00:00:09,100 The difference between the one clock here and the clock is a minute and a half faster on the wall and declare at three o’clock on April 17th. For the regularly scheduled HPC meeting. Um Again. I’ll ask everybody to turn their cell phones off. 00:00:36,970 Mine is maybe muted who knows and call it A, thanks to Dakota media access for, uh, making this available for everybody to watch. Our first, um, item is to consider approval of the minutes of the march 20th meeting. Hm? Oh. I guess we should do a roll call. We do, Roca. Yes. OK? I just jumped right in. You know my other, um, boards. 00:01:05,770 We don’t do the roll call, so it didn’t occur to me. Sorry, but thank you. My I appreciate it. Sorry. Uh, the Comm. Connolly. Are you here, Um, chair Sacker? Yes, uh, Beth Nodland. Uh, Scooter Pursley. To meet an angle? Yes. Tory Jackson John Swanson. Not yet. Thank you. 00:01:42,200 All right? Well, then we will consider approval of the minutes for the March 20th meeting. I will move to accept the minutes. Exactly we have a a motion to approve from the Comm. Engle and second from Comm. Pursley. Um and he corrections or Adjustments. Note. Hearing none. Sandra Comm. Connolly. Yes, Angle. Yes, jackson. Yeah. Firstly chair sacker? Yes. Right. Well, Um, on our regular agenda. 00:02:40,830 We are going to be, um Talking or having talked to us? Um, our city engineer gabe Schnell. So, um I love Ask you to approach Today afternoon. Uh, as as chair of Sacker said. My name is gabe Shell, the city engineer for the city of Bismarck. 00:03:03,900 Um, I guess I’m here just to probably explain what we do in engineering and offer any, uh, lines of communication or ways that we can improve our communication between the HPC and engineering and the stuff that we do. Uh, but our our main task with an engineering are planning, designing and then constructing municipal infrastructure projects, So, it’s your water mains your streets. 00:03:23,600 Uh, your sanitary sewers, Storm sewers electrical system. Et cetera. Um if we get to, above and beyond what a maintenance responsibility might be for public works to maintain that asset they want to retire that asset or improve it in in some way, uh, will be called upon to help scheme out What. 00:03:39,100 That improvement looks like whether it’s a replaced water main, or even just a rehabbed. Uh, facility. Uh, we work collaboratively with public works A lot of, uh, in in the areas with the HPC would probably have a vested interest in some of our older neighborhoods. 00:03:53,430 Um, I’m guessing there’s not as much interest in some of the new areas Uh, but I guess in in those areas if we are designing New roads out into. Um uh, the Greenfield pastures. Uh, we would still depending on the funding source. 00:04:09,970 I should say if we are the one, the lead agency taking something on, uh we would still work with, uh, ship O through the extent required for any cultural resources. In a in a past year as well as, uh, required like wet land delineations for those same corridors, even if it’s no federal funding. There is federal funding on those, uh, either the city is in the lead as part of that project, or the DOT themselves might be in the lead. 00:04:25,430 It might just be In Bismarck, But We really are taking, um, second seat in that particular those particular projects. Um, examples of those would be all of the the state highways in our community if there’s work significant work done on Seventh Street Ninth Street University Drive, Bismarck Expressway, State Street or the interstate system. Um, we’re aware of the project. 00:04:43,130 Uh, but we’re not in the lead on that project. It is the.in the lead on most, if not all, of those types of projects. Um so I guess with that I’d take any questions that you have or or discussion points you’d want to talk about, I guess. 00:04:57,230 Here is just to to visit in in whatever ways that you’d like to visit about. Thank you? Yes and I know, I. I know Comm., Uh and I noted when the um metropolitan planning, um representative came, Um, it, uh, rather expanded, Uh, my understanding of when of how much federal money you could actually claim is in many proposed projects and projects throughout the 00:05:22,930 community, even at the planning stage that still Is involvement with federal dollars. Um, So. Um that’s something that I I think that we were. Kind of surprised to to realize because the the depth of that the MP O The depth of of their involvement may or maybe shallow involved, but it’s it’s traceable involvement, but that 00:05:48,300 makes a lot of things. Um, that, um May not seem On the face of it is if they’re concerning a, um things that are 40 or 50 years older or 45 years older, Um In the same way that maybe those of us in cultural resource management understand that it does. 00:06:09,230 Um, but it was kind of an interesting Um, interesting thing, And. I. Think something that, um We. Keep all of us sort of alert to, um when When. Something may be proposed or being looked at that seems like it’s far out of the thing, but may ultimately be something that involves Um something, um, of the sorts of 00:06:32,570 things that we’re supposed to be. Um Watching for or or advising on. So Was kind of an interesting That was an interesting talk. It’s always interesting news. Um, these, um Engagements with the different city. Departments, I think is really important for all of us to understand. 00:06:59,870 Just What sorts of things you do and what sorts of ways that may involve what we’re supposed to do. And how we can encourage that. That, uh, developing, um, relationship With a pretty new Um Advisory board. 00:07:23,930 So? Sure, and if I may add to that, uh, a lot of times if if engineering is proposing a project, um we will go first to our board of the City commission to understand. Is this something that we even want to do. I mean before staff would go and say, Let’s go look at the historical or cultural significance of this proposed improvement. 00:07:37,130 We need to make sure that we’re on the right path from our our elected officials, and if those elected officials say, Yep, you’re on the right path, but then engage with whatever other parties whether it’s the public or other stakeholders. We would look for that direction. Um, So what? I just wanna make sure that that You and your board doesn’t feel, uh, marginalized or dismissed in some of these things. If. We go to the board. 00:07:52,730 Our board of City commissioners to discuss that concept first. It’s mostly because we need to know that we’re on the right path, and that’s direction that we receive from the board of to it continuing to engage in that proposed project, Uh, before decisions made, um, just wanted to maybe just clarify that if there’s ever a time that you 00:08:08,100 feel like you, you were left off to the side. I was mostly because we wanna make sure we’re on the right path. And Sometimes we’re just told. No. We’re not gonna look into that this year. Don’t don’t engage with the public. 00:08:21,100 Don’t do those things and that saves us all a bunch of time and resources, you know, evaluating things that were not even proposing. Would it push comes to shove. Thank you. Mr O’Connell. Well, kind of carry over because I watch all the MP meetings and things it wasn’t this particular week because both, uh the tech and the policy met this week, but a couple of meetings ago they expressed 00:08:42,230 even a project as far out as 2031. So, like members of this board and things if you watch those meetings, and you might know the buildings around it and the age and some of the history where it might apply to this that say the city Commission and engineering might not look at so it could 00:08:59,770 be to where People could support each other. If. They’re paying attention. Um, and it just it helps with the conversation. I had no idea and until I started watching them how far everything was planned out and everything that Was involved just to move these things forward like you mentioned game. Thank you. Mr. Engle. 00:09:21,770 Did you have comment? Yeah, I. Think, Um, when this conversation came up, it was how do we as a commission engage with the other people that may be able to use us or need our advice on anything? Um, So. If there’s anything that we can do. 00:09:40,030 To, Um, make sure that we’re Part of the conversation, too, when it does get to that, that other that next step, Um, just let us know and We can throw in and help sure and and I think we as as staff members at least meet in engineering. I can speak to that anyway. 00:09:56,430 Um, have an understanding of the times at which, uh, consultation with the board such as this is appropriate. You. Definitely when we’re working in historic districts, That’s A. That’s a good time for us to make sure we’re not impacting anything. 00:10:10,370 Uh, I think other times when we get into, you know, doing something from the far far north End of town on something that we think relatively speaking is not as old or has the same potential as down here. We we don’t engage in the same way. So just making sure If. You want to be involved in everything we can send you everything we’re doing, but it’s probably more than what you’d need. But. 00:10:23,230 If, There’s something that you want in particular to know what that that five year plan looks like, or just be able to say, Hey, you’re planting a water main replacement here. What does that look like OK? We? We can explain what some of these projects are that you might see a big, um, orange line on a corridor and think. Oh. My. Gosh. This is really terrible. 00:10:34,470 It’s like, Well. Actually, we’re just going into the manholes rehabbing the sanitary sewer. Nothing’s being disturbed, like, Oh. Great, But. You saw a big orange line on a historic district. Might be cause for concern. 00:10:49,830 Uh, so if there’s anything like that, in that vein of just wanting more information about what those projects look like out in the future, we can definitely provide that. We. Appreciate that. Thank you. Any other questions. Well. I. Guess we can let you get back to work. Thank you all. Thank you. Um And. The. 00:11:25,100 Next item Item three is, um, an update on the National Guard Museum wing of the It’s called a State Historical Society by Surely Gerson Chair Anderson commissioners. I’m Shirley Gerson, the command historian for the North Dakota National guard and those of you who are aware of the national Guard interests. Uh, we’ve been discussing and dreaming of a National Guard Museum for decades. So, uh, when we started discussing a National guard museum, uh, during this decade, um, General, Dorman said, Well. 00:11:49,030 Let’s pursue that so in in that pursuit, we started looking at different locations around the city of Bismarck. Uh, we looked at locations at Fargo we would want to Washburn to look at the location of the Lewis and Clark. We looked at what any other city be feasible for a National Guard Museum. And. Where. 00:12:06,100 Would the location be we looked at, um, the area out by the North Dakota Veterans Cemetery in Fort Abraham Lincoln, which could have been a nice location. For a military museum. Um, in the discussion. We said. 00:12:24,900 You know the the military interests in North Dakota Ah and in and in Bismarck go beyond that of the National guard, so we should have a military museum, not just a National Guard museum. Then. We started thinking the the location should be Bismarck. This is where the the National Guard is and if we if we were supporting a museum The staffing and things would would come from the Bismarck area. 00:12:43,130 So we looked at a city owned and county owned properties. Just just looking, um out of Buck Stop junction out at the area by the armory and those types of things then we talked with, um, a number of agencies and you see our partners here are Are, Uh, Department of tourism, State historical Society. Um, our National Guard Foundation. 00:13:07,070 Uh, we also talked with the state parks and rec. Uh, we talk with Bismarck Convention and Visitors Bureau, And as things evolved, we approached, um the state Historical society. Bill Peterson with brand new to the job in 2020 we met outside during Covid and proposed a, um, partnership for a military museum. 00:13:30,570 And he said, OK? So that started the ball rolling the National Guard Foundation. Which is a 501 C Three Foundation for the national Guard that supports. Um um Family support issues normally, um T, uh, but within the tenants of the, um Of the foundation was the provision for a military museum just as it had been a part of the 00:13:56,130 construction of the North Dakota Veterans cemetery in its origin. It also had the provisions to build a military museum, so they hired pace fundraising out of Fargo to do a feasibility study. They talked with people statewide. And determined that it was feasible. There was an interest. There wasn’t appetite in North Dakota for a military museum. 00:14:18,200 So, Um, the adjutant general approached the state Legislature, which was also very receptive and the the, um ball started rolling down the hill, and it picked up speed. And, Then. We’re here today with the idea of a North Dakota wing, Uh, North Dakota Gallery of the state Military Museum. So. 00:14:44,770 The interior concept would be a um 2000 square feet of his exhibit space to tell the stories about North Dakota. It would include a regimental room, an area where the military could host conferences, which we have not had a space large enough to host a nationwide, uh, military conference and as well as the governor’s military ball 00:15:02,900 and those types of things, um in amphitheater was included in the design plan and, of course, administrative support space. I will go back. Uh, the, Um You see the design of the, um Gallery is an extension of the museum to the south, the event center. 00:15:29,130 It has a canted look which, uh, gives the center courtyard. Um uh, a very nice enclosed feel, uh, connected to the amphitheater, Which would, um, both the amphitheater and the patio of the, uh, regimental room. Would be available for, um, events. Um, the existing Entrance to the museum is to the north of the beautiful atrium. 00:15:56,930 The expanded entrance will now be on to the south. Um, and that large open space so you’ll go right to visit the the Tyrannosaurus and left to visit the the military Museum. The idea is to honor North Dakota’s military heritage to educate our citizens about about the military and all the things that’s accomplished in preserving national security and, of course, to inspire future service among our 00:16:22,470 citizens. Um, these are CO, Uh, conceptual, um, guidelines. Uh, we have been working with, um, the architect Aberg out of Fargo, and they hired a consultant to get us started with some of the, um Interior designs and the RFQ was put out for that. 00:16:45,370 They’re doing some interviews this week to determine who will get the interior design. Look. So. These are conceptual only, but you can see this is multidimensional. There’s A. Um I’ll get into what this might look like. Uh, portraits of service will be, uh toward the, um, early entrance so there will be profiles, Uh, place where you can reference area where you can look up. 00:17:04,300 Ah, service members learn a little bit about history, including including any family members. That may be, um in your Interest. Pre contact in the frontier. Um Dr. Peterson from the state Historical Society is working with the tribal council to, um have advisors on telling their story as well. Um, the early frontier days. 00:17:29,230 And are fighting for freedom from World War one World War two. Um, continuing on into the Cold war, and there is a spot you can see in this, uh, diagram. Uh, there is a hope that have a Minuteman missile. And. 00:17:50,030 There is a, um, balcony area where you can look down into the the Minuteman silo as well as to some of the other, um Um Displays that are on the main floor. Peacekeeping and the current. Ah, um, the support that the National Guard gives to the communities during times of disaster, as well as national security by all services, including our Ah military bases, which, of course, are very significant to 00:18:15,030 both the national security and the economy of our state. So the timeline Our fundraising campaign is ongoing. Uh, it’s a very aggressive schedule to think we can break ground in 2025, but we’re hoping to do so. And. Um, we’re asking for people to help spread the word. 00:18:37,000 Uh, make a financial contribution if you care to do so, and, uh, serve as a center of influence for, um, support of the military Dakota Military Museum. At. This time. I’d feel any questions if there are any Thank you. Questions. Comm. Connolly looks like he’s ready to push the button there. Well. Just. A. Clarification. Um it’s 20,000, not 2000 ft. 00:19:05,330 It was on the slide at 20,000. I say, 2000. Excuse me, That’s all right. I Just. So in case people are listening and things and they don’t necessarily always cause it could be little screens and that I figured that clarification. Thank you, but, um, yeah, it’s a nice project. 00:19:25,600 It looks like, uh, there’s a lot of things and just like that last slide, getting the word out. That was part of the reason why, um, I brought it up at this and we had the conversations and I appreciate Lauren for the work that she did to coordinate with you. So thank you, Comm.. 00:19:43,830 Is there a website where the details that people can find out more about what’s planned right now that they can go to. Yes. The National guard foundation.org. Um, uh, National guard foundation.org will have the information about the, um, design. I. Don’t think the design plans are posted right now, uh, because they’re conceptual. Only. The exterior design, I think is is fairly well thought out. 00:20:05,570 But the interior design like I mentioned. They’re just putting out the RQS for the, uh, project now, so But the information is on that site. Yes. You. Thank you. Thanks very much. Right. Um, Now. We are into our favorite recurring topic. The 2022 Historic Preservation Grant update, including and featuring a And the Baker’s banners. 00:20:50,100 Good afternoon chair Sackson and commissioners at the previous meeting in March, the Historic Preservation Commission decided to see if Indigo signs will be able to create some potential banner designs. Indigo Science has provided the following design for review. Um, this was not included in the packet. Um we just received it recently. Um as such, it’s provided here for your review. If. 00:21:13,370 You’d like, uh, any additional information or to have this provided to you please let me know. Um Additionally the Highland Acres banner Sub-committee met on April 9th at a sub-committee meeting and decided to rework the original design. Just a bit. Um This design is also provided for your review, and it is included in your packet. 00:21:39,570 The new design, uh, created by Indigo signs will need to go to Chepo for review prior to the creation and installation of any banners. Um, just to get approval of the design in total. 00:22:00,370 Um, however, if the updated original design is chosen, um by the HPC no additional review is needed from ship O as the design was only modified slightly, Um, the wording was moved around an enlarged um, and this was just to follow so much. She’s uh Comments. Uh, On this design, so staff recommends that, uh, the historic preservation reviews the updated banner designs and choose one of the designs today, uh, for design of the banners in this district. Thank you. 00:22:25,430 Thank you, Lauren and I do think it is important to remember that those comments that the that the, uh, ship O put on the our Original design were largely that we didn’t have historic district On there and they had Some I think they thought it Without that it looked too frivolous. 00:22:55,930 Um, but I, I think after all we’ve gone through with this. It, would it I’m kind of happy to see it. It back with historic district on it. And, You know I don’t know what, uh, can you bring up the So they that indigo I know Jack Comm. Swanson has been working with them. 00:23:18,900 I personally am a little concerned about that, because, remember, it’s so high and the letters being white. I don’t know that It would I. Uh, I don’t know that it would In that context be as Um Useful a marker. 00:23:52,570 Of The Historic district as as our Jolly little Mid century modern fellow But so I guess we need to discuss this and Get this one out the door. Christian Pursley again with with it up as high As they’re gonna be. The font. Is something that I have issues with. You Know, You lose the left side of the A. 00:24:14,370 You Live the You lose the cross on the HS, and it’ll just look like a bunch of vertical lines in the word, Hyland, and it washes out in the driveway. It’s there’s just some font issues that I have with it, you know, from how it’s gonna be displayed. Mr. Um part of it. You can can do, Uh, say like you got the black roof. 00:24:38,430 You can change the driveway to a block instead of the gray, And. Then you wouldn’t have the bleed of the white and then to counter it. Um, the internal part of the star. You could move to a black and that would create some more contrast. With. Some of that differentiation. 00:25:01,300 And then if it was more of a font, like, uh um I forget the new commissioner’s name. My. Apologies, Comm., P said to where it’s a little bit more E, even on the thickness. I think you’d be really close. Well, the only the only comment to that. 00:25:22,830 I think that we need to be mindful of is that We have to decide on it today and we have one that would have to be. We just got that would have to be Tweaked again, which we probably don’t really have time to S. So. Um, I think we need to be really mindful of of, um what? We’re what we’re looking at here. Um And And go from there. Mr Pursley. 00:25:49,970 Is this the the other option? Uh Having not been here for a very long. What is this representative of In Highland Acres the balls and the green and the lines. The. 00:26:13,000 Um, one of the architects, um and one of the builders of, uh, a lot of the homes in the area don freshly used, um, that motif. Um, he and his wife actually poured the forms and in their yard on one of the they have these different, um, circles which caught our caught all of our fancy at the time. 00:26:38,500 We did, uh, our first Through home tour during the HPC conference here, um, a couple of years ago and because it um It’s actually something that is if people are walking through, you can actually look around the corner. You can see those things that are there they and they followed with the the essential Essential. Um Lighthearted feel optimistic. Feel that mid century modern, um, was all about it it it’s You. 00:27:07,370 Took itself seriously in Wanting to be Light. Wanting to be different. And. So. That’s why this design had come about to begin with. Of course the green shape is loosely The shape of the The Border of the district and then, um The font type. Is. What. What was that called Comm.. Um But Comm. Swanson. 00:27:38,370 What was that font? Um Hot hot point. Oh, yes, we saw that hot point ad Lauren had, uh yeah, And. That’s a high point ad and it was Wow. There’s the typeface. Right? So. That’s what? That’s What. Those are the those are the things that are behind? What. What. You see here, um Which. 00:28:01,370 We had all been pre happy with And then suddenly we did it. Correction because we we felt that we were supposed to. Um And then now that we’ve had as many different versions of things going through, and I think almost every one of us has said, Yeah, you know that. That first one That kind of suits. 00:28:26,830 You know, and it’s certainly been has had more appeal as as nice as the other ones are that we have seen The heights. Above gives it not a lot of potential for, um Giving more. Um Providing more information or getting something that’s not going to distract you from either driving. Or Um Being a safe pedestrian. 00:28:58,900 So Come in El Um I would also like to point out that the The one that they mocked up that just says Green and white. The. The image. The house That’s on that. I don’t know that people are gonna get the time period when they look at that they’re gonna say OK. It’s a historic district, but it’s just a house. 00:29:18,100 So why? Why Why here? You know a lot of people aren’t architects. They’re not going to know what that Signifies where you look at this? You know this is 50 sixties like that’s That’s the time period. 00:29:36,300 Um, also, I think this is going to play much better with the colors on a banner you know, way up in the sky as people see it, and it’s gonna attract attention. Um I. Think is what we’re going for. Maybe I I guess I, would. I would say that the one that, um The Indigo came up with is more. 00:29:58,700 The, More conservative of the two in terms of what kind of controversy the banners are going to cause, if you know If. There is one but Because I’m. I’m sure people are gonna have the same question the Comm. personally had had with the What Is this green thing here, you know, I think the green thing though people seem to have have less trouble with that than the dots the dots too. 00:30:17,900 And. Yeah, but it could actually have no Particular, meaning other than stylistically. It’s a Sort of a Mid century modern thing, but it’s also something we can Fall out in our, um, the walking tour. 00:30:38,770 That’s one of the reasons I keep putting off finishing some of the things on that because some of the questions that this doesn’t answer are things that that I can. We can call out in that. Walking tour and that is point out what talk about the the banner and and explain Some of the the specific um Iconic symbols and ideas behind the entire mid century modern Um Develop, you know, Neighborhood development 00:31:06,100 So. You know we can. We can work with that and have the the banner. Have some explanation for in the in the other document. Do. So do we want to have indigo work up anymore? Images or the I mean you, Lauren. You were suggesting that they could find that a little bit. 00:31:43,470 Um So, uh, Uh, chair Swanson chair Saker or Comm., Swanson. Cheers ser and commissioners. Um, so Indigo had indicated that this was an initial design if we’d like them to, I guess, continue working on creating Some designs for review. They can, however, with the tight deadline. 00:32:07,470 It’s I I’d Based on our reporting for a grant it it leaves it very tight towards the end to get in our final reports and everything on the grant activities in total. Um, which is why we’re pushing to finalize a decision on the banners today. Um Thank you, Lauren. Comm. Pursley. I. I prefer this one. 00:32:32,500 It’s easier to read, Uh, it, It will stick out when you when you drive or walk by, Uh, if there are some current concern about public feedback on what the things are I mean, if when these are getting ready to be placed maybe, uh And, maybe you do get the AH, the media. A press release is ready to explain exactly what they’re looking at. 00:32:50,200 Uh, maybe some of you get a story in the paper about this is what you’re gonna be seeing. This is what it means, um, kind of head off some of that. Those questions early. Is that a motion? I move. We, accept this banner and prepare Press releases for before they debut explaining what it is. 00:33:17,830 And why we made this decision on this banner. So. Excellent. We have a motion. And a second to, uh, accept this, Um, banner design and to prepare, um a, uh, press release explaining and sort of as a Comm. Pursley said debut before it debuts to, uh, set the ground set set. Uh, set out what? What The. 00:33:45,300 People will be looking at and seeing. Do. We have any further discussion? Hearing none. Sandra Comm. Engle. Yes. Comm. jackson. Yes, Firstly. Yes? Yes Connolly? Yes, ser emphatically? Yes. Thank you? I think it’s fun? I think it’s fun. Thank you everyone for that is the timeline. Um I. Don’t. 00:34:27,570 I’m not sure when we are proposing to have them completed. As. We, uh, chair Sackson commissioners as we no longer need to get approval. Since. We’ve gone with our original design that has already been approved by ship O. We can move forward with our sign company to start working on getting them created. Um, any minor design adjustments for colors that might work better in the background. 00:34:52,530 Potentially. Um, but your overall design here is what will be approved and put on the banner. It’s just working slight. With those colors just to make sure everything’s read clearly. Um, but that should take about 4 to 6 weeks or to get them created. And then afterwards, uh and installed Thank you very much. Well. 00:35:14,370 That’s exciting be a nice I think that he indicated that it would take a week to install, so I give or take a few days, I suppose, but so and how many are there? 38 Or, um, Comm., uh Pursley chair Saker and commissioners. It’s 35 total. 00:35:37,970 Um, we did discuss that a previous meeting that we will be moving a couple of these to the potential torrents Edition, um as it’s likely that will be Moved into the, uh, boundary increase. Thank you. Yeah. Yes Comm. 00:36:02,830 is there? Um, Is there a time between when the creation is done, uh, that we would have some notification at the banners are creating and they’re going to and we’re gonna start hanging them so we can plan to get a release out, uh to the media. To get it done beforehand. Uh, yes. So I I’ll be in touch with Freddie through this whole thing He’s our contact with indigo science. 00:36:23,700 Um once we’re notified that the banners are ready to be installed, we’ll get that press release out before they’re installed. Um and we’ll work through that. Just one last thing. Um, I was impressed. Release work for You eligible to submit in your, uh, Ken ost with our administrative department runs our social media, our public notifications everything so we we work with him to get any of that information out. 00:36:48,230 But if there is wording or particular That that somebody here is will wants to to mock up or to write up that they could submit. That’d be, you know, that’s also always appreciated. We have done that before. They don’t have to invent it all. 00:37:11,630 So some we can we can address that, Um With Lorne and see if we can provide her with a paragraph. To help with that. So Excellent. Well, I’m so pleased with this. And. Now. I flip my page over and see what our next Item is which is probably Ah, the 2023 historic preservation Grant Update. Chairs, hacker and commissioners. This is just gone here, Um There’s not really too much to update on. 00:37:45,870 It’s basically that these projects are still in works. Um there’s not too much that I can update you on specifically for the downtown or cathedral district banners. Um the subcommittees are still working on those, uh, as well as the Uh, walking to our maps for Highland acres. Those are still being written at this moment. 00:38:07,370 It’s just to update you that we haven’t forgotten about this, but it’s there and it’s being worked on. Currently S forgotten about the one clearly or it would be done by now. All right, um Then we come to the 2024 Reservation Fund fund Grant Lauren might as well just stay there. Yo, yo. 00:38:32,770 Uh, Cherry, Stacker and commissioners. The City of Bismarck has been awarded the full amount. Uh to, uh $21,990 requested for activities as identified in the application sent for the 2024 Historic Preservation Fund grant the contract between Shippo and the city will be provided and reviewed within the next several weeks. 00:38:58,430 The HPC has previously recommended approval of this grant application at the January 17th meeting. And. The City Commission approved the HPC S request to apply for this grant. Um, at their meeting on January 23rd project narratives and the budget are provided and available in the packet for your reference. 00:39:19,230 However no project work is allowed until a contract for the grant funds is signed by both ship and the city. This update in here is only to keep you updated on these previous activities. Thank you. Thank you. Right? And now, as Lauren might as well, Just Stay stay where she is, unless anybody has any questions on that for her, Um, we now move on to the May Historic Preservation month. 00:39:49,170 Um We have been discussing. Care Saker commissioners At the previous meeting, the Historic Preservation Commission decided to host and participate in historic preservation related events during the month of May to celebrate historic preservation month. Participation in these events helps promote the knowledge and understanding of the city’s heritage, its historic properties and the past endeavors of its residents. 00:40:14,800 Potential events for hosting and promoting that were discussed at the previous meeting included a proclamation presented by the mayor at a Commission meeting an exhibit of the downtown historic District artifacts a walking tour of either the downtown historic district or the Cathedral Historic District. 00:40:36,730 Partnering up with, uh, Bismarck’s historical society, uh, for their Founders Day history trivia event. Uh uh. Preservation awards presented at the main Historic Preservation Commission meeting and additional presentations. Based on these ideas. Staff created a potential schedule of events and promotional flyer for the month of May, which is included in the packet and on the screen up here. However. It’s important to note with this potential schedule. 00:41:04,970 That items included in this draft schedule may change based on external circumstances or additional conversations between now and May. A Proclamation to celebrate Historic Preservation Month is in the works and is included for the agenda at the next City Commission meeting on April 23rd 2024. Uh, As well as uh, ben Kish. 00:41:33,300 I believe I said his name correctly. A retired employee has graciously agreed to host a presentation at the end of, uh, the month of May and this will be held at the Bismarck Memorial Public library at 6:30 P.m. on May 21st. This has already been scheduled, and it should be in the event calendar on the library’s website as well. 00:41:53,600 In case anybody has any additional Questions about that. It is the intention of staff to promote these events on the city’s website and by posting the event schedule at various places in Bismarck, if possible, so the recommended, uh, action that staff Charges with the HPC is to review and tentatively approve the event schedule. 00:42:15,970 Another Associated items for the Celebration of Historic Preservation Month. Thank you. Comm. Engle. Um I would really like to see a QR code put on this before we put it out there just so if events change or you know it would be most up. 00:42:40,270 Updated, Uh, when people, uh, wanna see the events that would be great, but otherwise it looks good. It does look nice. I kind of pleased that we have this many events that That we have going. Um And. I’m. I have ideas on the, um Working with the artifact. 00:43:08,070 Um, exhibit that will be in the the window at the, um Uh, below the work until on, um Fourth Street and we, um We decided that Those of us that were working with that idea decided that that would be a good location to show some of the the work that was done in that exact area. You know you don’t usually get a chance to display some things. And. 00:43:30,230 So we have some ideas of how to make that, Or rather, um, easy to put together. Um Exhibit, which Um I look forward to Hanging together so I think that that will be very nice. Um And I know that Ben? Um, Commission does a wonderful job. He’s always a very, um, engaging Um Presenter. I really like I really like what he does. 00:43:58,430 Very good at what he does. Comm. Connolly. I’ll just move to approve with the addition of the QR code. We have a motion. We have a second, I’ll second that we have a second. So. Um, I just wanted to mention, um and I. Sorry I was trying to get in before somebody made a motion and maybe it doesn’t matter since. 00:44:43,570 This is just kind of a tentative schedule, but, um, I wanted to mention and see if maybe Lauren is interested in this. Um so I’m on the board of the Bismarck Historical society, and we are hosting that local trivia night on May 13th at laughing. So. Uh, one other thing we do. We just started in January. Uh, a local history radio show. Uh, we’re partnering with Dakota media access to do that. 00:45:02,030 Called history hot dish that we premiere a new episode every other week. So every month. There’s two new episodes that premiere on Dakota Media access and then after they premiere they’re available, you know, in podcast form through their website. I don’t know if maybe Lauren thinks it would be good. We could include those on here as well. 00:45:18,500 Our our episodes that are premiering in May. Uh, if we wanna add a couple of things to the schedule Oh, right. Well. Now that we’ve had some discussion. Do. We need to, um Document. Will will be amending that Ah Um, motion. Comm. Connelly. Um Presentations or, um, I don’t know what you call my present. What. 00:46:18,170 Do you call them presentation will say presentation for lack of us. Podcast podcast. Sorry, um, that will be occurring in in May as well. And the second item. You said There were 20 It was the laughing So, um The Wasn’t it. Um It seemed to me there was something But. Now it’s out of my head. Um Oh, I got I know there was supposed to be a sub-committee meeting in the last couple of months here. Um, about the, uh, the plan. 00:48:36,630 Uh, all the plan, which we haven’t got to clearly, um so it’ll be coming. Oh. Yeah. Somebody else has an update that I plan that we’ve been For for Ingle chase sacker and commissioners. Um, so we are actually holding off on the the Preservation plan subcomittee meeting until the end of our survey, which is May 8th. 00:49:00,100 I’ll look to start setting up. Uh, that subcomittee meeting after that, Um, just as part of when you wanted to put out that survey. You said it would be a good idea to ask the community if they’d like to be involved with that subcomittee and and get kind of more involved and get a wider variety of individuals. 00:49:18,300 Um, so that’s kind of why we’re holding off, mainly because we’re We’re collecting that information. Thank you and thank you for reminding me that I had asked you to do that. It’s awesome. And I. I. Guess. I do have, um, an other business. 00:49:43,530 I think we should mention that the uh Torrance Edition Um To the uh Highland Acres historic district will be going before the State Historical Review board and I believe it’s the 23rd.
