And so I’ve written down a few things that that have me concerned as a Comm, um, it should concern most of the residents that are here in Burleigh County. 10% of the auditors’ responsibility is serving as the chief elections officer. 00:35:02,000 After he was elected auditor, our auditor sues the state of North Dakota. To change the way our elections are performed. Now my concern is he was just elected. To uphold the laws in North Dakota. Yet he wants to sue the state of North Dakota. For the way the elections are are handled. I have a problem with that. 00:35:23,470 For the election, the auditor is responsible to attend required election training sponsored by the state. He didn’t do it. During the setup of the equipment is the department allowed a protocol to be. Not followed that was trained by the state in their election training. Uh, that error cost us $4000 on a computer that was supposed to be standalone, not connected to the internet. 00:35:47,300 Someone in his department who he’s responsible for. Failed. Uh, during the election. And this, this has some concern for me. He was quoted telling volunteers to steer voters away from the electronic voting machines. Now As the person responsible, you should make sure that we have a fair election. 00:36:12,500 Beyond that, in my opinion, that’s the way it should be, not steering them one way or the other. 40% of the auditors’ responsibilities is managing the auditor, treasurer and tax equalization offices. all of the employees and the auditor’s office have been turned over at least once. And when they’re all new within the last year and a half, 1 year and 7 months, uh, that concerns me. Why would He be the first person to be notified if there was an investigation on him. I don’t know where it is, but it’s not online for our residents to To view That’s 30% of his job. Now, the county is required to have at least 25% of its budget in reserve. Part of our efforts to reduce the the amount of taxes levied to the residents is to use interest income off of the money that we have set aside in our reserve funds. From a report that our finance director gave us. He had lost 65% of the potential income. 00:38:05,030 Because he didn’t invest the money. Not that he made bad choices, just that he didn’t invest the money. If we already and and the statement that that he has made a couple of times. Well, we already have our budgeted amount. He cost the Burleigh County residents a million dollars by not investing. 10% of the auditor’s time by his job description is coordinating with other agencies, acting as the county Comm, uh, acting as a clerk for the County Commission, keeping records. 00:38:51,000 One of the portfolios I have is the Missouri Valley Complex. He Was recording those meetings, the first several. Um, and then he ran out of time and so the the the the committee themselves in order to have full transparency to our residents. Making sure that that stuff is out there. Now he gets it to As I understand, the clerk gets it to the auditor. But I’m not here to Make this about Mark. So, basically what the law is, is that If it’s postmarked the day before the election. It’ll count if it comes in before the canvas board meets 13 days after the election. I also have a big problem with two twins that One of them signed up. We needed an auditor, we needed a treasure, we needed a tax director. And, and, uh, and I think that’s what some of the discussion is. Did not work more than 1 or 2 hours a day. Uh, and Prior to that in 2020, I did some campaign work against the idea of converting the auditor to appointed. 01:30:06,130 Uh, that did fail and I know that there was a comment about not wanting to look back, but I think from a procedural standpoint and making sure that this stays on track. We do have to talk about what has happened in the past, uh, in 2022, the Home World Charter Commission was commissioned to create provisions in the Home World Charter in order to allow you, 01:30:30,100 the commission, to uh enact ordinance. outside of zoning. And I was going to play some audio from that meeting. I’ll hold off on that unless you request it, but in, in that discussion, when the provisions about uh appointing. We discussed. There was an understanding amongst. 01:31:00,100 I believe a majority of that home rule charter Commission that in order to make any changes, there would be another public vote, not on the auditor position itself, but on the idea of converting it. Uh I really think that We are at a point and, and as somebody who has opposed the this concept in the past. 01:31:25,630 I’ve come around to seeing the weaknesses in the situation, which is that somebody can get elected without being qualified for the job. They were inherited by someone who probably didn’t do the prep work. To be able to do the job, at least to the point where you’re satisfied with them. So, uh, this can occur when the clients or. 01:44:01,200 A related party maybe uses intimidation or leverage to influence the auditor and providing favorable results, not saying that’s happening, but, um, when this does happen in practice, uh, an auditors only left with uh two options to Either exit the engagement altogether or try to find a way to mitigate uh influence so that you can still do your job, uh, the, uh, current safeguards to this right now is that the auditor 01:44:23,100 is selected by the voters. We build a house for them if he’s sick or they needed help or whatever. Yeah, intent of this is to allow it for for relatives.
