00:00:11,370 Good evening and welcome. Today is October 7th, 20 025 It is 5:30 p.m. and we are in the Bosch Frelich meeting room at Mandan City Hall, Mr. Neubauer, would you please take the role? Comm Braun, here, Roarr He Schoberg. He Heinschen. Here Mayor Frelich. Here and at this time we will have Officer Jos, Josh Sheer and Cooper. 00:00:36,600 lead us in the Pledge of Allegiance. Please stand. States of America. to the Republic for which it stands. we should. under God indivisible or he injustice for all Thank you, Josh And we will move to announcements and we’re going to switch this up a little, uh we have Marlo Anderson from the, uh, Muse. 00:01:12,270 The Music Hall of Fame, OK, and uh he is going to recap the induction uh, that we had last two weekends ago Marlow Thank you Mayor Commissioners, Man City staff, uh, first I just wanna thank you all for, for, uh allowing us to make Mandan home for the North Dakota. 00:01:35,800 Thank you. Music Hall of Fame, um, it’s an honor to be here and uh we’ve worked hard to make sure that man Dan uh stays the home of the Music Hall of Fame, and we have a lot of great things that are coming, uh, to our town, uh, because of 00:01:49,900 this, this was just, just kind of the start. and uh I guess there are some photos in here that I’m going to share with you I do this properly I feel like these are not the right photos. Are you tech challenged, Marlow? Um, you know, I’m only called the guru of geek, but don’t, uh, here we go. 00:02:12,070 Usually I have, that’s usually when I’m fixing things. All right, so I’m on here showing the photo So we had 4 inductees How many, how many people in the city of Mandan will it take to figure this out? Well, we got an engineer and an IT person. It’s not as blue. Oh, there we go. 00:02:48,430 There we go. All right Wonderful, wonderful. So we had 4 inductees, uh, we had the blenders. Many of you probably know the blenders with the uh um really, really popular with Christmas music. and let’s see here. Again, I’m tech challenged. Of course we had our own chucksuki. 00:03:12,970 and uh this is Chuck here with his, uh, Hall of Fame honor Uh, if you missed it, it was quite the event, uh, having Richard Torrance and Chuck Suki inducted at the same time this year allowed them to play together at the end of the evening. Uh, that’s Richard Torrance accepting his right there. 00:03:33,330 And then we also had Skitch Henderson. and Susan, um, many of you know Susan from Bismarck with the Belly Hughes, uh, accepted that in his honor. 00:03:51,700 Uh, so those are the four inductees and, uh, um, I thought the crawl, we had a, a music crawl that went on in our city. We basically turned Mandan into Nashville for a day, uh, so this, the Hall of Fame brought all these musicians into town. It was, uh, quite wonderful. 00:04:07,000 And uh, you know, and if you might, you might not like rap, you know, but we do have rappers from the state, Wiz Khalifas from, from North Dakota and someday he’s gonna get inducted into the Hall of Fame, and that could be a very interesting day for Man Dan, uh, but it’s, uh, it’s a lot of fun and uh we really appreciate all of you for what you have done for us, so, um, uh, we look forward to that relationship moving forward. 00:04:21,970 Thank you very much. Thank you, Marlow. It was a beautiful day. It was 84 degrees, and uh. it was a good vibe as one of the uh bar owners said to me. uh you kept walking from bar to bar and there was music coming out of each bar. 00:04:38,470 And, uh, it was just a really nice afternoon, so thank you. Onto Fire Department rescue boat Appreciation Chief Bitz. Evening, Mayor and Commissioners, um, thank you. We’d like to take a few moments just to, uh, let everybody know that our um. 00:05:02,230 fire department boat has arrived and we’re starting to work through the process of getting it in service, uh. pulling up some pictures as well. here a second ago Here we go. 00:05:29,100 Um so as a fire department, we looked at uh our response and where we’re strong and where we’re weak, and one of the areas we identified some area that we can some make some improvements to is our water capabilities, um, again, not to replace the uh existing water uh rescue resources that are out there but to fill a time gap or fill a gap in time uh to better serve our citizens and, and we don’t think of Mandan as a water community. 00:05:46,900 I mean, like a, like a large lake or ocean front, but we do have approximately 8 miles of um water that border us along the Missouri River and another 8 miles, um, on the Hart River and then in addition to that, we’ve got about another approximately 8 miles of interior bay or uh shoreline 00:06:07,070 such as Lakewood or Marina Bay or Borton Harbor. So, um, there’s been a lot of growth as it relates to water property and with that growth comes risk. So as a way to mitigate that risk, we um sought out some grant funding. 00:06:25,800 We, we, this total project was about $80,000 and a little under half was paid for through a game and fish grant, North Dakota Game and Fish Department grant and the remaining, uh, funds were solicited from local businesses, um, so we got the Mandan Eagles, Dakota Community Bank, BNI Coal, BNC Bank, Western Excavation, Midco Foundation, Bobcat, Farmers Union Insurance, Man and Baseball Club, Excuse me, Man 00:06:47,630 Baseball Club, um, firefighters, charitable Foundation, and Mandan Cares were some of our larger partners so I just have a few pictures. I’ll click through here. um, we will be doing a formal gathering with the people that did contribute to the boat to get a picture with him because we’re super grateful for this opportunity. 00:07:05,270 so So the boat itself is a rigid hull. Uh, it’s aluminum hull and then it has inflatable, uh, inner tube around the outside. Um, it’s a very robust heavy duty boat, um, very agile, maneuverable, uh, made for, uh, tight quarters or open water. 00:07:26,730 Um, the boat’s equipped with, uh, flear forward-looking uh infrared technology so we can use it to navigate at night as search lights, um, and it’s also equipped with just a standard depthiner but as well as side scanning sonar so if somebody does go subsurface, we can start to do some preliminary searching while the dive team is en route. 00:07:42,630 There’s a few more pictures of it out on the water. so. So again, we’re just super grateful, uh, more to come. It’ll be on display, uh at our fire department open house which is the next point of conversation. which is next Tuesday evening, uh, the 14th at 7 p.m. 00:08:01,870 at Fire Station One. Every year we invite the public to come out, uh, meet the firefighters. There will be other emergency responders there, um, uh, encourage everybody to come out, um, there’d be fire truck rides that evening. There’ll be a parade that starts at 6:30 p.m. 00:08:19,000 up at Mandan Rural Fire Department, helped by Cloverdale and goes down 6th Avenue and then goes down Main Street and proceeds to station one, and then that’s when the activities start, um, there’ll be hot dog s and um other activities there, so we encourage everybody to come out. It’s exciting time of year and uh administrator Neubauer has guaranteed good weather, so we’re excited about that. 00:08:40,730 Thank you, Chief. I, I would think it should be stated again that we have 24 miles of shoreline. in Mandan So the boat was, was very much needed. 00:09:02,100 Thank you Mayor Chief Bitz, uh, regarding the use of the boat, that would be more of a reactive uh call for response use, correct? That’s correct, Mayor, uh, Comm, Comm Rohr, the bolt will be assigned to St station 2 Houghton Lakewood, um, where we do have, uh, staffing 24/7, but it will be a reaction, uh, response at this point. It’s not one that you go out for like the. 00:09:20,870 church problem where they go out patrolling and this is strictly to deal with particular types of emergency situations, correct? Correct. That’s correct. Yep. Thank you. Thank you, thank you, Chief. Thank you. Now we will move on to Cooper Chief Ziegler Mister Mayor, Commission, I would like to just announce that, uh, this upcoming Friday is the official date of Cooper’s retirement. 00:09:48,730 Cooper’s been with us for right around 6 years, and he’s been through 3 handlers, and, uh, he’s protected the citizens of Mandan very, very well. 00:10:10,500 So we want to send him off and do his retirement, uh, in a, a good Mandan way and uh he will be living with Sergeant Cher and be adopted into his family uh permanently so I appreciate the work that, uh, Cooper’s done for the last 6 years, and, uh, the bad guys that he’s caught and stuff like that, he’s done a very good job and I can’t say enough about, uh, Sergeant Sharon the job he’s done with Cooper being the third handler. 00:10:26,500 And I also want to give a special thanks to, uh, Bob Cooper, who bought Cooper. So the Cooper is named after Bob and Bob has been invited to be there and hopefully he’ll be there. And he can come up and say a few words, so, um, I don’t know Josh she wants anything. You’re good? OK. 00:10:45,170 Cooper, you want to say anything? I just wondered, can we get a shot of Hooper or the cameras don’t go that angle, maybe he needs to go to the center there, yeah, if he walks up by you guys. now he’s visible Did you say Sier So he doesn’t speak English. all his commands are in. 00:11:21,500 Your dogs get gray hair upon retirement? So then Cooper’s replacement is scheduled for 20207 I believe will be in the 2027 budget cycle. Uh, so we’ll be looking to, um, find out which officer will be the next K9 handler because Sergeant Sher is busy with investigations and probably doesn’t have the the time or patience to train another dog. 00:11:43,370 and, uh, so that search will start, uh, immediately. So we’ve got a couple young officers that are interested, so. OK Well, thank you, Chief. Thank you, Cooper. Thank you, Sergeant I, what’s that? OK. I feel like we should the retirement’s Friday at *** Shorn Park. 2 o’clock. All right. All right, thank you. 00:12:12,730 Now we will move on to, uh, item number 5 under announcement. announcements, business pitch challenge, Mr. Neubauer. Mayor Frelich and Comm, just to remind folks at the business pitch challenge will be held on October 15th at Central Station um, starting at, um, the doors will open at 5 o’clock with presentation starting at 5:30. 00:12:40,000 The four finalists are soda drop by Kimberley and Darren Hinz, um, they call it dirty soda Company and a food service operation. The other one pronto Chore by Vann Dinert and Michael Storri and Arnie Stree, uh, make technology platform connecting small businesses and homeowners with the local pronto Pros to complete seasonal, residential and commercial chores. 00:13:06,600 Learning lot child care by Tawny and Cameron Causey, a child care center, and Dakota Soda by Samantha Roth, a soda shop with craft sodas, specially drinks, snacks, and branded merchandise. So again, October 15th at the Central Station, um, bar and events at 111 Collins Avenue. 00:13:31,270 Doors open at 5 and contestant presentations start at 5:30 p.m. So again, similar to a kind of a shark tank, um, set up and winners are awarded, um, not only monetary prizes but other um donations that have been provided by area businesses, so we look forward to seeing folks there, and I think we have roughly 40 people that are registered to attend 00:13:50,100 right now. If you have the chance, we would appreciate registering on the Sea of Mandan.com’s website, and that gives us a good handle on what to prepare for, um. what to prepare for and how many to prepare for, so. OK. Thank you, Mister Neubauer. Now we’ll move to item number 6. Construction update jerk. 00:14:13,900 Good evening, Mayor and Commissioners A. Um just, uh, before we do the update, I did want to bring attention to something that Karla and Ashley completed this morning. 00:14:36,000 Um, we have, we have last year done this teal Pumpkin project, and we’re going to do it again this year, uh, and what this is, is, uh, kind of a repository, a resource for people around the community to register their house as a teal Pumpkin House, which kind of identifies, um, identify themselves as a house where they’d be giving away non um or allergy friendly treats this Halloween, um, usually non-food treats like stickers, uh, temporary tattoos, uh, cloth 00:14:57,800 sticks, stuff like that. Um, we have it up on our website right now at cityofmandan.com/tealpumpkin, and I think that Ashley posted it on on social media today too, so I just wanted to draw attention to that. In the beginning of October for the end of October. 00:15:16,970 Um moving on though uh for project updates today, I have updates for Memorial Highway, water treatment plant phase 2, Collins Avenue Reservoir, 2024 Reconstruction project and our 2025 reconstruction project. 00:15:38,270 Um, for Memorial Highway, I think at our last update meeting, I said that there would be 3 underground crews working, and they have brought in a 4th underground crew, and they are active with water main installation, sanitary sewer installation, water services, and storm sewer on the southwest side of the corridor. Um, new lift station control panels are going to be delivered soon. 00:15:58,600 um, and that would be for the lift station at 40th and then paving mainline paving is through 43rd Avenue right now. And right now, people may have noticed that 40th Avenue is closed and it will be for approximately 3 weeks past its closure date, which I believe was October 1st. 00:16:21,000 so that’s what to expect um as far as moving forward, uh, we’re still targeting that November 23rd winter shutdown, and that would include a, a, uh, driving service that that that surface that is not the current temporary wavy asphalt surface surface, um, just wanted to reiterate that it, uh, it should be um, it should be drivable and access to to the businesses along Memorial Highway should be, uh, more than acceptable come winter. Um, any questions related to Memorial Highway? No. 00:16:46,630 All right, moving on Water treatment plant, phase 3 optimization. Uh, right now they’re working on the Lime silo. Uh, they tied rebar and placed concrete for the silo foundation walls and ran electrical conduit for the lime silo. um, that is uh, exciting but still good work preparing for the, uh, winter work. 00:17:12,370 Um, they’re gonna continue working on the railroad spur and roofing uh this fall and um prep for the indoor work, which includes uh line blowup valves, filters, 56, and 7, and lime slakers. 00:17:37,900 Questions on that one All right Uh, Collins Avenue Reservoir, the recent work mainly included um wire winding around of layers 1 through 4 and uh encasement in of those wires in Shotcrete. Um, this is a process that I do have a video of here. 00:18:04,600 and it is exactly what it sounds like this unit up here is going around the, the, uh, reservoir, uh with uh wire that is in tension and uh they’re following that with a crew that is spraying shotcrete to encase that wire and protect it. Um, this keeps, uh, the concrete in a constant state of compression and um ultimate ultimately makes the whole reservoir stronger, have a longer life capacity. 00:18:29,270 Um, my update for winter shutdown stuff, the new reservoir should be online in late November and then um a lot of the other work will bleed into 2026, which includes retaining wallwork, demolition of existing tank and reservoir painting. Questions on that one Jerk. What did you call that shot Crete shot. shot Crete, yeah, OK. I was asked by gentleman what, what that was being sprayed on there. 00:18:50,100 So I’m, I can tell them that and I think. There we go. 2024 Street Reconstruction project this took place in the um low straiter area as well as over by Culvers. Um, this project is substantially complete right now. 00:19:08,630 We completed a walkthrough on the 19th of September and the uh punch list was delivered to the contractor, and right now they’re active working on those punch list items and then we will follow up in the spring with a with a chip seal. Um, but that one is substantially complete at this point. 00:19:32,100 Any questions or concerns with that one? You find punch list Uh, the punch list included a lot of um like identified where sprinklers had been broken or where no more landscaping needed to be completed. Maybe there are certain instances where um sidewalk panels were cracked prematurely or you cracked when you wouldn’t expect them to be cracked at this. 00:19:51,900 uh, point in their life, um, there was an instance where, uh, asphalt in an intersection was graded so that, uh, water would flow outside of the valley gutter where we want it inside the Valley gutter. So just kind of little items like that to, to correct it and just catch as many things as we can. 00:20:09,070 I know that Public Works went through and, and exercised some curb stops to identify ones that uh were bent or inoperable, so a lot of just that, uh, the small items to, to make sure it’s 100% complete. Thank you. Yeah. 2025 reconstruction, this is in the Monte Drive area just west of Lewis and Clark Elementary. 00:20:28,230 All of the water main is installed an online right now, um, the contractors active installing curb and gutter and prepping, uh, prepping the roads for, uh, paving. Uh, paving is to start at the end of this week. 00:20:50,630 Uh, the contractor’s still aiming to complete pavement work before winter, and then the chip seal and unfinished items would be wrapped up in the spring. Any questions on that one Oh um, that’s what I have for you, unless I can do anything else Anything else for Jarek Ah, thank you, J Jarek. Thank you. We’ll move on to item number 7, the Mandan Art alley unveiling and ribbon cutting Mister Neubauer. 00:21:19,470 Mayor Freli and Commissioners on October 22nd, um, at 5:15 there will be, if you want to call it a ribbon cutting, but the unveiling the artists are currently working very hard to finish the murals in the art alley just to the let’s see to the south of Vicky’s and Central Station and to the north of Big Stick and 00:21:42,900 also Butcher Block area, so we would ask the traveling public, if they’re, if you see scaffolding and folks working there, try to avoid that alley while they finish up that work, but there’s some pretty cool stuff going on down there and like I said, the official ribbon cutting will be on October 22nd at 5:15. 00:22:01,530 Very good, thank you Now we’ll move on to item number 8, which is the extra mile day, and that is November 1st of 2025. Uh, I urge each individual in the community to take time on this day to not only go the extra mile in his or her own life but to acknowledge all those 00:22:22,530 who are inspirational in their efforts and commitment to make their organizations families, community, country, or world a better place. So November 1st, 2025. is extra mile day and now we will move on to the public comment. Are there any public, OK No public comments. 00:22:52,270 We’ll move on to the approval of agenda Commissioners We move to approve the agenda. Second. we have a motion by Comm Brown, a second by Comm Rohr. Any further discussion? Hearing none, roll call. Commissioner’s roarr. Yes, Schoberg, Heinscha, Ron, yes, Mayor Frelich, yes, motion passes. We’ll move on to minutes. Consider approval of the following Mandan Board of City Commissioners meeting minutes. 00:23:20,070 I’ll make a motion to approve the September 16thor of City Commission meeting minutes. The motion by Comm Heinscha is seconded by Comm Brown. Any further discussion? Hearing non roll call, Comm Schoberg, Hainon Bra, yes, Rohr, Mayor Frelich, yes. Consider approval of the September 29, 2025, Board of City Commission Special meeting minutes. 00:23:53,330 2 Motion by Comm Brown, seconded by Comm Schoberg. Any discussion, hearing none, roll call. Messrs. Hanon Hanon Hanon, ra, Roarr, Schoberg, Mayor Frelich, yes. we have no public hearings, no bids. We will move on to the consent agenda. 00:24:20,470 Are there any items you would like removed, Commissioners? If not it would entertain a motion to approve the consented agenda as is the agenda as stated. Second. we have a motion by Comm Brown, a seconded by Comm Schoberg. Any further discussion Hearing none, roll call. Comm Braun, yes, Roarr, yes, Schoberg, yes, Heinscha, Mayor Frelich, yes. we have no old business, so we will move on to new business. Item number one. 00:24:45,500 and I will turn it over to Dennis Comm Rohr at this time Yes, at this point in time, I’ll be finishing up my 4th term of city Comm, and that will be completed in June 30th of next year. 00:25:10,070 And, uh, I’m currently the vice president for the committee here and so I think this would be a good time to appoint another person here. to, uh, be get prepared to serve in that position. You know, it’s good to have some somewhat seasoned and uh like I said in June, mine will be up and pending any capable person that decides to run. 00:25:31,070 Well, give me a chance to bow out. I would encourage people out there to look for and seek or themselves volunteer to come in and check and be a city Comm is very important. 00:25:48,530 There are so many things going on in the city that are so important, so many decisions to be made, and, you know, so much the, to deal with that we need, you know, some good people, citizens who are willing to share time and it’s not, it’s not a difficult job. In fact, anybody interested wanna know more about it, they can get hold of me. I’ll meet them, buy him coffee. 00:26:04,530 I got a lot of fos I can give them too if they want that. But anyway, it’s, it’s incumbent upon our community to make sure that we get people in there to serve and I would encourage again, somebody to do that. So with that being said, I would make a motion to appoint Ryan Henshaw. 00:26:22,100 as the vice president for the board here. 2nd. OK, point of order. I think we have to accept, um, yes, we have to Comm Ros OK, as that being said, I would offer my resignation as a vice chair at this point in time. OK Dennis’s resignation. OK. 00:26:46,730 Second a motion by Comm Brown, seconded by Comm Schoberg to accept uh, Comm Rohr’s reg resignation as vice. chair of the board, city commissioners. Any further discussion, hearing none. Roll call, please. Commissioner’s Roarr. Yes, Schoberg, yes, Henn, Brown, yes, Mayor Freelich. Yes, then I’ll go into my secondary motion to propose that we appoint Ryan Hinschell as the vice president. 00:27:19,270 for the board 2nd We motion by Comm Rohrr, seconded by Comm Schoberg. Any further discussion Well, Mayor, I, I guess I’d like to add Dennis, thank you, um, and to this entire board for the confidence, um, in me to. to potentially serve in this role. It’s been my honor to, to serve alongside of you and Dennis. 00:27:42,270 You’ve been very kind in my year, uh, 1314 months here that I’ve been here, um, and your knowledge has been, uh, very supportive and helpful, I should say, and I appreciate that. Thank you, sir. You got assigned to a 4th term, by the way. So it’s good. No, just kidding. 00:28:02,470 So just before we take the roll call, how long have you been involved in the city of Mandan? I’ve been involved in the city of Mannan for 21 years plus uh be 16 a long time. Yes, and you’re not going anywhere. 00:28:26,530 So you’re, we’re just switching roles a little here, so my wife and I did buy a cemetery plot here, so I guess that’s OK relevant to something. Well, roll call. Make sure you include Dennis. With that, Comm Schoberg. Hi John, yes, Rohr, Mayor Freeli, yes. OK We will move on to item number 2 under new uh business long-term financial plan adoption, Greg, Justin. Good evening, Mayor Commissioners. 00:29:07,000 I’m in front of you this evening for your consideration of the approval of the five-year long term financial plan for the city’s long-term financial planning policy, um, as you know, we, we spent, uh, January through May working on this, and this approval would just be for to adopt it for 00:29:25,900 planning purposes and for a guide to you is going forward in the in the budgeting process. It does not bind the, the Comm, the Comm or, the Comm, the Comm or the city to more than, you know, the 2026 budgeting period, but it does act as that guide and format for the for staff 00:29:41,870 to use to put that together There is a proposed motion in the packet, and I would stand for any questions. Any questions for Justin I move to approve the five year long financial plan for planning purposes to be used as a guide for the annual budgeting process. Second. motion by Comm Hainon, seconded by Comm Rohrr. 00:30:06,800 Any further discussion? Hearing none, roll call. Comm Hainon, yes, Ron, yes, Roar, yes, Schober, yes, Mayor Freelich, yes. And number 3, consider entering into an engineering service agreement with Apex. Engineering for Services related to the master lift station. Interim improvement Project. 00:30:35,230 Mayor and Commissioners on August 19th, we released a request for proposals for the master lift station interim improvements project. Um, we received 4 or proposals from 4 firms and through a competitive process, um, Apex was, uh, selected as the, the most qualified and the preferred firm, um, by, uh, public works. uh, communications, finance, and engineering staff. 00:31:02,470 Um, we then began negotiation, contract negotiations and scoping with uh Apex, and we have a uh scope and fee here for your consideration tonight, um. this would include the um design, the preliminary design, the main design, and the construction administration for our master live station project, um, this is about $392,000. 00:31:30,730 Um, it is estimated to be, you know, somewhere between 2.2 million $2.5 million. So this is in that 20% 25%, uh, range of overall construction project, so we think it’s a very reasonable price and um we are happy to recommend Apex Engineering as our uh selected consultant, um, and we’re recommending to enter into the engineering service agreement as presented. 00:31:54,170 I can try and answer any questions. Mike Berg from Apex is also here to answer questions if you need. Jarek. I think it’s important for the people at home, um, and those who for whatever reason cannot access the, the, the packet uh, for tonight’s meeting. 00:32:13,500 Could you give us a brief description of those attachments because I believe this is the first time. in our community, um. recent history and administrator Neubar Neubar if Neubar that’s incorrect statement. 00:32:39,730 Go ahead and, and, uh, cross my name off the list or put it on the list, but I think it’s very important for the public to know that the intricacies of what Jarek had just said are included in this. um item attachment. Yes, absolutely. So I, I think that, yeah, um, for everybody’s knowledge, um, the, the uh agreement and the scoping, uh documents uh really showcase what the project is and I think it’s a really good document for people to who are interested to learn about the project and um. 00:33:03,000 uh if they have opinions on it, you know. ah, be informed and give us a informed opinions, so. Jarek, can you describe what a master lift station is, and also the location of it. Absolutely. Let me pull up a map here. 00:33:22,270 Our master lift station is basically just big lift station, and a lift station is something that takes uh collects sanitary sewer that is gravity gravity flowing to a low location and then pumps it back up, uh, so that it can flow into uh or gravity flow again. 00:33:44,100 So it’s, it’s kind of just, uh, lifting lifting sewage up so that it can flow again. This particular uh lift station collects, I think, about 75% of the city’s sewage and pumps it directly into the wastewater treatment plant. Um, I did pull, I pull up its location here on the map. I’ll zoom out a little bit here. Here’s Family Fair supermarket. 00:34:03,970 It’s just to the east of that, um, kind of tucked away in this, uh, oxbow. Um, it is right here and it pumps, uh, along the levee with 2 16-inch asbestos cement pipes, uh, all the way down I think it’s 2 miles 2 hour wastewater treatment plant down here. 00:34:29,270 Um, the proposed project, uh, would address, uh, deficiencies in the master lift station itself, as well as the first approximately 1500 ft of those asbestos cement pipes, um, Public Works has had to respond to breaks in those pipes several times over the last couple of years, and those are some of Public Works’s least favorite breaks too. 00:34:52,000 respond to, so those brakes were temperature outside was what 20 below? Um, I’d have to very cold weather, yup And then, um, some of the nuances or one of one of the uh, delightful, uh, characteristics of asbestos cement pipe is that when you do work around it it tends to get, uh, uh affected and brittle and, you know, doing work around it 00:35:17,100 rekes can propagate more brakes, which can propagate more brakes, so it’s, it’s kind of a, a snowball effect sometimes. So the age of this lift station and the age of the piping is what? I don’t know off the top of my head, Mike, do you know? 70s, the pipe was 66. 00:35:32,600 Pipe was 66 and the mid uh lift station was mid 70s. replacing the piping with the cement piping, or are we going? some other material. We would be looking to replace it with a different material, um but, um, what the exact solution right now, I think, is something that will determine through the design process with the consultant. 00:35:56,530 and basically the pump that pumps, what did you say 75% of our community uh sewage is worn out. Um, like maybe you could speak on that a little bit more than me. Yeah, um. 00:36:18,100 the, uh, yeah, the, the pumps themselves are, um, a couple of the Valoos are original, um, the internals have been replaced over time, um, the, uh, the iron pumps get corroded from the hydrogen sulfite fired in the wastewater and so part of the improvements for the master lift station are short-term improvements, um, with the intent to get it, um, through a period of time until funding is available to, to upgrade the complete station. 00:36:51,530 OK, thanks Mike OK Any other questions for Jarek If not, Commissioners I moved to enter into an engineering service agreement with Apex Engineering. Second Hm motion by Comm Schoberg a second by Comm Heinscha. in the additional discussion, hearing none, roll call, com Comm Braun, Roarr, Schoberg, yes, Hann, Mayor Frelich, yes, Bush passes. Item number 4. 00:37:25,800 Consider entering into an engineering service agreement with more engineering to service. Services related to the Mandan proper North Western Street. Rehabilitation 2026-3A Jarek. Um, Mayor and Commissioners, see what I got here. Um, similar to the Master lift station, we, um, uh, requested proposals for the Mandan proper and uh street rehabilitation 3A project. 00:38:01,000 um and then for your consideration tonight, we have uh task orders with uh more engineering related to those two projects. Um more engineering, uh, was the preferred, uh, preferred consultant after a competitive process that included uh. proposals from seven firms for the Amand E proper project and 6 ferns for the 3A project. 00:38:29,800 Um, I will go and outline those project areas for everybody’s benefit. I have zoomed in on the 3A project area which is everything, uh, generally West of 30th Avenue Northwest. east of 4-seventh Avenue Northwest and north of Old Red Trail. It’s the area immediately around Red Trail Elementary School. um, this area uh, was kind of a, was a project that had been halfways addressed a few years back. 00:38:56,970 um, and then that the project scope had been protested down and um this spring, the public works had to respond to a bunch of failing roads up in this area. and um we felt that it was a necessary to move this up the priority list and get this, um, get this ready for a 2026 construction. 00:39:23,630 Um once again, I said more engineering, uh. ended up being the selected firm through the competitive process, and we are recommending, uh, entering into the task order as presented for that. Um, the other project in this item is our Mannan proper Phase one project. 00:39:54,100 It’s generally, uh, located south of division um, north of 6th Street Northwest east of Sixth Avenue Northwest and West of Fourth Avenue Northwest. This little rectangular area that I’m highlighting here Um, this project includes total re reconstruction including, um, water main replacements, uh, curb and gutter uh, drainage issues, storm sewer, uh, replacement, and uh sanitary sewer lining, brick manhole replacement, all the all the above um 00:40:24,530 man more engineering was the uh selected consultant through the uh competitive process and I guess. um boils down to our recommendation tonight, which would be to, uh, approve task orders 9 and 10 with more engineering related to the preliminary engineering for both of these projects. 00:40:44,430 Try and answer any questions, I stumbled through that a little bit. So Jarek, the, the um red Trail Elementary area that would not include would be negative on the deep dive to replace water, storm water, and sewer. This is basically road surface at grade type stuff, Mayor Comm Schoberg, that is correct. 00:41:05,600 Yeah, this, what we are anticipating, we still have yet to scope for this completely. We will take a look at the utilities to make sure that we’re not making roadway improvements above utilities that we have to replace in 5 years, but we’re not expecting to have to make utility improvements in this area. 00:41:24,900 Mayor Jerre, one of the main sources of the problems up was the underground water or the amount of moisture be below that was which Carnos rose to disintegrate quite often. Uh, does this product look at somehow about Bra tiles, whatever to remove that. Is this part of the, the, uh, reconstruction is to ensure that this problem of water under there and moisture in there does not persist. 00:41:46,230 Uh, Mayor Comm Rohr, yeah, we would have a geotechnical um portion of this project where we would be able to identify, um, where the water table is at and what the soil, um, what the soil conditions are, how thick the pavement section is, and what we might do to address those issues might be a more 00:42:04,430 robust pavement section, honestly, but we would look at, uh, drainage tiles if that seemed necessary. Um, yeah, that a lot of that would, would be identified during this preliminary engineering process, because if you don’t, it’s going to reoccur again, and then the people up there are paying quite a bit more and so the 00:42:19,370 initial problem may be a little painful, but it’s going to have to be taken care of to avoid problems and large expenditures in the future. Absolutely we want, we want to do it once and we want to scope it. 00:42:31,170 We want to thread the needle on, uh, not making it too expensive, but doing the, the just the correct scope that will last the lifetime of the pavement of the expected lifetime of the pavement. Thank you. Do you know when those streets were installed, jerk originally, uh, I don’t know off the top of my head. 00:42:48,900 I know that some areas are older than others. For example, you can see up on the screen here, there’s a lot of mature vegetation in this area. This would have been uh this would predate most of the other areas, um I don’t know off the top of my head. 00:43:04,170 I think that, I think it’s got a few different eras of street reconstruction up here. Any other questions for Jarek Thank you, Jarek. Commissioners I move to approve task order 9 and 10 with more engineering. motioned by Comm Brown, seconded by Comm Schoberg. Further discussion, hearing none, roll call. Commissionerer’s roar. Yes, Schoberg, yes, Hascha, Braun, Mayor Frelich, yes. 00:43:36,170 Item 5. Consideration of request for proposals for architectural services for fire station number 3, Chief Bitz. Uh, Mayor and Commissioners, uh, I stand before you to formally request permission to solicit architectural proposals for fire station number 3. 00:44:00,800 Uh, this is a critical initiative aimed at addressing uh our city’s growth and rising emergency call volume and response challenges we face in the northwest part of Mandan Um, continued development and annexation in Northwest Man and have further extended our travel times and our emergency units for emergency units underscoring the need for a third fire station to ensure a timely and effective response. 00:44:21,100 Um, the recent acceptance and or award and acceptance of the Safer grant as uh supported this initiative as we work through our long term, uh, staffing plan, so. um, the next step to move fire station number 3 forward is to actually go out to request for proposals from architectural and engineering firms, um, to help us better understand the, 00:44:38,100 the ins and outs of the um placement, the exact placement in that fire station we believe we have a solid uh piece of property that we own that’ll work well, but more importantly, help us understand the design and layout of that specific station, um, options that, uh, might be included or, uh, the 00:44:57,530 cost to include some options on that building. So, um, this evening is not a commitment to Fire Station 3, but it is the next step to solicit proposals from architects so we can um fully understand what the costs in project schedule would look like to build fire station number 3. 00:45:15,070 So we would anticipate if approved, we would advertise in the Mandan News on October 17th, October 24th. as well as October 31st and then uh we would receive those proposals until 5:00 p.m. on Monday, November 10th. Um, at this time I’ll stand for any questions you might have. 00:45:39,170 Chief Bitz, the location that the city currently owns, which would be targeted for the new station that’s on high ground Is that correct Mayor, Comm, Comm Schoberg, that is correct. It is on high grounds and right now, um, it’s, I pulled it up on the map here of one site that we have identified is on the corner of Hillside Road and Old Red Trail. 00:45:58,800 Uh, it would be co-located with, uh, there’s an underground water reservoir there, and then, uh, grass bins that are there right now, so we, we’d have to work through the co-location of those facilities, but that’s one on site that we’ve identified, yes. Would there be a potential to include a secondary emergency operations center up there. 00:46:18,600 Mayor, Comm, Comm Schoberg, that is one thing that um we do have and or excuse me, we have anticipated working through um the design process to figure out what that cost might be. 00:46:37,330 Um, it would be one of few facilities that would be up on the high ground, uh, not down in the floodplain, um, such as this facility that we’re in today, so that is an option that we’re considering, yes. Thank you. Any other questions for Chief Bitz? Dot. I moved to authorize the fire department to issue a request for proposals for architectural and engineering services related to fire station number 3. 00:47:09,730 Second motion by Comm Heinscha, seconded by Comm Schoberg A further discussion hearing none, roll call, please. Schoberg, Hein, Bra, yes, Rohr, Mayor Frelich, yes. Motion passes on to item number 6. Consider allowing HDR to perform a second opinion on the wastewater treatment plant, master plan, Jarek. 00:47:40,330 Maincom Commissioners, I think it was a couple months ago that we presented our wastewater treatment plant master plan to the Commission, um, since that process, uh, since we completed that process, uh, we’ve been discussing a lot internally and with you all about what the next step should be. 00:48:03,630 And um I think uh everybody was most comfortable with procuring a second opinion, um, since the wastewater treatment plant is so prominent in our long-term financial planning and uh and um we want to make sure that, uh, you know, we’ve identified the right, uh. process selection and um it’s impactful in so many ways. Uh, we felt that it was, uh, important to get a second opinion on this. 00:48:25,600 Uh, the engineering department, uh, met with 3 engineering firms that would were capable of performing the second opinion and um of these three, we felt that uh HDR offered kind of the right balance between timeline and and uh uh approach, and we are recommending uh, entering into an agreement with HDR to perform this form the service for us. 00:48:54,370 Uh, there’s, they’re their fee was, uh, around $32,000 and just for context, the original master planning effort was totaled about $68,000 so we would be about $100,000 in total on the on the kind of master planning effort for this. Um, if we move forward to this. uh, I can try to answer any questions related to this. 00:49:12,000 Otherwise we have representation from HDR that would also be able to answer questions. Any questions? Jarek, the um this is another as far as I know, kind of a first for uh. public uh review. where under the attachments to this particular packet item. 00:49:37,100 um there are 3 rather extensive attachments that the public might want to review by visiting, uh, City of Mandan website and uh as far as I know again, um, in an effort to make things more clear and uh open uh educationally. I recommend, uh our citizens to scope out these documents because there was an eye opener for for me. 00:50:02,730 um and I want to commend our city staff that worked to attach these documents to this particular agenda item So thank you for doing that Uh, yeah, absolutely Any other questions for Jarek Gerry Nunn, what are your wishes? I moved to sign a contract with HDR to perform a second opinion on wastewater treatment plant master plan. 00:50:37,000 Second we have a motion by Comm Schoberg, a seconded by Comm Henschon. Any further discussion Uh, Mayor, I’d just like to say, you know, we’ve we’ve, um had a lot of engineering things come through in the last couple of meetings. 00:50:58,800 And we’ve had quite a few engineering firms bid on, uh, locally bid on our projects and I think it’s refreshing that we have options in our community and, and there’s interest in doing work with us and so, uh, you know, I think it’s a testament to what we, what your staff goes through and, and in vetting this and, and stepping through what, uh, the process is, but it’s, it’s refreshing 00:51:18,600 that we have we have multiple options for projects and people want to work with us. So, uh, I just wanted to add that to Mayor. Thank you. I would concur with Comm Heinsson in, in that regard, um, engineering, uh, planning or two of my portfolios, and we’ve had the pleasure of working with with uh um 00:51:44,630 the engineering firms that were involved in this decision here now, um. and I was very, very impressed with them all during these numerous meetings that occurred prior to it reaching our, our city commission um, they’ve been very receptive to suggestions, some of mine were kind of off the wall, if you will, um. 00:52:12,430 but they didn’t laugh at me. and, and, uh, have all been very supportive, very patient. and I’ve got a very, very solid sound perspective on the integrity and the dignity of these engineering groups. I have heard some commentary from the coffee klutch groups that think that we’re favoring this one or that one. 00:52:37,600 And as far as I can tell at this point in time, that’s hot air. It’s sure windbaggery and not to be listened to. OK. And with that no any further discussion Roll call please Commissioners Hansonn, Braun, Rohr, yes, Schoberg, Mayor Freelich, yes thank you, Jarek We will now move on to resolutions and ordinances. Item number one. 00:53:14,470 Consider the second and final consideration of Ordinance number 1473. making the annual appropriations for expenditures or expenses. are the city of Mandan, North Dakota for the fiscal year commencing January 1st. 2026 and ending December 31st. 2026 and making the annual tax levy for the year 2025. Greg good evening, Mayor, Comm. 00:53:41,700 Uh, this is the final step for the city to adopt uh the 2026 budget, um, leading up to the meeting tonight, um, prior to or on the day of the public hearing at the last meeting, the city did receive a couple of questions via email. 00:54:04,100 Uh, those questions have been responded to, um to the requester. Uh, we have not received, um, any follow-up questions, uh, since the public hearing. The only change in um the budget ordinance for this evening is a reduction of the property tax levy for the Manda Public Library. Um, we have adjusted that, um, property tax levy down by 10,450 from the preliminary budget. 00:54:34,000 that was presented back in August, and that is due to the revenue share for the libraries operating budget between the county and the city. Um, the revenue shares in proportion is based on population according to the 2006 memorandum of Understanding between the county and the city. 00:54:59,730 So as a result of Morton County setting their funding level, uh, consequently, the city had to reduce theirs to keep the revenue for the operating budget between the county and the city in proportion to the population estimate. Um, so with that, um, there are no other changes in the budget, and I’m willing to stand for any questions that the Commission may have. 00:55:24,700 Any questions for Greg? Greg, in, in reading the packet, I got I’m not a finance Guy, so I get easily confused when it comes to dollars and decimal points. 00:55:51,370 So, um, one of those paragraphs, I, I had a scratch my head beca because it, it alluded to the fact that, um that the, uh city cap total property tax levy is 3%, right, as our legislators passed. But the actual, the actual because of the adjustment by lowering the the property tax levy for the library effective for, uh, the final reading of this ordinance that increase will now be 2.2%. which is obviously below the 3. 00:56:15,530 It is below the 3% Well then, I think it was in the next, next sentence. and this is what I, I tripped over my own jump rope, I guess, so to speak. was, um, the increase for existing residential property tax, averaged 3.5%, so that’s uh, I saw the bus tires rolling over my head on on that one. 00:56:38,900 So could you explain the difference in the verbiage there, um, President Frelich, Comm Schorberg, I will, I will do my very best to explain that, um let’s say that you have a residential property that was valued, let’s say for the 2025 budget. at 300,000. 00:57:00,970 The average residential increase for the city um, just on market value was 3.5, so it takes that $300,000 house. You add 3.5%. Now keep in mind 3.5% is not indicative of every residential property. That’s just the average market increase, so the adjusted true and full value for the 2026 budget for that $300,000 house now becomes 3,100,500. That equates into a taxable evaluation increase. 00:57:32,870 However, because of the property tax cap, the city is limited to how much it can levy in property taxes. It’s not taking the full increase, obviously. um, as a result, the mill levy rate decreases for the city for the 2026 budget. 00:57:59,630 So taking that lower um mill levy rate Is the new tax evaluation with the market value increase. um. creates a $7.45 city tax increase for the 2026 budget. for $300,000 home that went up 3.5% according to Board of Equalization Um, I think there’s the perception that if your house goes up 7% in value that your taxes will go up 7% in value that, and that’s not the case. 00:58:28,800 Well, thank you for your explanation. I hope that helped. Well, I don’t get any of it, but I’m sure some people out in the world are a lot more financially as Stuart than I would fully understand. Thanks for your explanation. I appreciate that. Any more questions for Greg I know we’re not asking questions, but this, uh, tonight. 00:58:54,900 uh wraps up 10 months. of planning, so maybe we’ll a bit exhausted with our questions, right? It’s been a long year. It has been. um kind of a departure from previous years, there’s been a lot more long-term planning in, in this budget process. which is good for the city going forward. Yes, sir. Thank you very much. 00:59:19,730 Thank you to you and Justin. um with that, I would entertain a motion to approve a move to approve the second and final consideration of Ordinance number 1473, making the annual appropriations for expenditures or expenses of the city of Mandan, North Dakota for the fiscal year commencing January 1, 2026 and ending December 31st, 2026 and making 00:59:49,470 the annual tax levy for the year 2025. Second we have a motion by Comm Hancha. Second Comm Rohr. seconded by Comm Rohr Any further discussion Hearing none Comm Cole, Comm Braun, Rohr, yes, Schoberg, Heinschen, Mayor Frelich. yes and with that, again, thank you, Greg and Justin, uh, Mr. 01:00:28,370 Neubauer and all the department heads, uh that was a heavy lift starting January 5th, January 6th with meetings. and that was every other Tuesday when we didn’t have a commission meeting. into the end of April, so thank you to all the commissioners for attending. and with that, I would also like to thank Comm Rohr for his services, uh, Vice Chair of the board. 01:00:55,600 uh, this past year. I really appreciate it, and I appreciate his guidance that he’s given me. uh during that time Future meeting dates for the Board of City Commissioners are October 21, 2025 at 5:30 p.m. November 4th 2025 at 5:30 p.m. 01:01:24,500 In November 18th, the day after my birthday if anybody wanted to write that down? at 5:30 p.m. And with that, be kind to your neighbor and its onward and upward mandan, and we are
