This, uh, agenda item is an update on the Bismarck Riverfront. Park and festival grounds project, historic Preservation Commission previously saw this request at their September 2024 regular meeting. A letter was sent to Dr Erin Barth outlining some of the commission’s comments. 00:02:56,370 Dr Barth has provided a letter addressing those comments, uh, both of those letters are attached within your packet. A class one literature review was conducted for this project and the report was submitted to the North Dakota State Historic Preservation Office in April of 2025. 00:03:19,870 The class one report recommends a determination of effects finding of no historic properties affected for the proposed undertaking. And May 20th, 2025, Shippo provided a letter of concurrence with that determination of no historic properties affected for the physical impact of the project and a no adverse effect for the visual impact of the project. This letter is also attached for your review. Um, I will note, uh, Mr. 00:03:43,900 Eh, Dr Barth did reach out to Chapo to see if they had any additional requirements, uh, To complete that section 106, uh, and they have noted that they did not have any additional requirements. OK, so Cha Engel and Commissioners, an overview of the remaining projects for the 2023 historic Preservation grant is provided in the agenda, um, for ease of discussing the remaining funds for this project. 00:07:04,630 I’ve combined the brochures and the banners together into a table, um, and that tables provided in your packet. I will note, uh, since then, staff has received an additional quote, um, which is included with And the I on the screen that you can see here. 00:07:29,630 Um, that table highlights current quotes invoices for each project, and the budgeted amounts and some proposed spending of those projects, uh, to, to utilize the remaining funds. Um, as I noted, I’ve received an additional quote for the cathedral area area banners, uh, and I am also waiting on one additional quote, um, just so we have that 3 quotes just to make sure we’re getting the best price that we 00:07:49,430 can for that project. Um, I will note that the grant called for the printing of 3000 brochures for the Highland Acres Historic District. 00:08:31,270 It is one of the larger historic districts, uh, and it is, it would be a newer item, uh, resource. for the community. So might be beneficial uh in staff’s recommendation to attempt to keep with that number if possible. 00:08:53,500 Um, staff did receive an invoice, uh, from the printing company for that brochure, uh, at the beginning of June, uh, and that includes both the design, the current design costs associated with that, as well as the printing costs for the various amounts. Um, the cost of 3000 brochures with the design services and printing costs would, uh, total $2,033.58. 00:09:24,600 Uh, the printing company has noted that the design costs may increase slightly, um, just based on, uh, any additional, uh, changes that would be needed, um, through your review of the item. Moving on to 2024 historic Preservation fund grants. 00:15:33,430 Uh, Chair Engel and Commissioners, this is an update on the South Capital survey project, um, staff met with Emily Sackerson of South Fork Historical Research on May 28, 2025 to discuss the first steps of getting the project rolling, uh, staff was tasked with compiling various cultural data, um, including old property cards from the city’s assessing, uh, office, and then working on notices to property owners. And residents within that area. 00:16:00,630 Um, a notice was mailed to the property owners and residents, um, that notice included the information on the project and a link to a property questionnaire, um, hard copies of the questionnaire for anyone who doesn’t want to fill out the survey online is available um at the community development department office, a copy of the notice is also attached within the packet of what was 00:16:23,730 sent out to those individuals. Um, South Fork historical Research has begun compiling that data for the project, um, Missackerson has decided to take a chronological approach, um, rather than a geographical approach and has a Seinfield codes based on the dates of construction provided by the city’s assessing. Um, records. 00:16:49,830 As such, the 1st 10% of the site forms will be the oldest in the survey area. Um, this method will support the development of the history of the neighborhood for the report. Um, through discussion between staff and Missackerson, it was determined that the thematic periods utilized for the properties would follow those identified in the Bismarck timeline. 00:17:10,630 Um, all properties over 50 years in age will be recorded through this process, um, and that projects range will be approximately 1880 through 1976. Um, there were several unknown dates for some of the properties within the area, um, those were parking lots or vacant lots, um. 00:17:39,400 Msackerson suggested that those mentioned in the site forms for the associated organization, um, rather than giving them their own site form and ultimately it’s number. Um, in order to utilize her time in an effective manner. 00:18:01,230 Um, it suggested that she not write an entire feature form for those, um, well, they are technically built features, um, Merson would only be mentioning those in the site summary, uh, section of the corresponding buildings form.
