00:00:11,530 Good evening and welcome. Happy New Year. Today is January 6th, 2026. It is 5:30 p.m. and we are in the Bosch Fehlik meeting room. at Mandan City Hall. Mister Dubauer. could you please take the roll call. Comm Schoberg here, Haincha, here Bra, yes, Roarr, Mayor Frelich, here and at this time we will have Vietnam veteran Ken Bullinger. 00:00:38,330 who was wounded in the Battle of Hamburger Hill lead us in the Pledge of Allegiance. the flag. in the United States. Republican. uh indivisible liberty and justice all Thank you, Ken. At this time, we will, uh, start with announcements. 2026 Homestead Veterans and Primary residences Credit programs. Kimberly. 00:01:25,270 Mayor Commissioners, um, thanks for this opportunity for this evening to share, um, these reminders for the credit programs that property owners have available to them. I’m going to go over 3 of them tonight. 00:01:44,630 The first one I have up on the screen for you is the Homestead Credit program that to be eligible, you need to be 65 years or older or permanently and totally disabled. You must reside in the property on which the credit is claimed as of the assessment date which is Feb ru ary 1st and have an interest in that property. 00:02:04,370 The total income for that household, so your spouse and dependence needs to be under 70,000, so you take your income less your medical expenses, and if that’s under 70,000, you could qualify. Um, if you need more information, you know, contact your local assessing office. This is a program that is statewide All three of these programs are statewide, so the second one I have for you tonight is the Veterans Credit. 00:02:28,270 and that is available for veterans or surviving spouses of a disabled veteran with an armed forces Service Connected Disability of 50% or greater and an honorable discharge. Um, so the veteran or the surviving spouse must own and occupy the property again for more information, contact your assessing office. 00:02:49,170 And the third one if you’ve been watching the news or anything lately in the last couple of weeks, um, the primary’s residences credit, and now that is a $1600 up to a $1600 property tax credit. This one you, um, you must own your home in North Dakota and reside in it as your primary residence. There’s no age restrictions. 00:03:10,370 You can only have one primary residence credit per household. and this an online application, so it needs to be applied online and I have listed, um, the phone number. You can call up there if you’re not computer savvy. If you live in Mandan, come on down. We’ll help you do it here. And I stand for any questions. 00:03:30,170 Oh, and there’s one more thing I want to show you that I think is interesting. Um, I have an example You can qualify for more than one of these credits. Here’s an example that I got where if you had a $40,046,000 house. It gets factored down to the taxable value. You could have a 50% Homestead credit. 00:03:55,800 a disabled Veterans C credit of 100% and then if you go to the bottom, at the bottom of the left right-hand column, you’ll see then there’s that primary residence credit taken off. So if you wouldn’t have those three credits, this tax bill would be over $5000. 00:04:15,530 This person, if this, if you qualified for all of them, this example would they’d be paying $143 in property taxes. so it is worth the few minutes to fill out these forms. Any questions for Kimberly Kate, thank you, Kimberly Now we will have Mattanandorf from the Mandan Progress Organization. Update us on the New Year’s Eve celebration. Christmas lights maybe. 00:04:46,000 Good evening, Mayor and Mayor and Commissioners Mayor and. Um, yeah, we had a um we had a good New Year’s Eve, um, celebration and Man in here and it got a lot of attention Um, so we had the, um, New Year, new light, uh, um fireworks display, world record display at the 00:05:08,370 lot just to the south of the man in high school and um December 31st and it went over very well. Um, I have some photos here to just kind of highlight what we done pull them up here. There we go. OK. 00:05:33,500 There’s, uh, Comm Hainonan and his family enjoyed the, uh, enjoyed the show Uh, at the high school site, we had um 852 of the spots that were sold. That was our sellout, um, point. Uh, we estimate between about 4000 to 4500 people were on site at Mandan High School. Um to view the show, um, from the parking lot. 00:05:54,870 The funds raised from the sales of the parking lot were just over $30,000 and that will go um be split and go to the, uh, Western North Dakota Honor flight as well as the Wounded Warriors Project and the Mandon High School marching band as their kickoff or kickoff fundraising, um, for their 00:06:16,270 London trip next New Year’s Day of 2027 in London. Um, but you can see some of the opportunities we had and on people on site. uh, big shout out to the and, and, and thanks to all the city kind of departments that really help with this. 00:06:32,800 This is what kind of brought this to light, um, from the Mandan Police Department, the Mandan Fire Department, Mannin Public Works, uh, the Mandan School District, uh, City of Mandan uh, we’re all involved in this. 00:06:52,000 There’s the picture of the full lot that we had, uh, parking went very smoothly, um, with the volunteer help of the Mandan band boosters, and they had about 50 some, um, volunteers from parents and students that were, uh, scanning tickets, getting people parked, getting people parked the right way so they could see the, the shoot site. And let me jump down to the show itself. 00:07:10,630 So this is the the shoot site here, which is just to the south of the Man in High School parking lot Um, this was a, a wonderful partnership with the Man in Progress Organization and Pegasys illuminations LLC out of Mott, North Dakota, um, known for some very, um um, awesome fireworks displays. 00:07:31,530 Uh, they did a world record show last year outside of Mott, and then obviously did another world record show here. Um, the world record that they were attempting to break war was the most Roman candles to be shot off in under a minute. And so their goal was 2. 00:07:51,370 5 million, and the established a new record of 2.8 million plus some after that. But um, as the official uh uh World Guinness Book of World Records for the most, um, shots fired off. Um, there is a here is the world record going. 00:08:19,530 We were downwind from that, so you’re getting a lot of smoke, um, but the surrounding areas, uh, particularly at Starian Sports Complex and anything south of the shoot site, um, got a very good show of the, uh, the fireworks and if you just go on social media and look at the, uh, and search Man and World Record, you’ll, um, you’re bound to see a video that has the, uh, the Roman candles going off. 00:08:36,630 Um, it was about 5000 Roman candle sticks that were, um, uh, mounted together and each stick had about 555 shots in each one, and they all went off simultaneously at one time and completed the shot in under a minute. So that’s what, um, achieved the world record for Pegasus um here in Mandan. 00:08:58,000 There’s more of that And that was just 45 seconds of the show. Um, the rest of the show went into a pyro musical that included the national anthem, taps Be played as well as other music selections highlighting um the stories of veterans and what they face, um, through, through mental issues 00:09:15,070 as well as um just issues coming back to the communities, um, to bring awareness to that through the partnership with the Wounded Warrior Project. 00:09:30,170 Um, this was what we call pyro musical, um, so sitting in the parking lot, um, viewers got a very good view of the show with the um, the musical selection being transmitted to uh car radios through an FM transmitter located in the park. Um, it was a pretty powerful, um, transmission. 00:09:47,730 We had folks that were at Fort Lincoln Elementary on the south side of Mandan, which we were able to pick up that transmission and listen to the, the music. So it was, um, broadcasted quite, quite a ways from Manon High School. Um, a collection of different types of fireworks, groundwork, aerials, um things like that. We had the, um, which was the highlight of the evening. or the notorious fireballs that went off. 00:10:12,170 um caused a little bit of a stir as people saw him from various areas and didn’t know exactly what was happening, but, uh, those were, uh, uh, generally designed and part of the show. They were not a, not a mistake or not a uh a flaw in the show. 00:10:29,800 Um, they’re designed with, um, uh, different gallons of gas in tubes with a charge that’s dropped in them and that create the the impressive fireball. Um, there was a series of 5 gallon ones that went and then a series of 10 gallons that went right after that. So uh, uh, did create quite a, quite a spectacle, um, for people that were viewing it. 00:10:50,600 Um, so that’s what I have for the, the show itself, um. the um we don’t have the, the full numbers yet of the surrounding area. We’re working with the Bismarck Man and CBD CVB who were the sponsor of this, um, presenting sponsor of this, and they’re going to run a place 00:11:08,370 there placer AI on the area surrounding men in high school to get kind of an idea of what the, the total watch attendance was outside of the high school property Uh, we do know that Starian and, and many of the other parking lots, um, in and around the area where we’re pretty full 00:11:24,800 with people that were, um, viewing the show. Um, after the show, traffic did, um, uh, work pretty well. Um, it looked like about 45 to 50 minutes after the show was completed, traffic was back to normal flow, um, leaving the, uh, Manon High School parking lots. 00:11:41,870 So a great event, um I think overall on a social um perspective, um, we estimate right around 4 million to 5 million views via live stream, um, social influencers that were here streaming it from various spots. 00:12:10,330 uh, MPO’s page, uh, North Dakota Tourisms, uh, CBB, um, it was live streamed on 3 different, um, platforms, uh, one of them being Spirit 76, uh, um, fireworks, which is the national wholesaler across the United States. Um, they streamed it live, um, from their site and had, um, people from all over the world watching that that live stream. So, um, but our estimates right around about 4 million views, um, for this particular show. 00:12:30,470 It was featured on the, shouldn’t say featured briefly mentioned on the Today Show. after the fact, uh, Mandan was not mentioned, but it did mention that North Dakota achieved a world record, um, at a fireworks show, um, kicking off the 250th anniversaries of the US so. 00:12:48,870 um, and to your question, Mayor, about the holiday lights, it is still open and is open till Saturday of this week. OK, and then just briefly touch on July 3rd. briefly. 00:13:07,900 So July 3, um, again, we are working with Pegasus illuminations that produced this show to produce a pyro musical, um, highlighting the, uh, uh, America 250, and that’ll take place on July 3rd at 10:30 at night, and it’ll be located, um, our, our shoot site will be located just north of the middle school for that particular show, and that will be free to the public, um, more details will be coming out in 00:13:21,100 the next few months as we head up to that, but we just launched our uh, Facebook page for that and for the event page, so you can definitely follow that for all the details that will be coming down the line for July 3rd at 10:30. Good deal. It was a great show, Matt. Thank you to you staff. 00:13:37,270 Thank you to, uh, Dr Bitz and, uh, Mr. Andresen at the high school and the school board. The Mandann PD, the Mandan Fire. um, ID Subaru. For, uh allowing us to be up there, uh, public works and then uh we had people from Missouri. We had people from Michigan. 00:14:09,170 um Kansas and, and, um, and China, in China, yes, so, so Cowboy Fireworks was one of the sponsors of the fireworks, and they’re, they’re um executive group flew, I believe, 70 hours to get to North Dakota to watch the show. 00:14:27,000 Um, so they traveled quite a long, I wouldn’t say a long ways, but a long time to get here. But uh yes, we had, we actually had the executives from both um Cowboy Fireworks and Spirit of ’76 fireworks that were here, um, at the high school watching the show. So, um, we, we thank them for their, their generosity. 00:14:46,100 Um, again, all of the fireworks were donated and sponsored by the, the fireworks, um. in terms of the, the setup and and cre crew that came in, we had crew from all over the country here with Pegasus, um, their team was about 45 strong. 00:15:03,370 Um, Crus from, uh, Minnesota, Missouri, Texas, um, we’re all here, um, pyros in their nature, uh, here to help, um, um, Pegasus put this show together. Um, so there are a lot of professional pyros that, um, donated their time and came to North Dakota to put this on. So, um, this was a, a, a, a really nice gift to the community to kick off the 250th celebration. 00:15:23,470 Yes, it was, and thank you to Pegasus. Yes, yes Wonderful people. OK, thank you. Thanks, Matt. Uh, project updates Jarek. I don’t know if I can follow that up. Um, good evening, Mayor and Commissioners. 00:15:46,900 Uh, over the Christmas and New Year’s holiday, the projects haven’t been, uh, super active, but I did want to hop on here and, um, reiterate that we have a Mandan proper, um, public input meeting, open house, uh, coming up, uh, this will be for all 4 phases of the Mandan proper, um, project area. 00:16:07,430 So we sent out mailers to everybody in all four phases to come and kind of kick off what will be many, many years of projects in this area, um, the open house will be Thursday, January 15th from 5 to 7 p.m. at First Lutheran Church and um just wanted to make everybody aware of that if they’re, if they’re in that area. 00:16:27,000 or interested in the project um, that’s all I really had for tonight, but do you have any questions for me? Any questions for Jarek? Eric? Eric Jart, you might mention too, would probably ought to let him know that the state is working on those potholes on Memorial Highway and they’re trying to get them filled up because this a little rough riding right now, 00:16:40,330 but they’re, they’re, out there the last couple of days have been out there working. I’ve been seeing them do that. Yeah, yeah, it looked like they were, they were doing their best, so. keep it in good shape OK. Thank you, Jerk. Thank you Mr. 00:16:56,900 Neubauer, any public comments? Mayor? No, we did have one comment on the public hearing coming up, but I think, um, Jordan and Rachel will address. Yeah, thank you. Commissioners, you have the agenda in front of you. Can I get a motion to approve the agenda, so moved. 2nd. We have a motion by Comm Brown, a second by Comm Schoberg. 00:17:19,270 Any further discussion, hearing noun roll call, Comm Hanon Braun, Rohr, yes, Schoberg, yes, Mayor Freelich, yes. we have the, uh, minutes of the December 16th, 2025. uh, City Commission meeting. Entertained a motion to approve the minutes. I’ll make a motion for the December 16, 2025, meaning minutes. OK. motion by Comm Haincha is seconded by Comm Rohrr. 00:17:50,270 A further discussion hearing non roll call, Comm Braun, yes, Roarr, yes, Schoberg, yes, Hascha, Mayor Frelich. Yes, we’ll move on to public hearings. Item number one. Consider an amendment to a special use permit by amending the proposed site plan for Lot 1, block 1, Bridgeview Bay Addition. Jordan, good evening, Mayor Frelick and Commissioners. 00:18:16,500 Uh, I’m here before you this evening to consider the amendment to a special use permit, which you uh read 2600 Marina Road southeast Uh, this was before you the last time, September 17, 2024. 00:18:42,070 for the original special use permit, which was a permit allowed for the construction of multi-use shops for 3 structures with 18 shop condos on the property. Um, this amendment is to clarify the um structures within those units. 00:19:08,100 So what, what took place was we had the unit numbers and then we had the structures in the structures that had the number of units swapped, so we had a building that had 7 units We had a building that had 6 units and we had a building that had 5 units. and let me get that on the, on the screen here for you. Um, this is the new one, but what this special use amendment does is clarify which buildings have which units. 00:19:28,000 So we are not changing the number of units, which is still at that 18, but which ones they are, and I’ll draw your attention to the east side. um, which is along the Missouri Riverside, which is where we have the added unit on the bottom that has the kind of jagged edge for the unit. 00:19:47,700 So that, that’s what we’re looking at. Um, it wasn’t in an existing one, which would be to the, um, to the south, but. that building swapped that, so a lot of different things within that, but that’s what we’re bringing forward to you is the, um, the change in the special use. 00:20:05,870 Um, the other thing I want to note from planning and zoning is that we’re still waiting on the updated um, condo Declaration agreement and the changes that they specifically requested, which would be the adding of the special use permit language in that, so, um, that needs to be 00:20:25,070 added as well, which was um wanted by the PNZ Commission. Uh, the other thing I’ll draw your attention to, I know there was a, a letter that was sent to you this afternoon, um, Nancy sent that out from, um, just a concern and if, if there 00:20:42,470 are any, any questions on that, if you haven’t had a chance to read it, uh I can answer any of the questions that come from that, um, letter as well, but our ask tonight is that for the amended special use for um this property and uh I’ll stand for any questions. 00:21:02,900 I’ll go, I’ll go to the last paragraph of that letter. We’re still maintaining the 30-foot setback and 4 rows of trees, correct? That is correct. And um I saw that in our. agenda documentation, there was a line in there that says landscape buffer to the south shows two rows, and that is incorrect. 00:21:24,870 What is stated in that letter is correct. There are 4. OK. Yes. and, and 30 ft, yep. Any other questions for Jordan If not, we will move to the, uh, public hearing and we’ll open the public hearing and ask for comments. First call for comments. Second call for comments 3rd and final call for comments. 00:22:00,630 Public hearing is closed Commissioners what would you like to do I’ll move to recommend approval of the amendment to the special use permit by amending the proposed site plan to the presented site plan for 2600 Marina Road southeast. a motion by Comm Schoberg, a seconded by Comm Brown. Any further discussion on this issue. 00:22:26,230 hearing none roll call, Commissioner’s roar. Yes, Schoberg, Hein, Ron, yes, Mayor Freelich. Yes. we will now move on to item number 2. Sorry about that Consider a resolution determining the sufficiency or therefore insufficiency of protests for the street improvement district 241 Red Trail. Jerre, Mayor Commissioners, good evening. 00:22:54,900 Um, yep, this is for the, uh, 2026th Street, uh, rehab project that we have planned for the area around the red trail Elementary School. Um, we at the November 18th meeting, we, uh, created or created the necessary resolutions to create the street Improvement District 241. 00:23:20,800 Um, we posted the resolution of necessity in the Mandan news on the November 28th and December 5th and 30 days had passed, and we had received only 5.5% um protest by land area. Um, we also broke that up into a couple different metrics that was 5.7% of the total number of parcels, and then it also represented 9. 00:23:52,270 15% of the total estimated assessment assessment values, so a few different metrics just to give you a full picture of what was going on here and then I do have the protest map pulled up here. You can see, um, there was a concentration around the millennoverlay area in the manufactured homes. 00:24:05,530 Here, um, even in that area, the protest rate was below 50%, so, um, we are recommending, um uh holding a public hearing, and then we have an associated, uh, resolution where we’re recommending um uh passing the resolution determining insufficiency of protest. Do you have any questions for me Any questions for Jarek A hearing none. 00:24:30,330 We’ll move to the public hearing This time we’ll ask for comments. First call comments on District 241 Red Trail. Second call 3rd and final call Public hearing is closed. We will move to resolutions and ordinances. Item number 2. 00:25:07,070 Mayor Commissioners, yes, it’s just a kind of a repeat of the information that I just told you were recommending approval of the resolution determining insufficiency of protest. Kate. Commissioners, I move to approve the resolution determining the insufficiency of protests for street improvement District 241 as presented 2nd. motion by Comm Rohrhr, seconded by Comm Schoberg. Any further discussion? Hearing none, roll call. Comm Schoberg, Esch, Bra, yes, Rohr, yes, Mayor Frelich, yes. 00:25:38,500 we will now move on to, uh, bids. Consider awarding bids for the Terra Valley decommissioning Project, Jarek. Um, Riley, we’ll be taking this one. I’m sorry, Riley. Good evening, American Commissioners. Uh, let me pull up the map here. OK. Go pull up here. 00:26:09,000 Um, so this project would eliminate a lift station located right here, uh, known as the Terra Valley lift station, um, and eliminate force main that runs south towards sunset and replace it with a gravity sewer that will run uh east towards 1806 and tying to the new A2 lift station in the, uh, sunrise View development just right up here. 00:26:26,000 Um, this project was estimated at 1.1 million and Bitz came in 10% under, uh, with Crow River. construction, uh, winning with a bit of around a million dollars. 00:26:48,470 Any questions for Riley K, Riley, this is a strictly all underground work, correct? Nothing overground? Yep, they’ll be doing open trend construction, but it is all underground, so it’ll all be covered back up. OK, thank you. Any other questions for Riley If done, what is are your wishes, Commissioners, move to award the bid to Terrevei. decommissioning the Crow River construction. Second motion by Comm Brown, seconded by Comm Schoberg. Any further discussion? Hearing none, roll call. Comm Has. 00:27:16,100 Yes, Ron, yes, Roar. Schoberg, yes, Mayor, yes, we’ll move on to the consent agenda. Are there any items you would like removed? If not, I would entertain a motion to approve the consent agenda. So moved. Second. motion by Comm Brown is seconded by Comm Haincha. Further discussion, roll call, please. Comm Braun, yes, Rohr, yes, Schoberg, Heins. Mayor Frelich. 00:27:48,170 there is no old business. We will move on to new business. Consider a task order amendment to proceed with design for the red trail reconstruction project, Jarek. Mayor and Commissioners, this is related to the this is related to the um uh resolution determining insufficiency of protests that we were just talking about. 00:28:12,370 I did pull up a flow chart here. I’m going to try to zoom in a little bit so everybody can see where we’re at here. Um tonight, we have a task order amendment with more engineering that would add, um, design and bid support to their current agreement with us, um. 00:28:36,900 we usually structure our agreements like this to um limit, limit exposure to risk of having or having uh large engineering service contracts, uh, for projects that might get protested out. So, um we are now in the uh district approval area here where we will, uh, where we would move into design afterwards. 00:28:58,730 Design and bidding in which point we would have another amendment that would be expecting at that point for construction oversight. Um, the task order amendment here. for tonight is for $115,000 and this amount would be uh paid for through the special assessments in the district. 00:29:21,600 um, I can try and answer any questions that you have, but we are recommending approval of the task Order 9 Amendment 1. Any questions for Jarek er re we’ve, we’ve already had two public meetings asking for input from the neighboring, uh, folks that live there, uh, is that correct? Mayor Comm Schoberg, yes, that is correct. 00:29:44,270 And um I, I think that it’s been going really well. Um, I was actually a little bit surprised at some of the, at the lack of protests in some of these areas because there was a lot of discussion, um, with, uh, property owners that, uh, ended up not protesting, even though they were vocal during the meeting, 00:30:03,170 and they, you know, uh, had a lot of, had a lot to say about the project. So I think that we’re, we’re, uh, we’re progressing and everybody’s been, uh, participating and it’s, it’s been a good experience so far. So this change has been well received. I would say so Thank you. 00:30:20,800 Any other questions for Jarek Thank you, Jarek Commissioners, what are your wishes I’ll move to approve Amendment One of Task Order 9 as presented. Second motion by Comm Heinscha, seconded by Comm Schoberg. Any further discussion, hearing none roll call. Fisher’s roar. Schoberg, yes, Hein, Brown, yes, Mayor Frelich. Yes. 00:30:50,270 Item number 2 under new business, consider an engineering agreement and submitting a state water Commission funding application for Area 2B. near Roosevelt Elementary. Jerrek Commissioners, um, this project was last in front of the commission, um, at the end of 2024, beginning of 2025, right around then, um, when the district, uh associated with this project was protested out. 00:31:20,170 We received over 51% project area and um therefore, during the Kha capital improvement planning, we had, we had kicked it down the line a little bit, um, since then, since our capital improvement planning effort, uh, Public Works has had to respond to many, many, many water main breaks in the 2e area and I will pull up Google Maps here. 00:31:39,970 The area that we refer to as to be in the engineering department. is this area east of Christ the King and uh south of Roosevelt Elementary, um, to about 6th Avenue Northwest and to Main Street. So kind of an E a backwards L-shaped uh neighborhood right here. 00:32:03,900 Um the uh engineer or the task order for that’s uh being considered tonight is for, uh, communication and district creation services. I did bring, yeah, I was going to say, we’ve got um we’re at the very beginning of the process here. We have another timeline. 00:32:26,870 So, um, we’ve kind of put an emphas emphasis on uh getting out ahead of the district creation with uh communication efforts, and we would, we are planning on having a public input meeting on January 21st for this project area, even before we create the district, um, and, uh, Taskor 11 would, would help us, uh. more would support us with in those kind of uh those efforts. 00:32:51,970 Um, we are also seeking $228,000 of pre-construction funding through the state Water Commission, which would cover, uh, this task order of as well as future design task orders that would happen before um. a, a construction bid takes place. Um, we’re recommending approval of the task order in authorizing the submission of an application. Um, I can try and answer any questions if you have any. 00:33:14,330 So Jarek, can you pull that graph back up again. This is essentially a derivative of the graph for the old red or for the uh ed Trail Elementary Nehood. Um, Mayor, Comm, it is, yeah, same, same format. 00:33:37,870 OK, so in this one, you’ve circled step once, so this is basically step one, and we’re going to have a public input meeting. with the folks in that neighborhood at Roosevelt Elementary, I believe, and that gives those residents’ ownership. so they can come and recommend what they would like to see done. prior to the design part. 00:34:06,230 Mayor Comm Schoberg, that’s correct, yes, that there’s, there’s many versions of the project that could exist, are, are our most pressing need is to replace the water main breaks that public works is having to respond to over and over again. OK, so the, for the folks in, in the home audience when they saw this graphic earlier for the Red Trail Elementary, we were beyond the 2nd. meeting public input meeting. 00:34:29,630 So the folks have, some say, an input into what they want done in their neighborhood. Absolutely, that’s the goal. This is nothing that this is fully transparent. It’s nothing that we decide on here without the input of the people that live there. Absolutely. 00:34:51,000 Thank you Jarek, could you pull the, uh, the map back up zoom in a little Does this consist of 10th and 1st? Um, Mayor, Mayor, yes, it would, it would include 10th, and I think it goes up to 3rd. 00:35:11,900 I don’t remember exactly where the limits of our previous project ended, but it would abut the previous project, um, and we wouldn’t leave a gap So over to what 9th, where did we have the, OK, so we had a break on each side of 10th. uh, this summer we had the 9th or 8th um at first Mayor, yes, I believe most of the breaks were long first. 00:35:37,470 I think there was one up um in this area just south of the old high school, and, um I might be missing some too, but. um they happen fast and it seems like when one be gets another, so. um, they chase those bricks around quite a bit. Yeah, so in that area of town, how many breaks have we had? 35 in the last 20 years was what Grant just said. 00:35:58,870 Thank you, Grant Oh, and there is one, there was one this morning too. There was one this morning. Maybe, maybe it was a street over. It might have been slightly outside of this district, but in the in the area, yeah. 00:36:19,270 Mayor, I think wasn’t there chain could probably answer this. Wasn’t there 6 and 8 days or something like that we had this summer. in that area. So I mean it we’re popping regularly. Yeah, yeah. I can get better information on that for you guys next time. I think the point’s been made. Absolutely. 00:36:39,970 There’s been a lot OK, any other questions for Jarek? If not, thank you, Jarek. Commissioners. I’ll move to approved task order. number 11 is presented. and also moved to authorize a submission of the state Water Commission application for grant as presented. Second motion by Comm Schoberg, seconded by Comm Henon. Any further discussion, hearing none, roll call. Comm Schoberg, Hans Braun, yes, Rohr, yes, Mayor Frelich. 00:37:11,600 Yes item number 3 under new business. Consider entering into an agreement with EAPC architects for Fire Station Number 3, Chief Bitz. Good evening, Mayor and Commissioners. Uh, as mentioned, we are requesting, uh, permission to enter into an official agreement with EAPC architects, um, to help us walk through um our formalized, our site selection for FireStation 00:37:38,170 3 in the northwest part of Mandan as we look forward to that, uh, station coming closer and closer to development, um we also want, uh, as part of their, uh, scope and fee is to help us evaluate whether or not we incorporate in um in EOC or an emergency operations center into that facility and if so 00:37:58,170 what that looks like um to what extent we would, uh, build that facility or to house an EOC if if we do go down that route, um. and then also help us finalize our design and what our fire station would actually look like and put together some preliminary numbers, um, to again help us make more 00:38:16,730 educated decisions and at some point we will have to go to a vote of the people, um, more than likely, uh, this coming summer of 2026, so part of this process is also to help us communicate some public input meetings, um, and help us communicate what those needs are and what those costs are to 00:38:34,170 the taxpayers if once we get to that point, um, so in addition to entering into the agreement with the EAPC, we’re also requesting a budget amendment for approximately $70,000 which we in consultation with the finance department, we have, uh, that money available from general fund savings from 2025 to help offset that cost. 00:38:54,470 So it’s kind of a high level summary of where we’re at with this agreement and the funding, um, but I stand for any questions you may have. Just refresh your where is fire station number 3 going? Mayor Commissioners, uh currently it’s up in the northwest part of Mandan, uh, near the um water tower or a 00:39:13,730 hillside Ro area is where we have identified a site that we currently own, Kitty Corner from Pepsi, um but we’re not 100% committed to that site as part of this process, we want to make sure that that is the correct site, um, again, as mentioned, we do own land there as a city 00:39:30,170 currently, but we want to make, we’re looking at a long term place we want to make certain that it is um the appropriate site for the long term. Mitch, EOC is the emergency operations center. Is that correct? Mayor, Comm, uh, Comm Schoberg, that is correct. 00:39:49,530 Uh, EOC is emergency operations center and we currently we do work well with our neighbors, uh, Morton County and Bismarck hasz, um, we’ve also utilized that one as well, but we wanna make sure that we’re not selling ourselves short beans, we are building our facility, um, that it is up on a hill. 00:40:06,530 It’s not down in the flood plain like the rest of our city facilities, um, if nothing else, it may would be used for short term, uh, meetings, another, uh, nice meeting space for city um functions so we, like I said, we work well with our neighbors, but we want to make sure that we’re not selling ourselves short and being short sighted means we are building a facility out of 00:40:22,000 the flood plain. So if there should be a compromise in the levee system, which basically surrounds the city on the west and the south sides, um, we’ll have a dry spot to go. Mayor, Comm, Comm Schober, that is the thought process behind that, absolutely. Thank you. 00:40:46,000 Any other questions for Chief Bitz? I moved to allow staff to enter into agreement with EAPC architects. and amend the 2026 Fire Department budget as presented. motion by Comm Rohrhr, seconded by Comm Hanjohn. Good evening, Marry Commissioners. We have Rachel, our planning consultant on. Good evening, Mayor Commissioners. Um, there have been no comments on this one. 00:41:46,430 This is a um zone change uh to accommodate the addition of a right of way into a lot. Um, the initial, um, the initial hearing had a minor plaque associated with it, and that has not changed, that’s that is waiting on its own change as well, but there are no comments and no changes. 00:42:13,000 Any questions for Rachel?
