Our estimate might have been fairly low just because of the small quantity on that, we’re looking at the economy of scale on this project because uh typically in the past we’ve seen Class 13 come in as low as, you know,, 00:08:44,430 $18 to $20 a ton. So what I did is I had staff put together a breakdown and said of that watershed, how much of it is Mr. Cook’s, which is Ag land undeveloped. Um, and how much of it is, if you want to call it industrial property. 00:38:28,000 And these are just rough numbers because there’s some variables that play into this that about 21 acres is his property. Within that watershed, not ownership, just within that watershed. And then there’s about 40 acres of Uh, contributing developed area within the um assessment district. Now, not all of those lots are fully developed or fully utilized. 00:38:53,270 So have they been converted to uh impervious surfaces, not entirely, but if you create an assessment district, you look at the standpoint from benefit standpoint, if in fact they can develop it. That’s going to change the amount of runoff that’s generated from that property. You have Mr. Cook who’s responsible for his own water, and then you have the industrial park, which is responsible for their water in order to have a project that would work, you have to have the people in the industrial park actually sign up and agree to be assessed X number of 00:39:28,470 dollars. The water Resource District, Burley County has only or dealt with one drainage permit. Or one tile drainage permit, excuse me, um, in the long history of areas and that one was the Hay Creek Pines, which was your own permit, in essence, um, and that at that point in time, the process was laid out, um, your 00:47:08,170 policy was set up. Uh, since then, there’s probably been a number of legislative revisions to that have occurred. Dave and I need to visit about those, um, the important one as it sets several points with this particular application. Uh, one, the owner was notified. 00:47:32,000 Um Ellingson is doing the Tile work for them for the owner and the owner was notified pursuant to water resource district policy that they have to have a $500 fee. That needs to be submitted, so the review or the processing of the application under policy would be that in 3 days after, um, it’s submitted, or compliant as I would call it. 00:47:53,870 In other words, 3 days after we get the check in hand, uh, we will look at a compliance to see whether the permit is complete and all information is contained within its necessary for processing. Um Drain tile permits typically statewide have been set up to where as long as you’re discharging into a natural water course. 00:48:17,930 uh, there’s a notification requirement of um all the landowners along the downstream. Receiving water body tributary of 1 mile. K, uh, that being said, that process of notifying those landowners is the district’s obligation as part of the process. So there’s a standard letter that gets prepared and is sent out to these owners. 00:48:41,470 The applicant has provided the ownership, um, tax records, if you will, so we know who those property owners are who will receive the the letters, um, I need to visit or want to visit with Dave regarding that 1 mile limitation, uh, because this particular application. involves, you know, 320 acres, so it’s fairly sizable drain tile system, um. 00:49:03,930 I don’t begrudge the owner for the reason for doing it, looking at the property from an aerial perspective, um, however, it discharges into a natural tributary, a natural stream that goes into a um closed basin. Interestingly enough, and I’ll just put this on the table, the Only a small portion of that closed basin involves a landowner that is will be notified based on what the applicant has provided. 00:49:31,100 There is another 36 or excuse me, 640 acre parcel that’s immediately downstream to where this water discharges. And that owner’s not being notified. Now, I don’t know that we can as a board actually notify that person, that’s a question and I’ll have to go through, um, but from that process, understand this is the way I 00:49:51,330 understand it to works and I, I’ve talked to our people in Fargo who obviously in the Red River Valley do more of this stuff than we do out here, um, a lot of what happens in the Valley the notifications go out and the boards, because they’re not given any statutory authority basically or you know, 00:50:07,430 signing off on the permits. The obligation for impacts, uh, you know, under standard drainage permit, the district could say, hey, we’re looking at downstream impacts. Are they going to occur? We can condition the permit accordingly. And then notify the board of those impacts.
