Um, Area 2B is a construction project that is primarily intended to replace cast iron water mains in the area, uh, generally east and south of Roosevelt Elementary 00:17:23,430 Um, this area is also in need of a lot of improvements related to um sanitary sewer lines, um, stormwater conveyance and road surface improvements and then along with that, ADA ramp improvements at the corners and where necessary. 00:17:49,530 um for your consideration tonight, we have resolutions that are associated with the district creation, um one of those resolutions being the um resolution of necessity, which would start the protest period. Um, our resolution of necessity, if if approved would be posted on February 6th, and that would initiate the protest, the 30 day protest period, and then we would be returning in early March to evaluate this sufficiency or insufficiency of protest. 00:18:15,170 Um, for this project, we did already have a public input meeting held at Roosevelt Elementary on January 21st. This is, um, along with Man Dam proper. Eric, Mayor and Commissioners, um, on October 7th, 2025, uh, the city commission approved a professional service contract with HDR, um, in order to perform a peer review of the master plan update that was presented and approved last year. 00:22:50,600 Um, since then, we’ve been working closely with HDR to um re-establish baseline information, um uh, try to, try to identify what’s important to us and um HDR has uh finished their report and um is ready to present their findings and recommendations to the, to the board, um, from HDR we have Dellon and Ben, who are um kind of the subject matter experts and we’ll be providing a short 00:23:10,370 presentation. Answer any questions, and then I do have some suggested motions, um, that I can go over later. Chart Hillis is our project manager in town here and, and Dennis Reep is here with us tonight as well. 00:23:54,700 Um, the periods of review scope involved evaluating and reviewing, uh, the treatment alternatives. It reviewed the engineer’s opinion of probable cost based on projects that have been done recently, um, it performed what we call a non-monetary evaluation, which is really reviewing the things that matter to us, um, to, uh, Superintendent Ryan at the 00:24:18,170 wastewater plant and the public works staff. and then, uh, um, we’ll summarize the peer review recommendations. So we evaluated, uh, um, the alternatives and we’ll go through those in detail, the, the alternatives that arose to the top with just kind of start with this and end with this, um, is the aerated granular slodge alternative, and the extended 00:24:42,870 aeration alternative, both um um alternatives that will meet and beat the permit requirements for your affluent permit to discharge the Missouri River. Um, the era granular sludge alternative, um, we did a non-monetary evaluation while walk through that briefly, uh, scored the best as far as meeting all the um things that 00:25:07,870 staff thought were the most important and extended air was a close second. Um, in terms of project cost in phase one to meet the current permit, um um, the phase one costs were really very close, um, right in the $125 million dollar range. 00:25:26,600 Um, the, what we’ll see is that the phase 2 project costs to meet future treatment um, requirements that we see coming down the pike but are a ways off. Um, are, are certainly less for the ad granular sludge and we’ll walk through that as well. 00:25:47,370 So this is a lot of information on this slide, but this is all the liquid treatment, uh, the, the wastewater that comes into the plant, um, treatment alternatives on the top left, um, these were all the ones in, in, in, in black, where in the master plan and the green was the aerrated granular sludge alternative that was reviewed as an additional alternative. 00:26:08,730 The, um, solids treatment alternatives were refined, but, um, maintained um per the the master plan and reviewed in in intact. We also reviewed Greenfield alternatives, which is a Greenfield wastewater treatment plant, which means it’d be a new site, um, um, outside the city, um, or pumping to the Bismarck wastewater treatment plant and um providing treatment there Um that, well, did we lose? connection? 00:26:43,370 See if I touch something here Is it, is it back up You can leave it, but it’s not presenting the presentation. I used up my allotted time Excuse me, uh, Mayor, I have a quick question. Sorry to interrupt. Yeah, when you talk about these treatment alternatives. 00:27:11,730 does it have to be one type of treatment or can they be a combination of more than one treatment. Usually these are defined as one separate treatment alternatives. So they’re, they’re similar in nature, to be honest, but they have different nuances to them, so yeah. and. I can keep going. Oh, look at that marvelous. 00:27:40,270 So, uh, yeah, so we looked at the, we confirmed the flow and loading projections and fortunately, the skate system that’s been recently updated at the treatment plant, gave us a, a, a better look at the flow than was able to be looked at in the master plan, so we saw some of the impact of the peak events, 00:27:57,170 and we were able to track those through the historian that the Skata kicked out that data for us, so I was able to able to refine the alternatives based on that. Uh, we reviewed the technologies and further define the alternatives. 00:28:17,600 Um, we use what’s called the Bioin software for process sizing to, um, refine the cost, um, for sizing specific demand and. Um, the phase one is we kind of um talked about earlier is treatment for the current permit. This is the permit that DQ and EPA has for the city to discharge to the Missouri River. 00:28:39,800 Um, this, this phase one treatment will address aging infrastructure, increase the capacity in the in the population that was projected for this was uh was the uh 2050 population of 37,500 people, and it, and it, and it’s also to meet the current reg regulations. Phase two is treatment for the future permit, um, so right now, um, you don’t have ammonia, total phosphorus, and total nitrogen in your permit. 00:29:02,700 These are things that are being looked at and addressed in other states, but it’s timing in uh North Dakota, uh, per DEQ is more than 10 years out. 00:29:22,470 It’s likely going to be more than 20 years out, um, but it’s hard to say, right? So, first, we kind of wanted to um talk about the solid treatment alternatives and primarily we focused on these because right now, um the main um challenge at the wastewater treatment plant for solids is there’s uh operational challenge in in removing the solids from the pond that they have now. 00:29:40,230 and there’s significant significant orders that are need to be addressed from the from the pond. So a lot of the, uh, the alternatives we’re looking at are to improve those two situations. So the cost for the liquid land application, landfill, and cake application, um, in terms of capital costs are really close. 00:30:03,070 So we, we, we compared those, um, totaled them, and, and said, um, you know, at the end of the day, um, we need to uh well, we need to look at what the non-monetary evaluation is, and we’ll go over that in a second. 00:30:21,170 So the liquid uh treatment alternatives, um, were compared, um, we, we, you know, there’s kind of a blank spot on the chart. That was the two ups update and, and, and improve the existing treatment system. What you have at the current treatment plant is um is outdated. 00:30:44,230 It’s a safety issue to maintain the equipment that you have now, and um, you know, based on our evaluation with the staff, um, we’ve eliminated that alternative, but, um, the L5 and L1, the first two to the left, are the two recommended alternatives, and they’re, um, the liquid process alternatives are just over 80 million. So this is what I’ve been talking about all along is like one of the most important parts of the evaluation was determining reliability and redundancy. 00:31:06,600 Oper operations and maintenance impacts, Odors, um, particularly for solids. efficiency and optim optimization and the sche and constructability and not last but not least, but the regulatory requirements that you have to meet. So this chart just shows, he, he, you know, the most important thing to us is, is orders. 00:31:25,970 Um, we want to make sure that whatever we do, um, we spend this money to improve the project. We addressed the aesthetics and orders of the project. Um, that’s been weighted the highest on this alternative. They all do the same thing and, and, and they treat the solids. Um, the second one is reliability and redundancy followed closely by regulatory. 00:31:45,630 Um, the others on there are are operations and maintenance, um, and that was weed at, at about the 15%, just slightly less than the regulatory. 00:32:04,800 So at the end of the day we had a scoring system that said, OK, um, how do we get all of these alternatives and we weighed these scores and said you know, how do we meet the requirements of staff, the city, uh, the surrounding community, um, and the, um, being able to dewater the slodge to what will look like dirt, um, and haul it to the landfill is the most, um, the best solution in both in terms of capital cost and um 00:32:26,170 meeting all the non-monetary alternatives that we talked about. So this kind of just shows that it’s, it’s, it’s circled, they, they, the alternatives for we looked at cake, we call it cake, but it’s basically land application of dirt on the land, which is a great alternative as well, but you have to store it 00:32:46,000 through the winter, and that causes odors at the plant and challenges. So if we were to do that, we’d have to store it off site. So we did a very similar operation. 00:33:05,630 I’m not gonna walk through each one of these, um, but we did call the one that was called Oder Control aesthetics because it’s really just the look of the system. They’re all going to have aerated system. It’s gonna um have minimal orders from the liquids process. Um. The primary objective of this one is reliability and redundancy and operation in man. I just want a plant that lasts a long time, treats your waste, and meets the regulatory requirements. 00:33:26,530 So as we looked at those, the, the um the, the highest non-economic score and um and and the lowest corresponding cost with that score is uh the L5 alternative, which is the one to the less, which is the aerobic granular sludge circled in green, and then um the second one is a very common 00:33:49,100 process as well, which is extended aeration and it rates really close to the um aerobic granular site. So there are two really good recommended processes which are agreed to by the team. 00:34:10,270 kind of just a, a picture of those two processes, the what we call conventional extended aeration process has a clarifier which has got the blue, um, shade in it, um, and, and in addition to um linear tankage that’s shown it to the left of it. The aerobic granular sludge is operates in one tank in this kind of a fill-ra system. 00:34:28,100 So I just thought I’d show you a picture when we grow granules in the sludge. It creates a, a granule that gives us a uh a lot of purposes, it solves a lot of problems. It says it nitrifies, it denitrifies, and it takes up phosphorus. So those are kind of the, it handles a lot of the future problems that you may see in your affluent permit. 00:34:47,600 So, in summary, the peer peer review recommended alternatives are certainly, um, extended air’s been a long time solution. That was the one shown on the left up there. um, um, but, um, for solving your future permit issues, um, the aerobic granular sludge is something, um, I believe that needs to be looked at really hard for this process. 00:35:09,530 Um, on the solid treatment alternative, it was agreed by all the master planning team, um, that the landfill alternative is going to solve, um the most non-monetary problems that that are currently happening on the site. 00:35:34,630 So that’s the summary, um, um, in summary for costs, um, this, this, the scoring of those two, we talked about, um, the Aerrated granular sludge is really close, um, to the extended air in scoring. The phase one project costs are really close, but for phase two, you pay, uh, a premium to upgrade the extended aeration process. 00:36:05,600 So with that field any questions, comments, concerns? Any questions We all understood that, right? Mary, I currently though, what we do with the uh sledge, we, they put it in trucks and take it out and do it, dump it in fields, right? That’s right. So right now you eliminate that and just go directly to the landfill. That’s right. 00:36:19,500 So what we do, um, at a lot of our plants and currently, um, Bismarck is dewatering it, um, into a cake, which looks like a big dirt pile, um, but the goal here would be to dewater it into the sludge into a dirt, basically, and haul it to the landfill, yeah. so that you don’t have to stir up the pond. Thank you. 00:36:40,800 Yep, it’s a little more sophisticated than dumping it in a field, isn’t it? Aren’t we injecting it? Oh yeah, certainly it’s uh it’s, it’s injected and land applied in accordance with EPA regulations. Thank you. Any other questions?
