Commissioners, um, on November 21st, the NDDOT, the North Dakota Department of Transportation opened bids for the west half of the Memorial Highway project, um, there were two bids received, one from Northern Improvement and the other from Strata Corporation. Uh, the low bid came from Northern Improvement at 69 million. $579,406.64. 00:27:45,630 Um, HDR prior to the bid opening had provided an estimate just just under $64 million so the low bid came about 9.1% higher. um than the engineer’s estimate. um I did have a chance, um, since the uh, since the preliminary agenda was posted. 00:28:15,730 Have, have an opportunity to look a little bit more at the financial impacts that that has on the city, but at the time of the writing of the agenda are estimated responsibility was 14, 14.5 million essentially. Um. if you do look further down in your packet, I did put together a um spreadsheet that kind of shows the financial impact of this to the city in a few different ways. 00:28:39,530 um the top of their top you can see Northern improvement was 9.1% higher. You can see some of the high bid items here, um, just to get a, a sense of where some of the overages uh come from and um some of the savings come from, um, ultimately it balanced out to be overestimate. 00:29:00,370 um reviewing our outside funding, I put outside funding in quotes because one of these is a citywide assessment and one of them is AARPA, which is basically, you know, halfways local. 00:29:22,500 The other is state Water Commission funding, um, because of the high bid was, uh, mostly due to water items, um, the percentage share cost share that we’re expecting from the state Water Commission also goes up. um, cause we were expecting still a 60% share with them. So, um yeah, I’m trying to trying to show uh this in this box right here. Um, sanitary items, um, this bid was 8 put us 8. 00:29:44,900 2% under where we where we were expecting to be from last year’s estimate. Street and storm, we’re 4.5% lower from where we were expected to be with last year’s assessment and then with water, we were 33.2% over. So. um the local responsibilities from the NDDOT’s perspective, it’s 9. 00:30:12,900 6% increase in the estimated local responsibilities but when you take into account that um state Water Commission funding will increase, I recalculated that to be closer to 3.3% um, more than what we were expecting last year. And then as to how that um how the bid affects individual properties. 00:30:31,630 I took a sample of 5 random properties around town or on the that are tiered on the project and looked at how they were affected. You can see the sanitary special assessments will go down. um, the water assessments go up and the roadway assessments go down. So depending on the improvements that each individual property sees will result in their estimated assessment either going up or going down according to our current estimate or assessment formula. 00:30:56,230 um kind of a complicated way to look at it, but I wanted to put it in several different terms so that um uh, the Commission can make an educated decision on this. Uh, wanted to provide a little bit of background to the raw water intake, um, just because we haven’t been in front of you talking about it for a while uh, related to the commission agenda item in front of you today. 00:36:02,170 Uh, so just a reminder, uh, the intake was constructed over the last 5 years. It was put into service in 2023. Uh, the contractor was finishing up some of the remaining construction items over this last summer. 00:36:21,870 And as Jarek mentioned, uh, we started noticing some operational changes, um, as we started doing some investigation into that, um, noticed that, uh, one of the sandbars that started migrating, um, so the, uh, sandbar migrated over the existing intake screens and then that causes some restricted water flow. 00:36:44,530 So this, uh, picture shows the, uh, intake pump station in the background, along with the shoreline, and then the intake, uh, structure itself, um, is uh, consists of four different barrel screens, so it’s just, uh, some different screening material to keep, uh, bigger stuff out, let the water come in, and then it’s got a protective crib structure on the outside, uh, with the sand migrating in, uh, that made it harder for water to get through, um, and into the, the actual 00:36:59,800 intake, and then you can kinda see we get a general sense for where that, uh, where and how thatan was moving in, um, immediately after, um, identifying what was going on. Worked with city staff and refinery staff to maintain service to the city. 00:37:18,100 Um, this consisted of a few different things that we worked on. Uh, we had a commercial diving company come up, uh, to do some inspection and uh and dredging around the intake structure to try to move some of the sand out of the way, um, as they were doing that also. 00:37:34,470 uh, mobilized longer backhoe that you can actually see in the picture, uh, the the bank along the edge was kind of reshaped to provide better access for that, uh, backhoe, and it was a combination of the, the diving company and then the longer backhoe that was able to, uh, remove some of the sand to maintain service, um, as we 00:37:53,170 as the sand continued to progress, uh, pivoted a little bit and install the temporary screen extensions. So we actually removed one of the screens and put it further down river, um, and I’ve got a few slides a little bit later that kind of shows that, but immediately started, uh, working with city staff to maintain service. 00:38:12,900 Um, a little bit of additional background, um, this was, um, absolutely surprised. We, uh, spent a long time, uh, studying this location to try to find a good spot for an intake where this type of thing wouldn’t happen. 00:38:32,270 Uh, there’s a lot of historical imagery from when the dam was constructed, uh, going back to the 1960s, the show, this is a, a good location with a good channel. Uh, this particular image, um, was from July of 2021 during construction, a little hard to see, but they’re at the time was a good channel moving through this area. 00:38:49,230 In addition to that as part of the design process, we actually did river surveys where we had a boat go out, uh, do some underwater investigation with where the channel was. uh, did that, I think 4 different times over 10 years, uh, each time, uh, kind of pinpointed this is still a good location to do. 00:39:06,270 Um, unfortunately, the river is dynamic, uh, constantly shifting, and even with careful planning, uh, nature can be unpredictable. Um, as the problem became apparent, uh, we started using a drone just to monitor the extent of the sandbar migration. Um, this was one of the initial pictures early August, um, kind of showing the, the sandbar mass upriver. 00:39:29,170 Uh, you can see the intake pump station in the lower left, um, and kind of how the sandbar forms. uh, the notch that was in there, those were, uh, due to the dredging activities to keep the screen open. 00:39:42,630 um, as we, and I guess just to point out, uh, some of the benching that we did along the bank stables, uh, along the bank. um and then uh, this is more recent, uh, late November. You can see how the sand continues to kind of migrate, um, along the edge, so the intake structure is currently covered. 00:40:06,100 We do have an extension that, uh, took one of the screens further downriver, and that’s currently what we’re using to provide service to the city uh, this better shows a diagram of, of what that looks like. So, um, we kind of sketched in. where the sandbar was, uh, or is along with the intake structure and it’s basically an extended line with one of the screens on that’s further downriver. 00:40:27,430 Um and that’s currently what we’re using right now to provide service to the city. um, continuing to monitor, uh, sending a drone up, uh, we’ll get additional photos tomorrow, um, as we continue to monitor and make sure that service is maintained. 00:40:53,100 Um, so those are some of the immediate things that were taken care of, uh, some of the agenda items in front of you tonight or some other near-term improvements. Uh, so as part of the original design, we looked at what’s called an airbur system, um, these are sometimes provided for river intakes where you take compressed air in a cylinder and you’re able to focus, uh, concentrated, um, 00:41:12,870 shot of air at the screen and this helps with removing sand, debris, sticks, twigs, ice, things like that that might build up on it. Um, during the course of the design, uh, for different reasons, ultimately decided not to include it, um, based on current funding packages. 00:41:34,170 Uh, this is still eligible to be considered included under the current funding package and provides a a good tool to help, uh, with some of the things that we’re currently anticipating in addition to that, uh, the bank was significantly modified from what it originally was, uh, part of this would also include working with the contractor to rest stabilize the bank so it could be used in the future 00:41:53,430 again if needed. Uh, this slide gives just a high level overview of, um, some of the additional expenditures that, um, are in front of you for consideration. Uh, we’re currently working with a contractor to, uh, provide pricing for the work to pro um furnish and install the, um, Air burst system along with stabilizing the bank. 00:42:18,530 Unfortunately we don’t have pricing from the contractor tonight, so that’s why it’s not part of the official commission agenda item, um, but that’ll be coming on a future meeting and then what is in front of you right now is just, uh, continued engineering services support, uh, for the air bur system and, and ongoing support for the city. 00:42:37,100 uh, just a reminder that the project’s currently funded by a state Water Commission, uh, grants up to 60% and then this is a joint, uh, city refinery projects, so any of the remaining cost has been, uh, split between the city and the refinery at 20%. Uh, so ultimately looking at roughly $197,000 cost to the city. 00:42:59,100 Um, big picture for the overall budget, uh, costs are still under what the overall budget amount, um, is and if these are approved as presented, um, still looking at having 470,000 in contingency in the original budget. 00:43:23,230 um, even with the Air bur system, um, it’s a good tool that will help, but it still might not be a long term fix for this. um. looking down the road for long term potential improvements. We are working with city staff and we’ll be talking to the refinery as well about considering possible modifications to the existing intake just to improve resiliency. 00:43:43,800 um, historical data shows that this is still a good spot. Reality today is not the case, um, wanna uh, try to find the best long term fix for that, and unfortunately that means taking another look at things, um, state water er sorry, DWR staff, um, has indicated that they 00:44:02,270 would like to consider this a clean new project, uh, which means that we will go through the application process um, and apply for additional state water commission cost share assistance on that and ultimately what the modifications are gonna be or to be determined. That’s what that initial study would be. 00:44:22,800 uh, so the general schedule, um, near term, the airbur system and site restoration, we’re currently working on that now. Uh, we issued a work change directive, which is an official notification to the contractor to order the equipment just to get that going as quickly as we can. 00:44:38,800 Uh, Le time on that is likely, uh, 4 to 5 months out. So when that shows up on site, uh, contractor will get that installed. Uh, currently working on contingency planning and have a few um plans in place in case it gets to that point. That’s the location where we will house prisoners, um, and you know, our local judge can sentence uh, people to jail there, um, to keep in mind with this agreement, uh, this is only on 00:50:39,270 Be misdemeanor charges, anything that’s above a be misdemeanor charge would go to district court, which would be Morton County’s responsibility. So this agreement is just for the city. It’s not for everything. 00:51:02,230 um the major change in this that brought this back forward because it’s a renewing every year unless there’s changes brought forward, Burleigh County brought forward this because the inmate, a daily rate was going to go from $75 excuse me. to $100 per inmate In reviewing this, uh, agreement. 00:51:32,100 uh Section Section 16, uh, had some questions in it, uh, on medical services and some of the questions that were brought up was, is this obligating the city to expenses that we shouldn’t be obligated for when it comes to medical expenses. So by adopting this plan as a, as a city body, you, um you. we become eligible for, uh, grant funding through FEMA. 00:54:57,100 without the adoption, uh, we, we lose out on that. um, we also would lose out on um disaster relief funding if, uh, if we did experience a disaster here locally. So we were happy to see that, um. as well as our emergency response agencies here locally.
