Um, this is the intersection of Memorial Highway and 40th. You can see 40th has been realigned to intersect with Memorial Highway at a right angle instead of the um. the acute angle that it was intersecting with before. 00:07:06,900 and you can kind of see down we’re facing kind of northwest right now and you can see how far the concrete has gotten on that south side of the roadway. just um kind of a cool video for everybody to take a look at and get perspective on what’s being completed. 00:07:25,900 Um, with that 40th did open on Friday afternoon and streetlights at the 40th intersection will be operational this week Um, the 46th, uh, the southbound off-ramp at 46 at that intersection was closed yesterday for concrete work, and there will be continued disruptions at that intersection for the next uh week or so. 00:07:51,630 um right now permanent concrete driveways and temporary asphalt driveways are being installed along the corridor and all major utility work is being wrapped up, um, and winterized as we kind of shut down the construction season. or the winter shutdown. I, I covered this last time, but the winter section will resemble what is currently in place on the south side, um, concrete lanes with a temporary seven-foot asphalt extension. 00:08:11,270 Um, you can see the picture there, that’s kind of a, a overview of what the temporary section will look like over the winter. So NDDOT will be mobilizing some extra equipment to make those removals as well. Um, the plot also includes easements for an overhead transmission line, utilities in a stormwater easement. 00:21:21,370 Um the zoning change that’s requested for block 2 on the west side of 18th Ave and was is is on the west side and then on the east side, RMH was the Eastside was rezoned at the June Planning and Zoning Commission meeting in the July 15 City Commission meeting, um, at the time, the applicant intended to have 40 to 50 lots on the east side of 18th, and so this preliminary 00:21:40,630 plot shows 38 lots on the east side and 5 lots on the west side of 18th. So there’s 43 lots in total. Um the easternmost private uh proposed private street is shown to terminate at the southern edge of the Platte, where it connects to lot 2, Block 2 Meadowlands edition, which is currently undeveloped. 00:21:59,270 Um, it also shows a private street going west from 18th between Lots 4 and 5, block 2, which would connect to South Frontier Trail to the west of the property within um the existing mobile home park there. Um, there’s currently a private sea fence blocking this connection, and I will come back to that item. 00:22:17,970 Um, all lots to meet minimum size requirements because that minimum lot area is 3000 square feet. The minimum lot area appears to be met exclusive of the access and utilities easement fronting each lab, but we should confirm that prior to the final plot. Um, all private streets appear to meet maximum grade requirements. 00:22:38,230 Um, but again, we’ll confirm that prior to final plot. The easement inside the West or the east side of the, um, the latte is 34 ft wide. That is significantly smaller than the required 66 to 80 ft road width for local road, and the existing mobile home park zoned RMH to the West has what appears to be 38-foot private roads with small sidewalks 00:23:00,100 directly along the street. So the 34 ft easement proposed here accommodates 4-foot sidewalks. knee most recent private streetisement approved by the city was in the Clover Grove Pty, which has not been plotted yet, and that allowed for a 51 ft private easement with a 31 ft paved area, a 5 ft boulevard, and a 5-foot sidewalk on both 00:23:19,530 sides of the street surface. Um the Deerfield Road and Fox Drive, which are private street easements in the RMH district across the street are shown on their plat as a 32 ft access easement with a 7-foot utility easement, which is where the sidewalk and stormwater infrastructure is located. So that’s a lot of numbers. 00:23:39,730 I apologize for that. Um, after discussion with the applicant prior to planning and zoning commission, engineering and planning felt that that 34 ft width is acceptable with some conditions, and we have clarified with the applicant between planning and zoning and city commission that the city staff does have some concerns 00:23:58,270 regarding the feasibility of the roadway with, um, we’re of the opinion that it will work if it is signed as a no parking, fire access lane on both sides and that the 18th Street Improvement Project, which is required um as part of this to connect 18th up to Memorial Highway. 00:24:13,270 Um, would include striping a parking lanes. Prior to final plot, city staff would like to understand the snow removal plan, um, a 26 ft wide street is pretty narrow, um, when it comes to fire lane, so there can be no uh snow stored on the street or on the sidewalk. 00:24:30,870 We also clarified that inaccessibility plan would be requested at the final plot stage. Um, the zone change that was approved in July of 2025 required that the connection of 18th Avenue into Memorial Highway would need to be completed as part of the 18th Avenue construction. 00:24:53,000 Um, so there’s currently an informal but clearly used vehicle trails that continues where 18th Avenue terminates at the moment. Um, the informal road uses an Acc access point along Memorial Highway that’s signed as a private road for BNSF use only. Um, we have clarified with the applicant that they would, um, follow traffic studies and propose layouts from 2014, which show a right in, write out connection. 00:25:15,270 At that time, um, that was under DOT review. Um, by the time this is done, it is probably going to be under city jurisdiction, and so the city would be able to review that right and right out connection and, and allow for that alignment of 18th. 00:25:40,370 Um let’s see So there were items required from that prior um approval, one of which was construction of 18th with no building permits being issued until the road construction is substantially complete. 00:25:56,870 All streets and utilities internal to the property will be privately owned and maintained via an HOA buffering on the east side of the property between lots 3 through 6 Metal and subdivision and industrially zoned Riverwood Commercial Park shall be maintained to replace this part of the development. Um there needs to be an approved development agreement and streetlights and all road standards and access management requirements need to be met. 00:26:16,730 The, um, there’s no collector arterial streets in this area on the future corridor plans, the future land use plan does indicate this property is industrial, but, um, with that zone change in July, we are um headed down this road and, and it makes sense for the, the planning of the city. Um, perfect. 00:26:58,730 Um, that A access easement was provided as a secondary emergency access to the existing RMH homes south of this part of the Platte, they are fully built now. Staff is recommending that this become a public street with the gate removed and paved. Um, the applicant has informed staff that they are not in favor of making the street a public through street. So it really comes down to the timing of it.
