00:00:06,470 Oh, let’s call the meeting to order. Today is March 13, 2025. And we’re at the Tom Baker meeting room for the appointed meeting of the Bismarck Parking Authority. I see that we have a quorum present. Yeah, and the first item of business would be to approve the minutes of the February 13th meeting. 00:00:26,270 What are your wishes? Make amo to improve. 02. No changes. Corrections, comments? If not all in favor say aye. I that motion carriers will move on to the regular agenda which starts with the review of the financial statements. Yeah, and management usually walks us through, points out any. Extraordinary items. 00:00:53,030 Things that we should be aware of, Jeremy, Mr. Chair, Authority board members, um, so we’ve got, uh, 2 months in now, uh, for through February for your cash flow reports, uh, income side is looking on track on the expense side of things, um, of course, the beginning of the year is a little heavier and expenses with, um, you know, 00:01:11,100 the real estate taxes on the commercial end of the property for the Parque, uh, ramp, um, elevator maintenance contract, um, so those are some of the big ticket items that. 00:01:28,300 Just get paid for up upfront uh at the beginning of the year, uh, under repairs and maintenance, we did have, um, a window, one of the large uh pane windows in the in the Galleria ramp, excuse me, uh, that we did have to have replaced that had, uh, lost its seal and gas, and so it was, uh, uh, uh, on one of the, um. 00:01:42,130 Stairwells, so it was cloudy, so we, we needed to replace that. That actually came in at $3000. So, uh, and then there was a small expense under capital improvements $298. That was actually for the RFP ad that we had to put out through uh the Bismarck Tribune, so, um, our reserve account, uh, , $2,700,422. 00:02:05,630 50 combined with, uh, checking operating its current balance is $363 and 3 363,595 for a total balance of $3,64,017.50. Re Yeah Questions of management on the Financials Questions or comments, anybody? So it costs $3000 to replace the windows. Oh. OK. Anyone have any questions? If not, is there a motion to approve the financials. 00:02:44,530 Is there a second? Second. And, and on this one we’d call the roll please, Sue. John Yes. Todd, Jake, Jim. Yes, that motion carries item 3 on the regular agenda would be to review the parque Repairers RFP bids, uh, Jeremy. Um, yeah, Mr. 00:03:10,370 Chair, and authority board members, we did have the RFP bid opening, uh, last week on Wednesday. Um, there were two, bids received, uh, packets received on time. Um, that, uh, should have been included in your packet on those bid amounts, um, restoration systems incorporated and Vector Construction Incorporated. Um, base bid for restoration systems $248,310 vector construction $367,439.05 engineer’s estimate was 220,000. 00:03:39,100 Um, an item to note, um. Uh, there was a 3rd bid that came in, but it came in late. And so it was rejected and that was with uh Western specialty, uh, out of Minneapolis. 00:04:01,030 I don’t know if it’s relevant, but what was the amount of that one, Jeremy? Uh, that came in at 212,000. So we had at the mid opening or before the bid opening, we had a discussion with the city attorney’s office and with the city administrator about whether Whether we could postpone the bid opening until their bid arrived. 00:04:20,130 It was, uh, somewhat due to weather in, in the Twin Cities, um. But once they’re published, we have rules. So we have to follow the rules. So you have before you the two, the two items or the two bids, I should say, uh, 248,310 and vector at 367 439, which seems like a pretty large difference. 00:04:42,370 But that’s why we go out for proposals on these things. Um And maybe Jeremy, if you would for anybody who might be awake at home, um. Go to recap what the what would be entailed in theses. Mr. 00:05:07,630 Chair authority board members, so this is for the project of uh repairing the concrete at the entrance ramp of the arcade, um, and, uh, some column uh repairers on green level in the arcade and then traffic coding for, uh, half of the, uh, green level on the, uh, be the South uh and. 00:05:26,870 Um And um Yeah, so that’d be all inclusive for, uh, for those items just as a point of interest, what is it, what does traffic coding entail for one level and what does it cost for one level? Yeah, so it’s roughly about 100 and 114,000 I think is engineer’s estimate for, for a full level in this case, it would just for this project is just a half level, um, but it would be, uh, essentially, um. 00:05:45,530 prevent water intrusion into the concrete surface, um, extending the life of the concrete and the and the um the tendons, I guess, the tension tendons, uh, for the ramp. OK, and, and that process lasts how long typically it’s rated for 5 years, uh, for the traffic coding, but you know. It, it can last longer. 00:06:07,500 Uh, it just depends on how much wear and tear, uh as far as vehicle traffic on, on it. So, uh, for context like on the yellow level, the repairs that we did in 2020, uh, that was also traffic coded, um, seems to be standing up, OK, you know, 5 00:06:22,530 years later, there isn’t um. Large wear marks in there, so I think we have more life, uh, span out of that. If I recall this is something that the, uh, the engineers and consultants have recommended that we do for some time, right? Uh, it’s been on the, on the engineer’s report for a for a while, yeah. 00:06:41,300 And as I recall also the cost to do the entireparade was 700,000, roughly about 750,000 and that would be for every level. OK. Any questions other than the ones I’ve raised. 00:07:00,670 Jeremy, due to the size of this project, I would assume that there was bid bonds secured for both of these, uh, yep, there was, uh, bid bonds and um they do have North Dakota contractor’s licenses, um, the restoration systems incorporated, they’re out of, um, Minnesota, um, I asked our um engineer consultant Walker consultants if they’ve ever worked with them before and what their quality work is, uh, and they said that they’ve had, they do have clients that have 00:07:22,730 used restoration system before and they do quality work was the comment. The main reason I ask is a lot of times when you have uh bids in the bond company goes back and wants to see the other bids and they see that big gap in there, sometimes they can get a little antsy and then you sometimes. 00:07:39,800 May get a little kickback, so. Because there is a big spread, so. Other questions? Jake Yeah, kind of a technical thing on the Submittals of the bids and see that one acknowledged an addenda and the other did not. I don’t know if that Creates any issues, um, yep, Mr. 00:08:07,270 Chair, uh, authority board member, Jake, um, yes, that’s a good, good to point that out, um, because I did see that as well and I had emailed um the contact person that had submitted the bid and inquiring if they had seen that agenda and they um. They acknowledged that they had received it. 00:08:24,100 It wasn’t marked on there, um, but they said they do still want their bid considered. Good question. Good point. Other questions? Do you think me. Um We’ve kicked this can down the road for a while. Right? So I guess you know our action today would be to reject both, uh, except one. 00:08:48,870 Um I think both are open for acceptance for 30 days or is it 90 days? I don’t remember. Typically it’s 30, I think. Uh, well, I think it’s 60 days is what we had in the uh RFP ad. 00:09:09,500 And this work would take if we approve one of the two bids this work would take place starting this spring, uh, starting actually, uh, summer time frame, uh, with completion of, uh, late fall of 2025. What are your wishes? I guess I’d make a motion to approve the bid for restoration systems Inc. for $248,310. Is there a second? Seed by Jake. Any further discussion? A discussion hearing none the roll please, Sue. John Todd, Jake? Yes. Jim? Yes, that motion carries. 00:09:41,030 Uh, we’ll move on to other business that’s a pretty short agenda again today, which is OK because it’s a nice day out there. Other business. Well, Mr. Chair, sorry, I did have some pay requests, um, so this is for the engineer, um. 00:10:01,530 The engineer consultants uh work with uh Walker Consultants and CW Structural, uh, for 88% completion of the, um, The Dock engineered documents, uh, Walker’s bill, um,,, $11,505.74 and CW structural 9600. OK, is there a motion to approve the two consultants’ bills? Do you want to see them or? Motion to approve. Is there a second? OK John, John. 00:10:26,870 OK? Any further discussion on that motion? If not call the role, please, Sue. John Todd, Jake, Jim? Yes, that motion carries. Other business, Madame Da Toner or former madam or. I can’t remember now you you’re on so many committees now, it’s hard to tell. 00:10:48,270 I know I got to wear different hats and shirts all day long, uh, chair authority members, just one quick thing, our street closure for street fair was approved at the Tuesday City Commission meeting. It will be September 12th and 13th, we closed the streets September 11th at 5 p.m. So, um, I, it’s a busy time for you guys, just FYI, um, we’ll be doing that. 00:11:06,000 I don’t know. How construction would maybe affect that if it, if it would at all, um, in the, in the parade. So just, just an FYI, and then I think we talked about 3rd Street last time. 00:11:25,400 It’s not right near 3rd and Main, but there will be potential construction project south, I think it’s Main south, um. But since it’s right in, right out on your 3rd Street ramp, just, uh, maybe expect some delays or things like that. We did work with the, the traffic engineer. Some months ago actually to add some on-street parking on that. 00:11:45,870 West side of the 3rd Street ramp, there’s about 4 spaces that we could fit in there. We had an entire block of right turn lane, um, and so they were kind enough to go and put new signs up so we could get 4 on-street spaces on the west side of the ramp, which has been great. 00:11:59,530 So, um, Anyway, just a couple of things on, on that ram or that’s happening in and near that ramp and then with, with our street fair dates. If anyone has any questions, Todd got me in trouble last time talking about the dove in Mandan. So no Mandan questions. Todd, not taking any Kate on that. 00:12:15,270 Do you want to see up there, um, I think you’re on the, on the uh loop for the potential improvements to 5th Street and Front by the event center. Um, that will be on the agenda this afternoon of the Renaissance zone Authority sitting as the Downtown Design Review Committee. 00:12:34,000 So if anybody’s interested, Um, engineering has put out a Uh, kind of a heads up they’re looking at. Uh, Resurfacing, uh, Fifth Street from the tracks or from Main down to Bowen and front from 3rd to 5th and maybe further I think, I think part of it is adding a street, some more street trees and furniture and, and things like that, 00:12:54,370 making it a a section with the parking, I’m not sure what, so. Um, that, like I said, will be up for review by the Downtown Design Review Committee this afternoon. I’m going to tune in for that. 00:13:10,800 I’m not 100% sure what all, there wasn’t a lot of detail in them. The notice that was sent out. And then last but not least, the Mayor’s Parking authority meets tomorrow. At 11, I believe. Is that correct? Yes, sir. Is that correct, Mayor? No my teeth and OK. 00:13:33,200 As we continue to try and, try and uh breathe some light into the uh the need for more off street parking in downtown Bismarck. We’re continuing that process, so when everything and Jim, I don’t know if you, I mean, in your, with your real estate background, but we’re seeing a lot of showings and stuff coming into the downtown. 00:13:46,530 I know you saw some in your space. Um Housing’s been good, professional services has been good, office spaces for the most part has been good for us. It’s a retail that’s really been a tough one. 00:14:05,770 but we’re starting to see some folks look at a space near us um the two groups actually this week, so seems like springtime is the time when people are getting a little itchy to get out and maybe look at some spaces, but it’s, it’s picked up, I think, and then John was here last month, um, from CRA group kind of said the same thing, that things are picking up a little bit, which is good. um I concur. 00:14:19,300 The activity has increased and the interest level, so that’s all good. Thank you. So, any questions with Kate anybody? Thanks, Kate. Any other business for the good of the order. Anybody speak now or forever wait till the next meeting, I guess. 00:14:40,500 Um, if not, if there’s no further business, we will stand Adjourned unless there’s an objection. We are
