Might see some pieces of equipment out there. Don’t be alarmed. Mayor and Commissioners have prepared something to have my on my screen here, uh, update on 4 projects that we have active around town. 00:02:56,900 Uh, I left a couple of, uh, the other ones that don’t have much activity off of this, uh, the water treatment plant phase 3 and the 2024 street reconstruction project, namely um, first of all, I have Memorial Highway. 00:03:11,900 I got, we got some drone footage here that I just wanted to show off and Pete in case uh folks out there wanted to see kind of an overhead view of what was going on earlier today. It’s very recent footage, so just an opportunity for people to take a look at it rather than on their drive-bys Um, recent work on Memorial Highway includes uh Storm Main and inlets. Uh, they’re completed, they’re going to be complete on the south side by Thursday. 00:03:32,170 Um, the new water 16-inch water main will start to be installed on the north side. Um, they’re going to start at 46 and start working their way west. and they’ll go as long as uh weather allows. 00:03:48,170 um sanitary work has also shifted to the north side also we will continue um this season as long as weather allows and then concrete will be poured out the 40th in at the 40th Street, the intersection, and start to move over to 30-second over the next couple of weeks Um, uh, big topic here is winter shutdown, um, the NDDOT and Reddy have been in 00:04:09,000 communication with each other and have, um, are kind of working out the details of their winterization plan. um, and the DOT plans on sharing the details on that, um, via social media in the near future. 00:04:28,900 Uh, once again, going to reiterate, just in case um that the temporary wavy asphalt surface is not an acceptable driving surface over the winter, and that will not be the plan over the winter. No. 00:05:31,900 OK Moving on then, Collins Avenue Reservoir, uh, the recent work included coding, uh, the exterior walls, a few, uh, valve adjustments and control panel work. We’re kind of nearing, um, nearing completion of the new reservoir. Uh, there was some curiosity around what the uh, putting it into service, uh entailed, and it’s actually pretty similar to a water line in that they are going to do um disinfection. 00:05:52,530 and then they’ll do pressure tests, which includes filling the tank to basically its overflow height, and then, uh, holding water there for an extended period of time and doing um structural inspections to make sure that uh everything holds as we’re expecting it to. 00:06:12,900 Um, once, once we’ve, uh, done those leakage tests, we’ll remove the water with the free chlorine and refill it with city water and then it can be put into service. So that we’re expecting that to happen by the end of the month, and we’re we’re very close there um, and then after, after it’s put into service, we will have a few more items to complete in the spring, namely the demolition of the existing 00:06:31,000 reservoir, as well as some retaining wallwork and um just exterior coating and finishing and stuff like that, so. any questions on Collins Avenue. So the, the street light repairs will occur after that. Uh, we discussed our kind of anticipated scope, um, that’s not quite nailed down yet. Uh, that’s to help out when there’s snow events and different things like that, uh, the snowplows can get through without worrying about campers and trailers on the street. 00:16:33,730 Uh, after May 15th, they can start to move their trailers and their boats for 12 hours where they can clean them up and get them ready to go out, uh, and enjoy the up and coming summer. We can just fine you. Um, if we tag your car and it’s a 48 hour tag after the 48 hours up, we can tow the vehicle for, for, uh, violation, um. 00:17:10,730 the other things that, uh, that we’re looking for is, uh, vehicles that have made might have like flat tires or grass growing up around them and stuff like that, code enforcement will go. If that car’s out there, that vehicle will be fined or towed. so, uh, that’s, that’s something that we’ve been really trying to diligently do. That’s why we have loading zones or the alleyways they can do it there. So we took this big box of candy out there and that got us up into the 6:30 hours. Uh, however, when you do get to the city of Mandan, uh, the river is susceptible to ice jams, which. 00:33:14,230 which, uh, drove this project Um, the levee system itself, uh, construction began in the 40s and was completed. before the spring of 1950, put the test immediately. 00:33:43,630 um the levy does consist of 3 segments sunny unit, which is west of the uh uh bridge on the West End of Mandan, North unit runs from that same bridge to approximately the trolley. and the lower unit is everything downstream from there. The improvements we’re proposing are in the North or Mandan units and the lower unit. The levee is about 9 miles in length. There is a USGS gauging statement on I-94 business loop to measure hydrology on spring runoff. 00:34:11,800 Uh, that information is gathered to actually help us, uh, put together a solution for this problem. Um the presently the levy does terminate about 1000 ft upstream in the Missouri River. This would be just south of the Wastewater treatment plant. Uh, the levie has gone through several updates, uh, during its history. 00:34:36,530 Uh, it is part of the national levy database, and it is a participant in the PL 8499, which doesn’t mean a lot to a lot of people, but, uh, with the Corps of Engineers, that means they are they are oversight, so they do uh uh frequent inspections to make sure the levees is up to protection standards, and, uh, including the river bed itself. 00:35:00,900 Uh, in 2012, there was a FEMA study, um that was performed, uh, with that study, it came back, there was extensive freeboard deficiencies. The the short version is as roughly 3 ft of free board that we’re lacking in a nice jam event. 00:35:22,630 If the, if the flood is in a free flow event, uh, the free board is there, but however a nice jamming is not. Uh, 2019, there was a feasibility study showing other deficient items, um, not meeting updated levy criteria, uh, which includes slope stability and seepage. and uh, as we go through this project, there’s two federal agencies we’re working with. 00:35:50,530 One is a corps of Engineers, one is, is, uh, FEMA Um, so if FEMA needs additional changes to the levy? that are updated, uh, it requires the court to do a review to make sure it’s up to the modern day standards. Um, so I’ll go over some of the updates that, uh, uh, are part of this uh project. 00:36:13,730 We’re looking to replace 900 ft of floodball, flood walling the levee, that is the concrete wall that is near the Mandan Municipal Golf Course. on the east end There’s about 1 mile of levee raises on the lower unit. and stability berm construction, uh uh. the existing levy has, uh, approximately a 1 to 2 ft step down. 00:36:36,500 Uh, at that end, and basically it’s bringing it up to the level of the entire levee. Uh, 2000 ft of levee raises on the Mandan unit plus a tow trench that section is, uh, uh along the Mandan Municipal Golf Course. 00:36:56,000 Uh, so I’ve been working with Parks, uh, uh, to make that happen and that process has been going quite well. Uh, we are proposing a levy realignment at 3rd Street Southeast. That would be the 1806 Bridge. to the storm drain that is near the trolley. along 3rd Street So we’re going to build that levee up, uh, next to the river. 00:37:16,630 Presently the, the road, 3rd Street Road, River, uh, roadbed is the actual levee. and in today’s world, that’s frowned upon often by the core, and you can see why, because if the, if that roadb bed gets damaged, you, you bring in all sorts of things to get it rebuilt. Um. 00:37:34,730 there was a new lift station along 3rd Street Southeast. um this is in conjunction with the Memorial Highway project. Both projects were requiring a lift station. Uh, so we did work with, uh, City and DOT uh, to get that consolidated into one left station for the city. 00:38:00,370 Um, however, in that consolidation, it becomes the Lower Heart Project lift station versus uh Memorial Highway. And there is going to be some bank armoring upstream of 1806. That is approximately between the softball diamonds and the uh, mobile home cart along that reach Uh, the funding up to this point, FEMA did provide a haphazard mitigation grant at the front end of this project 00:38:24,970 for geotechnical work. uh, for feasibility stage. Basically those proceeds were to take soil samples for, uh, soil stability. Uh, we also received a federal grant flood mitigation grant, uh, in the amount of $13.8 million. Uh, they did allocate it in phases. So phase one is the preconstruction, pre-planning for the construction, uh, $2.7 million was approved for that. 00:38:53,800 Uh, we have received, I don’t know the exact amount standing here, but roughly 75% of that. The remainder will be allocated during the construction. Uh, state, uh, water Commission, uh, has been participating up to this juncture also with Kasher, um uh, when we get to the total project, we do anticipate, uh, 00:39:18,800 60% cost share or about $10.6 million of the total project and from DOT on the lift station for Memorial Highway, about 2.4 million. Locally, uh, Low Heart has been funding the uh pre-construction costs, uh, through our mail levies. 00:39:48,370 um, the Water Resource District is limited to 4 mills maximum and, and county pension has been improving that as we’ve been working our way through this project. So, uh, we’ve been paying uh, pre-construction up, uh, with the four mills and cost share. 2022, the city of Mandad did approve a citywide assessment district with tiered contributions and fund, uh, to fund the construction of the project. 00:40:13,270 and here we’re here today to reinitiate that assessment district process. mainly there’s been some additional construction costs, uh. bank armoring, tow trench. and some additional rays that got us to this point today. Uh, the assessment district, uh, we’re proposing the same, uh. as we did in 2022, uh, Citywide special assessment, two-tiered approach using the inundation boundary. 00:40:39,370 Uh, if you look at the map, the gold color is the uh. inundation area that, uh FEMA would have if this project does not take place. and uh uh, so in in the inundated area, there’s 2,584 properties. The non-inundated area that would fit in this district is 6,148 properties. 00:41:10,370 So roughly 30% of the properties are in the inundation area. Uh, the assessment district, the inundated area, um. uh, uh, we had it split 65% local cost share. uh uh direct benefits obviously would be uh. uh to avoid honey deer floodplain category. with FEMA um these would be the properties directly protected from the flooding during base flood event. 00:41:42,470 The non-inidated area is 35% cost share. um and the benefits that the non-inundated area, what they have. it’s to help protect essential services, uh so a lot of the things that city and county have in that area. Um uh, you got the wastewater treatment plant. uh, fire, police, uh City hall all reside in that area. There’s a substation. 00:42:12,870 and uh um in addition to roads and library all fit in that in an inundated area. So the total cost for the uh estimate for the project for the city portion. uh, 7,138,000 inundate area at 65% would be 44,639 million. uh or 4,639,000 non in inundated area would be about 2.5 million. 00:42:52,800 How that breaks out um total cost for properties, uh, the assessment district, the inundated area properties, residential would come to total cost of about 1,644. Commercial properties 2,055. Non-inundated area about $392 and commercial about $490. and estimated for fifteen-year payback. So that tow trench, tow trench should be a capture. vessel to take that pressure off and remove the water. So it would be on the dry side of the levee. It would be on the dry side of the levee.
