We’ve been talking about this for a while and trying to identify improvement projects, general. general improvement projects, some equipment replacements and upgrades, and then, excuse me. 00:05:09,370 Addressing the um the items that are identified in the access audit, which is now what we call in the Park district our transition plan is the actions that we’re taking from the access audit, um, those three main items, uh, we identified the major components, um, um, sitting with with David Robinson and Michael Sullivan, uh, at the Park District and going through and identifying the major items that we’d like to make improvements on in the property as well as some 00:05:32,000 upgrades. Excuse me, got a frog in my throat this morning. And then took a stab at Breaking it out into years of improvements. What I’m presented to you this morning is a 4 year plan. 00:05:50,370 Um, I don’t know the appetite of the board as far as a dollar amount each year, so yesterday I, I, as I was printing this out, I kind of stopped for a second and thought, well, what would it look like if we said, OK, there’s, we can’t do this amount per year, it’s less. 00:06:05,400 How many years out does it push it? Um, and we can, we can discuss that, you know, I, I think what I did was I tried to divide this up into a smaller dollar amount each year, somewhere in the 15,000 to 2000. 00 $0 a year and it pushed it out to 6 or 8 years. 00:06:21,470 Um, but these were the major components in in this uh proposed um. Capital improvement plan that were identified by staff to make some substantial improvements to the property and probably uh in our eyes make it a lot more enticing and inviting for people to come out and use the property and enjoy the property 00:06:40,870 and have it there for many years to come. There are additional things that as we go through the years, things will come off and we’ll want to add things. They will need to be refreshed, replaced, that kind of thing, um. 00:07:15,100 The capital improvement or the uh The the transition plan in the access audit, I counted them up the um the consultant that I that did the study for us for the Access audit identified 79 items out at McDowell Dam. Some of them very, very, very, very minor. Um And then when I, I, I looked at the two major components in the access audit, which was the shower building and the, the restroom. 00:07:35,630 And those are the two things that you can see in here that we talked about that we had um Eel design do that study for us to identify how we address those. There were roughly. 30, 29 or 30 of those items were directly from those two buildings, so you’re taking care of. 00:07:55,300 A good chunk of them with those two buildings being updated or or replaced, which is a good thing. Um, the other items are, um, things that we, we identified in our transition plan, which would be addressed. At a later date because it’s a major redesign. 00:08:17,170 Some, some of the um Parking stalls do not meet code, so those would be addressed when the parking lot gets resurfaced, those, those kind of things because it requires some regrading, some things like that, that’s those are, those are the uh the acceptable processes that we have identified for addressing some of those issues. Only a portion of it needs to be accessible, not every single thing. If they’re all like items. On one of them or 2 of them. At, at, uh, Bismarck Parks, we identified that our goal is at least 30%. Um I selected 4 or we selected 4 shelters with varying different attributes to them to make them completely accessible, so we we address that same principle to McDowell Dam in the fact that 00:11:00,500 we would probably want to take two of the shelters and make sure that they’re 100% compliant. If they’re different, unique items near them, we would select. them a little bit further apart, not just. Two similar ones. So we, we do take a larger in-depth look at at those kind of things. It doesn’t look good, but it doesn’t affect the stability of the slope itself. 00:42:32,270 So they will be working to do some regrading of the small scarps that appeared, um, after the uh process was originally stabilized and that’ll be taken care of this spring. They are putting in additional monitoring wells, uh, don’t quote me on the number, but I think they’ve got, uh. 3 borings and 3 soil borings to analyze what’s out there today as well as 3 inclinometers. The scenario with that cap is if other funds are available after other projects are completed and they don’t need them all, uh, there is the opportunity for additional funds to be um. Let me summarize this morning uh maybe a few House Bill 1020 is the primary appropriations bill for the Department of Water Resources and then general funding for water and. 00:55:46,470 as you maybe you’re aware, it came out of the house in really good condition and you got over the Senate and they had to reforecast of the uh Of oil prices and revenue income from based off of those and so um the Senate, of course, took a harder look at it and Basically cut out about 250 million out of that accumulated 00:56:07,230 appropriation. Um, of course, that, you know, they’ll go back to conference committee, but um, much of the, much of the reduction came from some of the major project water supply, um, Southwest Pipeline, Western Area Water supply, um, Mouse River, those are the ones that got a lot of their, you know, 00:56:30,270 house version appropriations reduced. Um, and then it might affect some of the full-time employees at the department had requested, they requested 7, I think the Senate version may reduce it down to 5 or 6. I see the South Bismarck too was removed out of the Bismarck was removed out of it, yeah. 00:56:53,170 Um House Bill 1218 economic analysis, if you recalli Island went through an economic analysis, um, the bill original version had set a threshold of anything under $5 million a project under $5 million would not be subject to economic analysis, um, through negotiations, that number was reduced down to 750,000. 00:57:17,230 Currently the policy from the State Water Commission is 200,000. Um, our project still would have had to go through it at that threshold.
