Today we are here with some of our members to present a check to the Mandan Park District in the amount of $10,875 to support a Kiwanis youth baseball. Thank you, Jack. Thank you, Manda and Kiwanis members. We appreciate your continued ongoing support of youth baseball and athletics here. Obviously, that’s one of the things that the Kiwanis Club is built upon is, is, uh. I guess, supporting our youth and our neighborhood, and this has been an ongoing, uh, commitment to do that and we do, we do appreciate that. I know that we do have a member of the baseball club I think back there. I think they appreciate it as well. Um, right, Rob? OK, uh, that partnership with reckon and the club in Batman and Baseball’s been strong. So we do thank you and we do appreciate it. All right, moving on to item number 2, public hearing for the 2026 budget. So at this point we’ll open up for public comment on the budget, uh, that was uh out. Yep, yup. So, uh, I’ll read, I’ll read, I guess the kind of the statute that goes with that. Uh, approve the final budget reading of ordinance 1057, making the annual appropriations for the expenditures of the Park District of the city of Mandan, North Dakota for the fiscal year commencing January 2026 and ending December 31st, 2026, and making the annual tax levy for the year 2025. I opposed motion carries Uh, moving, moving on to item number 4, Man and Baseball Club requests for approval to construct synthetic field on diamonds 11 and 12. And then I, that would be all of them, wouldn’t it? That would be, uh, as we know, uh, man in Baseball Club committed a great $5 million project to diamonds 9 and 10. Those were completed this year. We’ve had a few meetings and discussions, and the man in baseball club would like to proceed with doing 11 and 12 synthetic turf, and that would take place after July 4th, right around July 15th of 2026. Again, like diamonds 9 and 10, the $5 million project was paid 100% by the man in baseball club. Um, they have their gaming and operations. That’s been a great benefit to our community. That lowers the tax dollars for our citizens and provides a great service to our community, and at this time, um, I’ll have Rob here kind of explain his role and what they’d like to do, but if you, as a reminder, there’s a copy of the agreement in your packet. The idea would be to have, uh, if approved tonight, um, Attorney Ruff would be amending that agreement. so we’d keep the same terms and conditions that are in that agreement, meaning the baseball club would take out the loan. The Park District would, um, basically facilitate the construction, the bidding, handle the contract works, and then from that standpoint, once we get to the bidding and the design phase, we get to that point, we would then present those numbers with the conjunction and the assistance with the man in baseball club during the design phase. If that number feels confident, we would bring it back to the park board sometime between November or December, and whatever that number would be, preliminary we’re looking at in that 2.5 to $3 million range for diamonds 11 and 12, Obvious bids are going to be estimated a little bit higher, um, to make sure that we don’t have the sticker shock when the actual bids come in, but I think realistically those numbers are going to be slightly around that $2.5 million. Diamonds 11 and 12 if we can go to the computer. as you can see on your screen, you see the obviously to the top of your page is Memorial Ballpark that was put in in 2019, a cooperative effort between the Park District and the Manna Baseball Club right below that, um, where the cursor is, 9 and 10, as you can see, have full synthetic turf and then 11 and 12 are the ones that’ll get added, um, here for synthetic turf. And then as you can see to the west, we have Ferris Field where the girls fast pitch fields will participate, but these are the two fields that we would be looking at adding, um, as part of this project. The youth base ba ll complex to date, as we mentioned, we are under budget by around 100, um, and just give a round number right around 750 to $80,000 under the $5 million projected cost. Um, it’s been a great project they’ve fulfilled their obligation. Um, we’ve had many, um, discussions previously about moving forward with this, and I guess at this time I will stand for any questions you may have for me before, uh, Mr. Rob Oster comes up and presents representing the Man in Baseball Club. Uh, I’m gonna ask about parking. Are we thinking about adding parking or doing something more with parking over there. So part of our discussion, as we’ve talked about in 2027 is to do an improvement district, um, obviously this McClellan property that we acquired a few years ago it could be added on parking. We’ve moved into these fences, could be added parking, and then obviously the area to the north of the shop. The reality is, is it’s not paved today, but if we were to pave it, it’s not going to be a cheap um endeavor. um, we’re probably looking at 15 to 2 million if we wanted to pave all that. So I don’t see that being a reality. I see that being phased in over time to give us the opportunity to maybe do it over time, um, but I don’t see that happening right away, so we’re not adding new fields, we’re just enhancing the fields, so the parking that we have down there today, um, obviously when there’s a softball tournament, a baseball tournament, yes, it does get congested with that much activities, but by not adding additional fields we should be able to accommodate majority of their parking needs. How about, how about restrooms and, and, um, probably concession stand or or is saying talk about doing something like that down in that area or not, you know, for what we have service right now today with concessions restroom, it seems to service it. Like I said, we’re not adding more diamonds, um, if we need to bring in for larger term, it’s obviously porta potties would be an option to bring that in. Um, we’ve had great success up at the Starring Sports Complex where we’ve got the food trucks bring in different opportunities and take a percentage of of sales. So if we do have larger termins like the central Plains next year that we’ll have, um, we can have those discussions, but overall I think what we provide today will work ef fi ci ent ly Comm Mudder, I think we’ve talked about adding some of those restrooms concessions over by Ferris Field at some point. Um, I don’t think we’re, we’re there yet. I think there’s other improvements that I guess the club and we’ve talked about, but I know that that has come up. He is trying to get bathrooms a little closer in concession because it will be a bit of a jaunt, uh, to get where the current ones are right now, but I, I just, I just want to make sure that we’re taking care of the, our, our guests that come into our community because you guys are doing such a wonderful job on the field s I want to make sure our guests are also feel welcome too. That’s, that’s why I’m bringing it up. You know, the questions or comments for Cole. OK Rob, if you Meschke and Bort, y’all pretty much know me. I’m Rob Oson from Nan Baseball Club. Um, this, this potentially would be our third, um, renovation project down there one on Memorial, the two on, uh, diamonds, 9 and 10. So it’s pretty much the standard is what we’ve done in uh in, in the past. Cole explained that. So yeah, we’re just here to, um, here for Man End base as well to represent them and say, um, we’d like to get our bids out and get, get ahead of this. So come next at the end of next season, then we could get going on it, um. rejected bids come in as far as what we hope and think they could be and to have the whole entire complex down there, a synthetic turf would be very beneficial for everybody. Can you explain why? I mean, I, I think, I think most of us know, but explain why that synthetic is so important, uh, especially in North Dakota, uh. and what it does for us It’s a good question. It allows us to get on right away in the spring. So as soon as, you know, the snow melts, you don’t have to worry about for, you know, getting the fields in condition and drying it out and everything. So it, it is a much faster and a much more efficient. um. complex to use. Um, it withstands the amount of people that you have on it in the springtime, especially around here, so you can get on it right away, you play right away. You don’t have to do any talking, any of the dragging of the dirt, any of the lines. It’s basically get and go. It’s, it’s kind of the way of the future. A lot of people like to have, you know, baseball is meant to be on grass, a lot of old school. I’m one of those, but believe me, being down there the last 7 years, 8 years on Memorial. It is a blessing to have synthetic turf down there. It is just when it rains, you don’t have delays. It’s just much easier, much faster much mess, much less labor intensive as well to maintain. Yeah. It’s a good thing. So Well, I, I think we knew you guys would be back here. I didn’t think it would be this soon. Um, we didn’t either, so. but obviously, uh, and being able to host tournaments and things like that where we bring people into Manda and I know that’s been a big draw. They know that they’re coming to play on some high-quality fields and, uh, uh, that that does draw teams to our talent. So phase that we’re just finishing up now with all the numbers and stuff. Everything went so smooth and the construction last year, everything has been great and went so smooth, we’re like, man, let’s just if if numbers come in at a budget where we can project moving forward, we’re just keep rolling with it, keep doing it, so. since, since you brought that up and I heard we’re having another baseball tournament. Are you guys looking at future more tournaments down there or what’s the plan? Yup, absolutely. Um, for example, next year we’re having a Central Plains regional tournament. So that will help, even though that’s primarily on Memorial. A lot of the teams will be able to practice and warm up on these secondary fields. But yeah, as these get developed, we can not only host more tournaments, but we can have bigger tournaments because we’ll have the flexibility of having more fields available without having any kind of delays. So yeah, that is the goal to bring in more state tournaments and or regional tournaments ages from 9 to 19, depending on, so yeah. Thank you. And I, as I stated before, Robin, you know, the partnership, you know, it took, it was quite a few years ago, but the partnership and and your guys’ commitment to improving, you know, man and baseball in our community down in that area’s been, uh, second to none. So we, we, um, we enjoy that partnership. Awesome, it’s been great, so. All right, what are the board’s wishes? Any other questions or comments for Rob while he’s up there? Well, since I was the hard one, I’m gonna recommend, I recommend approval amending our agreement with the mens Baseball Club and amending our civil engineering agreement with KLJ for construction of diamonds 11 and 12. OK, we have a motion, so we, we don’t have an engineering agreement yet with we we were hoping to have it and we’re, it’s not, that was our item 5 here. All we’re agreeing to today is to, and we will bring that back in October is to start the deconstruction design. get it to a point where we have it completed construction docks bring it back to the park board sometime in that November December. The dollar amount will be approved by the man in baseball club. That dollar amount will be put into the agreement from Attorney Ruff. Then that motion will proceed. The only way the project will move forward if the bids come in where the baseball club is comfortable, so if they come in $2 million higher, they’ll reject bids as the board would reject bids, excuse me, and then we would either rebid or you know. proceed. OK, moving on to item number 6. Matt is here from, uh, Man and Progress Organization presentation from MPO regarding the 2025 July 3 firework display at Sunset Park. I’m Matt Good evening, Commissioners, Comm Meske, uh, yes, thank you for having me come in tonight to talk about, um, a project we’re working on for the 2026 4th of July celebrations in Mandan. We are working on a uh, fireworks display that will take place on the evening of July 3rd. And so we’ve been exploring, um, spaces in and around the community and we’re, um, coming here tonight to ask to just a consideration for the use of Sunset Park as kind of a um, zone to start working on some of our preliminary plans on how we pull off a, uh, a large fireworks display. of this caliber for the 250th anniversary of the US, which will be celebrating next year in 2026. Um, let’s see, can I use this soera? I just zoom over to Sunset Park. There we go Oh, that’d be great All right, so, um, what we’re planning is a, and what we’re exploring right now is a Pyro musicalyres style show. Um, this is a kind of a large spectator type show where people will watch. um, the show from a distance, um, usually in a seated ground area, very similar to the red, white, and boom that you would have seen at the, uh, BSC Bowl, um, this year on July 4th at Bismarck hosted. um, this particular type of show, um, needs a, a large, large space to shoot off. And so we explored multiple locations in and around the community and Sunset Park right now is, um, the top of our list in terms of a location that does fit the parameters for this type of show. Um, right now we’re looking at a, um, show that would be anywhere’s in the range of about $500 to $75,000 show. So this will be a a very big show, probably, um, to celebrate this type of um 250th celebration Um, when you look at the space that Sunset Park provides, um, it does provide adequate seating space for, um, individuals, uh, if we look at what red, white, and Boom brought in Bismarck at BSC they had anywhere from about 500 to 6000 people attend. Um, we believe that Sunset Park can, um, accommodate that type of crowd. and does give us enough space to shoot. hopefully some larger shells, um, at that space. So you’ll see on the map that’s in front of you. the, the red zone to the east side of the east boundary of Sunset Park would be the main shooting area. Uh, we are in conversations, um, with the landowner to the West, um, to provide access to shoot some of the larger shells that would go off in that area. And one of the reasons why this particular spot, um, we’ve honed in on is that if we do do some of the larger shells, and we get some of that, um, get that approved. We need a larger, um, safe radius away from any type of structures, um. power lines, radio towers, anything like that. Um, some of the larger shells, if you’re getting that, uh, 10 inch to 12 inch to 16 inch, um, have about 1000 ft diameter radius that they obviously can’t go over buildings and stuff like that. So, um, Sunsson Park does give that to us. um, if we have that access to the land to the West, which we are, like I said, in conversation. Um, if we didn’t get that access to the land, we would still um we would shrink the the size of the shells down to about an 8 inch, which we would still shoot within that main shooting area along the red, the red boundary. Um and then you’ll see on the map, the viewing areas and and things of that sort. So today, the, you know, request to the the board of the commission here today is just to kind of, um, start that agreement process so we can start working on some of the logistics of it. Um, we really can’t start the logistics and, and going on getting sponsorships and stuff like that, um, for this type of an event unless we have a a tentative space or location secured. Um, that way this gives us some time to kind of work those logistics. This will be a very logistical heavy event, um, both with, uh, working with Mandan. Me and Firemen NPD security, um, all those different things in terms of, of this particular um space. So I’m would love to entertain any questions that you have about the the proposal, the event, the project that we’ve got going forward next year. Comm Mutter Um Matt, I take it probably 2 questions for you. Um, one is I’m a little bit worried about um cleanup in that area. But the second one I’m I’m curious and I’ve had a couple of people ask me this question, so, and I, I know the reason, but I want you to explain it a little better for me. Um, why aren’t you working more with the rodeo uh for the July 3rd fireworks. Um, well, the, um, the company that we’re working with that we’ve tended to work with the Piro. Here is a North Dakota company and um in order to do the type of show that they want to do a pyro musical, we need to have the the larger space requirements and Dakota Centennial Park or the, the current area where fireworks are shot does not give enough of that, that space to shoot, um, or do the pyro musical style, um, show that we’re looking at. Um, this show is, is less of a singular location with a lot of aerials and it’s more of a, there is a ground, but there is aerials, but it is spread out. Um, it’s more elongated when you look at this type of, of show And then for cleanup after the, after the show, because I know there’ll be a lot of people and, and I’ve seen the fireworks boxes after the Fourth of July down at, down at DCP. So I was wondering about cleanup and stuff like that. Yeah, no, the, the pyro company that we work, we plan on working with um their professionals in their industry and the highest North Dakota. And so they actually do do a very good job of cleaning up their aspect of it in terms of the public aspect, we would treat this like any other event that we do, um, here in the community. So, um large numbers of, of porta potties brought in trash, um, totes, things like that, that we would do in, in working with the local um, volunteer groups like the Boy Scouts that we do for like art in the park and those types of things to really um formulate the, the cleanup of the, of the seating areas where the public would be at. Thank you, Matt. So, you know, Matt, not everybody gets to see on screen what we’re seeing and did cover a lot of those safety issues. Obviously, safety is one of those things. The cleanup was another one of my questions and that’s a large span to clean up. Um, we currently don’t even allow fireworks on our property because of the cleanup, mainly. Um but I, I did see that was in the notes on how they, how they get that cleaned up. Um, from, I don’t know what kind of diameter they do from the launch site or how far they go out, I mean, it might be tough to distinguish between what’s going on in the city of Mound Dawn. Otherwise, but, um, so, so the cleanup is important to me, uh, safety, you have, I don’t know if you have everybody on board here yet, but obviously, fire department, police department, medical services, all those things there, um, have you had discussions with them yet? Is this kind of, or is it kind of a, well, let’s see what happens with the park board, and then we’ll decide. whether this is and you, you mentioned it’s 250 year celebration. Is this a one-time thing or are we looking to do this? annual or just kind of mention, see how it goes, uh, this time, I guess those, those are my questions. Yeah, no, definitely, um, yeah, no, this is kind of a, a kind of a chicken before the egg type of thing. Um, in order to really sit down with the the Mandan Fi and PD to kind of logistically look at it if it is feasible, is really to get the the park board here on board as a, as offering up and, and, and really looking at Sunset Park as a, as a valid location. Um, it is not 100% that this location would actually serve the purpose that we need. If they do find um, major, you know, safety issues in terms of the terrain and getting people in and out exits and and entrances and and things like that, we would definitely be um you know, going back on those plans in terms of how we would look at this site, but in terms of, of sitting down with those entities and those city city groups, we, we really need to have the, the site kind of, um, on a kind of an approval process so that we can start sitting down with them and kind of going through this, um, in my conversations with, with, um, Cole and, and this project is, is definitely coming before you multiple times as we go through this project with the different updates on what is taking place as we, we go forward with this. Um, currently right now in terms of the, the, the number of times if it was going to be an annual thing, I don’t, um, at this time, I don’t see it being an annual thing. I think this is a, a one-time show for the 250th. Um, but I can’t say that if people community really likes what we do and, and Mandan’s good for, it’s known for hosting big events. Um, it may be something that we consider um taking into the future, um, as we go forward, but, um, at this point right now my planning with the Mandan, um, Progress Organization is, um, really focusing this on as a one-time, um, celebra celebratory event. And, and 25 to 30 minute show. is kind of is what you have in your notes is that that’s what. And has this company surveyed, have they come out to survey that spot and think that that’s a good spot or are they looking at aerial views? What are they doing to tell you that this would be a good spot. Yeah, we’ve actually had, um, we’ve had a walkthrough on the site itself. Um, we’ve actually walked through, um, 3 different sites in and around the community to see what type of shows that would we’d be able to do. Um, this one fits the parameters to do the, the large show which would have the, the, the larger aerial, um, um, shells going up. Um, but yes, they have been on site, um, actually twice with our team to look at the site, um, besides looking at aerials, and we would be working with them hand in hand as we plan the, the logistics of pulling off an event like this. and set a world record that, that’s what your notes say. This, this wouldn’t be a world record. They do want to set a world record and that can be a conversation for later. OK Anything else from Matt? Question concerns from now? Yeah, yeah, uh, I guess my only I, I think it’s good, you know, like you mentioned, we don’t allow fireworks on our uh on our property otherwise largely because clean up, so, uh, um, if we allow it here, are we? opening up something there. Probably not, but something to be cognizant of, and then, of course, you know, you know that there’s a lot of grass out there and so, uh, getting the, the fire department on board. Uh, it’s pretty limited access and as you note, uh, there’s not a lot of water available, so, uh, that’d be my only concern if there was a grass fire or something out there, um. but as far as there’s there’s parking, we have the, the trail and the path there for access and, uh, uh, I think there’s a lot of uh good ideas here, so interested to hear more as you move forward. Will you have to apply for a permit to the city then? Yes, so we’ll, once we get the kind of the approval to kind of go forward from the park board here. We would, we would immediately apply for the event permit and start that process, um, that planning process. Like I said, it’s not 100% that this site would be what we where we hosted, but, um, in order to get the essentially the landowners on board, um, that would be where we would need to start and then we can start the process and then as we work with the Pyro as well as the different entities around the community. Um, my goal is to work with Cole and kind of go through the, the needs, whether it’s um, you know, additional mowing, things like that, that we would, would help cover those costs and and whatnot that would be needed of the property. The reason I ask about a permit is if there are citizens out there that believe it or not, some citizens don’t like fireworks, and they’ve asked the park board to stop fireworks, and it’s really not our position to do that, but it would give them a way to, um, I guess, say, hey, we don’t want this in Mandan, we don’t want this in our backyard. It, it, that, that permit would need to be approved through the city, correct? Yes, yep. We’re just giving you the space That’s all we need That’s Meske and Commissioners just to follow that up. So will there be any communication to the adjacent landowners that this is taking place and that they have an opportunity to provide their comments because that’s one of my concerns is the people that lived to the north of the Brave Center in the east of the park. They may not want all the traffic and the people that potentially are going to be in their backyards. Yes, they’ll be able to see the show, but obviously there’s residuals that come with that. Is there gonna be any notification to those residents? Um, I can talk with the, I mean, I can work with the city on that. Obviously, the event permit would go out as part of the normal notice process through the Commission’s agendas when that would go through. um, but we could, we could easily do, uh, I could work with the city on doing a a, a mailing to that area. for for a notification if that would help to kind of President Meschke and Comm, the only reason why I bring it up is if we allow them on our property, there’s no formal process for them to come and vent their concerns for or against. They’re not coming to us for the permit, and the permits aren’t required to be advertised. They’re just applied and added to the agenda and there’s no notification. Yeah, it would be typically it’s a consent agenda item, I think for the city commission. Um, but it might be something that might come under some scrutiny. So I guess, again, something that people can. obviously contact Matt, uh, if they have some concerns in in the city if that goes forward, but, um yeah. OK. Anything else Tony Ruff, do you see any, any liability, uh, with us? Um, I, I know that one of the questions that we might have as far as uh some insurance, some sort of, I know that the company is insured. They say they’re insured, you know, a certificate of insurance and how much that is if there’s property damage, um, whether it be to our property or adjacent land, uh, property owners that, um, and maybe even more. I don’t know. I guess that’s something that we could iron out on the road, but we are hosting, we are hosting it in, in, in essence, so. district, but the insurance should cover us obviously we’re just providing the site. We’re not doing the event ourselves, so it would first look to the uh pyrotechnic company that’s doing the service as far as any liability, um, and then potentially the Mandan Progress Organization, City of Manda, but we should be fine. OK. OK One more question, President Meske, what happens if it gets rained out? Just planning, thinking of the worst case scenario. So if it was rained out on the 3rd, does it happen on the 4th or not? We would put that type of contractual agreement into the um the agreement with the Piro, um, in terms of what they would do. I know some of them do, you know, you have 2 days to host again. So once we see the contract from them, we can kind of then look at what that would be like, or it would be, it’s, it’s, they hosted the next year or, you know, there’s different ways of, of once the dollars have been spent, you know, there’s ways that they can do it. I know drone shows give you like a 6 month to 12 month use if there’s windy and they and they have their own kind of parameters they do as well. Terry President Meschki and Commissioners, I would like to present to you tonight some proposed amendments to our employee retirement plan. Our retirement plan, as you probably are well aware, is, is a joint um plan shared with the city of Mandan. And so anytime that we desire to make amendments to the planned documents. It’s a collaborative effort between us and the city employees and so the updates that we’re proposing tonight are ones that we’re ask you to approve as well as the city commission will be also being requested to approve them at their next board meeting. So the first one that I wanted to call to your attention is we want to amend the plan so that employee contributions can be made on a after-tax basis. Currently all employee contributions are made on a pre pre-tax basis. There is the uh legally by law, we can do it on an after-tax basis as well. So we want to offer that to employees that they have the choice of doing either or or some of their contribution on a post-tax, some on a pre-tax basis. So that’s the, the main part of this amendment to our retirement plan. It also allows for rollovers of outside Roth accounts that can be rolled into their 457 plan here and also it allows employees to complete in plan transfers from their pre-taxt dollars over to the, the post-tax Roth type dollars. In addition we are requesting that the minimum age of eligibility to participate in the retirement plan, be changed from 19 years old to 18 years old. Um, ever since the, the plan has been in place, that age has been set at 19 years old and I don’t think anyone really knows why it was said at that point, but currently in the city of Mandan, there are a few full-time employees that are age 18 and right now are not eligible to participate. And we don’t see any reason why they shouldn’t be eligible. So we’re asking for that amendment as well. and so all of these would go into effect on October 1st of this year upon your approval, and so I’m just asking tonight for your approval of these amendments, and I’m willing to answer any questions you may have. Any questions for Terry Uh OK Terry, can you tell us why this is becoming, becoming uh coming to the board now was, was there some retirement laws that have changed or is this just kind of coming from within that employees are asking for this, um, I believe this provision has been in existence by law for for several years, but it has just come to our attention through our retirement committee that that’s something that we should add to our plan to offer to our employees. And so right now, it’s just being offered for the employee contribution to be done on a pre-tax basis. All of the employer contributions are still on a pre-taxed. So it’ll save retirees some tax, tax dollars when they retire. Yes, they would have to pay tax now versus when they retire. So it’s a choice of when you want to pay the tax. Do you want to pay it now or at retirement time. OK. Anything else for Terry What are the board’s wishes? Presidents Meskian Commissioners, as you know, um, Memorial Highway is being renovated and reconstruction as you can see today. I had asked the city of Mandan when that was being put together in the bids in 21 and then obviously it was delayed to 22 and then bids were opened and it started construction now in 205. At that time, we wanted Red Wing Drive, which is between basically between Deco Centennial Park and the soccer complex just south of ID4. We were trying to have that road as part of the overall construction project Memorial Highway. Unfortunately due to the different funding buckets, we were not able to so then as this kind of progressed, um, discussions from the city and I about how we can maybe address that road and look at adding parking at Dakota Centennial Park, not only for the RC track but also for the youth soccer complex, which currently is gravel. Well, with the estimates that you perce before you, um, $866,000 for that portion of the road. Um, it’s a lot of money. Um, I wasn’t anticipating it to be that high, um, of those costs, obviously ID4 would have a portion and then there’s another others in the amount of 42,000 which some storage units in a small business over there. The one component associated with this is there is a buydown by the city of $245,000 of the project. um, but my recommendation based on these numbers, originally it was to move forward with it. thinking that the costs of the bids would come in lower. but in front of you today, as there’s a nice colorful spreadsheet that has all of our current special balances today. And if you look at the very bottom where I have the check mark, I have $1.5 million forecasted in there. That goes back to that more engineering, um, asphalt parking lot and trail assessment that the goal was to do an improvement district in 2027. To do the improvement district in 2027. That number’s not in our actual specials. It’s just forecasted. That’s gonna bring our forecast up drastically, and if we were to do this, road project that’s basically another million dollars and so I think we’re sitting at about 2.5 meals today in specials and another 3/4 of a meal for our refinancing of specials that we did. This is gonna put us that much over the top. Now the difficult part is a lot of our specials that you see in front of you. are no different than your house that you where you live in the in the city of Mandan Street projects do happen and we just happen to have a lot of park land throughout the entire city that were adjacent to these street improvements or stormwater improvements or sanitary improvements, and so we are getting assessed just like Memorial Highway, we’re sitting at around $100,000 of assessments between all three properties adjacent to Memorial Highway. So my recommendation tonight is I know originally was to move forward with it, hoping that the bids would come back lower, but based on what we’re trying to do at our leadership meeting this morning, we have a lot of parking lots that need to be taken care of. I think that’s a higher priority now, um, that road is not gonna get any cheaper as we know, um, is it in poor condition? Yes, but it can get us a few more years and hopefully we can buy down some of our specials. That’s not considered uh an arterial route at all. That’s OK. So that buydown that the city’s offering, will that, would that be? I mean, cause City could decide to do it on their own, correct? I mean, um, that’s typically how street improvements are done outside of us asking for the improvement for a parking lot at um Man Tennis Center or we added some parking at the South South Saft complex is when a street improvement comes true that the city plans to do whether it’s sanitary or storm, we will then partner and maybe do some improvements to our parking lots or at a parking lot and in this situation the city wasn’t bringing this street forward. We actually initiated it thinking that we could partner with Memorial Highway, you know that’s a $100 million project that would probably bring our cost down is what we were hoping. um, but unfortunately we can’t benefit from that due to the different funding bucket. and there really isn’t any other roads back there to where if they do a uh an improvement district, uh, it’s really not tied to anything else. One for like long Spur Trail, which comes by McDonald’s wraps around the south side. I mean, we got two sides of both of that, you two will be over a million dollars when that road’s ready to be dumped, but that’s in really good condition road. Fortunately, Red Wing Drive is in a tough shape of it is there’s some rough spots too. Cole, is there any, did, did they have it on any type of schedule in the city? OK, thank you. Well, I, uh, so these, this is since we talked earlier today about this item, so we’re we’re kind of getting a price tag and, and I think what we, we try to do is the specialist Terry’s always on it, making sure that we’re, we’re paying them off, paying off our little, uh, interest specials as much as we can, we try not to and raise the meals in there. So we would be looking at probably 3 mills. at least to do what we want to do there plus this whole road. Would it be a mill overlay? Is that what they were? uh a certain portion would be reconstruction, some of some it there’s some portions of it further to the north that are in pretty tough shape by those um shop condos where I think some heavy equipment are coming in and out. OK. So the only reason why I’m bringing it before you is in normal projects, we have the ability to decide if it moves forward or not, but since we made the request to the city and they’ve reached out and got some cost estimates, they control the construction of the street improvements. We as the partitioner don’t have any control over the streets. We obviously can make the request to have a street improved, but at this time, since they put this together, I would like a motion from the board to not proceed with the special assessments. unless you feel otherwise. board wishes I recommend we not proceed with redwing Drive Street Improvement Project and special assistance back to the Park District.
