00:00:07,820 S1: But the peanut gallery was so. 00:00:12,100 S1: Okay. 00:00:12,660 S2: Sorry about that. 00:00:13,860 S3: Good morning everybody. Uh, it's 9:00 on Thursday, July 13th, 2023, which is the appointed time. And we are at the appointed place for the Bismarck Parking Authority's monthly meeting. Let's see, we have a quorum present, so we'll call the meeting to order in. The first item of business would be to consider the minutes from the June 8th meeting. 00:00:40,080 Any changes? Corrections, comments? Questions about the minutes anybody would care to make a motion to approve? S4: Council approve. Second. 00:00:42,400 S3: Okay. It's been moved and seconded. Any further discussion? Hearing none. All in favor, please say aye. Aye aye aye. That motion carries. Thank you. The regular agenda item two would be the financial statements. Should we look at every month. And we usually ask management to point out any highlights. 00:01:02,000 S3: Jeremy. 00:01:03,360 S5: Yes, Mr. Chairman and Parking Authority board members. Um, so this is through June. So we got a half year into 2023. Now, uh, the good news is, is that we're, um, we're actually year to date above budget on income. Uh, roughly about $52,000, which helps to offset our extra snow expenses for the year and, um, other expenses as well. At this time, frame is in line with budget, so that is good news. Um, a couple account items to to point out miscellaneous income for this month. The $2,500 was for our trade in of the old, uh, sweeper, uh, machine. Now that we got our new one. Uh, and then in the repairs, maintenance, um, uh, expense this month, we did have some window cleaning that we did at the sixth Street ramp and the parkade, uh, ramp. Um, our reserve balance, um, is $1,556,074. 00:02:00,940 S3: Any questions on the income or the expense items? Anybody have any questions of management? No questions. Go ahead. 00:02:09,100 S5: Jeremy. I know we visited a little bit about this last month, but what kind. 00:02:13,860 S6: Of an interest rate are we getting on our money there? You know, the city's in charge of that, but. 00:02:18,580 S5: Right. The city finance department, if I recall, was said it's a rate. It's averaging rate around 3 to 4%. But that fluctuates based on when bonds come mature and things like that, and the different investments that they put those in. 00:02:35,320 S3: Answer your question. 00:02:39,240 S3: It's a kind of a Byzantine affair to look into. But but they do manage the funds for us. So. And as I recall through our conversations and emails, it was in averages out over about 3 to 4% on an annualized basis. 00:02:54,760 S5: On an annualized basis, I believe. Yeah. 00:02:57,120 S3: So other questions hearing, seeing none. If we'd have a motion to approve the financials. 00:03:05,120 S4: Move to approve. 00:03:06,080 S3: It has been moved. Is there a second by Josh and seconded by Jake. Um, no further discussion. Call the roll, please. Sue. 00:03:16,200 S7: Josh? Yes, Kyle. Yes. Todd. Yes. Jake. Yes, Jim. 00:03:20,800 S3: Yes. That motion carries item three under the regular agenda would be to review bids for the parkade rooftop concrete stairs repair. And before we get into the bids, Jeremy, you want to kind of refresh our memory. And this goes back a couple of years. 00:03:33,420 S5: Um, yes. Uh, um, chairman and authority board members. So the the upper level of the parkade ramp, um, has a concrete stairwell between the levels exposed to the atmosphere elements. It is a it was a couple of pictures included for your packet that it is a concrete, um, stairwell. And, um, we had this on the project list for a couple of years, just kind of as on our radar, it wasn't completely dilapidated, but this, um, it was starting to show signs of wear and needing repair. And this last winter, um, did a real doozy, um, on it as well. So now it's to the point where we we do need to do some work on that. And the one picture that, uh, didn't get included, I guess, was and this is the underside of it, which there is some spalling and cracking of the concrete itself. So the whole thing would need to be removed, and the best course of action for long term maintenance is stability of it would be to replace this with a metal galvanized stairwell, and we did try to obtain three bids from three separate contractors for this repair project, and only 1 or 2 contractors declined. And we only got a bid from one contractor, which was included in the, um, in your packet. 00:04:58,690 S3: You all have the photos. If you have a packet, you need to see this Commissioner. 00:05:03,410 S4: Okay. 00:05:04,730 S3: So Jeremy, this and there's probably other questions. These stairs are original to the building or to the. So we can talk about 1983 probably. 00:05:12,130 S5: Well, I guess I don't know the full history. I would only presume that it is original. 00:05:17,050 S3: Yeah, it probably is. So you're talking 40 years of elements and snow and etc. so they look pretty deteriorated. Um, would the railings be reused as part of the new galvanized stairs. Everything would be replaced. 00:05:31,670 S5: Know everything would be replaced, you know. And, um, to that point, too, I think the railings were replaced. Um, you know, about 10 or 15 years ago. But, uh, you know, the concrete part itself, I think is original. 00:05:44,710 S3: Okay. Questions? Anybody have any questions? The action would be to approve the, uh, the sole bid that we received. We solicited three and received one from vector in the amount of $34,175. 00:05:59,550 S3: What are your wishes? 00:06:05,430 S4: I would move to approve. 00:06:06,630 S3: Is there a second? 00:06:07,510 S4: Second. 00:06:08,030 S3: Seconded by Todd. Further discussion. Any further discussion? Hearing none. Call the roll, please. Sue. 00:06:14,150 S7: Josh? Yes, Kyle. Yes. Todd. Yes. Jake. Yes. Jim. 00:06:18,790 S3: Yes. That motion carries. Item four on the agenda would be a progress update for the parkade repairs. Daniel. 00:06:26,510 S8: Good morning. Good morning. Break in 30. Just a brief update. The RFQ for management services was released earlier this month. Deadline will be. 00:06:34,890 S3: Wait wait wait wait. Oh, you jumped ahead of us. 00:06:37,730 S8: Oh. I'm sorry. Okay, okay, let's. I'll wait on that. 00:06:41,730 S3: We're going to get a progress report on the parkade repairs project. 00:06:45,570 S8: Okay. I'm sorry. 00:06:46,410 S3: If you can hang in here for. 00:06:47,370 S8: I don't know anything about that, so that's why. 00:06:50,370 S3: Kind of surprise me that you were jumping up there. So I'm guessing Jeremy is going to take that. 00:06:54,410 S5: He just wanted to queue it up for him. So. Yeah. Well, a lot of progress updates here today for the agenda, but, uh, so this would be for the the major repairs project that we have going on this year. Um, that vector was awarded the contract for on the, the spiral exit spiral, um, repairs and then tendon repairs on the, on the upper purple or top level purple level. So those actually are underway. They actually did start, um, two days ago, putting the scaffolding up for, um, beginning the repairs on the spiral and, um, the total timeline of the project I think is 3 to 4 weeks. So it is underway. 00:07:33,390 S3: Questions about that particular project, anybody? Um, the tenants of the building are being cooperative at this point. 00:07:41,790 S5: Yeah. And it's not really affecting the tenants. Um, as far as, um, okay, it's minimal noise and we are keeping lanes open for, uh, ability to park and to be able to exit the ramp as well. 00:07:53,470 S3: I was walking by around the corner by Peacock or whatever the other day, and there's more than minimal noise coming out. 00:07:58,430 S4: Of. 00:07:59,070 S3: That building, but, you know, it's not continuous either. I mean, they have to do what they have to do. So I think people understand that it's temporary. Okay. Thanks for that update. Does anybody want to give us an update on the parking authority management RFQ? Anybody in? Oh, Kate. No. 00:08:16,670 How about Daniel? S8: Okay. Thank you. Chair. I learned to wait my turn here. Um, so, yeah, as I mentioned it, uh, it was released the RFQ for the management services released at the beginning of this month. The deadline will be on August 14th at 4 p.m. so that's basically it. It's on the website. If you go to the main page of Bismarck and Gov and click on bids, it'll be right there. So that's all I have. 00:08:38,170 S3: So if you would explain to us the once we receive and the deadline is reached and the and the are the proposals are received, what's the next step? 00:08:48,050 S8: Sure. So there will be a selection committee made up of the chair of the parking authority, the portfolio holder from the city Commission and another parking authority member. So I guess that's a point of discussion, I suppose. Um, and then that selection committee will bring it back to this body for the approval. And that's, I think, scheduled for September. We have until the end of the year. The contract is until December. 00:09:10,410 S3: Okay. Anybody have questions of Daniel or any questions on that process? Okay. As we move forward. So with the selection committee, bring back a recommendation or bring back all of the proposals for the entire body to vote on. 00:09:22,930 S8: Or I think the last time we did it, it was a recommendation. 00:09:26,650 S3: It was to mayor. And that's been about about four years. Yeah. I think. Okay. All right. Thank you. Daniel. 00:09:33,390 S4: Sure. 00:09:34,270 S3: You're free to go. Um, that's it for the regular agenda. We have other business. There's a pay request from Walker Consultants. Jeremy. 00:09:43,790 S4: Uh, Mr.. 00:09:44,230 S5: Chairman, authority board members, we did receive a, um, a billing from Walker Consultants for the construction documents prep. Uh, that was part of the total RFP package. But this is for the remaining portion for just the documents prep of $14,866.15. 00:10:03,070 S5: Um, this would be, uh, there was a 50% down initially. And this is the remainder of that portion of the bill. 00:10:11,510 S3: Action would be to approve or deny the request. What are your wishes? Probably should approve it. 00:10:18,190 S4: So I'll move to approve a motion to approve by a second. Second. 00:10:23,310 S3: Seconded by Todd. Any further discussion on the motion? Uh, please call the roll. Sue. 00:10:29,930 S7: Josh. Yes. Kyle. Yes. Todd. Yes. Jake. Yes. Jim. 00:10:34,730 S3: Yes. That motion carries. Um, under other business items, six b would be an update on the Red Wing Shoe Store's lease extension. Jeremy has been working with them and and consulting with me on a lease renewal. But he's going to give us the latest and greatest status update of that particular item. 00:10:51,650 S9: Yep. 00:10:51,930 S5: So, Mr. Chairman, authority board members, we their red wing shoes, I think the longest tenant now in the building since occupied since 1985. Um, they actually their latest lease extension did expire at the end of June, and we negotiated a short term, three month lease with them because they're in a they're in a transition at this point not knowing if they're going to move or not. And they just needed a little more time to figure that out with their corporate office. And so more to more to come on that after their short term extension expires. 00:11:27,250 S3: Yeah. How long is the extension? 00:11:28,770 S4: Uh. 00:11:29,310 S5: Three months through the end of September. 00:11:32,110 S3: And again, this is not an atypical situation where a retail store has been down a very, very long time. But, um, and the local management people want to stay in the location. It's my understanding that corporate which is out of state, I think they should maybe be up on a high traffic, whatever. So we can't control that. But hopefully they'll make the right decision. 00:11:58,070 If not, um, do we have a plan in place to market that space, look for other tenants? S5: Um, I think we would have to look at options to, uh, go ahead and market it for outside firms. And I know we have a CRA group that's currently marketing the old thrifty white space, and it may work to include that, but we I think we'd have to go offer some bids on that since it is a separate space. 00:12:16,230 S3: So that was my next question. Are we getting any, excuse me, any inquiries or action on the the wait the other the vacant space? 00:12:25,550 S5: Um, I, I have not I, I don't think we're getting a lot of traffic, as we know that the commercial market downtown is still pretty soft. Kyle, can we to I guess, yeah. 00:12:36,370 S4: Just to comment on that. 00:12:37,290 S5: We have had. 00:12:38,210 S4: A few showings in the property, but the downtown market continues to be relatively soft. 00:12:42,930 S3: So any questions anyone on on the parkade. So we will see hopefully maybe by the August meeting we have a renewal with Red wing. That would be great. Um, can you remind us what what the revenue is probably in the in the financial. 00:12:57,330 What do they pay a month? S5: Um, actually, I don't have those figures directly in front of me. 00:13:00,010 S4: Okay. 00:13:00,690 S3: Very good. Any other. Any questions? Anybody on that one? Well, we're at, uh, item seven under other business. 00:13:16,850 Anybody have any other business? Is there a update from the downtown owners on things? S10: Wow. Who was here? I just need to. Mister chairman. You said things from 1983 are getting old and deteriorated, and I take umbrage with that. Um, we're still doing pretty good over here from 83. Um, a couple of things that we just wanted to let you guys know about. Um, and the chairman knows about this because he'll see it later this afternoon. But the budget insight for redevelopment is coming in for design review, uh, at the Renaissance Zone Authority later today. Um, and it's if you haven't had a chance to look through the agenda packet, please do. It's a good design. Um, it's, you know, looking at about 100 units on that site, and then there's some parking, as I understand that the alley is not necessarily a public alley space. Um, what kind of is. And there's some easements and things like that, but there'll be some parking in the alley, some parking spaces there. Um, and then the closest ramp that they, you know, are closest is the Third Street ramp. There's, you know, decent capacity there if people choose to use, uh, the ramp that are living there. So that that's still somewhat dependent on whether the Renaissance Owen program comes back and how that project moves forward. But, um, I take a look at the agenda item. I think you'll really like what it looks like. And, um, Landau Group is really good at engaging the, the street slash having kind of some little spaces within the building or within the property for their, their tenants and stuff. So there's some courtyard spaces. It's going to be really nice, especially compared to what we, um, are replacing it with. So yeah, a couple other things. Just on a new ramp construction, we did speak with one of our, um, one of our council members that does ramp construction in Fargo and other areas. And I know, uh, the chairman and, and I had discussed kind of what the timelines were for the precast concrete panels. Um, since we were we were talking about 18 months and this was maybe two years ago or so. That's really sped up. Um, so maybe like, there's six months out now if we put in an order. So it's gotten a lot better, at least according to, to, uh, our, our council members that do that and are bidding other parking ramp projects, um, out of Fargo. So that's good news. 00:15:30,960 S3: What do they have to say about cost? Or did you not get there? 00:15:34,120 S10: Um, we did ask about the personnel cost. I'll. I'll get you those. I don't remember exactly what they were, but I'll get you those numbers. Um, yeah. The timeline is sped up. Fargo is looking at a parking ramp for their airport, and so I think we'll probably get a good idea of what the costs and things are there. Fargo is also looking at a parking ramp for a potential parking ramp for another development called the Wave by Epic, which is in south, I think, a South Fargo. Um, so we'll probably get a couple of good ideas of what it cost to build a parking ramp in North Dakota from Fargo in the next a little while here. Um, and then the timelines as well for for building them. I feel like I had one other thing for you guys. Um. 00:16:19,920 S3: Too early to start talking about the street fair. We can. 00:16:22,200 S4: Deal with that next. 00:16:22,920 S10: Month. It's coming. It's our 50th year. Uh, September 15th and 16th will be the street fair. Um, so Don is is busy getting that all figured out. Um, yeah. As Kyle had mentioned, the the market downtown. It's interesting. The residential market is fantastic. Downtown. Um, yeah. Office space, just with the hybrid and working from home and then the state allowing work from anywhere in the state of North Dakota. Uh, the office market, not just downtown, but everywhere in Bismarck is pretty darn soft. So residential is really, um, cruisin downtown. Um, but, yeah, the the office space, not not so much. Lander did move, um, about 25 of their units in June, first of their 91 total. They still have some punch list items on some of the units and things like that. But we tour that great building so they'll be doing well. Overall, the housing market has been been really good. I know it's it's been kind of an experiment for us in the last five years. Would people respond? How many cars are they bringing? They're not bringing a lot of cars. At least on the Dennison project, as not as many as we had thought initially they might. That might change. But, um. So all in all, it's working out pretty good. 00:17:41,440 S3: More bicycles than cars. 00:17:43,360 S10: You know, Landor. When we toured the Renaissance Lofts, every parking space also has a bike rack thing that's on the wall for each parking space underground. So we'll see if they get used. But, um, yeah, I think things are going okay. We're really working on that renaissance and renewal that is top of mind. So I think, you know, we'll be going to all the taxing entities. And I think Daniel's presenting some things next week to Burleigh County. And the mayor has also done some financial, um, uh, some financial information for the county and the schools and the parks that he's. 00:18:22,400 S3: Return on investment. 00:18:23,880 S10: So if anybody has any questions for me. 00:18:26,480 S3: Any questions of Kate and or of Daniel on the on the status of the Renaissance Zone renewal. 00:18:31,780 S10: Daniel, that's next week. You're going for the. 00:18:35,100 S1: What's the 19th. 00:18:37,300 S8: For some. 00:18:38,220 S2: Information. 00:18:38,980 S4: Right. 00:18:40,260 S3: Okay. 00:18:40,860 S10: Okay. 00:18:41,300 S3: Thank you. Thanks, Kate. Anyone else have anything else? For the good of the order. Anybody? Anybody? Anybody. Speak now or wait until. When do we wait until August 10th. Is our next scheduled meeting. So if there's no further business and no objection, we officially stand adjourned. Thank you. Everybody.
