Um, uh, big thanks to all of our sponsors that are out there and if you go to Viitmanan.com, you can kind of see all the different. 00:01:53,330 Businesses and organizations that get involved and get behind this event, um, special thanks to the Mandan PD and the public works department as well. They’re great to help and asset and making sure this event stays safe and well planned as we close Main Street and, uh, prepare for parking. Upwards to 400 vehicles on, on Maine on Sunday. Um A couple of new things this year. 00:02:12,000 We’re kicking off Friday with a concert in Dykeshorn Park Friday evening, and we’ve got kind of an impromptu, uh. I don’t wanna say a, a food truck festival happening and we got plenty of food trucks and um vendors that are gonna be in Park from Friday through Sunday, so, um, people can come down and take 00:02:28,000 in some, um, fair food and and other treats that are gonna be happening in Dykeshorn Park starting Friday evening. And that will continue Saturday starting at noon all the way through the afternoon and into the evening, and we have music planned all, uh, all afternoon on Saturday and then again Sunday with the car show, we’ll 00:02:46,030 have the food available and another band on the big stage in Dykorn Park, so we’re looking forward to a great weekend, uh, here in. Uh, Downtown Mandan, but just in general, um, buggies and Blues is kind of a nice festive weekend in Mandan with the uh races at Dakota Speedway happening. 00:03:03,830 uh, there’s a kite flying event at the Manda Middle School, and we also have, um, plains and pancakes out at the Mandan Airport happening as well. So there is a lot going on this weekend, so there shouldn’t be anyone saying there’s nothing going on in Mandan this weekend, but. Not so fast, my friend. There you go. There’s more going on. 00:03:22,400 There is, yes, so, uh, the annual border battle will be held down at the uh municipal ballpark. And that will be the men and chiefs who are the hosts, the Bismarck governors, Minna Vista Vistas. Saskatoon Cubbs, Regina White Sox and Saskatoon Diamondbacks. Soul. Those teams will be playing. Friday, Saturday, Sunday. So if you have time. 00:03:51,870 Between concerts and food trucks, a game, a game. Uh, how many food trucks you got, Matt? We’ve got, uh, 14 right now that are lined up, um, food trucks and food vendors that’ll be lined up, um, Sunday, we’ve got about 25 craft vendors that will be in Heritage Park, so that’s the most we’ve ever seen in that, 00:04:08,330 um, that era of, um, or that end of the kind of the craft vendor. Spectrum so we’re looking forward to a really good weekend on Sunday and the weather’s looking nice, but if anyone’s looking for information or wants to follow what’s going on, you can go to Viitandan.com. 00:04:23,900 We’ve got the schedule there of all the events that are happening in the community from the concerts and everything else that’s going around. So who’s your headliner Saturday night and what genre? Um, Pop Gun Rerunn is our headliner there are an eighties tribute band, so we’re looking forward to bringing them Mandan, um, Friday night is shirts and skins and they’re 00:04:40,300 uh a variety band, but they’ve, uh, this is their 3rd year attending Buggies and Blues, and they love coming here and and they’re kind of a fan favorite, so we gave them their own night on Friday night to kind of kick off the festivities. Thank you good luck. 00:05:00,630 Another announcements we’d like to thank Dua Bobcat volunteers, uh, for helping replace the mulch in the flower beds at Dykeshorn Park and, uh, getting it ready for this weekend. It looks uh very nice down there right now. And a big congratulations to the men and girls soccer state champions. They defeated Minna 2 to 0 Saturday afternoon. 00:05:24,670 And that is the first state championship for the girls soccer team in Mandan. So And now we will move on to the approval of the agenda. Commissioners, you’ve had a chance. To review it? I’ll make a motion to approve the agenda here for June 3rd. OK. We have motion by Comm Rohr, seconded by Comm Brown. 00:05:51,230 Any further discussion hearing none roll call, please. Yes, yes. Yes, Mayor Frelich. Yes. Onto the minutes approval of the minutes consider approval of the following minutes of the board of City Commissioners May 20th, 2025. That was a regular meeting. I’ll make a motion to approve the minutes of the. May 20th, 2025 regular meeting. 00:06:20,170 As presented Second Motion by Comm Schoberg, seconded by Comm Rohr. Any further discussion, hearing none, roll call. Messrs. Schoberg. Ha. Yes, yes, yes, Mayor Frelich. Yes Looking for approval for the May 27th, 2025 special meeting. I’ll make a motion to move the minutes from the 20 May 27th. You’re 25 special meeting. Second Motion by Comm Rohr, seconded by Comm Schoberg. 00:06:54,970 Any further discussion, hearing none, roll call. Yes, Bron, yes, roar, yes, Schober, yes, Mayor Frelich. Yes. We have no public hearings, no bids, so we’ll move on to the consent agenda. Are there any items that you would like removed from the consent agenda. If not, I’d look for a motion. to approve the consent agenda. 00:07:21,030 I’ll make the motion to approve the consent agenda as presented. Second. We have a motion by Comm Schoberg, a second by Comm Brown. Any further discussion, hearing none, roll call, Messrs. Brawn, yes, roar, yes, Schoberg, yes, Eins. Yes. Mayor Frelich, yes. 00:07:48,230 We have no old business and we, so we’ll move on to new business. And number one under new business, consider administrative change orders for the old red trail shared use path Pro jerk. Mayor and Commissioners, good evening. Um, for your consideration today, um, we have 2. exchange orders for the old red Trail shared use path Mil and Overlay project. 00:08:16,000 This is a project that is, um, that was initiated by the Mandan Parks District and um these two change orders were identified during the pre-construction meeting and consists primarily of additional traffic control devices, um, that are required to make the installation of uh ADA ramps safe, um, alongside Old Red Trail, um, the total of the change orders is 31,455. dollars 30 cents. 00:08:40,030 Um, we’re expecting these to be, uh, eligible for the, uh, 80% cost share. And, um, the reigning 20% would be special assessed back to the Parks district, um. If you have any questions I can answer them. Otherwise, we’re recommending approval. Any questions for Jarek? Hearing none, I would entertain a motion for approval. 00:09:04,100 I move to approve change orders 1 and 2 as presented. Second We motion by Comm Brown, seconded by Comm Schoberg. Any further discussion, hearing none, roll call, Commissioners roar. Yes, Schoberg, yes, Heins. Yes. Bra Mayor Free. Yes Motion passes. Item number 2, consider applying for state water commission cost share funding for the First Street. Reconstruction project, Jarek. 00:09:35,970 Mayor and Commissioners, um. For you today, we have, um. Uh A request to authorize staff to apply for state water Commission funding for the first street reconstruction project, um, the 60% cost share on water eligible items was part of our proposed funding package, and this is a necessary step in order to obtain that funding. 00:10:01,170 Um, 60% of water eligible items on this project would represent about $720,000 which is just over 10% of the overall project, uh, cost, um, so while it’s not as big as, as big of a share as it is in other projects, it’s still substantial and goes a long way towards making it more affordable for the For the uh 00:10:20,970 properties in the area, um. It’s our recommendation to authorize staff to Uh, apply for state water Commission funding, but I can answer any questions if you have any. 00:10:43,830 Any questions for Jarek? Here he done, I would entertain a motion, a move to authorize staff to apply for state water commission funding for the first street reconstructive project. Second The motion by Comm Brown, a second by Comm Rohr. Any further discussion, hearing none, roll call. Comm Schoberg, Eon. Yes, yes, roar. Yes, Mayor Frelich. Yes, most passes. We’ll move on to resolution and ordinances. Item number one, consider a bond resolution for 45,000,007,000. Water revenue bond series. 00:11:19,100 2025 B which is the water treatment plant phase 3 optimization project, Greg. Good evening, Mayor Commissioners on June 4th of last year by the city commission approved a resolution authorizing the filing of an application with the North Dakota Department of Environmental Quality for a loan under the Safe Drinking Water Act for the water treatment plant. 00:11:44,800 Um, optimization project phase 3 on April 24th of this year, the North Dakota Industrial Commission approved a $4.5 million loan, um, requested by the city of Bandan, uh, the total project cost for this optimization project at the water treatment plant is approximately 11.3 million project funding, um. From the drinking water, state revolving loan fund of 4. 00:12:10,500 5 million, uh, 6.7, 6.8 million from the state Water Commission, uh, the interest rate on the twenty-year loan is 1.5% plus 0.5% administration fee bought from the state with the final maturity scheduled for September 1st of 2047, the loan will be repaid by approved utility rates in the city will only be obligated for what it actually Draws down on that 00:12:36,600 loan. And um The resolution is required by the state and was prepared by the city’s bond council and recommended for your approval. Stand for any questions. Any questions for Greg? Me just comment that is tremendous interest rate. 00:13:01,200 And You know, you just can’t what most places, you know, get that kind of interest rate for a city over that long period of time, especially, so it’s, it’s a fantastic, uh, business arrangement. Yes, it is. Any other questions for Greg? I would entertain emotion. I moved to approve the bond resolution $4,507,000. What a revenue bond series 2025B was, was a water treatment plant phase 3 optimization project. 00:13:32,130 Second We have a motion by Comm Rohr, seconded by Comm Schoberg. any further discussion. Hearing none, roll call, please. Yes, yes, yes, yes, Mayor Frelich. Yes. Item number 2. Consider the financing resolution for the water and sewer improvements. District number 65. 00:14:07,330 Which is the 2025 reconstruction project, uh, Monte Drive, Greg May Commissioners, um, same process here on January of this year, the city, uh, commission approved a resolution authorizing applying for the loan, um, with the state, uh, under the Safe Drinking Water Act for the 2025 reconstruction project, better known as Monty Drive on April 16th of this year, the state approved a $1.9 million loan requested by the city, total cost of the project is approximately 10. 00:14:32,370 3 million funding from the state revolving fund loan of approximately 1.9 million. State Water Commission funding of 4.7 4.8 million and city funds combined of 3.6 million. The interest rate on the 15-year loan is 1.5% plus 0. 00:15:02,300 5% admin fee from the state with a scheduled maturity of September 1st of 2041, uh, the loan will be repaid by special assessments within the district that was created, and the city’s only obligated for the lone draw requests. What’s uh unique about this particular project is normally street repairs are not part of a, a financing package like. 00:15:26,830 from the state, the state did change their their guidelines for this program and uh if street repairs are needed due to drinking water, sanitary sewer and storm water utilities, they become then eligible for the 2%. loan financing. So the street repairs as a result of the, the water main replacement, um. Certainly benefits uh the project as a whole is now that the street repair is eligible for that 2% financing over 15 years. 00:15:52,400 Um As stated previously with with the other agenda item, the uh resolution as required by the state and was prepared by the city’s bond council, and I will stand for any questions. 00:16:14,900 Any questions? Carry none, I would entertain a motion, move to approve the financing resolution for water and sewer improvement district number 65, the 2025 reconstructive project for Monte Drive. Second Motion by Comm Brown. Seconded by Comm Schoberg, any further discussion? Hearing none, roll call, please, Messrs. Brown. Yes, roar, yes, Schober, yes. Yes. Mayor Frelich, yes. Item number 3, introduction and first consideration of ordinance numbers 1466 and 1467. Related to the management of trees and shrubs. 00:16:48,630 Shane Good evening, Commissioners and Mayor. Public Works is bringing forward two ordinances, 1466 and 1467. These updates are part of Mandan’s code or. Updates are part of Mandan’s code related to how we manage trees in the city. These changes don’t add anything new to what we are already doing. 00:17:09,900 Instead, they make the process clearer and more consistent for everyone. The main points were clarifying that when the code says C arborist or forester, it also includes trained staff. This allows the city not just one person to handle inspections, notices, and other duties. And the notification process, we’ve updated how we notify property owners when a tree needs to be trimmed or removed. 00:17:31,330 Notices can be sent by certified mail or posted directly on the property or tree so everyone gets timely and clear information. This will change from a 20 day time frame to a 14 day time frame as well. And, um, lastly, still, if a tree is an immediate danger, the city can act quickly and remove it without. Um Any question. 00:17:53,170 That that isn’t changing, um. These updates are just about making things clearer and more efficient for everyone involved. Recommend to approve the introduction and the first consideration of ordinate number 1466 and 1467 as presented. Any questions? Thank you, Shane. 00:18:16,630 Any questions? Mayor Shane, we don’t have a forester or an arborist working for us presently do that specifically assigned to that position. Mayor, Comm Rohr, that is correct at this time. We don’t have a. Um, I can have. My grounds maintenance superintendent and probably come and answer the question a little clearer for me. 00:18:37,970 Could you do that, Jason? I was just wondering because I, oh, some years back we did, I just wondered how with this particular trees and things like that, whether it’s diversified among different personnel, in other words, how do you manage that, that particular issue? Uh, Mayor Commissioners, um, we don’t have one on staff currently, um. We are training our staff that we do have on hand for these matters, um. 00:19:01,970 As far as are you asking like just for tree health questions or, you know, in the past year, you had a particular person that was assigned that position and, and, uh, so now, in other words, some, you’ll be doing me more multitasking. It won’t be one person. It’ll be. 00:19:21,630 It would fall under all the grounds maintenance employees and so it’s gonna be a group that will be doing that, you know. That is correct. OK, that’s what I was getting at, like how is that handled, it’ll it’ll be all the grounds maintenance staff that we have, um, instead of just solely on one person. OK. Any, any other questions? Thank you. 00:19:49,430 Any other questions for Shane? If not Entertain emotion A move to approve the introduction of the first consideration of ordinance numbers 1466 and 1467 is presented. Second We have motion by Comm Schoberg, a second by Comm Rohr. Any further discussion? Hearing none Mr. Newar, Monsieur Rohr, yes, Schoberg, yes, Henon. Yeah. Ron, Mayor Frelich. 00:20:24,170 Yes And with that we have uh. No other business for tonight. The future meeting dates for the board of City Commissioners June 17th, 2025 at 3. p.m. July 1, 2025 at 5:30 p.m. July 15, 2025 at 5:30 p.m. Hope everybody gets out and enjoy Ho. Yes, sir. 00:20:54,500 Mayor Freli, do you want to update on some of the infrastructure projects that we have going on. Well, I’d love some updates on the infrastructure projects. Thank you. Not sure who came up with that idea. I think it was me. I think so too. OK. 00:21:12,730 Jarek, Mayor, uh, mayor and Commissioners, yeah, I have a light update on several uh construction projects going on around town, um, just as an overall rule, uh, the rain delay that we had over the last couple of weeks, um, led to about, you know, a lost week across all of our construction projects, um, Memorial Highway, right now we’re active with Storm Sewer infrastructure and being installed across 21st Street Southeast. 00:21:35,730 I do have a Map, there we go, a map of the uh detour route and the closure, um, just so people are aware in the area, um, they can take 19th Street to get to either side of the construction work. 00:21:57,730 Um, the sanitary lift station along 40th Avenue Southeast is they just completed excavation on that, and they are going to be continuing with the actual wet well installation, um, next week. Um, removals are complete on the north side of the highway and the contractor is working on constructing a temporary road over that portion of the highway over the next 2 to 3 weeks. 00:22:17,470 And as soon as that’s done, traffic will be shifted over and removals on the south side of the road, which is the current driving driving lanes, um, will be, uh, Removals will start on that. That’s That part of the road, um, in the second half of June. Um, as far as our 2024 reconstruction project, uh, underground reconstruction has started again just west of Christ the King. 00:22:39,230 Um, this is, I think they believe the first street that they started on was Sweet Briar. Um, and then the intersection of Shady Lane in East Main is expected to be completed next week. 00:22:55,270 Um, once again, unfortunate with the rain delay, uh, I think they got that opened up, closed down, and then we had 7 days of rain, and that was, that was super unfortunate right now we do have emergency access through the adjacent private parking lot, but that is for emergency access only, um, to have an alternate route other than um using Missouri Drive. 00:23:18,700 2025 reconstruction, removals have been complete or removals have started along 6th Avenue Northwest, just west of Lewis and Clark School. Temporary water is being installed and tested and um water main installation should start along on that project next week. Our rapid rectangular flashing beacon project, removals have occurred at 3 of the 4 locations, and those locations are Custer Elementary, Saint Joe’s, and then 2nd Avenue Northwest, um, crossing Main Street. 00:23:43,470 Um, our Collins Avenue reservoir project we completed site piping, uh, that would allow for the excavation of the new reservoir and that excavation is about 60% complete. I did also include a flyover of this project, which is kind of interesting because it’s kind of out of sight and out of mind for everybody. 00:24:02,130 Just so everybody can get a good look at what’s going on kinda. Up and behind that, uh, retaining wall. Oops. And then the last one that I have here, it’s not really an update because it is the pre-construction meeting for excuse me, can we go back to the uh wall we’ve had several comments and issues and. Things with that on the Collins. 00:24:28,700 OK, absolutely. What did we figure out on that wall? The dewatering. Or the back because of sight issues or yes, yes, we, we are included in this project is going to be fixing a line of sight issue along this retaining wall. It would include cutting it back. 00:24:50,030 Um, to a back about here where my cursor is and cutting it straight across and meeting another point here. And that allows a 335 ft sight line where the current sight line when you sit at the stop bar is. 20 ft. 00:25:11,600 So, um, you shouldn’t have to, you shouldn’t have to inch into the driving lanes anymore, um, to look around that corner. To the south. Yeah, we’re excited. I’m really excited about that fix. Um, the last one that I was going to bring up was that water treatment plant phase 3 optimization, we have a pre-construction meeting set for tomorrow, um, haven’t really started on that one yet, but that one’s gonna be, that’s 00:25:30,630 another big one, on the horizon, um. I don’t know if I could answer all of your questions, but if you have any, I can absolutely find, find the answers and report back if, if you have any questions. Mayor Shane up there right just to the south of Subaru. 00:25:47,200 Along old Red Trail, you know, they’ve been doing a lot of work, is that pertaining to a the station or what, while all that work pertaining to. Um, Mayor Comm Rohr, there’s uh WBI is active up in that area. 00:26:07,500 Um, they are crossing the interstate from boundary up to up to Olded Trail and then from Old Red Trail across 8th Avenue Northwest and then north from there that’s part of WBI’s work. We also have a little bit of construction active there, um, just with, uh, our 2025 reconstruction project there’s some gate valves up in that area that we need to close off and or Open up and close off to to make uh installation of 00:26:26,930 water mains possible, so it’s a gas line is yes, the WBI project is upsizing from a twelve-inch gas line to a 16-inch gas line. I have been really been working up there. I wasn’t quite sure what was going on. Yep, they’re cruising, it looks like it. OK, thank you. 00:26:43,800 Jarek, the uh, the work that’s going on on Collins at Saint Joe’s and uh. Also on first at Custer. Um, how would you classify that you’re bumping out the. The corner a little more the pedestrian safety issue. 00:27:03,030 yep, a little bit of a bump out and it would, it would be to, uh, narrow, narrow the roadway for pedestrians and shorten the travel path for pedestrians crossing the roadway. And then they’ll have the flashing beacon. Correct, they would have a push button flashing beacon. Um, that would face both directions and alert oncoming traffic. So it’s, it’s a, uh, It’s a safety issue for the young kids going to Custer Elementary. 00:27:27,030 Or the other citizens of this town going to Mass at Saint Joe’s, is that correct? Absolutely, yeah, um, they were, um, high, high traffic areas and high Had a lot of high pedestrian interest. Um, and part of a highway safety improvement program. Thank you. Any other questions for Jarek? If not Mr. 00:27:57,200 Neubauer, am I done? OK Have a wonderful weekend. Be kind to your
