First item on the administrator’s report is the child nutrition update, uh, Dr Bitz, yeah, I’d like to introduce Joel Meyer. Um, she’s our child nutrition director. She started in July and she’s doing a great job for us. And first of all, I wanted you guys to meet her and get to know her and I think she’s got some great information she wants to share with you as well. All right, thank you. Welcome. And how do you want to take questions? Do you want us to ask as we go or wait till the end? It does not matter. All right, so if you got questions, ask away. Go ahead. Thank you. Good evening and thank you for inviting me to speak tonight. My name is Joel Meyer, and I’m the nutrition services director. Um, I’d like to start off speaking to you about our CEP schools. CEP stands for Community Eligibility provision and is a program available to schools participating in the national school lunch and school breakfast programs. CEP schools are reimbursed using a formula based on the percentage of students that are eligible for free meals based on their participation in other specific programs such as the supplemental nutrition Assistance Program, SNAP, or the temporary Assistance Program for needy Families, TANF. These schools offer reimbursable breakfasts and lunches at no charge to all students regardless of the children’s eligibility status and receive the benefit without collecting the free and reduced meal applications. Claiming percentages established in the first year may be used for a period of 4 school years and may be increased each year if the percentages increase. Schools must have at least 40% of their students identified for free meals through direct certification. If the family has students in other schools in the district, then they would need to fill out the free and reduced meal applications. This year we have 4 CEP schools, which are Custer, Mary Stark, Lakewood, and Roosevelt. If we look at the same number of serving days from last year to this year, we have served approximately 2500 more breakfasts and over 1800 more lunches. The next item I would like to address is how the new cell phone ban for public schools has affected breakfast and lunch participation. When comparing last year’s numbers to this year, it looks like we have served over 2600 more meals. I, I can’t give you a very accurate picture of our a la carte sales from last year to this year because our market was not fully open until after Thanksgiving of last year. But I can tell you we have doubled our almost doubled our a la carte sales. So it doesn’t seem, um that we’ve had a very dramatic effect on our participation numbers when it comes to the cell phone ban. um, if anything our students are grabbing, uh, something from a la carte or one of our grab and go options. Um, in closing, uh, the child nutrition department is a self-funded program. Uh, we don’t get any money from the general fund. Uh, we are a federally funded program, which is entirely run from USDA reimbursements per meal. Thank you for having me and if you have any questions, any questions? You mentioned Snap in there, which is, you know, with the lockdown or shutdown right now is an issue, but we get funding through a different source. That’s not affecting any of our school funding, is it? Absolutely not. Not at this point. That’s what I thought. I just wanted to make sure if somebody was asking. All right, and I am surprised that there are a number of meals didn’t go down. I’m a little surprised at that, but I’m glad that they’re not. I’m glad that they’re actually going up. That’s a good thing. So. Any other questions? Yep, go ahead. Along those same lines, so you were concerned with the cell phone ban that they were going to be leaving campus, right, and going to get lunch so they could be on their cellphones. But if anything, they’re grabbing something to eat if they do that. Yes. What are you seeing for like people in lunch? I mean, do you, do you think it’s there’s in high school and middle school. Students probably thought I was the weirdo driving around the parking lot for a couple of weeks because I thought, OK, I’m gonna check this out and go, you know, we have the different lunch periods and in the beginning there was a noticeable difference, but as the school year has went on, I’m finding I, I just, I try to go up to the high school 23 times a week and, um, eat and just kind of you know see areas where we can improve and, and change other things, um, but what I found last week, especially, is that uh they’re staying in the Commons area. They’re staying in and eating. You, you have some leave, you know, whatnot, but they’re talking to each other and you know so it it doesn’t seem to have, I mean, I was, I was very happy to see that our numbers. were improving over last year, so. Anybody else have any questions? Go ahead. Um, so question I guess as far as with the the title or the freeuc meal applications and stuff you said they’re really not required anymore with these other schools. They are not, um, because the, so the CEP once they are a CEP school, then we, they don’t have to fill out those free and introduced applications. All children in that school receive free breakfast and lunch, and we have to offer, it has to be breakfast and lunch, so, um, unless they have, you know, siblings in another school, say the middle school or high school or whatnot, then I encouraged them to fill out those applications. So our Title I funds tied anymore to those applications or is that not the case anymore because of that change. Now our Title One funding is based on our sensor sense census poverty data for the community. We do still use free and reduce applications as our metric for how we divide those funds, but that is something that we do internally. So it, it does, but not to the extent that it used to. It doesn’t impact the total money that we’re getting. We still use it as our metric when we divide those funds out as far as our neediest schools. We’ve talked about if there’s other metrics to use, um, we certainly could. We just have not done that yet. Other questions Well, Ms. Meyer, thank you very much for coming in and seeing us. Welcome aboard the Mand Dan. Thanks for all you do. Appreciate it. All right, we’ll move on. Next item is enrollment update, Dr Bitz. Yeah, this is a week old. This is from last Monday, um, you can see the top part is October 25th, excuse me, I believe it’s the 25th. I don’t have it in front of me. Um October 27, 2024 and the bottom half is October 27, 2025. I’m just year to year comparison in our enrollment. Um, you can see that overall, we are down 11 students from a year ago, um, I guess the, the piece that I probably am, I say most concerned about it, I think that deserves most of our attention is when you look at grades 34, and 5, in 2025, if you add grades 34, and 5 up, we have 1,129 students. Um, if you take that same year and add grades K1 and 2 up, we have 940 students. So that’s a difference of those three grades of a drop of 189 students. That is going to be. going through the system, um, that’s an average of 63 students per grade. Um, I don’t know what’s going to happen next year, but that’s just something that we certainly want to monitor going forward so that we can make sure that we’re right sized and adapt to to our enrollment. I don’t know if you have any questions on that, but No, thanks We, we’re in what the 2nd year of the projections we had or the 3rd year We are, I believe, in the 2nd year of the projections. Normally we do it, what about the 4th year, every 4 years, 3rd or 4th year, yeah. OK. All right Anybody have any other questions? Not, then we’ll move on to the 26, 27 calendar. Um, Miss Redroth, Dr Redreth, you should see two options that I put in front of you of the calendar, Dr Bitzs and I drafted a couple of options and put them out with a survey to our staff. You, there was a link to the survey in your board packet, but we had 354 responses, about 60% of that was teachers, about 30 or or 65 as teachers, 30% was classified staff and then the administrators made up the rest of it. The highest priorities that were identified was having the Friday after Thanksgiving off, um, they wanna later start in August and 2 weeks at Christmas, where our highest priorities followed shortly by wanting a break every month, having a long weekend every month was, was also right up in there. Our lowest priorities were wanting to match Bismarck as closely as we could. That was not a high priority for staff, uh, Early Start was not a high priority and Easter Monday was not a high priority for staff when we surveyed them. So using that feedback, uh, we drafted a, we made some adjustments and then Dr Bitz and I have been going to each building to meet with staff to allow for calendar input on that. Honestly, option 2 that’s in front of you is a little different than my original option 2 because of some of that feedback that we’ve gotten. So we will continue to do those sessions through this week. We have a few buildings left and then our hope is mid November to send out two options for public vote, so it would be for staff, it would be for parents, it would be for the general public to vote on, and we’ve historically done, the majority vote winner would be our calendar that we would adopt. In addition with our options we sent out, we also sent out our considerations to staff here are the things that must be in our calendar. If they had any, wanted to take a stab at a calendar, they had the option to do that. We have not received any to this point. Um, but that, that’s where we’re at with calendar, and if you have any questions or any feedback on that between now and about a week or so for now, please let us know and we can take that into consideration. We have review and consider approval of low bid to demo old Manda in High School, um, Mr. Legacy, and can you also give us maybe an update on the asbestos as we go through that. Yeah, sure Ken. I’ll start with that actually. The asbestos abatement right now, um, they have worked through the main portions of the building through office areas and through the traditional classroom portions. Right now they’re chasing some pipe that’s in the ceilings to get those mud joints out. Uh, they’ll be working into the gym area soon. Uh, the gym area is going to be a challenge, um, but Dr Bitz and I walked through, I believe that was Friday last week, I visited with their foreman. They feel they’re on track to complete uh asbestos beaten by the end of November, which was their contract date. So I feel good about that process, um, there’s no questions, I’ll just move into the bid tab. Uh, the bid tab for the high school demolition was included in your packet, um, very, very surprised that we had 6 bidders in a good way. Um, I, I did not know what to expect on this, uh, so really pleasantly surprised. I give icon architectural group, uh, a ton of credit on this, um. they required a mandatory pre-bid walkthrough, and we had a number of contractors show up that day, um, basically because of the pre-bid walkthrough and the amount of, um, detail that Ion gave on the demolition plans. I think those contractors were pleasantly surprised and they came out because of that. So they did a great job of, of getting more bidders to the table. Um I, I had asked a couple of industry experts on their their estimates. They had all estimated between 2 and $2.5 million for demo, uh, so you can see the bids were great. Um, Hoosier worldwide was our low bid at just over $1.49 million. they do not have a start date at this time, um, they want to work with our asbestos contractor and they want to make sure that they can complete the entire project within 180 days of starting. Uh, their intention is to start as soon as possible and to make sure that they can get all the seeding done when we reclaim that property within that 180 days. Uh, so it would be my recommendation, uh, that we approve Hozier worldwide for the high school demolition, and I’ll stand for any questions. All right, thank you. Any questions or any uh motions? Uh, they’re out of the Deer River, Minnesota is their company, but I think they’ve done a lot of work in the Minneapolis area. We only had one local bidder, uh, Weiss and Sons is a local contractor, um, vet I believe has a local office, but the rest of these companies are out of the Minneapolis Twin Cities area. And, uh, what kind of, I know it would you call it a bond or what they’re all required to have, yes, they have a North Dakota contractor’s license. They also have a 5% bid bond, so if they don’t complete the project for any reason that we have access to that bond. I have no concerns about, uh, Hosier worldwide. This is what they do. They are a specialty contractor. They come in, they, they do demo projects and specialty contracts just like this. All right, thank you. I think we’ll work through all four like we normally do on these with the motion at the end unless we need to change things. Uh, Dr Riderathth, if you want to start it? Yes, and really the only one with a substantial changes. The first one with the background check and screening procedure. Most of it’s clerical, but if you look at number 5, what that’s reference to is every once in a while we have individuals who don’t have fingerprints. I know that sounds interesting, but they’ve either worked heavy construction or worked, um, food service or things like that, and we, they get rejected because they don’t literally do not have fingerprints. So this is some wording that we got from our HR director that basically we can do a name search on them and we can retain it for our records, saying that we chose to still hire them, but they failed their background check because of basically lack of fingerprints, but we’re able to do some other searches, um, and just retain those for the records. So that is probably the most, um, the biggest change in any of these policies. The rest of them are, are mainly just some wording things and updated complimentary document on uh GBCB. um, but that was really our only major change to these policies, and with that, if you have any questions, I can answer them.
