And it’s just getting to the point we’re, I looked at it last year. OK, speaking of the legislative session, Dennis, you want to do an update this morning on, bills that might be of interest for us, you know, they just had crossover, so not a lot of terrible amount of activity in the interims and so that got together but just to uh House 00:35:44,730 Bill 1020 is the Department of Water Resources funding bill appropriations bill along with appropriations for uh major water products and, and general water projects as well, um. 00:36:06,770 One of the things that they’ve, um, incorporated into this is the ability for the State Water Commission board to access a $200 million line of credit through the Bank of North Dakota. Um, basically what they call it an overdraft privilege, so if they run out of money in one of their buckets that they could appropriate, uh, or as cash flow becomes, you know, potential issue, uh, similar to what happened in 2020 where there was no oil money coming in, they would have the ability 00:36:25,170 to, you know, exceed their existing um cash reserves by up to 200 million through that line of credit at Bank of North Dakota. So everything um along with this bill, it seems like it’s going forward without too much. too many hiccups. Um, one other Discussion item though is. 00:36:49,730 Um, one of the senators is Talking about reducing the uh resources trust fund allocation. To water projects from 20. I think it’s 21% down to 15%. Um, I don’t know if that’ll get legs or not, but if it does, I mean it’ll have a significant impact on money available for water projects in North Dakota. 00:37:11,100 Um But like that that seems to be moving forward without too many hiccups, that whole, uh, bill. Um House built 1218 is economic analysis for conveyance projects if you recall Sibley Island, um, we had to do an economic analysis and it gets to be a little bit of spendy and also, you know, costs some time, so we’ll see 00:37:29,230 how that goes. They, they, the bill put a threshold for any that any projects under $5 million would not have to go through that an economic analysis. 00:37:50,870 The committee passed it, but they amended it down to that threshold of 750,000, so now it’s over at the uh center of Energy and Natural Resources Committee. And what was that threshold? Was there a threshold at all before? Well, the intent was a million dollars when it was first enacted 23 sessions ago, but the, you know, state Water Commission board. 00:38:13,500 Um Amended their policy down to 200,000 and so they, they supposedly got permission through the water over topics over topics committee, um, but there was nothing ever in statute that said they have the. True authority to do that, but they, they did so, so Mr. Chair and Dennis, this one would actually mandate the 750 so they can’t amend it again by policy. 00:38:30,630 Is that understanding that that’s the other part of the bill is that it would be a much more directly worded statute. I think that’s the important part to clarify that when the, you know, DWR, the commission itself went down to 200 by policy. So now it’s in the Senate. This bill would authorize a study to look at how that could be best administered rather than just pass it directly through legislation, let’s, let’s study and see how it.
