part of, it’s not just going to be tables or numbers, um, we def, we did continue to mix, uh, the textual side with the graphic side, so there’s definitely uh textual context provided for the various graphics or maps or uh statistics that are included and many of, yes, many of the tables, uh, that are especially where it’s applicable, uh, include historical, uh, comparison as well. 00:35:50,600 So we’re definitely trying to, this is a past, present, and future oriented document, so we take that all that into account as much as possible for sure Thank you I think we’re excited to see the, the draft report come around in November. So any other questions for Steven? All right. Seeing and hearing none, I will move on to item number 10. 00:36:16,630 Steven, the 2025, 2028 TTIP administrative modifications. Again, very brief. Uh, this month we processed three administrative modifications to the current, uh, tip, um, we received word from 0.3 more of the projects that we moved into fiscal year 25 for the August redistribution are going back to their original fiscal year for these projects that would be 2026, um. 00:36:37,000 and then, so these three projects are for microsurfacing and pavement markings in Bismarck. Full details of the projects are included in the packet under exhibit G. Um, so you have very routine, um, and we keep track of these types of movements and they do happen quite frequently, which is why they’re usually able, there ourTI provides for 00:36:58,900 administrative movement for these types of things because they do happen so often and they’re minor changes. So any questions? Any questions for Steven on the administrative modifications. I have one question, and we approved a tip earlier or recommended a tip for approval to policy board. 00:37:16,430 Um, I’m assuming they’re in the correct year in that tip, correct? Yes, well, that’s good to note. Um, DOT requested that we essentially, yeah, leave them in both, yeah, in the correct year and the new tip while also, yeah, modifying them into the into the 25, 28. So yes, you’re, you are correct, there’s no changes that are required to the current tip to accommodate that. 00:37:36,170 Any further questions for Steven Gabe? Maybe there’s a global type question. If there’s any way that we could just adopt the DOTs. SIPP as our tip or portions of it or something via reference as opposed to this rigmarole of removing things out because the DOT asked us to and then we’re 00:37:53,800 moving them back in because the DOT asked us to, we’re just kind of shuffling electronic things around. There’s ways, maybe I’ll look to you Will to entertain via reference components of the STI as part of our tip or to not do that as much. 00:38:08,730 I don’t believe there’s any way for us to like adopt the states by resolution or what we do, we do need to make sure the tip matches the stiff, that’s the way the CFR is written. Um, however, I think that there’s some changes coming uh with regards to the process that we’ve been using for the longest time. Uh, we’re moving to what’s called an E-step. 00:38:22,630 It’s an electronic version of a step, and that’s gonna have a lot more detail. It’s going to provide a lot more interface and communication opportunities with the NPOs to be able to not get this kind of we tell you to do something, you do it, then 00:38:34,630 you give us a memo and you send it back to us and it’s just a lot of paper pushing, to be honest. Um, so I think once that gets rolled out, we’ll start to see some ability to make this a little less clunky and, and, um, there’ll still be times when we have to amend the tip for 00:38:47,700 like, you know, these, these opportunities we have to go get funding if we want to do a project. So there’s this little bit of back and forth uh changes that are going to be needed, but that’s primarily because we’re chasing some potential for funding on the back end and then if we don’t 00:38:58,530 get that or we don’t have enough money to go around, then we just say, OK, put it back to the way it was, but, um, I think wait and see, uh, and, and maybe we’ve been sold a big goods and they’ll only do a little bit of good, but I think 00:39:08,500 in the long run, um, some of the changes are going to be helpful, so, OK, and it’ll be good for communication with the MPOs anyways. Yeah, I will note, so the amendment process is, yeah, it’s a CFR thing, so we’re federally restricted in some of forced to push paper around a little bit with some of this. 00:39:26,230 If the board has less appetite for mod going over modifications in the administrative changes that we make, these are this is a courtesy notice. We, we make these changes, they happen in the background, uh, we would always be open to hearing from the boards if they’re feeling like, uh, we don’t even need to hear about it necessarily 00:39:44,530 always it that’s up to you guys, really, because I mean these are changes that are happening and we want to give you notice, but if it would be the wish of the board to not be informed, um, verbally at the meetings about the TIPP administrative modifications, we would have to 00:40:00,870 ammend our public participation plan because it does say that while staff can make the administrative modifications internally, uh, and without board approval, we do have to notify the board of the changes. So in whatever form that notification, um, would take place per your reference. 00:40:23,970 Uh, you could let us know and if you don’t want the notification at the meetings, uh, we, we could adjust and pivot accordingly, but we may have to change our uh PPP for that. look at this throw it under consent agenda since there’s really no discussion on it and it’s just received the update as part of the packet, you know, yep. 00:40:44,630 Anything else on this particular item? Good discussion All right, thank you, Steven. Appreciate it. All right, we’ll take, uh, item number 11, 2026, 2027 UPWP administrative modification. Uh, this is gonna be real short and sweet, um, simply because exhibit H in your packet on page 126, illustrates, uh, the, um, pages from the 2026, 2027 UPWP that contain the tables for source of funding 00:41:20,370 for those two years, um, originally you were provided the funding source tables that are listed in the packet, uh, at that meeting in in August, it was August 18th, DOT actually requested that we combine NDPL funds and NDFTA funds, um, into one funding source, which we did for the 00:41:45,630 presentation and adoption by policy board the next day. Um, we have since learned that our federal oversight prefers that those funding sources be split out and designated as they were first approved, um, and so we are going back to the initial, uh, table presentation as this board approved it, um. 00:42:11,630 so really there’s been a net zero change in the funding source tables. Are there any questions regarding this administrative modification. I have none We’ll move on to roadway projects from our jurisdictions um do we have Burleigh County online yet, Tracy? Kim, I don’t think Dan’s online, so I, I, I couldn’t add 00:42:42,100 anything on as, as far as roadway projects were really count right now. Kim, this is down here. Oh, sorry. I, I just joined in, so, uh, we don’t really have any updates at the current moment, um. all of our federal jobs are wrapped up for the year. 00:43:01,330 OK, well, sounds like sounds like you’re in good shape then for the year. Thanks for that, Dan. Appreciate it. I don’t believe we have any Morton County representation right now. Uh, why don’t we move on to City of Lincoln. Is this unfair to ask you, Matt, for any updates? No, I can do that. 00:43:18,500 Um, there’s, there’s nothing going on right now. They’ve wrapped up some of the projects that were going on, but it was all minor stuff, so they’re all done for the year. OK, great. Thanks, Matt. Jarek, are you with us? Can you give us an update for the City of Mand Dan? I am. 00:43:37,100 Can you hear me? Yep Um, we, all of our federal local federal jobs have wrapped up for the year, and I guess the only one that we have kind of still active is Memorial Highway, and then I’d defer to Logan. uh for an update on that one. OK. Well, I appreciate that. Why don’t we just dovetail right into Logan’s update then. of concrete today. 00:43:58,430 Planned to pour 40th and some other and some of Main Line later this week. um, plans to flip traffic onto the new concrete about midweek. And then there’ll be some, uh, restricted access on the southbound on 46th coming later as well. 00:44:16,230 Exit 161, they’re paving the northeast northeast Ramped high-ins, uh, 24 ft paving on the northeast ramp this week. Um, asphalt shoulder paving on the interstate as well on the the big interstate project, hopefully this week as well. OK, we have some pretty big things still going on here late in the year, don’t we? And just keep working as long as the weather allows. 00:44:34,170 the plan for a late winner. All plan for a late winner. All right plan for a late winner. All, thanks plan for a late winner. All. Uh, Gabe, anything for Bismarck going on? Yep, so nothing in the federal aid system, but we have given updates on our, the flexund partially funded project of our East Centurry Avenue extension 00:44:48,870 and and reconstruction. So all of our main line pores are done, um, now finishing up, uh, some of the side street intersection type things and sidewalks and boulevard, uh, tree planting, etc. um, so hopefully by our update in November’s meeting, we can say that it’s substantially complete and that’s what we’re working towards. Sounds good. 00:45:06,730 All right. Anything else regarding roadway projects or member updates at this time. All right, we will move on to other business. Is there any other business for the good of the order? Um, I actually do have one item. 00:45:27,630 I’ll let everybody know here that, uh, North Dakota DOT has solicited for the FY 30 Urban Program. That would be urban regional and urban roads projects, um, the MPO needs to see your applications, and we have set a deadline of November 28th for that application submittal for those programs, um I have all of our materials poised and ready to go out. 00:45:49,500 However, I am waiting, uh, on, on one number and once I receive that number, I’ll get those materials out to the jurisdictions, um, but I wanted to give everybody a heads up that those applications need to come to us by November 28th so that we can do some prioritization and, and get 00:46:08,730 them before the attack and policy board in December prior to submitting to DOT in December. Any questions? It’s just the urban program you have a question on, so the TA already went out and the HS. Yeah, everything else is good. 00:46:24,270 It’s just urban program and I talked to my colleague and she began to answer to you so. Yeah. That sounds good. All right. Um, any other, other business? All right. If not, we will Adjourn the meeting. Thank you
